How to Visit Submerged Archaeological Sites Without Damaging Them

You can visit an underwater archaeological site responsibly by treating it as a protected historic place, not a dive attraction: verify the exact site’s rules and permission requirements, use an authorized access route, remain clear of the remains, take nothing, anchor elsewhere, and report discoveries or damage through the responsible heritage authority. Visibility, popularity, or the presence of a buoy does not by itself mean a site is open to divers.

What a responsible visit involves

Submerged archaeological sites include shipwrecks, aircraft, harbor structures, submerged settlements, cargoes, and associated objects. They preserve information in their location and relationship to one another. Moving a timber, ceramic, fastener, human remain, or loose object can destroy context that cannot be recreated later. Bringing material into a different pressure, temperature, oxygen, or salinity environment can also accelerate deterioration.

The UNESCO Code of Ethics for Diving on Submerged Archaeological Sites expresses the central principle plainly: “Sites should therefore remain untouched by divers, not involved in a scientific archaeological project.” That is ethical guidance endorsed internationally; the binding rules come from the country, state, reserve, defense authority, or site designation that applies where you dive.

  • Learn the precise legal status and boundaries of the site before entering the water.
  • Obtain any permit, licence, escort, or operator booking required for that site.
  • Keep your body, equipment, fins, lines, and boat clear of the remains and protective installations.
  • Do not touch, move, collect, penetrate, or anchor on the archaeological features unless an authority has expressly authorized that activity.
  • Document without disturbing the site, and report discoveries, damage, or suspected illegal activity through the proper channel.

Check the exact site before you travel

Identify the responsible authority

Start with the official heritage authority for the wreck or ruin, not a generic dive map. Record the site’s formal name, coordinates or zone, designation, and the authority’s current contact details. The same coastline can contain ordinary seabed, a protected wreck, a nature reserve, a military exclusion area, and a separate archaeological protection zone, each with different rules.

Read current notices, maps, permit conditions, and seasonal closures. A country-level statement that recreational wreck diving is generally allowed cannot override a site-specific prohibition. Check again shortly before departure because weather, conservation work, military activity, or a temporary closure can change access.

Confirm whether diving itself is legal

Answer these questions in writing before booking a boat:

  • Is the site designated or otherwise protected?
  • Does a diver need a permit, licence, guide, or written permission?
  • Is there an exclusion or protected zone with a defined boundary?
  • Are anchoring, mooring, penetration, surveying, or night dives separately regulated?
  • Are visitor numbers, seasons, depth, or launch points restricted?
  • Does the rule apply to the whole site or only a marked core area?

Do not infer permission from the absence of a fence, buoy, or posted sign. Underwater boundaries may be marked on charts or in permit documents rather than at the surface.

Use a licensed trail or operator where one exists

An official dive trail can reduce accidental contact by providing a defined route, moorings, interpretation, and briefings. In England, Historic England’s protected-wreck trails are operated by licensed charter skippers and supported by archaeologists and experienced teams. Ask the operator to show the current licence or explain the authority under which the trip runs. Confirm that the licence covers your intended site and activity, rather than assuming that a boat licensed for one wreck may visit another.

Plan for conditions without guessing them

Depth, current, visibility, temperature, waves, boat traffic, and entanglement hazards determine whether a visit is within your training and equipment limits. The available official material does not establish comparable conditions or skill requirements for individual sites, so obtain those details from the responsible authority and the operator. A legal site can still be unsafe for a diver who lacks the required certification, gas supply, rescue plan, or cold-water protection.

How to behave in the water

Maintain neutral buoyancy and a clear trim

Before approaching the site, secure gauges, cameras, hoses, slates, reels, and dangling accessories. Keep fins behind you and use controlled breathing and small movements. Your objective is to observe from a distance that leaves a margin for a wave, current, or loss of buoyancy control. Keep cylinders, stages, lines, and hands away from timbers, metal, masonry, sediment, artifacts, human remains, and any cage or cover.

Do not use a wreck as a handhold, push-off point, navigation aid, or place to rest. Avoid silting the site with fin wash. If you cannot maintain position without contact, end the approach and move to open water.

Leave every object where it is

Never lift, turn, brush, scrape, pocket, or relocate an object, even when it appears loose, modern, or already separated from the wreck. Archaeological value often lies in the object’s position, orientation, association, and surrounding sediment. UNESCO warns that removing material without scientific recording destroys information, and that surface recovery can cause rapid deterioration.

Do not “rescue” an object for an authority unless that authority has given you a documented recovery procedure. Note its position as safely as possible and report it instead.

Do not enter a wreck unless expressly authorized

Penetration introduces collapse, entanglement, silt-out, unstable gas management, and contact risks in addition to ordinary diving hazards. A site may permit external observation while prohibiting entry, or may allow entry only to a named scientific or conservation team. Finland, for example, expressly prohibits diving inside fully intact wrecks under its maritime guidance; other jurisdictions use different wording. Apply the rule written for the site you are visiting, not a rule remembered from another country.

Anchor away from the remains

An anchor, chain, or dragging line can strike structure and disturb seabed deposits. Use an authorized mooring or remain in open water according to the site’s directions. Historic England states that anchoring on a protected wreck is restricted to licensed activities or maritime distress. Finnish guidance directs visitors to anchor sufficiently far away to avoid impact. Where the boundary or permitted anchoring point is unclear, do not anchor until the operator or authority confirms it.

Photograph and take notes without making contact

Photography is a legitimate way to engage with a site when the camera, lights, strobes, and diver remain clear of the remains. UNESCO’s Code says to “Take photographs or document the site.” Use ambient light or carefully positioned equipment rather than placing a light, scale, or slate on a feature. Avoid kicking up sediment for a clearer frame, and do not publish exact coordinates of a vulnerable site without the authority’s advice.

Historic England asks divers to submit protected-wreck photographs because they help monitor wreck condition as part of its Heritage at Risk work. Follow the authority’s file, caption, and location requirements if you contribute images.

Protect the protection system

Buoys, cages, sandbags, geotextiles, covers, marker lines, and exclusion-zone signs are conservation equipment, not obstacles to move. Do not tie into them, lift them, pass lines through them, or use them as a descent or ascent point unless the site’s instructions explicitly provide for it. Damage can expose fragile remains and invite further loss. Photograph damage only from a safe distance and report it.

What to do after the dive

Report discoveries and damage promptly

Contact the competent heritage authority when you find a previously unrecorded wreck, artifact concentration, human remains, damaged protection, or suspected looting. Give the site name or approximate location, date and time, depth if known, a factual description, and photographs that do not reveal more location detail than the authority needs. Preserve original files and do not alter the site while gathering evidence.

UNESCO advises reporting discoveries to the competent authority and avoiding publicizing a location until officials advise what can safely be shared. Reporting routes differ, so save the site-specific email, telephone number, or online form before leaving shore.

Observe local deadlines

Australia’s government guidance requires notification of a new underwater cultural-heritage discovery within 21 days and asks visitors to report suspicious or illegal activity around underwater heritage sites. That deadline is an Australian requirement; it is not a universal period for every country. Use the deadline and form specified by the jurisdiction where the discovery occurred.

Share useful condition information

For a managed trail, send photographs and observations through the operator or heritage agency’s stated channel. Include changes such as a broken marker, exposed timber, fresh tool marks, displaced sediment, or a missing cover. Do not confront suspected looters underwater or attempt an unauthorized recovery; leave enforcement to the relevant authority.

How rules differ by jurisdiction

These examples illustrate why site-level checking matters. They are not blanket permission to dive elsewhere.

Jurisdiction or guidance What the official material says What a visitor should do
UNESCO ethical guidance The Code of Ethics advises leaving wrecks and ruins untouched, learning applicable law, obtaining permission where required, taking no souvenirs, respecting protection devices, and reporting discoveries. Use it as a baseline of conduct, then follow the binding national and local rules for the site.
Australia Ships, sunken aircraft, and associated artifacts from events 75 or more years ago are protected under the Underwater Cultural Heritage Act 2018, whether or not the location is known. Other sites may be protected by declaration. The government identifies more than 8,000 protected underwater heritage sites around Australia’s coastline and more than 500,000 artifacts held by museums or government institutions. Most protected sites may be visited if visitors cause no damage or removal and comply with zone and permit requirements. Check the declared site’s zone and permits, do not disturb material, report suspicious activity, and notify a new discovery within 21 days.
England Historic England lists 57 wrecks designated under the Protection of Wrecks Act 1973. Diving to visit a protected wreck requires a licence; unauthorized diving is a criminal offence. Anchoring on the site is restricted to licensed activities or maritime distress. Historic England reported six currently available protected-wreck dive trails on its page updated 8 April 2026. Book through a licensed trail or operator and verify that the licence covers the specific wreck and activity.
Finland The Finnish Heritage Agency says recreational diving close to wrecks is usually allowed where no special regulation applies, but visitors must check restrictions. Five wreck sites have protected areas under the Antiquities Act that prevent free diving. Six Finnish protected sites have designated protection zones. Some World War wrecks require Military Museum permission, and some areas require Finnish Defence Forces permission. Check protected areas, defense controls, nature-reserve rules, and the maritime guidance before approaching. Do not anchor in, touch, take from, or enter a fully intact wreck where prohibited.

Choose the least damaging access option

If you have several ways to experience a site, compare them in this order:

Decision factor Questions to ask
Legal access Is the exact site open, and is my permit, licence, operator, and date valid?
Operator competence Is the operator licensed where required, and can the briefing explain archaeological sensitivities and emergency procedures?
Physical suitability Do the current depth, visibility, current, temperature, boat traffic, and planned gas profile match my training and equipment?
Interpretation Does a marked trail, briefing, map, or archaeologist-led orientation show where to observe without touching?
Protection of sensitive areas Does the route keep divers away from graves, fragile structures, protected zones, and conservation covers?
Alternative experience Is there a virtual trail, museum display, shoreline viewpoint, or above-water interpretation that avoids underwater access?

Historic England’s material describes both licensed physical trails and linked virtual dive trails. A virtual or museum visit is not a lesser choice when a site is closed, too fragile, beyond your training, or subject to a strict exclusion zone.

A practical pre-dive and post-dive workflow

  1. Write down the exact site. Use the formal designation and the authority responsible for it, not only a nickname or GPS point from a forum.
  2. Read current rules. Confirm designation, boundaries, permit or licence requirements, anchoring and mooring instructions, penetration rules, seasonal closures, and reporting contacts.
  3. Verify the operator. Ask for the relevant licence, the planned mooring position, maximum group size, briefing content, and the procedure if conditions or visibility make the site unsafe.
  4. Set a no-contact plan. Secure loose equipment, agree on neutral-buoyancy and spacing expectations, and decide in advance that you will turn back rather than grab the wreck.
  5. Brief photography. Keep cameras, lights, slates, reels, and lines clear; decide how files and condition observations will be submitted.
  6. Approach from open water. Descend and transit without crossing the remains or protective gear. Use only an authorized mooring or route.
  7. Observe without intervention. Do not touch, move, collect, enter, or anchor on the site. If a current or equipment problem makes that impossible, leave.
  8. Record facts after surfacing. Note date, time, conditions, route, visible changes, and any object or damage that should be reported.
  9. Report through the official channel. Follow the site’s deadline and instructions, including Australia’s 21-day discovery notification where applicable.
  10. Protect sensitive information. Do not publish precise coordinates or encourage souvenir collecting while an authority assesses a discovery or damage report.

Common situations and the safe response

“I can see a loose object on the seabed.”

Do not pick it up or reposition it for a photograph. Record the location only as safely as possible, leave the area undisturbed, and report it. A loose-looking object may be part of a documented archaeological pattern.

“The site is not marked, so I assume it is unrestricted.”

Stop and verify. Some legal controls are chart-based or apply to a defined radius without a surface marker. Contact the authority or choose a clearly authorized site instead.

“The group wants to enter for a better view.”

Do not enter unless the competent authority and the site’s written rules expressly permit it and the operator’s plan covers that activity. An intact-looking structure can be unstable or specifically protected against penetration.

“I see someone touching or removing material.”

Do not physically intervene or create a confrontation underwater. Move clear, note objective details, preserve photographs if safe, and report suspected illegal activity through the official channel.

“Visibility or buoyancy is too poor for a no-contact visit.”

Abort or relocate. Responsible access is optional; contact caused by bad conditions is avoidable. A virtual trail, museum, or later trip under better conditions provides a safer alternative.

Why restraint improves the experience

Observation, photography, and careful notes let many people learn from a site without consuming it. A wreck’s value is not limited to objects that can be carried away: its structure, position, construction, cargo pattern, biological growth, and relationship with the seabed form a record. Repeated contact, anchoring, sediment disturbance, and unauthorized recovery progressively erase that record.

Following the authority’s route also improves the quality of what you see. A licensed briefing can explain orientation, fragile areas, graves, markers, and conservation work that are easy to miss when a diver explores randomly. If the official answer is “do not dive,” respecting that decision is part of visiting responsibly.
