In the United States, a tsunami warning can reach your phone through Wireless Emergency Alerts (WEA), a government cell-broadcast system sent by participating wireless carriers to compatible phones near the threatened area. It is not an ordinary text message and it does not require an app. WEA is only one part of the warning system: official websites, local alerts, television and radio, NOAA Weather Radio, marine radio, sirens and emergency officials provide additional information and redundancy.
The most important limitation is tsunami-specific: the National Weather Service (NWS) describes WEA activation for the first Tsunami Warning in an area, including an upgrade to a warning for the same event. Watches, advisories, information statements, continuation messages and cancellations are not necessarily delivered as WEA. Check official local and NOAA channels for updates, and evacuate immediately if you experience a natural tsunami warning at the coast.

From a warning center to your phone
Tsunami warning centers monitor earthquakes and possible tsunamis, forecast coastal impacts and issue standardized messages. In the United States and Canada, the National Tsunami Warning Center serves the continental United States, Alaska and Canada. The Pacific Tsunami Warning Center directly serves Hawaii, U.S. Pacific and Caribbean territories and the British Virgin Islands, and acts as an international forecast center for the Pacific and Caribbean basins.

Those organizations determine how to relay the information in their jurisdictions. For qualifying NWS warnings, the Integrated Public Alert and Warning System (IPAWS) passes the alert to participating wireless carriers. Carriers broadcast it from cell towers serving the threatened area, where compatible phones display the alert.

This chain means the warning is not a personal message addressed to a named subscriber. It is a one-to-many transmission from towers. A tower’s service area can extend beyond the exact hazard boundary, so a phone outside the coastal evacuation zone may receive the alert. Conversely, a phone with no compatible software, no participating carrier service or no usable signal may not receive it.
What determines whether your phone displays WEA
- Your phone must support WEA and have the carrier’s emergency-alert capability enabled according to the device and network configuration.
- You need to be connected to a participating wireless network and within a tower service area carrying the broadcast.
- Language settings and the wireless network affect the wording and length shown on the device.
- WEA does not use precise GPS tracking to identify recipients. The system targets tower areas, not individual coordinates.
For a plain-language explanation of the technology, see the NWS guide “Wireless Emergency Alerts – What are they and how do they work?”.
What tsunami WEA includes—and what it does not
The NWS tsunami WEA fact sheet defines a narrower service than a complete stream of every bulletin. WEA is activated for a Tsunami Warning, including an upgrade to a warning after a watch or advisory for the same event. The first warning for a specific area triggers the phone broadcast; subsequent continuation or cancellation messages do not.

| Tsunami message | WEA treatment described by NWS | Where to get further information |
|---|---|---|
| Warning | First warning for the area activates WEA; an upgrade to a warning for the same event can activate it. | Official local instructions, Tsunami.gov and NWS dissemination channels. |
| Advisory | Not sent through tsunami WEA. | Official websites, local authorities, broadcast media, radio and local alert systems. |
| Watch | Not sent through tsunami WEA. | Monitor official updates and prepare to act. |
| Information Statement | Not sent through tsunami WEA. | Check the statement and subsequent updates at official sources. |
| Continuation or cancellation | Not sent as a new tsunami WEA under the cited fact sheet. | Follow updates through Tsunami.gov, NWS, local officials and broadcast channels. |
Do not interpret the absence of a second phone alert as proof that conditions are unchanged. A WEA is an initial rapid notification, not a subscription feed. The NWS TsunamiReady guidance also cautions that WEA does not work everywhere and does not provide every alert level.
How apps, websites and local text alerts fit in
You do not need an app to receive WEA. Apps and websites are supplementary paths that can provide the full message, maps, local evacuation routes and later updates. NWS identifies Tsunami.gov as an official online source for tsunami messages.
Local and state emergency alerts
Many counties, cities, states and tribal authorities operate opt-in text, email, telephone or mobile-notification services. Enrollment, names and coverage vary by location. Look up the emergency-management office for the place where you live, work or plan to visit, and use the sign-up page published by that authority. These messages are different from WEA: they generally require registration, depend on the service’s delivery platform and may carry local evacuation instructions or follow-up bulletins that WEA does not.

What an app cannot guarantee
- An app notification normally requires an internet connection and the app’s notification permissions to be active.
- Power-saving modes, disabled background data or a logged-out account can delay a notification.
- No single app is designated in the cited NWS material as a universal national tsunami-alert app.
- An app should add detail and redundancy, not replace WEA, radio monitoring or the ability to act on natural warning signs.
Radio, television, sirens and other redundant channels
Local broadcast media, marine radio, NOAA Weather Radio (NWR), outdoor sirens, emergency telephone calls and public-safety officials may all relay tsunami information. The combination differs by community, terrain and hazard zone. The NWS preparedness guidance recommends keeping a battery-operated NOAA Weather Radio where local reception is available.

|---|---|---|---|
| WEA cell broadcast | Automatic for qualifying warnings on compatible phones and participating networks. | Fast, geographically targeted tower broadcast; no app enrollment. | Requires coverage and compatible equipment; tower areas can overreach the hazard; tsunami WEA is limited to the first warning. |
| Local/state text, email or phone service | Usually opt-in. | Can include local routes, shelter details and later updates. | Enrollment and service availability vary; delivery depends on the provider’s network and your contact details. |
| Official websites and apps | Requires monitoring or notification permission. | Offers complete bulletins, maps and evolving information. | Needs internet access, power and a functioning device. |
| NOAA Weather Radio | Continuous broadcast; no account required where reception exists. | Independent audio path with official NWS information; a battery receiver can work during a power outage. | Local coverage varies, and a receiver cannot guarantee reception in every building or terrain. |
| Television, local radio and marine radio | Requires a powered or battery receiver and local signal. | Can provide continuing reports and instructions; marine radio serves boaters. | Availability and reach differ by community and may fail with power or signal loss. |
| Sirens and officials | Usually no enrollment, but depends on local deployment. | Useful outdoors and for people without phones or internet. | Sound may not reach indoors or distant areas; a siren alone may not explain the alert level or route. |
The United States Tsunami Alerting Analysis 2026 identifies Emergency Alert System broadcasts and NOAA Weather Radio as important dissemination and backup components while noting regional coverage and redundancy challenges. Treat every channel as one layer in a set, not as a guarantee by itself.
Know what each tsunami alert level asks you to do
NWS and Canadian partners use four alert levels. The label is an action instruction, not merely a measure of earthquake size.

| Level | Meaning and required response |
|---|---|
| Warning — Take Action | Dangerous coastal flooding and powerful currents are expected or occurring. Follow local instructions and evacuate to high ground or inland as directed. |
| Advisory — Take Action | Dangerous currents or waves may affect people in or very near the water. Stay out of the water and away from beaches and waterways. |
| Watch — Be Prepared | A distant earthquake has occurred and a tsunami is possible. Monitor official updates and be ready to act if the level changes. |
| Information Statement — Relax | An earthquake occurred but there is no threat, it is too distant to produce a destructive tsunami, or the threat has not been determined. Most statements indicate no destructive tsunami threat, but read the specific message. |
Messages can be updated or cancelled as analysis improves. Keep the action attached to the level: an advisory is not automatically an evacuation order, while a warning requires immediate compliance with local evacuation directions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Natural warnings can arrive before technology
At the coast, technology is never the only trigger. The NWS says there may not be enough time for an official warning after a nearby earthquake. If you feel a strong or long earthquake, hear a loud roar from the ocean, or see an unusual rapid rise or retreat of water, move away from the shore immediately. Go to high ground or as far inland as local routes direct. Do not wait for an app, phone alert, siren or official confirmation.
Once you are in a safe location, use official channels for instructions and do not return until authorities say the danger has passed. A first wave or a temporary lull does not establish that the threat is over; later information may arrive through radio, websites, local alerts or officials rather than another WEA.

A practical setup checklist before a trip or coastal stay
- Check phone compatibility. Review your device’s emergency-alert settings and install operating-system updates. Do not disable emergency alerts while relying on the phone for safety information.
- Enroll locally. Find the official emergency-management alert service for your home, workplace and destinations. Add both text and email or telephone options when offered.
- Bookmark official sources. Keep Tsunami.gov and your local emergency office’s website easy to reach without searching during an emergency.
- Prepare a broadcast backup. Obtain a battery-operated NOAA Weather Radio if NWR reception is available where you stay. Test the receiver and keep spare batteries.
- Learn the route. Identify high ground or an inland evacuation destination before visiting the coast. Know at least one walking route in case roads, fuel or cellular service are unavailable.
- Plan for visitors and accessibility. Explain natural warning signs, assign help for children or people with disabilities, and keep shoes, medication, identification and a flashlight ready for a rapid departure.
- Verify information. During an event, compare local officials with NWS and broadcast reports. Forwarding an unverified social-media post can spread an incorrect evacuation area or alert level.
If your phone does not alert
- Check whether you are outside the tower area carrying the warning; geographic targeting is approximate and may not match the evacuation boundary.
- Confirm that the phone is powered, connected to a participating network and compatible with WEA.
- Use NWR, local radio or television, official websites and local authority channels instead of waiting for a repeat notification.
- If you observe a natural warning sign, evacuate first and troubleshoot later.
- Remember that a missing follow-up WEA is expected for many continuation and cancellation messages under the tsunami-specific rules; seek the current bulletin through official channels.
Who is responsible for the warning?
Tsunami warning centers produce the scientific message, but no single agency delivers every part of it. NWS offices disseminate information; IPAWS provides the U.S. public-alert pathway to carriers; carriers broadcast WEA; state, territorial, tribal and local authorities select evacuation instructions and community channels. NWR and broadcast partners provide additional routes. This shared responsibility explains why the exact mix of sirens, texts, radio stations and websites differs from one coastline to another.
The National Tsunami Hazard Mitigation Program information guide and NWS’s Understanding Tsunami Alerts page provide the terminology and safety context used by these agencies.
The safest way to think about phone alerts
Use WEA as a fast first signal when a qualifying warning reaches your area, not as a complete tsunami bulletin service. Add a local opt-in alert, monitor official web or app updates, keep a radio backup and learn your evacuation route. At the shoreline, your own observation of a strong or prolonged earthquake, an ocean roar or abnormal water movement outranks any expectation that a device will notify you.
