New York’s proposed age-verification bill S3591 was defeated in committee on May 21, 2026; it did not become law. Pornhub’s published list of states where it blocks access because of age-verification laws, dated July 20, 2026, does not include New York. Neither fact guarantees access on every device or network: a location mismatch, VPN or proxy, network filter, browser data, account prompt, or temporary service issue can still prevent a page from loading.
Is Pornhub blocked in New York?
New York’s Senate bill S3591 proposed requiring age verification for internet pornography websites. The New York State Senate’s official record says the measure was defeated in the Senate Internet and Technology Committee on May 21, 2026; the page still identifies it as a bill in Senate committee, not an enacted law. Read the official S3591 record.

Pornhub’s own published list of states where it says it blocks access because of age-verification laws, dated July 20, 2026, does not list New York. That is the company’s stated policy, not a guarantee that a particular New York connection will work. A site error alone also does not establish that New York has banned access.

What does the access message mean?
Start with the exact wording. A notice naming another state is a reason to check the location the site detects for your connection. A generic “access denied” message does not, by itself, show that the cause is a state restriction. The issue may instead be the network, browser session, account, or a temporary service problem.
- A state-specific notice: Check whether a VPN or proxy is routing you through another state and whether your public IP address is being located accurately.
- A failure on one Wi-Fi network: A router setting, guest-network restriction, or network security service may be filtering adult sites.
- A prompt that follows your account: Treat a persistent verification or payment prompt as an account issue rather than assuming that changing networks will resolve it.
- A page that fails inconsistently: Browser data, an extension, or a temporary service issue may be involved.
How to troubleshoot Pornhub access from New York
- Read the notice carefully. Note whether it names a state, asks for account verification, or gives only a generic denial. The message helps distinguish a location question from an account or connection problem.
- Check your apparent connection location. If you use a VPN or proxy, inspect its selected endpoint. If you do not intend to use one, test your usual connection without it. Public-IP geolocation can be inaccurate, so a site may associate an address with the wrong place.
- Compare Wi-Fi with mobile data. Test home Wi-Fi and mobile data separately. If several adult sites fail only on one Wi-Fi network, check for a router, guest-network, or security-service content filter; if the problem occurs on both, the cause may lie elsewhere.
- Try a fresh browser session. Open a private window or another browser to check whether stored cookies, site data, or an extension is affecting the page. Private browsing does not change your public IP address, so it cannot fix an IP-based location mismatch on its own.
- If you use a VPN, treat it as a diagnostic option. A manually selected New York endpoint may give the site a different New York IP address to evaluate; another server may be worth testing if the first does not work. A VPN is not a guaranteed fix, does not erase information you provide when signing in, and will not replace account verification.
- Handle persistent account prompts through the service. If a verification or payment prompt follows your account across networks, use the service’s support guidance. Changing IP addresses is not a substitute for account verification.
These steps are diagnostic possibilities, not guarantees. No specific VPN service or server has been independently verified here as a way to access Pornhub.

Why access can vary even when New York is not on the list
A platform’s state-level policy and the location it assigns to an individual connection are different things. A VPN or proxy can make a connection appear to come from another place; inaccurate IP geolocation can also misidentify an address. Separately, network-level filters and account checks can affect access without indicating a state ban.

Pornhub said in a June 12, 2026 post that in most regions with age-verification laws it had rolled out a safe-for-work page featuring non-explicit creator content, while regions without such laws remained unchanged. That is the company’s description of its rollout, not an independent test of a New York user’s connection. Read Pornhub’s announcement.
