A match shows that the identifier appears in OFAC’s published data; a no-match does not prove that the wallet has no sanctions connection because OFAC says its digital-currency address listings are not likely to be exhaustive. Treat the result as one input to a documented, risk-based compliance process, not as a definitive ownership or legal-status test.
What an address check can—and cannot—establish
A cryptocurrency address is an alphanumeric identifier associated with a wallet and used as a potential transfer destination. The character string does not, by itself, establish who controls the wallet, who ultimately owns funds, or whether a transaction is lawful. Those questions can depend on ownership, control, transaction history, jurisdiction, licensing and other facts that are not encoded in the address.

OFAC’s search tool answers a narrower question: does the exact identifier you entered match digital-currency address data in OFAC’s sanctions lists? That is useful for detecting an explicit listing. It is not an attribution service and it does not certify that an address is safe to use.
- Positive match: the entered identifier matched listed data. Preserve the search details and escalate before making the funds or transaction available.
- No match: the exact identifier was not found in the data searched. This is not clearance, because listed digital-currency addresses are not likely to be exhaustive.
- Address alone: a string cannot prove who controls a wallet or whether related addresses are associated with the same person.
This article addresses U.S. OFAC screening. Other governments may maintain different lists, definitions and procedures; an OFAC result does not answer those separate questions.

Prepare the address before searching
Copy the complete identifier
Copy the address directly from the transaction, wallet or invoice record. Do not retype it. A single missing, added or substituted character changes the identifier and can produce a no-match. Keep the original value in your case record so another reviewer can reproduce the search.
Confirm the network and currency
Record the blockchain network and asset represented by the address. Similar-looking strings can belong to different networks, and an address may be displayed with formatting or prefixes added by a particular wallet or service. Use the canonical address value expected by the OFAC search field, while retaining the original presentation for audit purposes. If the network or asset is uncertain, stop and resolve that ambiguity rather than treating an unverified search as conclusive.
Capture transaction context
For a business review, save the transaction identifier, date and time, customer or counterparty information available to you, amount, direction (incoming or outgoing), and any related addresses. These details do not change the exact-match search, but they help investigators determine what property or transaction is involved if a potential match appears.

- Open the official OFAC Sanctions List Search tool. Use the current version of the site rather than an unofficial copy or a cached result.
- Choose the “ID #” field. OFAC directs users to search a digital-currency address hash in this field.
- Paste the full address. Do not add spaces, punctuation or explanatory text. Keep the value exactly as captured from the transaction record, subject to any network-specific canonical formatting you have verified.
- Submit the search. The ID # field does not use fuzzy logic. OFAC’s FAQ 594 states: “The ID # field does not use fuzzy logic, so only exact matches will be returned when searching for digital currency addresses with the Sanctions List Search tool.”
- Review the returned record, not just the existence of a result. Compare the displayed identifier and list entry with your copied address. Note the list name, listed person or entity, identifying information and any other record details shown by the tool.
- Save evidence of the search. Record the date and time, address, network, search field used, result and the reviewer. If your controls permit it, retain a screenshot or exported result together with the case file.
Exact matching means that a mistyped or differently represented address can fail to match. Conversely, a returned identifier is a reason for controlled escalation, not an automatic conclusion that every transaction involving the wallet is identical to the listed activity. Review the record and the surrounding facts before taking action.

Use downloadable list files for repeat screening
OFAC provides its Specially Designated Nationals (SDN) List and other sanctions-list data in downloadable file formats. Those files can support repeat or higher-volume screening of digital-currency addresses, provided your process imports the current data correctly and preserves update records.

Build an update-controlled workflow
- Obtain list files from OFAC’s current official publication location and record the download date.
- Validate that your parser preserves the complete digital-currency address value and does not truncate, normalize or alter characters.
- Keep the list version or file hash with each screening run so a later reviewer knows which data was used.
- Define how new or changed list entries generate alerts, who reviews them and how decisions are documented.
- Re-screen retained customers, counterparties and relevant historical or pending transactions when list data or risk circumstances change.
A file-based process improves consistency but does not make the list complete. It also does not remove the need to investigate context or to account for addresses that are connected to a sanctioned person without being explicitly listed.
Interpret a match correctly
What a positive result means
A positive result means that the identifier you searched matched address data in the OFAC record returned. Confirm that the match is exact and that you searched the correct network and value. Preserve the result, pause ordinary processing under your internal procedures, and send the matter to the person responsible for sanctions compliance and legal review.
Do not expand the result into an unsupported claim that the search has proven ultimate ownership, control of every related address, or the legality of every transaction. Those are separate analytical questions.

What a no-match means
OFAC FAQ 562 says: “OFAC’s digital currency address listings are not likely to be exhaustive.” A no-match therefore means only that the exact value was not found in the data searched at that time. It does not establish that the address, wallet, customer or transaction has no sanctions connection.
Continue the checks required by your risk assessment. Depending on your business, that may include customer information, jurisdictional indicators, transaction patterns, counterparties, related addresses and other information that can link activity to a sanctioned person or jurisdiction. Document why the available information was sufficient for the decision you made, or why the matter was escalated.
Apply a risk-based process in a business
OFAC’s compliance guidance emphasizes that digital-currency transactions do not remove sanctions obligations for people and organizations subject to U.S. jurisdiction. Screening should be tailored to the products, customers, geographies, transaction channels and risks of your business. OFAC FAQ 560 states: “There is no single compliance program or solution suitable for every circumstance.”

Screen more than a single address field
Include customer and counterparty information, transaction details and addresses or other identifiers that may reveal a sanctions connection. An address-only control can miss risk that appears in the surrounding data. Conversely, a broad alert without a documented review path can produce inconsistent decisions.

Set review and escalation rules
Define in advance who may clear a potential match, who must approve a decision to proceed, and when legal counsel is required. Give reviewers a standard record containing the exact address, network, search date, list version, returned entry, transaction context and disposition. Separate a simple typographical mismatch from an unresolved association; both may begin as alerts, but they require different evidence.
Re-screen as lists and circumstances change
One search is a point-in-time observation. Schedule repeat screening appropriate to your risk, and trigger additional checks when OFAC updates a list, a customer’s information changes, a new jurisdiction is involved, or transaction behavior changes materially. Keep the prior result so the organization can show what it knew and when it acted.
Consider blockchain analytics carefully
OFAC says companies should consider blockchain analytics tools as part of sanctions risk mitigation. Such tools can add transaction and address context, but they are not a guaranteed ownership determination and no vendor or single solution is approved by this article. Evaluate any service against your actual needs: list-update frequency, customer and transaction coverage, address clustering methodology, alert explainability, reviewer controls, retention, and escalation support. OFAC’s guidance makes clear that the appropriate solution depends on business-specific factors.
What to do when an address may be linked to a sanctioned party
Do not direct staff to transfer, return, spend or otherwise handle funds solely because an automated tool produced an alert. Preserve the property and transaction information, restrict access according to your established sanctions procedures, and escalate promptly for a case-specific determination.
OFAC explains that parties identifying digital-currency identifiers or wallets they believe are owned by or otherwise associated with an SDN, and holding that property, should take necessary blocking steps and report relevant ownership details. FAQ 646 states that blocked virtual currency must be reported within 10 business days and that reporting continues annually while it remains blocked. That timing is a regulatory requirement stated in OFAC guidance from 2021; verify the current requirement and any applicable license or exception before relying on it.
- Contain the activity. Prevent an ordinary release or transfer while the alert is under review, using your documented controls.
- Verify the identifier. Recheck the copied address, network, transaction and exact list entry to rule out a data-entry or formatting error.
- Gather relevant facts. Assemble customer, counterparty, transaction and related-address information available to your organization.
- Escalate. Send the case to the designated sanctions officer and, where appropriate, qualified legal counsel.
- Follow reporting and recordkeeping duties. If the property is blocked, apply the reporting timetable and continuing annual-reporting requirement described in current OFAC guidance, and retain evidence of each action.
The correct action can depend on ownership, control, jurisdiction, licensing and transaction facts. A general article cannot resolve those facts for a particular case.
Common failure modes and fixes

A practical decision record
For each address or transaction, a concise record should allow an independent reviewer to reconstruct the decision without relying on memory. Include:
- The complete address, network and asset, exactly as received and in the canonical value searched.
- The source transaction or customer record, including date, amount and direction.
- The OFAC tool or list file used, search field, date and time, and list version where applicable.
- The returned result, including any listed name, identifier and relevant record details.
- Related addresses, counterparties or contextual information considered.
- The reviewer, escalation path, final disposition and reasons for proceeding, holding or reporting.
- Any follow-up date for re-screening or additional information.
This record distinguishes an exact-list lookup from the broader compliance judgment that follows it. It also makes it possible to identify whether a later list update or new transaction fact changes the assessment.
Use the result as a signal, not a guarantee
The most reliable individual check is straightforward: search the complete address hash in OFAC’s Sanctions List Search ID # field, verify any returned record, and preserve the result. The difficult part is interpretation. Exact matching cannot find a mistyped value, and a no-hit cannot rule out an indirect or unlisted sanctions connection. For businesses, combine the lookup with current list data, customer and transaction screening, appropriate analytics, repeat screening and a documented escalation process.
If a potential match involves property in your possession or control, stop ordinary handling and obtain current OFAC guidance and qualified legal advice before acting. Sanctions obligations are fact-specific, and the consequences of releasing blocked property cannot be reversed by treating an incomplete address search as a clearance.
