How UK Crypto Sanctions Affect Exchanges, Wallets and Everyday Users

Yes. UK financial sanctions apply to cryptoassets just as they apply to cash, bank accounts and other property. The practical result depends on the sanctions regime, whether a person is designated, whether they own or control the assets, what transaction you are carrying out, and whether an exception or Office of Financial Sanctions Implementation (OFSI) licence applies. A transfer is not automatically illegal merely because it involves a Russian person or another particular nationality.

For exchanges and custodial wallet providers, sanctions create screening, reporting and asset-freezing duties. For an everyday user, the key risk is dealing with funds that belong to, or are controlled by, a designated person. If a transfer appears connected to a designated person, stop further transactions and obtain guidance rather than moving, swapping, bridging, mixing or spending the assets.

What UK sanctions mean for cryptocurrency

The UK authorities’ joint statement on sanctions and the cryptoasset sector, issued on 11 March 2022, states: “Financial sanctions regulations do not differentiate between cryptoassets and other forms of assets.” Crypto being recorded on a blockchain, held in a self-custody wallet or transferred without a bank does not put it outside the UK sanctions framework.

Sanctions are targeted measures. The relevant question is not simply whether a transaction touches a particular country. You must identify the applicable UK sanctions regime, check whether a party is a designated person, consider ownership or control of the assets, and examine the actual conduct. Separate UK trade, export, immigration and other restrictions may apply, but they are not the same legal question as financial sanctions.

When an asset freeze is triggered

Under the joint statement, a person who knows or has reasonable cause to suspect that they possess, control or are otherwise dealing with funds or economic resources of a designated person must freeze those assets. They must not deal with them or make them available, directly or indirectly, to or for the benefit of the designated person. The person must also report the matter to OFSI unless a legislative exception or licence permits the conduct.

“Freeze” does not mean that cryptocurrency disappears from a blockchain. It means the person subject to the duty must stop exercising control or carrying out prohibited dealings. A custodial provider can restrict an account or prevent withdrawals; a self-custody holder may still technically possess a private key, but transferring or using the relevant assets can itself be prohibited.

Why the designation, ownership and transaction facts matter

A sanctions decision cannot safely be made from a country label or a name match alone. A person may be designated under one regime but not another, and sanctions lists change. Ownership and control can also extend beyond the name shown on an account. A company, wallet or intermediary may be linked to a designated person through control or beneficial ownership even when the designated name is not the immediate counterparty.

Questions that determine the legal risk

  • Which UK sanctions regime applies to the transaction?
  • Is the person, company or other entity a current designated person?
  • Does the designated person own or control the funds or economic resources, directly or through another entity?
  • Are you possessing, controlling, transferring, exchanging, making available or otherwise dealing with those assets?
  • Do the facts create actual knowledge or reasonable cause to suspect a sanctions issue?
  • Does a regime-specific statutory exception apply, or is an OFSI licence required?

These factors explain why it is too broad to say that every Russian user, every wallet associated with a certain country or every transaction through a particular blockchain is prohibited. The legal result is fact-specific.

How exchanges and custodial wallet providers are affected

OFSI’s Cryptoassets Threat Assessment describes two main categories of service provider. A cryptoasset exchange provider exchanges, or arranges exchange, between cryptoassets and fiat currency or between different cryptoassets; the assessment also includes crypto ATMs. A custodian wallet provider safeguards cryptoassets or private cryptographic keys for customers so they can hold, store or transfer cryptoassets.

These firms have obligations beyond those of a person making an occasional private transfer. They need systems to identify designated persons, investigate suspicious encounters, freeze or restrict assets where required, and report relevant matters to OFSI. Since August 2022, cryptoasset firms have been “relevant firms” for OFSI reporting purposes. In the course of business, they must report when they know or have reasonable cause to suspect that they have encountered a designated person or a breach of financial sanctions.

Registration and the Travel Rule

OFSI says exchange and custodian wallet providers have needed registration with the Financial Conduct Authority for anti-money-laundering supervision since January 2020. The UK Travel Rule has applied since September 2023. Firms operating in the UK or serving UK customers should check the FCA register for a provider’s status; customers can use that register as one due-diligence check, although registration does not guarantee that a transaction is lawful or that an account cannot be restricted.

Provider or activity Why sanctions matter Practical consequence
Cryptoasset exchange May convert fiat to crypto, crypto to fiat or one cryptoasset to another. Screen customers and transaction flows, stop prohibited dealings, and report suspected designated-person encounters or breaches.
Custodial wallet provider Holds assets or private keys for customers. Can restrict account access or transfers and must follow freezing and reporting duties when the legal test is met.
Crypto ATM operator Facilitates exchange at a physical machine. Must apply relevant compliance controls to the service it operates.
Self-custody wallet user Controls keys without a custodian. No provider may be available to freeze the address, but the user can still be prohibited from dealing with designated-person assets.

Direct and indirect exposure to sanctioned crypto

Direct exposure is comparatively easy to describe: for example, receiving assets from a wallet that belongs to a designated person or sending assets to that person. Indirect exposure can be harder to see. OFSI identifies intermediaries, mixers, bridges, smart-contract or decentralised-finance interactions, nested exchanges, virtual-private-network masking and ownership structures that obscure the connection as risk indicators.

Several blockchain hops do not erase the underlying exposure. OFSI notes that multiple hops make tracing harder, not that they make a transaction safe. For regulated firms, the assessment recommends screening at least three to five transaction hops, or continuing until the crypto reaches an attributed service provider, and reporting suspicious activity. That is a recommendation for firms, not a legal safe harbour or a threshold that ordinary users can rely on.

A transaction that passes through a mixer or bridge is not automatically a sanctions breach. It may, however, increase the information a provider needs before allowing a deposit or withdrawal. Deliberately using an obscuring service to avoid screening can create additional legal and compliance risk.

What everyday users should expect

Most individuals encounter sanctions controls through a delayed deposit, a frozen exchange account, a request for source-of-funds information or a report that a withdrawal cannot be completed. A provider may investigate before deciding whether the legal test is met. Technical ability to process a payment does not establish that processing it is lawful.

Situation What may happen Safer response
You send crypto to a designated person or controlled entity. The provider may block the transaction, freeze relevant assets and report a suspected breach. Do not attempt the same payment through another wallet or service. Obtain legal guidance.
You receive crypto that appears linked to a designated wallet. Your exchange or custodian may place the deposit on hold while it investigates. Stop further dealing with the assets and contact the provider and OFSI or an independent lawyer.
Your account is restricted after an indirect exposure. The firm may ask for transaction history, wallet ownership information or identification. Provide accurate records. Do not move the assets to a mixer, bridge or another account.
You hold an unrelated wallet but share a name with a designated person. A provider may request additional information to resolve a false positive. Supply identity and ownership evidence; a name match alone does not establish designation.

What to do if you accidentally receive suspicious crypto

Accidental receipt does not answer the legal question by itself. The important issue is what you know or have reasonable cause to suspect and what you do next. Once a credible concern appears, avoid any further dealing that could change, transfer or make the assets available.

  1. Stop activity involving the assets. Do not send, swap, sell, bridge, mix, stake, spend or return them until you have advice. Returning funds is still a further transaction and is not automatically safe.
  2. Preserve evidence. Save the transaction hash, addresses, timestamps, communications, invoices and the route by which you received the crypto. Do not alter records or delete messages.
  3. Notify the relevant service provider. Tell the exchange or custodian that you believe the transfer may involve a designated person or sanctions breach and ask for its reporting instructions.
  4. Check the current UK designation source. Use the UK Sanctions List and the guidance for the relevant regime. Do not rely on an old downloaded list or a name match without checking identity and ownership.
  5. Seek specialist advice. OFSI guidance and an independent UK lawyer can address reporting, licensing and any applicable exception. Do not assume that silence from a provider is permission to proceed.

Exceptions and licences are not the same

UK cross-government guidance distinguishes an automatic exception from a licence. An exception operates automatically only when the legislation’s defined conditions are satisfied. It is not a general permission for a category of users or a blanket authorisation for all transactions involving a sanctioned country.

If no exception applies, conduct that would otherwise be prohibited requires a licence. OFSI issues licences for financial sanctions. A licence may contain conditions, limits, reporting requirements or an expiry date. Keep the licence and supporting records, and follow its wording exactly; an exchange’s willingness to process a payment does not replace the licence.

How to check a designation in 2026

The updated Russia financial sanctions guidance says that, after the OFSI Consolidated List closed on 28 January 2026, the UK Sanctions List is the only source for all UK sanctions designations. Use that list for a live check, then read the relevant regime guidance and any ownership or control information. Old list files, screenshots and third-party search results can be out of date.

For a specific case, check the current legislation, regime guidance, OFSI licensing information and reporting instructions. A list search is an essential starting point, not a complete legal conclusion: identity, beneficial ownership, control, transaction purpose and the timing of the conduct may all matter.

What the Garantex and Grinex figures show

OFSI’s Cryptoassets Threat Assessment reviewed information from January 2022 through May 2025. It reported that almost all transfers from attributed UK services or FCA-registered cryptoasset firms to designated persons since 2022 involved Garantex. OFSI described Garantex as UK-designated in May 2022 and reported its disruption in March 2025, during which approximately USD 26 million in illicit cryptoassets were frozen.

The same assessment said Grinex transaction volumes exceeded USD 1.2 billion in USDT as of May 2025. These are case-specific figures from OFSI’s assessment, not current totals and not a measure of how many ordinary UK users are affected. The evidence does not establish a general percentage of UK crypto users exposed to sanctions.

A practical compliance checklist

  • Check the UK Sanctions List at the time of the transaction, not only when an account is opened.
  • Identify the sender, recipient, beneficial owner and any controlling person where the information is available.
  • Keep transaction hashes, wallet addresses, account statements and communications.
  • Do not treat a self-custody wallet, decentralised application or blockchain hop as an exemption from sanctions.
  • Do not use a mixer, bridge, nested exchange or VPN to evade screening.
  • Ask the provider which documents it needs when a transfer is held.
  • Obtain an OFSI licence where required before carrying out otherwise prohibited conduct.
  • Report promptly when the law and your circumstances require it.

Limits of what this explainer can decide

Sanctions regimes, designations, licences and provider controls change. OFSI’s threat assessment was published in July 2025, but its evidence review ended in May 2025; its operational findings should be understood within that period. OFSI’s 28 January 2026 statement that cryptoasset evasion is treated no differently from exploitation of traditional currencies is an enforcement framing, not a substitute for the governing regulations.
