The dependable way to verify an AI service’s confidential-computing claim is to require a fresh, hardware-signed remote-attestation report or token tied to your session. Validate its signature and certificate chain, then compare its TEE, boot, firmware, security-version, configuration, workload, and (when applicable) GPU claims with an allowlist you control.
Attestation establishes the state of a measured hardware and software boundary at a particular time. It does not, by itself, prove what the provider logs, how long it retains prompts, where model weights came from, or whether every application dependency is trustworthy.

What you are actually verifying
Confidential computing places sensitive data and code inside a hardware-backed trusted execution environment (TEE). Memory is isolated from the host operating system, hypervisor, administrators, and other tenants according to the TEE’s threat model. An AI service might use a confidential virtual machine, an enclave, or a confidential GPU; the exact boundary matters because it determines which components can access prompts, uploaded files, model weights, and generated results.
Remote attestation is the mechanism for checking that boundary from outside. A workload produces a signed report, quote, or token containing measurements and status claims. A relying party verifies the cryptography and evaluates those claims against policy. Google Cloud describes the role plainly: “Attestation reports are the evidence that your VM is running in a TEE.” Oracle similarly explains that remote attestation verifies the confidentiality and integrity of a TEE.

A badge, sales statement, or architectural diagram is not independently verifiable evidence. You need a machine-readable object that you can retain and check yourself, or that a verifier you trust checks according to a policy you can inspect.
Evidence to request from the AI provider
Before sending confidential prompts, ask for all of the following. A provider that cannot supply these items may still use confidential computing, but you cannot independently establish that fact.
- A current remote-attestation quote, report, or signed token generated for your request.
- The format and claim specification, such as a signed JWT or EAT-compatible claims, plus verifier documentation or an SDK.
- The provider’s verification endpoint or published public-key set, and the root certificate chain when certificate-based verification is used.
- Reference measurements and an explanation of each accepted value: TEE type, secure-boot state, firmware and boot measurements, security-version, and relevant configuration such as vCPU or memory.
- A policy version or policy identifier showing which allowlist was applied.
- The identity of the service instance, enclave, public key, or session endpoint that will receive your protected request.
- Signed image, container, enclave, or build provenance showing which code is represented by the measurements.
- Key-rotation, revocation, and security-version procedures, including how you learn that previously accepted evidence is no longer valid.
- For GPU inference, evidence for the GPU device and driver, not just the host CPU or virtual machine.
Seven-step verification workflow
1. Request machine-verifiable evidence
Ask the provider to issue evidence immediately before or during session setup. Obtain the complete object, not a screenshot of a dashboard. Record its format, issuer, audience, report-generation time, measurement fields, certificate chain, and policy identifier. Google’s attestation documentation describes converting environment checks into verifiable claims; that distinction is important because a human-readable status page does not give you the signed claims needed for independent validation.

Clarify what is inside the measured boundary. If the service encrypts a request at an API gateway and decrypts it in an enclave, the gateway, enclave image, model-serving process, and any sidecars that can read plaintext should be identified. A quote for a confidential VM is insufficient if the prompt is decrypted earlier in an ordinary service.
2. Require freshness and session binding
Supply a cryptographically random nonce or challenge when requesting the report, or use the provider’s documented equivalent. The returned evidence should include that challenge, a verifiable timestamp, or another mechanism that prevents replay of an old report. A static certificate or a report generated yesterday cannot prove the state of the instance handling today’s prompt.

Bind the evidence to the session as well. The report should identify the public key, service instance, enclave identity, or endpoint that will accept the encrypted request. Your client can then encrypt to the attested key and reject a response that is not tied to the verified instance.
3. Validate the signature and certificate chain
Use the provider’s published key set or a trusted root certificate to verify the signature. Check the algorithm, key identifier, issuer, audience, and certificate validity period. Azure’s attestation examples use signed JWT claims and document signing-key validation. Google documents both public-key and root-certificate paths, including offline validation, which is useful when your verifier must operate without sending sensitive metadata to a third party.
Recommended Free Tools
Do not stop after a library reports that a signature is mathematically valid. Confirm that the key chains to the expected root, that the issuer is the expected attestation service, that the token is intended for your verifier, and that revocation or key-status checks have succeeded. Preserve the original token and chain so an audit can reproduce your decision.
4. Evaluate the platform claims against an allowlist
Translate your security requirements into explicit acceptance rules before inspecting a report. The rules normally cover:
- The TEE technology and hardware generation you permit.
- Secure-boot and measured-boot status.
- Firmware and boot measurements.
- A minimum security-version that excludes vulnerable or revoked platform states.
- Configuration values that affect the threat model, such as virtual CPU and memory settings where the platform exposes them.
- Expiration, issue time, and nonce validity.
Google lists TEE type, secure boot, firmware and boot measurements, minimum security version, and configuration values among policy inputs. Compare every relevant claim with your allowlist; do not accept a “healthy” aggregate field while ignoring a measurement you have not reviewed. Store the policy version with the verification result so a later policy change does not make an old decision ambiguous.

5. Confirm workload identity
Platform attestation says that a genuine TEE is running measured software. It does not tell you whether that software is the service you intended to trust unless the workload identity is tied to the measurements. Request a signed container digest, enclave image measurement, build provenance, or equivalent statement. Ask which model-serving binary, API handler, logging component, and secret-management code are included.
Check that the digest in the report or accompanying signed statement matches the artifact you approved. Establish how updates are handled: a new image, dependency, model-server build, or configuration should produce new evidence and require a fresh policy decision. If a provider measures only a minimal boot layer, document which unmeasured components can still read plaintext prompts.
6. Verify the second trust boundary for GPUs
Confidential GPU inference introduces another device and software boundary. A confidential CPU VM may protect memory while the GPU driver, firmware, device memory, or a host-side management service remains outside the measured boundary. Ask whether the evidence covers the GPU device, the driver, or both.
Google documents GPU attestation that can cover the driver, the device, or both, and recommends Secure Boot for robust driver attestation. NVIDIA’s attestation suite includes the NVIDIA Remote Attestation Service (NRAS), Reference Integrity Manifest (RIM), and Online Certificate Status Protocol (OCSP) components for verifying GPU hardware and software claims. Use the provider’s documented chain to check device identity, driver measurements, firmware status, and revocation before releasing sensitive data.
Also determine where data exists during model execution. GPU attestation does not automatically establish that prompts are encrypted while moving from the CPU to the GPU, that GPU memory is cleared after use, or that monitoring software cannot access plaintext. Those properties need explicit architecture and operational evidence.

7. Record the decision and monitor continuously
Save the complete report or token, certificate chain, nonce, verifier output, measurement values, workload digest, policy version, and verification time. Record the service instance or attested key to which the session was bound. A compact audit record should let another engineer reproduce the acceptance decision without trusting a dashboard that may have changed.
Re-attest when an image, model-serving binary, driver, firmware, certificate, security-version, or provider policy changes. Set an expiry for accepted evidence and reject sessions when revocation checks fail, a nonce is missing, or a claim falls outside the allowlist. Continuous verification is necessary because a previously valid platform can become unacceptable after a firmware or driver update.
How to read the important claims
| Claim or evidence | What it can establish | Questions your policy should answer |
|---|---|---|
| TEE technology and hardware identity | The report came from the expected confidential-computing technology and hardware family. | Is this TEE appropriate for your threat model and approved region or platform? |
| Secure-boot and measured-boot status | Boot components were verified and measurements were recorded according to the platform’s process. | Must secure boot be enabled? Which boot measurements are acceptable? |
| Firmware and boot measurements | Specific firmware and boot states were present when evidence was generated. | Do the values match the provider’s signed reference measurements? |
| Security-version or equivalent rollback protection | The platform meets a minimum security level and can exclude known vulnerable states. | What is the minimum accepted version, and how are revocations distributed? |
| Configuration claims | Relevant VM or enclave settings, such as vCPU and memory, were reported. | Could a configuration change weaken isolation or exceed your approved boundary? |
| Workload image or build digest | The measured code can be associated with a particular image or build. | Does that digest include the prompt handler, model server, and logging path? |
| Nonce, timestamp, and audience | The evidence is fresh, intended for your verifier, and resistant to replay. | Is the challenge unique to this session, and is the validity window acceptable? |
| GPU device and driver claims | The confidential-GPU hardware and its software stack meet stated integrity checks. | Are both device and driver covered, and are firmware or certificates current? |
What major cloud implementations provide
The following examples illustrate different evidence paths. They are not interchangeable guarantees; you still need to inspect the exact service architecture and claims returned for your workload.
| Provider documentation | Evidence and verification capabilities described | What to verify in an AI deployment |
|---|---|---|
| Google Cloud Attestation | Evaluates confidential environments, converts checks into verifiable claims, and supports public-key or root-certificate validation, including offline workflows. | Confirm that the attested VM or GPU boundary includes the prompt-processing code and that the policy accepts its measurements. |
| Microsoft Azure Attestation | Verifies platform and binary integrity for TEEs; guest-attestation examples return signed JWT claims including attestation type and secure-boot state. | Validate the JWT issuer, audience, signing key, nonce, secure-boot claim, and binary measurements before establishing a session. |
| NVIDIA Attestation Suite | Provides NRAS, RIM, and OCSP components for cryptographically checking GPU hardware and software claims. | Require a chain that covers the confidential GPU device and driver used by inference, including revocation status. |
| Oracle Cloud Infrastructure remote attestation | Documents a relying-party workflow for independently verifying confidential VM shapes and TEE confidentiality and integrity. | Check the VM shape, report freshness, reference measurements, and the code path that receives plaintext requests. |
What a valid attestation does not prove
A successful report supports a narrow but valuable claim: at a particular time, genuine hardware reported a particular measured platform and workload state. It does not automatically prove any of the following:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- That the model weights are authentic, licensed, current, or free of a malicious modification.
- That application logic cannot copy prompts into logs, traces, crash dumps, analytics systems, or support tickets.
- That the provider deletes prompts, outputs, temporary files, or backups within a promised period.
- That every dependency, plugin, administrator workflow, or control-plane service is inside the measured boundary.
- That plaintext is protected during every transition between client, API gateway, CPU memory, and GPU memory.
- That the provider will keep the same image, driver, firmware, or policy after your initial verification.
Address these questions with signed workload provenance, data-flow documentation, retention and deletion commitments, access controls, contractual terms, and operational audits. Treat attestation as one control in that larger assurance program, not as a substitute for it.
Best Value
Common failure modes and how to respond
A green dashboard badge has no downloadable evidence
Consider the badge a provider assertion, not independent proof. Ask for a signed report or token, its format, the verification keys, and the claims behind the status. If those are unavailable, do not mark the service as attested in your own compliance record.
The signature verifies, but measurements are unfamiliar
Pause the session and obtain reference measurements and a mapping from each value to a firmware, image, or configuration component. A cryptographically valid report with an unreviewed measurement is not an approved report.
The report is genuine but stale
Require a new nonce and a report generated for the current session. Check issue time, expiry, and instance or key binding. Reject evidence that cannot demonstrate freshness.
The platform is attested, but the workload is not identified
Request an image or build digest and a description of the measured boundary. If the provider cannot show that the prompt handler and model-serving process correspond to the attested code, limit the data sent or classify the claim as unverified.
GPU evidence covers only the host VM
Ask specifically for GPU-device and driver attestation, including firmware and revocation status. Require Secure Boot where the provider identifies it as necessary for robust driver verification. Without the second boundary, do not assume confidential-GPU protection.
Keys or security versions have changed
Re-run certificate-chain, revocation, and minimum-security-version checks. Update your trust store through the provider’s documented rotation process, then save the new evidence and policy decision. Never silently continue using a previously accepted token.
A practical acceptance checklist
- Define the data that may be sent and the TEE, GPU, region, and workload identities your policy permits.
- Obtain a fresh report or token containing a unique challenge and the identity of the session endpoint or public key.
- Validate the signature, certificate chain or public-key trust path, issuer, audience, validity period, and revocation status.
- Compare TEE, secure-boot, firmware, boot, security-version, and configuration claims with your versioned allowlist.
- Match the measured image, container, enclave, or build digest to the prompt handler, model server, and relevant logging components.
- For GPU inference, validate device and driver evidence and document the path between CPU and GPU memory.
- Encrypt the session to the attested key or instance only after all checks pass.
- Store the evidence and verifier result, set an expiry, and trigger re-verification after platform, workload, driver, firmware, key, or policy changes.
- Assess model provenance, application behavior, retention, deletion, and operational access separately.
How to compare two AI services
Use the same written questions for every provider so a polished explanation from one service is not mistaken for stronger evidence. Compare:
Free tools Windows power users keep installed
One-click scans. No signup required.
- The TEE technology and the threats it is designed to resist.
- Whether CPU, GPU device, and GPU driver are all attested when the service uses GPUs.
- The evidence format, signature scheme, certificate transparency, and availability of offline verification.
- Nonce or session binding and the mechanics that prevent replay.
- Reference measurements, policy controls, minimum security versions, and configuration claims.
- Workload and model-artifact measurements, including build provenance and update handling.
- Key rotation, revocation, certificate-status checking, and evidence expiry.
- The provider’s explanation of what application and model components are inside the measured boundary.
The service with the most recognizable TEE name is not automatically the best choice. The stronger option is the one that gives you fresh, independently verifiable evidence, a clear workload identity, GPU coverage where needed, and a repeatable process for detecting change.
