U.S. duties can raise the cash importers must deposit on covered Canadian softwood lumber, but there is no single rate for every exporter or shipment. As of October 7, 2026, the amended results of the sixth U.S. administrative review set company-specific and “All Others” antidumping (AD) and countervailing (CVD) rates; the seventh-review figures published in 2026 are preliminary and do not take effect. Separate tariffs may also apply to specified products or entries, so a shipment’s treatment depends on its producer and exporter, product scope, entry date, origin qualification and the measures then in force.
What the U.S. lumber duties are
The U.S. measures on Canadian softwood lumber include two distinct trade-remedy orders:

- Antidumping (AD) duties address Commerce’s findings about dumping. The AD rate is not necessarily the same for each company.
- Countervailing (CVD) duties address subsidies. These are calculated and administered separately from AD duties and can have different company rates.
Commerce administrative reviews determine duties assessed on past entries and establish estimated-duty cash-deposit rates for future entries. As a result, a deposit rate is not automatically the final amount an importer will owe after assessment.

Global Affairs Canada reports the following amended sixth-review rates. The AD rates took effect July 29, 2025, and the CVD rates took effect August 12, 2025; the AD rates were amended on September 11, 2025. The combined column adds AD and CVD only—it does not include any separate tariff.

| Exporter group | AD rate | CVD rate | Combined AD/CVD |
|---|---|---|---|
| Canfor | 35.47% | 12.12% | 47.59% |
| West Fraser | 9.65% | 16.82% | 26.47% |
| All Others | 20.53% | 14.63% | 35.16% |
These are review-specific figures, not a universal rate for all Canadian mills or entries. Commerce’s 2025 sixth-review announcement described a CVD range of 12.12% to 16.82%, with 14.63% for non-selected companies, and an AD range of 9.65% to 35.53%. The amended Canadian summary gives the company and “All Others” figures in the table above. The applicable deposit instruction for a particular producer/exporter combination and entry should be checked rather than inferred from these examples.
Are the 2026 seventh-review rates in effect?
No. Global Affairs Canada identifies the seventh-review preliminary rates and the June 2026 post-preliminary CVD calculation as not taking effect. They should not be treated as current cash-deposit rates. A preliminary result can change before final action; use a final result and its effective instructions only once they have been issued and entered into force.

Why a lumber product’s scope matters
Whether an item is covered is a legal scope question, not just a tariff-code lookup. Commerce describes scope as based on product characteristics and exclusions, with tariff classifications also relevant. U.S. Customs and Border Protection uses scope information to identify covered goods at entry and collect deposits. A classification code alone does not establish that a product is covered or excluded; the operative order language and any applicable scope rulings matter.

Which separate tariffs may affect an entry
AD/CVD orders are separate from tariffs imposed under other authorities. The December 31, 2025 Section 232 proclamation provides a 10% ad valorem tariff on certain softwood timber and lumber; it was published in the Federal Register on January 9, 2026. Whether it applies depends on the proclamation’s product coverage and applicable tariff provisions.
Global Affairs Canada also reports that the temporary Section 122 10% global tariff expired on July 24, 2026, and describes a replacement Section 301 measure on Canadian goods, with CUSMA-compliant goods exempt from that replacement tariff. It says existing AD/CVD duties and applicable Section 232 duties remain unchanged. The Section 301 description does not establish that every Canadian lumber entry is covered or exempt: origin treatment and the current legal text must be checked for the specific goods and entry date.

Do not simply add headline percentages to calculate a shipment’s total duty. The measures can have different product coverage, exclusions, origin rules and effective dates; determine which apply to the particular entry before calculating its charges.
How duties affect exporters and importers
A higher estimated-duty deposit can increase the amount an importer pays at entry and the working capital tied up while the entry awaits final assessment. That can affect the commercial terms and cash planning of cross-border sales. The deposit is not, by itself, proof of the final assessed liability: reviews may determine the amount due on past entries separately from the prospective rate used for deposits.
Best Value
The impact is not uniform across Canadian exporters. The sixth-review rates differ between the named companies and “All Others,” and the applicable rate depends on the exporter/producer and the deposit instructions for the entry. Separate tariffs may change the calculation again where their coverage conditions are met. The rates alone do not establish how much a mill’s prices, sales or employment have changed.
How to check a shipment’s treatment
- Identify the producer and exporter. Confirm the identities tied to the goods and determine which company-specific or other cash-deposit instruction applies. Do not assume the “All Others” rate applies.
- Establish product coverage. Compare the merchandise’s physical and technical characteristics with the operative softwood-lumber order and relevant exclusions or scope rulings. Do not rely on an HTSUS code by itself.
- Confirm the entry date and effective result. Distinguish final or amended results from preliminary and post-preliminary calculations. The seventh-review figures described above are not effective rates.
- Check separate measures and origin treatment. Review the precise Section 232 coverage and any applicable Section 301 treatment, including whether the goods qualify as CUSMA-compliant under the governing rules.
- Verify the entry-specific deposit and assessment instructions. Commerce directs readers who know the foreign producer to its Customs Liaison Unit for rate information. A customs broker or trade counsel can help assess scope and application to a particular entry.
Commerce’s scope guidance explains that “The scope defines the products to which any antidumping and/or countervailing duties may be applied.” For a live shipment, the operative order, relevant Federal Register notices and entry instructions—not a general rate summary—are the decisive references.
