U.S. diesel exports can put upward pressure on domestic prices when overseas demand draws fuel away from U.S. inventories, especially when those inventories are already low. The effect is real but not isolated: refinery output, global supply disruptions, domestic demand, and seasonal patterns also shape prices. The U.S. Energy Information Administration (EIA) says low distillate inventories contribute to higher domestic diesel prices, but its current outlook does not quantify a price increase per barrel exported.
How exports can affect U.S. diesel prices
Diesel is traded in a wider market. When overseas buyers are willing to pay more for distillate because supply is tight, U.S. exporters have an incentive to send more fuel abroad. All else equal, fuel shipped overseas is not available to build U.S. inventories or meet domestic demand. With less stock on hand, the domestic market has less cushion against a supply disruption or a seasonal demand increase.

The EIA describes that chain directly: tight global distillate markets raise global prices, which incentivizes U.S. exports; low inventories, in turn, contribute to higher domestic diesel prices. This is a market relationship, not a fixed rule that each exported barrel adds a known number of cents to the pump price. The EIA’s September 2026 outlook does not provide a standalone causal estimate of exports’ effect on retail prices.
What the EIA’s September 2026 outlook found
In its September 9, 2026 Short-Term Energy Outlook, the EIA reported that U.S. distillate inventories fell below their five-year range in April 2026. It linked the decline to high net exports amid supply losses in the Middle East, Russia, and China. Net exports were above or near the five-year high in every month from February 2026 through the outlook’s reporting period.

The EIA forecast U.S. distillate inventories below 100 million barrels in September 2026 and below the 2021–2025 five-year low through the end of 2026 and much of 2027. These are forecasts from the September outlook, not confirmed later inventory results. The agency listed October 6, 2026, as its next outlook release.
The same outlook estimated average U.S. diesel crack spreads above $2 per gallon from August through November 2026. A crack spread measures a refining margin, not the retail price of diesel. The EIA’s baseline projected spreads declining through mid-2027, assuming tanker traffic through the Strait of Hormuz returns to normal and Saudi Arabia and Kuwait increase distillate exports. The agency said disruption continuing beyond 2026 would imply higher global crack spreads than its baseline forecast; neither path is guaranteed.

Why exports are only one part of supply
Refinery output and maintenance
Exports affect how available fuel is allocated, but they do not determine how much U.S. refineries produce. The EIA’s September 2026 outlook expected fall and winter refinery maintenance to reduce production. That can compound inventory pressure when demand is rising.

Refinery capacity and closures have also mattered in earlier forecasts. In a September 2025 analysis, the EIA attributed its forecast of low inventories in 2025–2026 to strong export demand, inventory draws, and lower domestic production associated with refinery closures. It said the LyondellBasell Houston refinery shut down in early 2025 and two California refineries with combined capacity of 284,000 barrels per day planned to close over the following two years. Those statements describe the 2025 analysis and plans at that time; they should not be taken as a current account of plant status.

Global supply and domestic demand
Disruptions abroad can increase competition for U.S. fuel, while domestic demand continues to draw on available supply. The EIA expected agricultural demand to rise during the fall harvest season, alongside lower output from refinery maintenance. In the Northeast, low distillate inventories can also affect residential heating-oil prices.
What counts as “distillate”
EIA distillate figures are broader than road diesel alone. Depending on the series, distillate can include diesel fuel and home heating oil; total-distillate measures can also include renewable diesel and biodiesel. Total distillate inventories should not be described as petroleum-only inventories.

The EIA’s September 2025 analysis reported that, in the first half of 2025 compared with the first half of 2024, renewable diesel and biodiesel consumption fell by 124,000 barrels per day (35%), while petroleum-based distillate fuel oil consumption rose by about 170,000 barrels per day (5%). The agency expected renewable-fuel production to partly offset inventory pressure later. These figures concern different fuel categories and periods, so they should not be treated as a direct measure of export effects.
How recent export and inventory figures fit together
Earlier EIA figures show why exports and stocks are often discussed together, while also illustrating the need to label each measure and period. In its September 2025 analysis, the EIA reported that U.S. distillate exports averaged 1.2 million barrels per day in the first half of 2025, 7% above the previous five-year average. It also described a 17% decline—about 22 million barrels—in total U.S. distillate inventories over that half-year.

Those observations do not establish that exports alone caused the inventory decline: refinery output, domestic consumption, imports, and other supply changes also affect stocks. The EIA’s current outlook provides market context and a qualitative price link, not a numerical export-to-price multiplier.
Would restricting exports lower domestic prices?
Reducing exports could leave more fuel available domestically in the short term, all else equal, but the reviewed EIA outlooks do not estimate how much a proposed restriction would change U.S. wholesale or retail prices. A policy assessment would need to consider more than the volume held back from export:
- Inventory relief: how much fuel would remain in the United States, and for how long?
- Refinery response: could refiners redirect shipments or increase production, or would output remain constrained?
- Price effects: what might happen to domestic wholesale and retail prices, as well as prices in markets that buy U.S. fuel?
- Market reach: how would the policy interact with global prices, supply disruptions, and domestic seasonal demand?
Without evidence estimating those effects, a specific savings figure or confident prediction would be unwarranted.

How to check the latest U.S. data
To assess exports alongside the factors that influence prices and supply, use the EIA’s Petroleum Data catalog for series covering production, imports and exports, stocks, product supplied, and retail diesel prices. The Petroleum Supply Monthly provides national and Petroleum Administration for Defense (PAD) District data on production, imports, exports, movements, and inventories. Its July 2026 release appeared September 30, 2026; monthly data are preliminary before final annual data.
Quick Recap
- Choose the measure: distinguish road diesel or petroleum-based distillate from total distillate, which may include heating oil and renewable fuels.
- Match the scope: use the same geography and time period for exports, production, stocks, and domestic use.
- Check units and status: note whether values are barrels, barrels per day, or another unit, and whether data are preliminary, final, observed, or forecast.
- Read the release date: inventory and trade data are updated over time, so date comparisons to the release that reported them.
