Reported proposals for the 2030 census could affect Black Americans through two different channels: changing who is counted for congressional apportionment and changing the race data available for civil-rights monitoring. But the reported changes are proposals, not established rules, and available sources do not quantify how many Black people would be affected. The clearest Black-specific evidence is historical: the Census Bureau found that the 2020 Census undercounted Black or African American people.
What changes have been reported for the 2030 census?
In a September 10, 2026 report, Axios said the administration had proposed excluding undocumented immigrants and people without lawful permanent status from the population used for 2030 congressional apportionment. Axios also reported that the proposal floated removing race and ethnicity questions. The report said the exact effect on congressional representation was unclear.
Those are reported proposal details, not proof that a rule has been adopted or taken effect. The available reporting does not establish the proposal’s formal text or current legal status. It also does not provide a defensible estimate of the number of Black Americans, Black communities, or congressional seats that could be affected.

How could counting rules affect representation?
The decennial census counts the population, and its apportionment count is used to distribute seats in the U.S. House of Representatives among states. Excluding a group from that count could change a state’s population total relative to other states and, depending on the final rule and the distribution of affected residents, could affect its share of seats. The precise effect of the reported proposal is unknown; the available reporting does not support a specific state-by-state or Black-specific prediction.

Apportionment is not the same as redistricting. Apportionment allocates House seats among states; redistricting redraws district boundaries, generally using population data at a more local level. A change in the people included in population counts could matter to how communities are represented in both processes, but those effects cannot be inferred as a quantified outcome from the reporting available.
Why do race questions matter separately?
Race data are used to examine population patterns and help monitor civil-rights protections. The Census Bureau says the 2020 Census collected detailed race responses for Black and other major racial groups, including write-in areas and examples. Removing or reducing race and ethnicity questions could affect the detail available in decennial data for that work. That concern is distinct from which total population is used to apportion House seats.

Citizenship data and race data also are not interchangeable. In a separate matter, the Bureau says a planned post-2020, block-level special tabulation of citizen voting-age population (CVAP) was suspended indefinitely. The Bureau reports that the Department of Justice concluded in February 2021 that ACS CVAP data were adequate for enforcing Section 2 of the Voting Rights Act. This historical decision does not establish what data or methods would be available under a future change to census questions.
What happened with the first Trump administration’s census initiatives?
The first-term citizenship-question effort and immigration-status work should not be confused with the newly reported 2030 proposals. On January 21, 2021, the Census Bureau said that 2020 census data products, including redistricting data, would not contain citizenship or immigration-status information. It also said work on immigration status for the 2020 Census had been suspended.

The Bureau separately says its experimental post-2020 census CVAP special tabulation was suspended on January 12, 2021. Those are the recorded outcomes of the earlier initiatives; they do not settle the status or legal force of reported proposals for 2030.
What does the 2020 Black population undercount show?
In a 2022 evaluation, the Census Bureau found that the 2020 Census undercounted the Black or African American population. The Bureau’s two approaches—the Post-Enumeration Survey (PES) and Demographic Analysis (DA)—are distinct evaluation methods. The finding is important context for concerns about whether future counts will accurately include everyone.

It does not show that a citizenship question caused the 2020 undercount. The Bureau’s reported finding concerns the outcome of the count and its evaluation methods, not that causal claim. Nor does the categorical finding establish a Black-specific estimate of harm from the proposals reported for 2030.

AP reported on February 5, 2026, that a 2030-census practice test in Huntsville and Spartanburg used ACS questions, including citizenship. The report described concerns from experts that an ACS-based test may not adequately test how a decennial census operates. Terri Ann Lowenthal, a former congressional census oversight staff director and census consultant, called the test “a shell of what the Census Bureau proposed and should do to ensure an accurate 2030 Census.” Mark Mather, an associate vice president at the Population Reference Bureau, said, “The ACS form wouldn’t provide a valid test of 2030 census operations. It’s a completely different animal.” These are their assessments, not a finding that the test has already caused an inaccurate count.

The Leadership Conference on Civil and Human Rights’ August 2025 fact sheet says the Census Bureau warned in 2018 that adding a citizenship question could cause an undercount of at least six million people nationwide. That number is an advocacy organization’s summary of a historical warning, not an observed 2020 undercount and not a Black-specific estimate.
What can—and cannot—be concluded now?
- Established: The Census Bureau found a Black or African American population undercount in 2020, and its January 2021 statements document that citizenship and immigration-status information was excluded from 2020 data products.
- Reported, not settled: Axios described potential 2030 changes to the apportionment count and race and ethnicity questions; AP described a practice test and expert criticism of its design.
- Not established: The available sources do not demonstrate that a new rule is in force, that current proposals have already harmed Black Americans, or how many Black people or communities would be affected.
The policy risks are meaningful because accurate counts inform representation and detailed race data support civil-rights monitoring. The evidence supports explaining those pathways and the concerns raised about testing; it does not support presenting a quantified Black-specific outcome as fact.
