Do not label a political video Russian disinformation from a dramatic clip, a suspicious account, or one anonymous post. First establish what the media shows, whether the claim is accurate, where the file originated, how it spread, and what evidence—if any—connects its creation or coordinated distribution to Russian actors. A clip can be fabricated, selectively edited, or stripped of context without being demonstrably Russian.
A defensible check preserves the original post, finds the earliest available upload, examines frames and audio, tests the claim against official records, compares independent reporting and public databases, and records uncertainty. The workflow below separates facts you can verify from attribution you may not be able to prove.

What you are actually trying to verify
“Is this real?” and “Is this Russian propaganda?” are different questions. Treating them as one encourages overconfident conclusions. Work through five separate tests:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| Question | What it establishes | Evidence to seek |
|---|---|---|
| Is the file authentic? | Whether the image, video, and audio are original, altered, or synthetic. | Frame continuity, sound synchronization, compression history, and the earliest available file. |
| Is the claim accurate? | Whether the words attached to the media match verifiable events. | Official records, statements, court or election documents, dates, locations, and contemporaneous reporting. |
| Is context missing? | Whether a genuine recording has been cropped, sped up, slowed down, or reposted with a misleading caption. | Full-length versions, surrounding remarks, original captions, and the event timeline. |
| Who first published it? | Provenance, not authorship of the underlying event. | Account history, timestamps, archived posts, and earlier copies. |
| Who coordinated its spread? | Whether distribution shows organized influence activity and who may be responsible. | Repeated narratives, synchronized posting, proxy outlets, state-funded channels, and technical or investigative attribution. |
Only the last question can support a national attribution, and even a coordinated campaign is not automatically Russian. Use separate labels for media authenticity, claim accuracy, context, provenance, and attribution.

Capture the evidence before it changes
Posts are edited, deleted, geo-blocked, or replaced. Preserve the item before searching for explanations.
- Save the exact URL. Copy the full address, including the post or video identifier. Record the platform and whether it is a repost, quote-post, stitch, or embedded player.
- Record the account. Note the displayed name, username, profile URL, biography, verification status, follower count, creation date if visible, and recent posting pattern. These details can change, so take screenshots.
- Write down the timestamp. Use the platform’s displayed time and your time zone. If the platform shows only a relative time, record when you observed it and the post’s apparent age.
- Preserve the caption and comments. Copy the exact wording, hashtags, translations, visible watermarks, and claims made by the poster. Keep the original language as well as any translation.
- Save a local copy or screenshots. Keep the highest-quality file you can lawfully obtain. Take screenshots of the player, caption, account, and any warning labels. Do not edit the preserved copy.
- State the claim precisely. Write what the post says happened, where, and when. Also write what the footage does not show—for example, an unseen lead-up, a missing speaker, or an absent date.
Preservation is not proof. It gives you a stable record that another person can inspect after the original disappears.
Find the earliest available source
A later repost may crop away context, add a false caption, translate speech inaccurately, or insert a new soundtrack. Provenance searches should therefore begin with the distinctive elements of the post, not with the accusation that it is Russian.
Search text and account clues
- Search an unusual sentence from the caption in quotation marks, then repeat the search without punctuation and in the original language.
- Search the username, watermark, channel name, and any visible slogan separately. Impersonation accounts often differ by one character.
- Search the claimed location and date with a neutral description of the event, not the post’s political framing.
- Compare upload times across platforms. A timestamp can be misleading when a platform displays local time, republishes an old file, or resets metadata during download.
Search distinctive frames
Pause at several moments that contain signs, faces, buildings, uniforms, or unusual objects. Export clear stills and use more than one reverse-image search service. Crop out platform borders and captions, but keep an uncropped version for comparison. Search both a wide scene and a close detail; one may match an older news report or an unrelated event.
Reverse search can find an earlier copy, not necessarily the original recording. A result from a high-follower account is still a repost unless the file, timestamp, and surrounding context support that conclusion.
Use archives carefully
Archived pages can establish that a post existed at a particular time. They may not preserve the video itself, comments, or edits made after capture. Record the archive date, the archived URL, and any differences from the live page. Treat deleted-account screenshots and anonymous “leaks” as leads requiring independent confirmation.

Inspect the media for cheapfakes and deepfakes
The Cybersecurity and Infrastructure Security Agency (CISA) distinguishes cheapfakes—real media that is sped up, slowed down, selectively edited, or shown out of context—from deepfakes that are generated or substantially altered with artificial intelligence. Both can mislead. A visual anomaly is evidence to investigate, not automatic proof of a particular country’s involvement.
Video continuity
- Look for jump cuts where a body position, hand movement, background object, or camera angle changes without an edit point.
- Check for repeated frames, frozen faces, duplicated crowds, warped text, or objects that merge when a person moves.
- Compare shadows, reflections, weather, and lighting across adjacent shots. A new light direction can indicate a splice, although multiple cameras or indoor lighting can explain genuine differences.
- Watch clothing and accessories through every cut. In a June 5, 2024 briefing about a doctored video, U.S. State Department spokesperson Matthew Miller said a tie and shirt changing color between a question and an answer was a strong indication that the clip was not real.
- Check camera motion and perspective. A background that bends independently of the lens or a face that stays unnaturally sharp while the scene moves warrants closer examination.
Audio and lip-sync
- Listen for syllables that do not align with the speaker’s mouth, clipped consonants, abrupt changes in room tone, or a voice that remains identical while the speaker turns away.
- Compare breaths, pauses, microphone noise, and crowd ambience around an edit. A clean studio-quality voice over a noisy scene may have been added later.
- Do not treat an unfamiliar accent, translated speech, or poor compression as evidence of synthesis. Seek a transcript and a second recording before drawing conclusions.
Captions, subtitles, and overlays
Read captions frame by frame. Look for spelling that changes, fonts that do not match the platform, subtitles that omit a negation, or labels added only in a repost. Machine translation can reverse meaning, especially with irony, idioms, or military terminology. Compare the caption with a transcript of the original language whenever possible.
Chronology and geography
Test whether the scene could have occurred when and where the post claims. Seasonal foliage, sun angle, weather, construction, road signs, flags, and uniforms can reveal an old or different location. Match landmarks against maps or older photographs, but do not publish a precise location that could endanger people. A real video from another conflict can be repurposed to support a new narrative without any digital manipulation.
File metadata can help, but social platforms commonly strip or rewrite it. Absence of camera metadata does not prove fabrication, and intact metadata does not prove that the scene or caption is truthful.
Test the claim against records
Once you know what the file appears to show, verify the attached assertion independently. Start with primary records and contemporaneous material.
- Identify the proposition. Break a sentence such as “the minister admitted the election was rigged yesterday” into speaker, words, event, date, and location. Each component needs evidence.
- Check official sources. Search government statements, legislative calendars, election authority results, court filings, procurement records, or published schedules. Use the relevant jurisdiction; a national statement may not answer a local claim.
- Check time and place. Compare the claimed event with travel schedules, weather reports, livestream archives, and independent photographs. A genuine speech from an earlier date can be relabeled as current.
- Find independent reporting. Look for outlets that were present or obtained primary documents. A dozen articles that copy one wire report are one information source, not twelve confirmations.
- Separate absence from contradiction. Failure to find a record is not proof that an event did not happen, particularly during a fast-moving crisis. State what the available records establish and what remains unknown.
A screenshot, anonymous account, or single translated excerpt is a lead. Confirmation requires a chain of evidence that another person can inspect.

Use public databases and independent fact-checks
EUvsDisinfo
EUvsDisinfo is an official European Union project with a public database of documented pro-Kremlin disinformation cases and recurring narratives. Search distinctive wording, themes, and earlier examples. A database match shows that a narrative has been documented; it does not by itself prove that the particular post you are examining came from a Russian operation.
Independent fact-checkers
Compare the claim with transparent fact-checks that show their sources, methods, and corrections. NATO points readers toward BBC Reality Check and AFP Fact Check as examples of independent verification resources. Read the underlying evidence rather than relying on a verdict label copied into another post.
Reverse-search and verification tools
CISA recommends publicly available reverse-image search to verify the source of media. The InVID-WeVerify browser plugin can help extract video keyframes and organize searches. Tools accelerate collection; they do not determine intent, nationality, or truth. Record the search date, query, selected frame, and result so someone else can reproduce it.

Assess distribution without overclaiming attribution
The U.S. Department of State’s Global Engagement Center describes five interacting pillars that can appear in influence operations:
- official government communications;
- state-funded global messaging;
- proxy sources;
- weaponized social media; and
- cyber-enabled disinformation.
Look for a coordinated pattern: several newly created accounts posting the same unusual text, synchronized timing across platforms, identical video crops, links through known proxy outlets, or amplification by accounts that otherwise have unrelated interests. A network map can raise concern, but coordination alone does not identify the state behind it. Activists, marketers, domestic parties, and ordinary users can also copy one another.
Attribution becomes stronger when independent investigations connect infrastructure, funding, personnel, technical indicators, or documented instructions to Russian actors. Public agencies sometimes describe provenance as still under assessment. CISA likewise cautions that examples of foreign campaigns do not by themselves confirm attribution. Do not convert “pro-Kremlin narrative” into “made by the Kremlin” without evidence of control or coordination.

Choose a precise conclusion
Use the narrowest label supported by your evidence:
| Label | Use it when | What to say |
|---|---|---|
| True or authentic | The media and the material claim are supported by reliable evidence, with no material context missing. | State what was verified and identify the records or original source. |
| False | The central claim is contradicted by reliable evidence, even if the media itself is genuine. | Explain the contradiction and preserve the original wording. |
| Misleading | The media is real but the caption, date, translation, or selective excerpt changes its meaning. | Show the missing context and the correct timeline. |
| Manipulated | The file has been edited or synthetically altered in a way that affects interpretation. | Identify the observable alteration and, if possible, locate the unedited version. |
| Unverified | Important evidence is missing or conflicting. | List what is known, what is unresolved, and what would change the assessment. |
| Russian disinformation | Credible evidence supports both a deceptive or misleading operation and attribution of its creation or coordinated amplification to Russian actors. | Describe the attribution evidence and distinguish it from the content’s accuracy. |
“Unverified” is a valid result, not a failure. The State Department has publicly described cases whose provenance remained under assessment. Transparent uncertainty prevents a false attribution from becoming a new rumor.
Document a reproducible case file
Keep a short evidence log rather than relying on memory:
- original URL, platform, account, and capture time;
- downloaded file or screenshots, with filenames that include the date;
- exact caption, transcript, translation, and visible watermarks;
- earliest copies found, their timestamps, and archive links if available;
- reverse-search queries and the frames used;
- official records, independent reports, and database entries consulted;
- observed edits, chronology conflicts, or continuity errors;
- alternative explanations considered; and
- the final label, confidence level, and evidence that could overturn it.
Hashing a local file can show that your copy did not change during review, but it does not establish who created the file. When publishing, link or quote the evidence you can legally share, identify dates and jurisdictions, and explain limitations.
Common mistakes and how to correct them
Calling every false story Russian
False political content comes from many countries and from unaffiliated users. Correct the claim first; pursue attribution only when there is evidence of a Russian actor.
Free tools Windows power users keep installed

Trusting a polished video or an “AI detector” score
High production quality does not prove authenticity, and automated detectors can produce false positives and negatives. Combine frame, audio, provenance, and context checks.
Best Value
Assuming the first viral account is the origin
Virality is distribution, not authorship. Search earlier phrases, frames, and language versions before assigning provenance.
Using one screenshot as proof
A screenshot omits metadata, edits, and surrounding text. Preserve the full post and seek independent records.
Ignoring genuine footage with a false caption
Cheapfakes often need no synthetic imagery. Check date, location, sequence, and the speaker’s complete remarks.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesOverstating a database match
A prior EUvsDisinfo entry or a fact-check about a similar narrative provides context, not proof that the current uploader is part of the same operation.
Why careful verification matters
UNESCO and Ipsos reported in 2023 that 85% of people worldwide were concerned about disinformation’s impact on fellow citizens, while 87% said disinformation had already affected political life in their country. In the European Union, 38% listed false or misleading information as a threat to democracy. Those figures explain the urgency, but urgency is not a reason to skip attribution standards.
NSA, the FBI, and CISA wrote in 2023 that synthetic-media threats had increased and that political disinformation operations aim to influence audiences and spread false information about political, social, military, or economic issues, creating confusion, unrest, and uncertainty. CISA advises organizations to identify synthetic media quickly and debunk it through official channels with evidence when possible. The State Department said on February 3, 2022, that raising awareness and increasing transparency about disinformation tools and tactics is one of the best ways to reduce the effectiveness of false narratives.
A quick verification checklist
- Have you saved the exact post, account, timestamp, caption, and a local copy?
- Did you write the claim separately from what the footage actually shows?
- Did you search distinctive phrases, usernames, and multiple video frames for earlier copies?
- Did you inspect cuts, repeated frames, lighting, clothing, audio, lip-sync, captions, and chronology?
- Did you compare the claim with official records and more than one independent source?
- Did you search EUvsDisinfo and read any matching fact-check’s underlying evidence?
- Did you distinguish a misleading or manipulated file from evidence of Russian creation or coordination?
- Can another person reproduce your searches and understand why you chose your label?
If any answer is no, report the item as unresolved rather than presenting a confident national attribution. A careful “misleading, source unknown” is more accurate—and less useful to propagandists—than an unsupported claim that Russia made it.
