A catastrophe bond (cat bond) transfers a defined disaster risk to investors. Tokenization is a separate technology layer that can represent ownership and administer bond records, settlement, payments, or collateral on a blockchain or other distributed ledger. Putting a cat bond on digital infrastructure would not change the covered peril, trigger test, or payout obligation unless the legal contract says it does.
No primary transaction evidence establishes an issued, fully tokenized catastrophe bond in the material available for this explainer. The lifecycle below therefore separates established cat-bond mechanics from the ways tokenization could be applied, using World Bank transactions as concrete examples.

Two layers that must not be confused
The catastrophe-bond layer
A sponsor—such as a government, insurer, or another exposed entity—pays for protection against a specified, low-frequency and high-impact peril. Investors supply the risk capital by buying notes. In return, they receive periodic coupons while the bond is exposed. If a contractually defined catastrophe occurs, some or all of the investors’ principal can be used to fund the sponsor’s payment. If no qualifying event occurs, principal is returned at maturity, subject to the bond documents.

It specifies the peril, geography, risk period, event definition, measurement source, trigger threshold, payout fraction, calculation process, and the effect on principal. A trigger can be based on the sponsor’s indemnified losses, industry-wide losses, a modeled loss, or a parametric index. The examples discussed here substantiate parametric storm triggers, but not every catastrophe bond uses one.

The tokenization layer
Tokenization represents an interest in a bond, or records part of its lifecycle, through digital infrastructure such as a distributed ledger and smart-contract software. Depending on the design, that layer might handle investor records, transfers, settlement, coupon payments, custody instructions, or collateral movements. It does not automatically decide whether a hurricane met the contract’s intensity threshold, erase the need for legal documentation, or guarantee instant payment.
World Bank material documents catastrophe-bond transactions and digital-bond projects as related but separate areas. Its Bond-i and digitally native note work demonstrates digital-bond infrastructure; it is not evidence that those instruments were catastrophe bonds. A claim that a particular cat bond is tokenized requires transaction documents confirming the platform, legal ownership record, automation and governing law.
How a catastrophe bond is designed before anyone buys it
1. The sponsor identifies the protection gap
The sponsor starts with a budget and risk problem: a severe event could create losses that exceed ordinary reserves or insurance capacity. The desired coverage amount and period are chosen as part of a broader disaster-financing plan that can also include reserves, contingent financing and conventional insurance. Cat bonds can address perils such as drought, flood, tropical cyclone, earthquake, tsunami or pandemic, but a single issue normally covers only the peril and geography written into its documents.

The sponsor, arranger, modeler, calculation agent and other transaction parties translate the risk into an objective contract test. A parametric design might require a named storm to pass through a specified area and reach a stated intensity. An indemnity design instead measures the sponsor’s qualifying losses; an industry-loss or modeled-loss design uses its own data and calculation rules.
The choice controls both speed and basis risk. A parametric calculation can be quicker because it relies on predefined physical measurements rather than waiting for a complete loss adjustment. However, the index may diverge from the sponsor’s actual fiscal or insured loss. The World Bank Independent Evaluation Group notes that basis risk exists with parametric and modeled-loss triggers. A trigger is therefore a rule for allocating contract capital, not a general finding that every real-world loss has been measured.

3. Documents set the payment mechanics
Before issuance, the documents establish the covered geography, peril, event period, data source, attachment or threshold criteria, payout percentage, timing, and calculation procedure. They also state how principal is reduced and how any sponsor payment is routed. These details determine what investors are actually underwriting; a headline coverage amount by itself does not.
Issuance, investors and collateral
Typical special-purpose-vehicle structure
In a common arrangement, the sponsor enters an insurance or reinsurance contract with a special-purpose vehicle (SPV). Investors subscribe to notes issued by that SPV. The subscription proceeds are placed in a collateral trust and invested in highly rated securities. Returns on that collateral, together with premiums paid by the sponsor, support the investors’ periodic coupons.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →The collateral is the financial resource available if the trigger occurs. A qualifying event can make part or all of it available for the sponsor’s agreed payment, while investors absorb a corresponding principal reduction. The notes therefore combine a return for supplying capital with exposure to the specific catastrophe risk in the contract.
World Bank capital-at-risk notes are different
World Bank-issued structures described in its Treasury materials do not require an SPV. The Bank issues notes under its capital-at-risk program, invests the proceeds and separately enters an insurance or derivative agreement with the client. If the agreement’s trigger is met, the Bank’s note principal can be reduced and the resulting funds are passed to the client through the specified intermediaries. This is one structure, not a rule that all cat bonds avoid SPVs.
What investors receive
Investors receive coupons during the risk period. The coupon compensates them for committing capital that may be lost if the named catastrophe meets the contract test. In a no-trigger outcome, the collateral is liquidated at maturity and returned according to the note terms. In a trigger outcome, the amount of principal at risk and the payout fraction determine how much remains for investors.

Where tokenization could enter the lifecycle
Digital issuance and ownership records
A tokenized design could record the bond interest on a distributed ledger instead of relying solely on conventional account entries. The platform would still need to identify eligible investors, establish legal ownership, handle custody and comply with securities rules. A token is not automatically the legal note; the offering documents and applicable law determine what constitutes ownership.

Settlement, transfers and payments
Ledger-based records could coordinate subscription settlement, secondary transfers, coupon calculations and payment instructions. Whether those functions are automated depends on the platform, custody model, smart-contract code and legal agreements. A digital record can reduce reconciliation between systems, but it cannot by itself guarantee lower costs, faster settlement or greater liquidity.
Collateral and event data
Tokenization could also connect collateral accounts and payment workflows to approved instructions. The catastrophe data would normally come from a named meteorological, geospatial, industry-loss or modeling source and be interpreted by the designated calculation agent. A smart contract would need a trusted data feed, often called an oracle, and clearly defined authority to act on that feed. The contract documents—not software alone—would determine when collateral may be released or principal reduced.
World Bank analysis identifies interoperability problems, smart-contract vulnerabilities, unexpected software behavior and regulatory uncertainty as risks for digital bonds. Those risks remain even if the underlying cat-bond trigger is objective.
What happens during the risk period
4. Data are monitored against the contract
During the coverage period, the designated data source, modeler or calculation agent evaluates events under the bond documents. The process is not a broad survey of all damage. It asks whether the specified peril occurred in the specified place and period, whether the measured value crossed the threshold, and what payout fraction the contract assigns.

5. A qualifying event changes principal
If the contract conditions are satisfied, the contractual loss-payment mechanism applies. Depending on the terms, the principal reduction can be partial or total. The sponsor receives the agreed amount through the stated structure, while investors retain only the principal that the contract leaves unaffected. A tokenized record might update balances or initiate instructions, but the legal trigger and calculation still control the result.
6. If the event does not qualify
A disaster that falls outside the covered peril, geography, event period or measurement threshold does not create a payout merely because it caused serious harm. In that case, the bond continues under its terms, and—assuming no later qualifying event—the collateral is returned at maturity.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What happens to the money when a cat bond triggers?
In an SPV transaction, collateral held in trust is made available for the sponsor payment specified in the reinsurance or insurance contract. Investors’ notes are reduced by the same contractual loss allocation. In a World Bank capital-at-risk structure, the Bank’s note principal is reduced and the resulting insurance or derivative payment is passed to the client through intermediaries. The documents define the amount and timing; there is no universal cat-bond payout formula.
The trigger can produce a rapid, predictable payment while still leaving the sponsor with losses that exceed or fall short of the index-based amount. That difference is basis risk, and it is a central trade-off of parametric protection.

The World Bank said 15 global investors funded the 2024 transaction. In October 2025, Hurricane Melissa met that bond’s pre-agreed storm-path and intensity criteria, and the World Bank reported a full payout. Jorge Familiar, the World Bank Group’s Vice President and Treasurer, said: “The payout following Hurricane Melissa demonstrated once again how countries can prepare for disaster with well-designed parametric instruments that deliver fast, and reliable financial protection when it is needed most.”
The 2026 replacement issue was issued by the International Bank for Reconstruction and Development (IBRD) under its capital-at-risk notes program. Its reported coupon was compounded SOFR plus funding and risk margins, and its issue price was 100%. Those terms describe that issue only; they are not standard terms for every catastrophe bond.
How to assess a tokenized cat-bond design
When comparing a conventional and a potentially tokenized structure, examine the contract and infrastructure separately. The following questions expose the material differences:
- Trigger and data: Is the trigger indemnity, industry loss, modeled loss or parametric? Which source measures it, and who certifies the result?
- Payout process: What calculation steps, notices and intermediaries stand between the event measurement and the sponsor’s funds?
- Basis risk: How might the index diverge from actual fiscal or insured losses?
- Exposure: Which peril, geography and coverage period apply? What principal amount is at risk, and what payout fraction follows each threshold?
- Collateral and counterparties: Is there an SPV and collateral trust, or a direct note program such as the World Bank structure? Who holds and invests the collateral?
- Economics: What coupon do investors receive, and what premium or other cost does the sponsor pay? Transaction-specific terms cannot be treated as a market-wide price comparison.
- Digital functions: Does the ledger change ownership records, settlement, custody, coupon processing or collateral instructions? Which functions remain manual?
- Resilience and law: How are software defects, data-feed errors, interoperability failures, cyber incidents and regulatory questions handled?
What tokenization does—and does not—change
Tokenization can alter the administrative plumbing: who records ownership, how systems reconcile balances, how transfers settle and how payment instructions are coordinated. It may support programmable workflows when the legal and operational controls are designed around them.
It does not automatically remove trigger basis risk, make a catastrophe observable without a trusted data source, eliminate counterparties, or convert a software event into an enforceable insurance payment. The insured peril, trigger test, principal reduction and payout obligation remain products of the legal risk-transfer contract. Until a transaction’s documents establish otherwise, “tokenized catastrophe bond” should be read as a proposed application of digital-bond infrastructure to cat-bond mechanics, not as proof that a specific issued bond uses blockchain.
Bottom line
A cat bond raises collateral from investors in exchange for coupons and puts that principal at risk against a defined disaster trigger. If the trigger is met, the contract directs a principal reduction and sponsor payment; if it is not, investors generally receive their collateral back at maturity. Tokenization can digitize records and workflows around that lifecycle, but it does not redefine the peril, decide the trigger on its own, or guarantee a faster or safer payout.
