How Treasury Auctions Work and How Individual Investors Can Participate

Individual investors can buy newly issued U.S. Treasury bills, notes, bonds, Treasury Inflation-Protected Securities (TIPS), and Floating Rate Notes (FRNs) at public auctions. The simplest route is a noncompetitive bid through TreasuryDirect: you specify the dollar amount, accept the return determined at the auction, and—if the bid complies with the rules—receive the requested amount within the applicable limit. Banks, brokers, and dealers may also accept noncompetitive bids and can provide access to competitive bidding.

Treasury, not the investor, determines the auction price. A competitive bidder names an acceptable rate, yield, or discount margin and may receive the full amount, only part of it, or nothing. Because auction dates, closing times, offering sizes, and terms can change, the announcement for the particular security is the controlling source before you submit an order.

What a Treasury auction sells

The U.S. Department of the Treasury sells marketable securities through public auctions. These are different from savings bonds, which are purchased outside the auction process and cannot be sold or transferred in the same way as marketable securities.

Treasury bills

Bills are short-term marketable securities. In the auction, a bidder states a discount rate rather than a coupon yield. The final price reflects the discount rate accepted by Treasury.

Treasury notes and bonds

Notes and bonds use a yield as the competitive bidding measure. The announcement identifies the maturity, terms, offering amount, and the dates that apply to that issue.

Treasury Inflation-Protected Securities

TIPS are auctioned using a yield. Their inflation-adjustment features and other terms are stated in the offering announcement; read that announcement rather than assuming that every TIPS issue has identical terms.

Floating Rate Notes

FRNs use a discount margin for competitive bids. The relevant margin, maturity, and payment terms appear in the issue announcement.

The four stages of an auction

Treasury describes a repeating process: announce the offering, hold the auction, accept bids, and issue the securities.

1. Treasury announces the offering

The announcement identifies the security, offering amount, auction date, issue date, maturity date, terms, and bid-closing times. It is the definitive timetable for that issue. A familiar weekly or monthly pattern is not a promise that an auction will occur on the same date next time.

2. Bids are submitted before the deadline

Investors submit either a noncompetitive or a competitive bid. TreasuryDirect accepts only noncompetitive bids. A bank, broker, or dealer may accept either type, subject to that provider’s procedures and deadlines.

3. Treasury determines the allocation and price

Treasury first accepts compliant noncompetitive bids. It then considers competitive bids, starting with the lowest offered return and moving upward until the offering is allocated. The measure of “return” depends on the security: a discount rate for bills, a yield for notes, bonds, and TIPS, or a discount margin for FRNs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. The securities are issued and paid for

On the issue date, successful bids settle and the securities are delivered through TreasuryDirect or the intermediary handling the order. An accepted TreasuryDirect bid makes the bidder responsible for full payment, so the required funds must be available by the issue date.

Noncompetitive versus competitive bidding

You cannot use both bid types for the same auction. Choose the method before submitting the order.

Feature Noncompetitive bid Competitive bid
What you specify Dollar amount only; you accept the auction-determined return. An acceptable discount rate, yield, or FRN discount margin.
Where it is available TreasuryDirect, banks, brokers, and dealers that offer the service. Through an eligible bank, broker, or dealer; TreasuryDirect does not accept it.
Allocation A compliant order is awarded the requested amount within the applicable limit. The award can be full, partial, or zero, depending on the rate you enter and the auction result.
Return Whatever return the auction establishes. You request a return, but the order is filled only if Treasury accepts that bid.

Why most first-time investors use noncompetitive bids

A noncompetitive bid removes the need to predict an acceptable auction yield. You decide how much to buy and agree in advance to the price and return produced by the auction. The trade-off is that you do not control the final rate.

When a competitive bid is different

A competitive bid is a limit on the return you will accept. A bid that is too far from the market clearing level can receive no allocation; a bid near the cutoff can be filled only partially. The intermediary’s interface may use different labels, so confirm whether it asks for a bill discount rate, a note or bond yield, or an FRN discount margin.

How the single-price auction sets your purchase price

Treasury marketable securities use a single-price auction. After Treasury has accepted enough competitive bids to allocate the offering, the price corresponding to the highest accepted competitive return becomes the auction price. Successful competitive bidders pay that same price, and successful noncompetitive bidders receive the security at the same auction-determined price.

This does not mean every bidder names the same return. Competitive bidders submit different rates, yields, or margins; the auction ranks them and establishes one final price. A noncompetitive investor therefore cannot know the exact purchase price or return until Treasury publishes the results.

How to participate through TreasuryDirect

TreasuryDirect is the direct route for an individual who wants a noncompetitive bid. Use the instructions shown for the particular offering because screens, deadlines, and funding requirements can change.

  1. Choose the security and term. Decide whether a bill, note, bond, TIPS, or FRN fits the period for which you can leave the money invested. This is a product-selection decision, not a forecast of future returns.
  2. Read the current announcement. Confirm the CUSIP or other issue identifier, offering amount, auction date, issue date, maturity date, terms, and the exact time noncompetitive bids close.
  3. Use an eligible TreasuryDirect account. Sign in and follow the purchase path for the selected marketable security. If you do not already have an account, allow time for account setup and funding steps specified by TreasuryDirect.
  4. Enter a noncompetitive order. Enter the dollar amount in the increments permitted by TreasuryDirect. Do not enter a rate or yield; the order accepts the auction result.
  5. Submit only one bid type. Do not place a second competitive order through another channel for the same auction. Treasury rules prohibit using both methods for one auction.
  6. Confirm funding. An accepted bid creates an obligation to pay in full. Make sure the linked funding source or other permitted payment method can cover the order by the issue date.
  7. Check the result and holding. After the auction, review Treasury’s published results and the transaction details in your account. The actual price and return are known only after the auction is complete.

How to participate through a bank, broker, or dealer

An intermediary can be useful if you already hold investments there or want the option of a competitive bid. The provider may offer both bid types, but its own cutoff can be earlier than Treasury’s public deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Ask whether the provider offers the specific Treasury security and auction you want.
  2. Confirm whether the order will be noncompetitive or competitive and identify the exact field for the rate, yield, or discount margin.
  3. Check the provider’s submission deadline, minimums, funding method, settlement process, and any account or transaction charges.
  4. Submit the order through the provider’s auction screen or instructions. Do not assume an order entered after the provider’s cutoff will reach Treasury.
  5. Review the confirmation, then check the provider’s post-auction notice for the amount awarded, price, and settlement date.

Intermediary availability, fees, account requirements, and settlement procedures are provider-specific. Verify them directly before committing funds.

Purchase amounts and important limits

TreasuryDirect states that marketable securities can be purchased in $100 increments. It also states that noncompetitive bids are capped at $10 million per auction. Those figures apply to the rules described by TreasuryDirect; always verify the current announcement and account instructions in case the applicable terms have changed.

The $10 million ceiling is a limit on a noncompetitive bid, not a promise that every account or intermediary will accept an order at that size. A bank, broker, or dealer can impose its own operational limits or deadlines.

Reading the auction announcement before you bid

Do not rely on a calendar reminder alone. Open the announcement for the exact issue and check:

  • security type and identifier;
  • offering amount;
  • auction date and time;
  • issue date and maturity date;
  • interest, discount, inflation, or floating-rate terms;
  • closing times for noncompetitive and competitive bids; and
  • any special settlement or eligibility instructions.

Treasury publishes schedules and recurring patterns, but those patterns are tentative. Financing needs, debt-limit action, holidays, policy decisions, and other circumstances can move an auction or change its terms. The current announcement takes precedence over an older schedule or a third-party calendar.

What happens after the auction

Treasury publishes official auction results, including the accepted competitive return and the resulting price. For a noncompetitive investor, the result confirms the return that was accepted for the issue and the amount purchased. For a competitive investor, it also shows whether the order was fully awarded, partially awarded, or rejected.

Scheduled purchase returns are not known in advance. A displayed estimate, a previous auction’s result, or a recurring schedule cannot guarantee the next auction’s return. Wait for the official result and then verify the actual purchase price in TreasuryDirect or through the intermediary.

Choosing between the two access routes

Decision point TreasuryDirect Bank, broker, or dealer
Available bid types Noncompetitive only. Competitive or noncompetitive, depending on the provider.
Return selection Accept the auction-determined result. Competitive bidders specify an acceptable return; noncompetitive bidders accept the auction result.
Allocation certainty A compliant noncompetitive bid receives the requested amount within applicable limits. Noncompetitive allocation follows auction rules; competitive allocation may be full, partial, or zero.
What to verify Account setup, funding, bid increments, and Treasury’s deadline. Security availability, provider cutoff, fees, funding, and settlement process.

Common mistakes and how to avoid them

Using a tentative schedule as a guarantee

A recurring auction pattern can shift. Check the specific announcement immediately before placing the order.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Entering a yield when you meant a noncompetitive order

TreasuryDirect noncompetitive orders do not require a rate or yield. A rate field generally indicates that you are using an intermediary’s competitive workflow; stop and confirm the order type before submitting.

Placing both bid types

Treasury does not allow an investor to use both methods in the same auction. Decide whether you are accepting the auction result or requesting a particular return.

Missing the provider’s earlier cutoff

A bank or broker may close its order window before Treasury’s deadline. Treat the provider’s stated cutoff as the practical deadline for that channel.

Assuming the return is known before the auction

The final return and price are established only after Treasury ranks the bids. Previous results are historical information, not a quoted rate for the next issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Submitting an order without full funding

An accepted bid must be paid in full by the issue date. Confirm that the required cash is available before the auction closes.

How large is the Treasury auction program?

The U.S. Department of the Treasury reported 444 public auctions and approximately $29.7 trillion in Treasury marketable securities issued during 2025. That is Treasury’s own reported figure for that calendar year, not a forecast of future auction volume or an indication of the return on any particular security.
