Tokenized assets settle when a blockchain records the delivery of an asset token and the corresponding payment token in one coordinated transaction. In atomic delivery-versus-payment (DvP), the asset changes hands if and only if payment succeeds; if a required condition fails, neither leg completes. That design can reduce principal and counterparty-credit exposure, but it does not make every settlement instant, legally final, or free of custody, liquidity, compliance and governance requirements.
What blockchain settlement actually records
A blockchain is a distributed database that records ownership and transactions. Tokenization creates a blockchain representation of a legal claim or underlying asset, so a trade can update the on-chain ledger of record. The token might represent a newly issued security or an existing security held through a custodian. The token itself does not automatically rewrite the legal terms of the underlying asset: the issuer, custodian, governing law and platform rules still determine who has rights, how transfers are restricted and how servicing or redemption works.

A normal settlement has at least two legs:
- Delivery: the seller transfers an asset token, such as a tokenized bond, fund interest or other security.
- Payment: the buyer transfers a settlement asset accepted by the platform, such as tokenized commercial-bank money, tokenized central-bank reserves, a regulated stablecoin or another approved cash representation.
Smart-contract code can hold or control both legs, check authorization, participant eligibility, price, quantity, timing and compliance conditions, then commit the transfers together. The ledger records the resulting ownership and payment state for all permitted participants.
How a tokenized-asset settlement moves from agreement to final record
1. Create the asset representation and legal framework
An issuer or custodian defines what the token represents and connects it to the legal claim or underlying asset. The design specifies ownership, transfer restrictions, investor eligibility, servicing obligations, corporate-action handling and redemption. Some systems issue the security directly on-chain; others tokenize a claim on an asset that remains in an off-chain custody arrangement.

2. Agree the trade and arrange funding
The buyer and seller agree the instrument, quantity, price, eligible counterparties, settlement time and settlement asset. The buyer must already hold enough payment tokens or use the platform’s funding process to obtain them. Funding can involve a bank deposit conversion, issuance of a regulated stablecoin, transfer of tokenized reserves or another approved mechanism. Without the payment leg, an agreed trade is only an instruction, not a completed settlement.
3. Submit instructions and run validation
A wallet or institutional account submits the transaction. The platform checks digital signatures, balances, permissions and the token’s transfer rules. Permissioned systems can also apply identity, sanctions and anti-money-laundering/combating-the-financing-of-terrorism (AML/CFT) controls, investor eligibility, holding limits and market-calendar rules. Smart contracts may enforce conditional settlement, escrow logic or time locks. If a signature is invalid, a balance is insufficient or a compliance condition fails, the instruction can be rejected or remain pending under that platform’s rules.
4. Commit both legs atomically
When every condition passes, the ledger executes the asset transfer and payment transfer as one transaction. The buyer receives the asset token at the same state change in which the seller receives the payment token. If any required condition fails before commitment, the transaction reverts or expires according to the code and governance rules; one party is not supposed to be left with delivery completed and payment outstanding.

The platform records the new owner, the payment state and any audit data. Finality depends on the ledger’s consensus process, its legal framework and the governance arrangements that define when a record can no longer be reversed. Custody, valuation, interest payments, redemptions, tax reporting, corporate actions and regulatory reporting may still involve off-chain institutions. During the transition to tokenized markets, an on-chain trade often has to interoperate with account-based bank or securities systems.

Atomic settlement, DvP and PvP
Atomic settlement
The Bank for International Settlements defines atomic settlement as a structure in which “one leg of a transaction settles if and only if the other leg settles as well.” Atomicity is a condition on execution, not a promise that every transaction is immediate. The two legs can be held in escrow, checked against rules and released in a single state change.
Delivery-versus-payment (DvP)
In DvP, the asset moves only when the payment moves. This removes the usual interval in which a seller has delivered while waiting for money or a buyer has paid while waiting for the asset. Federal Reserve Governor Chris Waller summarized the benefit: “Atomic settlement is useful because it can mitigate settlement and counterparty credit risks: it ensures that the buyer will not pay if the seller does not deliver; and conversely, that the seller will not deliver if the buyer does not pay.”
Payment-versus-payment (PvP)
PvP applies the same principle to foreign exchange: one currency token changes hands only when the other currency token does. A multi-currency platform can coordinate the two payment legs, but it still needs an accepted representation of each currency, rules for liquidity and sanctions screening, and a legal framework recognizing the resulting obligations.
What token is used as cash?
There is no universal blockchain settlement token. The choice is a design and legal decision about what claim the payment token represents, who can issue or redeem it, and how reliably it holds value at settlement time.

| Settlement asset | What it represents | Key considerations |
|---|---|---|
| Tokenized commercial-bank money | A deposit claim on a commercial bank represented on a ledger | Requires the bank’s issuance, redemption, insolvency treatment and access controls; useful when participants already rely on bank money. |
| Tokenized central-bank reserves | A representation of a claim on central-bank money | Can minimize private issuer credit exposure, but availability is generally limited to eligible institutions and operating arrangements. |
| Regulated stablecoin | A token designed to maintain a monetary value through reserves and an issuer’s redemption promise | Users must assess reserve quality, redemption rights, jurisdiction, regulatory status and operational resilience. |
| Another approved cash representation | A platform-specific instrument accepted for settlement | Its usefulness depends on legal enforceability, price stability, liquidity, convertibility and whether both counterparties are permitted to hold it. |
Cash quality matters as much as technical atomicity. A transaction can be perfectly synchronized yet expose users to issuer, reserve, liquidity or legal risk in the payment token. Platforms therefore define who may mint, hold, transfer and redeem each cash instrument.
Three settlement architectures
| Architecture | How it works | Strengths | Trade-offs |
|---|---|---|---|
| Single shared ledger | The asset token and payment token exist on one permissioned platform and a smart contract controls both. | Direct atomic DvP or PvP, one rule set and a shared transaction record. | Requires agreement on governance, identity, privacy, technical standards and access to both forms of value. |
| Linked ledgers or hybrid rails | One leg remains in an account-based bank or securities system while the other is tokenized; adapters, synchronized instructions or a trusted bridge coordinate them. | Allows gradual migration and connection to existing payment and custody infrastructure. | Cross-system timing, bridge failure, reconciliation and legal-finality differences can reintroduce dependencies that a single ledger avoids. |
| Cross-border multi-currency platform | Tokenized reserves and deposits for several currencies share a programmable platform, enabling coordinated PvP and wholesale settlement. | Can automate foreign-exchange conditions and reduce settlement friction across jurisdictions. | Needs rules for monetary authority access, jurisdiction, exchange-rate data, capital controls, privacy and governance among participants. |
The BIS says interoperability with account-based systems will be essential because tokenized and traditional assets will coexist for a long time. A bridge or synchronized process must specify what happens if one system confirms while the other is unavailable, and which record governs a dispute.
Is blockchain settlement really instant?
“Instant” can mean several different things: the time to submit an instruction, the time for a validator or consensus group to include it, the point at which a platform treats it as irreversible, or the time needed for legal, custody and reporting processes to finish. Those intervals are not identical.

Consensus can be fast on a permissioned network, but validation may wait for compliance checks, liquidity, market hours, an oracle update or a linked bank system. Finality can also be conditional on governance or the law governing the asset. A fast on-chain state change therefore does not guarantee immediate redemption, cash availability or legal resolution.

What Project Agorá shows—and does not show
BIS Project Agorá is a public-private prototype that places tokenized central-bank reserves and commercial-bank deposits on a shared programmable platform for atomic, multi-currency wholesale settlement. In its July 2026 real-value testing, BIS reported 28 participating financial institutions and central banks, approximately CHF 800,000 of transactions and 17 transaction scenarios. The environment averaged approximately 80 seconds from payment initiation to settlement.
| Reported figure | Qualification |
|---|---|
| 28 participants | Financial institutions and central banks in the Project Agorá prototype. |
| Approximately CHF 800,000 | Total transactions in the July 2026 real-value testing environment. |
| 17 scenarios | Transaction scenarios exercised in that controlled test. |
| Approximately 80 seconds | Average from payment initiation to settlement in the test environment. |
These figures are prototype results, not evidence that every blockchain settles in 80 seconds or that a production market is ready for general use. BIS noted that the prototype was not integrated with existing real-time gross settlement (RTGS) and core-banking systems during the test. Integration, participant scale, resilience testing, legal approval and operational controls can materially change performance.

|---|---|
| Are the asset and cash on the same ledger? | A shared ledger can implement direct atomicity; separate systems need a bridge, synchronized instructions or another coordination mechanism. |
| What legal claim does the payment token provide? | Issuer credit, reserve quality, redemption rights and insolvency treatment determine the cash leg’s risk. |
| Is execution atomic, and can it be reversed? | Atomicity reduces principal risk, while clearly defined reversal rules protect against fraud, error and unlawful transfers. |
| When is settlement final, and which law governs? | Consensus confirmation is not always the same as legal finality or an enforceable transfer of title. |
| How are identity, compliance and privacy handled? | Regulated markets need participant authentication, AML/CFT screening, eligibility checks and controlled disclosure. |
| How does it interoperate? | Connection to banks, custodians, exchanges and other ledgers determines whether the system can settle real-world trades. |
| What liquidity and collateral are required? | Continuous settlement may require payment tokens and collateral to be available at any time, not only at a daily batch window. |
| Who governs and operates it? | Validator concentration, upgrade authority, outage procedures, cyber controls and accountability shape resilience and trust. |
Benefits beyond speed
- Lower principal exposure: DvP and PvP prevent one leg from completing alone when the design works as intended.
- Less reconciliation: A shared record can reduce manual matching between separate asset and cash books.
- Programmable conditions: Eligibility, time limits, escrow, collateral release and corporate-action rules can be enforced in code.
- More continuous access: A ledger that operates beyond traditional batch windows can support settlement at more times, subject to liquidity and governance.
- Transparent audit trails: Authorized participants can inspect a common transaction history while privacy controls restrict sensitive information.
These benefits depend on sound legal documentation, reliable data and operational integration. Automation does not remove the need for human accountability.
Best Value
Risks and common failure modes
Smart-contract and software defects
A bug can lock assets, calculate an incorrect amount or apply a transfer restriction incorrectly. Independent code review, formal testing, controlled upgrades, emergency stops and clearly defined recovery authority are safeguards, not optional extras.
Cybersecurity and key management
Compromised signing keys, administrator credentials or bridge components can authorize an otherwise valid-looking transfer. Institutional controls commonly separate duties, limit permissions, monitor unusual activity and provide secure key recovery.
Bad data and oracle dependence
Price, eligibility, exchange-rate and corporate-action logic may rely on external data feeds. A stale or manipulated feed can cause a wrong settlement even when the blockchain executes the code exactly as written.
Consensus, outage and concentration risk
A small validator or operator group may create concentration risk. Network partitions, software upgrades or an unavailable service can delay settlement. Resilience planning must cover backups, incident response, orderly shutdown and restart procedures.
Legal and governance uncertainty
Token ownership, records, reversals and insolvency treatment must be recognized by the relevant jurisdictions. Governance must identify who can change code, freeze or recover assets, admit participants and resolve disputes.
Liquidity and accelerated stress
Faster settlement can reduce the time an exposure remains open, but it also moves liquidity needs into continuous real time. Participants may need payment tokens and collateral immediately. During market stress, automation can transmit margin calls or forced transfers faster, amplifying pressure. The IMF summarizes the trade-off: “Atomic settlement and enhanced transparency reduce some traditional risks, but speed and automation introduce new vulnerabilities.”
A practical settlement checklist for institutions
- Identify the legal asset: document the underlying claim, issuer, custodian, governing law and servicing obligations.
- Select the cash leg: confirm the payment token’s issuer, reserve or central-bank backing, redemption process, permitted holders and jurisdiction.
- Define participants and controls: configure identity, authorization, AML/CFT screening, sanctions checks, eligibility and privacy rules.
- Set trade conditions: specify asset, quantity, price, timing, settlement window, tolerance, collateral and the oracle or reference data used.
- Fund before instruction: verify that the buyer has enough payment tokens and that the seller’s asset tokens are transferable.
- Submit and validate: obtain the required signatures and let the platform check balances, permissions, compliance and time locks.
- Observe the outcome: record the transaction identifier, confirmation state, finality threshold and any pending or rejected reason.
- Complete post-settlement work: update custody and accounting records, process reporting and continue interest, dividend, redemption or other servicing.
- Test failure handling: verify what happens during insufficient funds, an expired instruction, an oracle outage, a bridge delay, a chain halt or a disputed transfer.
The essential distinction
Tokenization changes how ownership and payment are represented and coordinated; it does not by itself create money, legal title, liquidity or trust. The central settlement advantage is atomic DvP or PvP, where delivery and payment are conditional on each other. Whether that advantage is realized depends on the cash instrument, participant controls, finality rules, interoperability, resilience and governance of the complete system.
