How Tor, VPNs, and Privacy Browsers Differ

Tor Browser, a VPN, private browsing mode, and a “privacy browser” solve different problems. Tor changes the route your browser traffic takes and adds anti-tracking defenses. A VPN sends covered traffic through a VPN provider, changing which intermediary sees it. Private mode mainly limits what your browser stores on your device after a session. A privacy-browser label may describe tracker blocking, fingerprinting defenses, private sessions, proxy routing, or some combination.

The right choice depends on the observer you are trying to limit: your ISP or local network, a VPN provider, the websites you visit, advertisers, or someone with access to your device. None of these tools makes you universally anonymous, and signing in, revealing personal details, malware, or a compromised device can defeat a privacy goal.

The short version

Approach How it works Best suited to Main limitation
Tor Browser Routes browser traffic through multiple Tor relays and modifies the browser to resist tracking and fingerprinting. Reducing exposure of your source IP and browsing destinations to local observers and destination sites; reaching onion services. Logging in or identifying yourself can connect activity to you. Tor is not protection against every attack, and using another browser over Tor can leak identifying information.
VPN Encrypts covered traffic to a VPN endpoint and sends it through the VPN provider. Changing what an ISP or Wi-Fi operator can observe and making websites see the VPN endpoint’s IP address. Trust shifts to the VPN provider. It does not erase browser history or stop account-based and behavioral tracking.
Private or incognito mode Reduces ordinary history, cookies, and other session records retained locally after the private window closes. Using a session without leaving the usual local browsing record. It does not change the network route, hide your IP from websites, or hide activity from your ISP.
Privacy-browser features May combine tracker blocking, fingerprinting defenses, privacy defaults, private sessions, or browser-scoped proxy/VPN routing. Reducing specific forms of browser tracking. Features vary. A browser-scoped route may not cover other apps, and the label alone does not identify the threat model.

Think of the distinction as route, local storage, and browser behavior. Tor and a VPN primarily change the route. Private mode primarily changes local storage. Privacy-oriented browser features primarily change what the browser permits or reveals.

What Tor Browser actually does

It is a network and a purpose-built browser

Tor Browser is based on Firefox ESR but is heavily modified. It sends browser traffic through multiple Tor relays rather than directly from your connection to a website. Its browser settings and design also target tracking and browser fingerprinting, so many users present a more uniform browser profile instead of exposing a distinctive combination of fonts, APIs, window dimensions, and settings.

For ordinary websites, the destination normally sees a connection from a Tor exit relay rather than your direct IP address. A local network operator can generally see that your device is connecting to Tor, while the Tor design distributes knowledge of the origin and destination across relays. This is an anonymity design, not a promise that every observer or attack is defeated. The Tor Project explains its protections and limitations in its overview of Tor’s privacy and anonymity protections.

Use Tor Browser itself

Putting an ordinary browser through Tor is not equivalent to using Tor Browser. A regular browser may expose identifying information through its configuration, extensions, cached data, or application behavior. The Tor Project states: For this reason, we strongly discourage using Tor with any browser other than Tor Browser. See About Tor Browser for the project’s explanation.

Tor does not replace HTTPS

Tor changes the path and the network observers involved; HTTPS protects the connection between the browser and an ordinary website. When a destination supports HTTPS, the traffic remains encrypted after it leaves the Tor exit relay, subject to the site’s TLS configuration. Tor Browser includes HTTPS-Only Mode, documented by the Tor Project at Enforcing encrypted browsing with HTTPS-Only Mode. Tor routing and HTTPS encryption therefore answer different questions: who can see the route, and whether the browser-to-site contents are protected.

Onion services are a special case

Addresses ending in .onion are onion services reached inside Tor. They do not use a conventional public web connection through an exit relay; Tor’s documentation describes encryption and authentication properties within the onion-service design. The Tor Project explains the model in Understanding .onion addresses and how onion services work and provides practical background in Understanding and using onion services in Tor Browser.

What a VPN changes—and what it does not

The intermediary moves

A VPN creates an encrypted connection from your device or covered application to a VPN endpoint. Your ISP or local Wi-Fi operator can see the connection to the VPN service, but not the same contents or destination details that would normally travel directly over the network. Websites generally receive the VPN endpoint’s IP address instead of your direct connection address.

That arrangement is a trust transfer, not the removal of trust. The Electronic Frontier Foundation puts it plainly: Using a VPN essentially shifts your trust from your ISP to the VPN, so it’s important to make sure you trust your VPN provider to protect your data. Its explanation appears in Choosing the VPN That’s Right for You. Mozilla gives a complementary description of the routing and visibility changes in What Does a VPN Do?.

Coverage depends on the implementation

A device-wide VPN can cover traffic from multiple applications, subject to the operating system and the provider’s configuration. A browser extension or browser-integrated VPN feature normally covers only that browser. Mozilla distinguishes browser VPN features from a full-device VPN service; do not assume that another app, a background service, or a separate browser uses the same tunnel.

A VPN is not an anti-tracking switch

Changing the IP address does not stop a website from recognizing an account, a login session, a cookie, a fingerprint, or behavior associated with you. A VPN also does not delete local history, prevent a website from recording activity on its own systems, or make a person anonymous to a service where they have identified themselves.

What private or incognito mode does

Its main boundary is your device

Private mode opens a separate browsing session that usually avoids adding ordinary history and removes session cookies and similar data when all private windows close. It is useful when you do not want the next person using the same device to see the session in the normal history list. Browser-specific behavior still applies: bookmarks, downloaded files, saved passwords, and deliberate actions can remain unless you remove them separately.

Private mode does not create a Tor circuit or a VPN tunnel. The browser still uses the normal network path, websites can still see the connection’s public IP address, and the ISP or network administrator can still observe network activity. The Tor Project explains this distinction in Tor Browser and Incognito mode. Mozilla’s description of private browsing and its limits is available at Firefox private browsing mode.

What “privacy browser” means

“Privacy browser” is a category label, not a single technical method. One browser may block known trackers; another may reduce fingerprinting; another may start private sessions by default; another may offer a browser-only proxy or VPN feature. Those mechanisms affect different observers and have different coverage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Tracker blocking can limit requests to advertising and analytics domains, but it does not necessarily hide your IP address or stop first-party logging.
  • Fingerprinting defenses try to make browser characteristics less distinctive, but effectiveness depends on implementation and how consistently the browser is configured.
  • Private-session handling reduces local records, similar to private mode.
  • Browser-scoped routing can change the browser’s apparent IP without covering other applications on the device.

Check the actual feature list and scope rather than treating “privacy” as a synonym for Tor. A browser can offer one of these protections without offering the others.

Who can see what?

Observer Private mode VPN Tor Browser
Someone checking the device later Usually sees less ordinary history and session data after the private session closes, but saved or downloaded items may remain. Does not itself remove local history or downloads. Tor Browser has its own local-storage behavior, but using Tor does not protect a device that is later accessed or compromised.
ISP or local network Still sees the ordinary network connection and may observe activity. Sees a connection to the VPN service; the VPN provider becomes the intermediary for covered traffic. Can generally see a connection to Tor, while the route is distributed across Tor relays.
VPN provider No VPN provider is involved unless you separately use one. Can become the party that handles covered traffic, so its technical operation, policies, and jurisdiction matter. Not involved unless you add a VPN, which introduces a separate trust and configuration question.
Destination website Can see your direct public IP and normal browser/account signals. Usually sees the VPN endpoint’s IP, but can still recognize accounts, cookies, fingerprints, and behavior. Usually sees a Tor exit relay’s IP, but can still connect activity to you when you log in or disclose identifying information.

These are visibility patterns, not guarantees against a particular adversary. Device access, malware, account records, identifying details, and operational mistakes can matter more than the network tool itself.

Choose by the privacy goal

If you mainly want to avoid leaving a local browsing record

Use private mode. Close every private window when finished, and separately review downloads, bookmarks, saved passwords, and any files or screenshots you created. This addresses local-session traces, not network observation.

If you want your ISP or a public Wi-Fi operator to see less about destinations

A VPN changes the intermediary for covered traffic. Understand that the VPN provider now occupies that position, and verify whether your chosen setup covers the whole device or only a browser. HTTPS remains important because a VPN does not replace end-to-end website encryption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you want to reduce exposure of your source IP and reach onion services

Use Tor Browser, not a regular browser configured to use a Tor proxy. Keep the activity inside Tor Browser and avoid logging into accounts or volunteering details that identify you when anonymity is the goal. Tor is also the option in this comparison designed to access .onion services.

If you want fewer advertising and tracking requests in everyday browsing

Look for a browser with clearly documented tracker blocking and fingerprinting protections. Treat those as browser-level controls: they may reduce particular tracking techniques without changing the IP address seen by a site or covering other apps.

Combining Tor and a VPN

Adding a VPN to Tor is not an automatic privacy upgrade. Depending on the order, configuration, provider, and failure behavior, the combination can reduce anonymity or interfere with Tor’s protections. The Tor Project says: Generally speaking, we don’t recommend using a VPN with Tor unless you’re an advanced user who knows how to configure both in a way that doesn’t compromise your privacy. Its detailed guidance is at Using Tor Browser with a VPN.

For most readers, choose the tool that matches the observer you care about instead of stacking services because more layers sound safer. If you have an unusual, well-defined threat model, document which component connects first, what happens when it fails, and which party can correlate timing or account activity before deploying the combination.

Practical checks before you rely on a tool

  1. Name the observer. Decide whether the concern is local device history, an ISP, a Wi-Fi operator, a VPN provider, destination websites, advertisers, or a person who may access the device.
  2. Define the traffic boundary. Determine whether the protection covers one browser, one application, or the whole device.
  3. Separate routing from storage. A changed IP does not remove local history, and a private window does not change the network route.
  4. Check account behavior. Logging in or submitting identifying information can associate activity with you regardless of the route.
  5. Keep HTTPS enabled. Routing through Tor or a VPN does not make an unencrypted website safe; use HTTPS where the site supports it.
  6. Use the purpose-built client. For Tor’s browser protections, use Tor Browser rather than routing an ordinary browser through Tor.
  7. Review what persists. Close private sessions, remove downloads when appropriate, and remember that bookmarks and other deliberate saves may remain.

Limits that apply to all three approaches

None of these options protects against every privacy failure. A compromised device can expose activity before encryption or after decryption. A website can retain account data and content you submit. A person can identify themselves through a login, email address, payment record, writing style, or other details. Network timing, configuration mistakes, and software vulnerabilities can also matter.

Tor’s documentation explicitly describes limits rather than promising universal anonymity. A VPN provider’s policies and technical operation determine what the provider can know. Private mode’s guarantees are limited to the browser’s local handling of a session. Evaluate the specific claim, observer, and traffic scope instead of asking whether a tool is simply “private.”
