Verify a cloud service with one provider-specific control and evidence matrix, not a certificate checklist. Define the service boundary and data flows; identify UK GDPR roles, processing locations and sub-processors; map any cardholder-data or cardholder-data-environment (CDE) impact; connect the service to important business services and impact tolerances; and document the exit route. For every control, assign ownership to your organisation, the provider or both, request evidence, test the control where appropriate, and record residual risk, an accountable owner, a review date and remediation. A certification, attestation or audit report proves something only about its stated scope, period and controls. It does not prove that your configuration, interfaces or operating procedures comply.

Start with a service-specific scope

Before asking for certificates, describe exactly what you are buying. A cloud provider may offer several regions, service tiers, support models and optional features, each with different controls and evidence. Create a one-page architecture and service description covering:

As an Amazon Associate I earn from qualifying purchases.

  • Accounts, tenants, subscriptions, environments and network connections included in the purchase.
  • Data types, classification, retention periods, administrators, support users and emergency-access paths.
  • Where data is stored, backed up, replicated and accessed, including provider support and monitoring locations.
  • Every interface to your identity systems, payment applications, logging platforms, security tools and business processes.
  • Direct and indirect sub-processors, their functions, countries and change-notification process.
  • Whether the service stores, processes, transmits or can affect cardholder data or the CDE.
  • Dependencies needed to deliver each important business service, including people, processes, technology, facilities and information.
  • How data and workloads would be returned, migrated or safely deleted if the service ended.

Freeze this description as the scope against which reports and contracts will be checked. If a provider report covers a wider or different service, region, version or interface, mark the mismatch rather than treating the report as evidence for your purchase.

Build the control and evidence matrix

Use one row for each material requirement. A practical matrix has these columns:

Column What to record
Requirement The legal, regulatory or contractual control, with its source and version.
Service component The account, workload, data flow, region, interface or process in scope.
Owner Your organisation, the provider or shared ownership; name the accountable person internally.
Evidence requested Contract clause, report, test result, configuration export, procedure or interview record.
Scope and period Covered services, locations, systems, exclusions, assessment dates and expiry or renewal date.
Customer validation The sample, configuration review, restoration test or other challenge you performed.
Residual risk What remains unproven or outside the provider’s control, with treatment and due date.
Review trigger Routine review date plus events such as a material change, incident, new sub-processor or regulatory update.

This format prevents a common error: accepting a provider’s general assurance while leaving customer-owned settings, identity controls, retention, integrations or exit arrangements unexamined.

UK GDPR: verify roles, contracts, security and transfers

The ICO requires controllers to use processors that provide sufficient guarantees. Your contract must require the processor to act only on documented instructions and to provide the assistance and audit access needed for compliance. Start with the ICO contract guidance at the controller-processor contract checklist.

Confirm the parties and processing description

Write down whether each party is a controller, joint controller or processor for each processing activity. Identify the purposes, categories of personal data, categories of data subjects, processing duration and your documented instructions. Do not assume that a provider is a processor for every feature: analytics, fraud prevention, support or account management may involve separate purposes and roles that need their own analysis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control personnel and sub-processors

  • Require confidentiality duties for everyone authorised to process personal data.
  • List approved sub-processors and their functions, locations and access. Specify prior authorisation or a workable general-authorisation process, advance notice of changes and your right to object.
  • Make the provider flow equivalent protection and assistance duties into sub-processing agreements.
  • Require prompt information about security events, regulatory enquiries and material changes affecting the processing.

Check Article 32 measures against risk

Ask for a control description that is specific to the purchased service, then map it to your own risk assessment. Appropriate measures may include encryption in transit and at rest, pseudonymisation where suitable, confidentiality, integrity, availability, resilience, restoration and regular testing. The ICO’s guide to data security explains that the security principle applies to processors as well as controllers and that measures must be appropriate to risk.

Resilience is more than an uptime figure. It includes continuing under adverse conditions and restoring systems and data to an effective state. Request architecture and test evidence for redundancy, backup isolation, recovery objectives, restoration integrity, monitoring, vulnerability management, privileged access and key management. Determine which settings and operations remain yours; a provider’s encryption feature does not prove that you enabled it correctly or protected the keys.

Secure data-subject rights and incident assistance

The agreement should require assistance with access, rectification, erasure, restriction, portability and objection requests where relevant. Set a practical process for locating, exporting, correcting and deleting data across primary systems, replicas, backups and sub-processors. Define how the provider will help with breach notification, data-protection impact assessments and consultation with the regulator. Record notification channels, information supplied, escalation contacts and time expectations; do not rely on an informal support ticket.

Plan termination, retention and audits

At termination, require return or deletion according to your instruction, subject only to legally required retention. Specify the format, timing, verification method and treatment of backups and immutable copies. Preserve audit and inspection rights that are proportionate but usable: independent reports can supplement, not automatically replace, targeted audits or inspections when risk warrants them.

Verify international transfers

Map storage, replication, support and remote-access locations. Where restricted transfers occur, identify the transfer mechanism and complete a transfer-risk assessment. Require transparency about locations and access, including changes to sub-processors and support operations. A UK hosting region alone does not prove that overseas support personnel or fourth parties cannot access the data.

PCI DSS controls can inform a security review, but the ICO states that PCI DSS compliance is not necessarily equivalent to UK GDPR security compliance. Treat the two assessments as related workstreams, not substitutes.

PCI DSS: establish scope before accepting an attestation

PCI DSS applies to entities that store, process or transmit cardholder data or sensitive authentication data, and to entities that can affect the security of the cardholder-data environment. The standard and scope overview are available from the PCI Security Standards Council. A cloud provider may therefore be in scope even when it does not directly hold card data if it can access the CDE, supplies a control on your behalf or facilitates payment-data flows. The PCI SSC explains this point in FAQ 1580.

Draw the CDE boundary and data flows

Trace payment data from capture through authorisation, storage, transmission, logging, backups and disposal. Include APIs, queues, proxies, identity services, monitoring, administrative paths and support access. Mark systems that can influence CDE security even when they do not process card numbers. Document segmentation controls and test whether the claimed boundary is real; a diagram that omits a management or integration path is not a scope reduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request current, service-specific validation

Request the provider’s current PCI DSS v4.0.1 Attestation of Compliance (AOC), Report on Compliance (ROC) where applicable, or other evidence accepted by your acquirer or payment brand. Require the exact services and system components covered, assessment period, regions, interfaces, exclusions, exceptions, compensating controls or customised approaches, assessor identity and responsibility matrix. PCI SSC published v4.0.1 on 11 June 2024; it added or deleted no requirements, and PCI DSS v4.0 retired on 31 December 2024. The publication notice is at PCI DSS v4.0.1.

Check that the report covers the edition and service you will actually use. A provider’s platform attestation may exclude your chosen region, managed add-on, customer-managed keys, support channel or network connection. Record each exclusion as a customer control or residual risk rather than silently assuming coverage.

Put shared responsibility in writing

PCI SSC cloud guidance says responsibility depends on the purpose of the service, outsourced scope, validated components and whether the model is infrastructure, platform or software as a service. Its cloud computing guidelines warn that outsourcing a control does not outsource your overall responsibility.

Meet Requirement 12.8 and confirm the reporting route

Perform due diligence on service providers, maintain written agreements, identify which PCI requirements each party meets and monitor the provider’s PCI compliance status at least annually. PCI SSC FAQ 1312 addresses these service-provider management duties. Confirm the validation and reporting method with the entity that accepts your compliance submission: PCI SSC says assessors validate scope and applicability, while acquirers and payment brands decide the required reporting method. See FAQ 1473.

PRA outsourcing: connect the cloud service to resilience obligations

For a PRA-regulated bank or insurer, use the PRA’s SS2/21 March 2026 update as the primary interpretation source. It includes cloud-specific conditions for safe and resilient deployment. Outsourcing approval is not a procurement formality: the firm remains accountable for sound governance, risk management and the ability to continue important services.

Inventory and classify the arrangement

Maintain an inventory of outsourced and other third-party services. For each entry, identify the service, provider, legal entity, locations, sub-outsourcing chain, data, systems, contract owner, criticality and links to important business services. Map the people, processes, technology, facilities and information required to deliver each service. Record the impact tolerance for the important business service and the cloud dependency that could prevent meeting it.

Evidence governance and accountability

  • Board and senior-management accountability for the outsourcing decision, risk acceptance and ongoing oversight.
  • A documented risk assessment covering provider viability, security, resilience, data access, substitutability, concentration and sub-outsourcing.
  • Due diligence proportionate to the service’s importance, with evidence refreshed when circumstances change.
  • Contractual rights to information, access, audit, inspection, cooperation with the PRA and relevant resolution or supervisory authorities.
  • Clear incident-notification duties, escalation contacts, cooperation requirements and records that support regulatory reporting.

Test continuity, recovery and exit

Obtain business-continuity and disaster-recovery designs and recent test results. Confirm that tests cover realistic provider failure, loss of a region, identity or network dependency, cyber attack, data corruption and loss of key personnel. Compare achieved recovery times and data loss with the impact tolerance of each important business service; do not substitute a generic availability guarantee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain a documented, tested exit or substitution plan. It should identify alternative providers or internal capability, data and configuration portability, dependencies on proprietary services, staff and skills, transition sequencing, contractual assistance, secure deletion and the funding and time needed to execute. A theoretical right to terminate is not an operational exit capability until you have exercised the critical steps or an equivalent simulation.

Assess concentration and sub-outsourcing

Look beyond your individual contract. Concentration may arise when several important services depend on the same provider, region, identity service, network, software component or fourth party. Record shared dependencies, plausible correlated failures and the mitigations. Require notice and oversight of material sub-outsourcing, including the ability to challenge changes that increase concentration or weaken control.

Assemble an evidence pack that can survive challenge

Collect evidence in a controlled repository with an owner, date, scope statement and expiry or review date. A complete pack normally includes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evidence What it should answer
Article 28 data-processing agreement and schedules Who processes what, under whose instructions, for how long, with what assistance, audit rights and deletion duties.
Data-flow, location and access schedule Where storage, backups, support and remote administration occur, and which transfers or access paths are restricted.
Sub-processor and fourth-party register Who performs each function, where they operate and how changes are notified and assessed.
Security architecture and control narrative How confidentiality, integrity, availability, resilience, encryption, key management, access and monitoring work in the purchased service.
Independent security and penetration-test summaries What was tested, when, by whom, what was excluded, and how findings were remediated.
Incident and breach procedure How detection, escalation, evidence preservation, notification and cooperation operate in practice.
Recovery and resilience test results Whether restoration and continuity objectives were achieved under stated conditions, including limitations and open findings.
PCI DSS v4.0.1 AOC or ROC and responsibility matrix Which validated components and requirements are covered, which are yours, and what exceptions or customised approaches exist.
PRA contractual schedules and exit plan Whether access, audit, incident, continuity, sub-outsourcing, concentration and substitution rights are enforceable and testable.

For every document, annotate the relevant service, version, region, assessment period, exclusions and customer actions. A glossy report with an unexamined scope is weaker than a narrower report that precisely matches your architecture.

Validate the provider instead of filing the papers

  1. Reconcile the scope. Compare the contract, architecture, account inventory, regions, support model and interfaces with every report and certificate. Escalate any discrepancy.
  2. Sample access. Review privileged accounts, multifactor authentication, joiner-mover-leaver records, emergency access and provider support sessions. Confirm that logs are retained, protected and available to you.
  3. Check configuration ownership. Inspect encryption, network segmentation, key custody, backup settings, vulnerability remediation and alert routing in your tenant or subscription. Record settings that the provider cannot enforce for you.
  4. Exercise restoration. Select representative data and perform a controlled restore. Verify integrity, access controls, recovery time and recovery-point results against the relevant business requirement.
  5. Challenge incident notification. Walk through a scenario involving personal data and payment systems. Confirm who decides severity, who contacts whom, what evidence is preserved and how regulatory deadlines are supported.
  6. Test change controls. Sample a sub-processor, region, product or material-control change. Verify that you receive notice, reassess transfer, PCI and resilience impact, and approve or reject it under the contract.
  7. Test portability. Export data, configurations, keys and relevant logs in the agreed format. Measure dependencies, time, integrity checks and assistance required to move or operate the workload elsewhere.

Paper attestations are inputs to assurance, not a substitute for customer configuration testing. Where direct testing is impractical, document the alternative evidence, its limits and the residual risk accepted.

Use decision gates before approval and during operation

Gate 1: scope is complete

Do not proceed until the architecture, data flows, roles, locations, sub-processors, CDE links, important-business-service dependencies and exit route are documented. Unknown scope is an approval blocker, not a minor gap.

Gate 2: evidence matches the purchase

Require current evidence for the exact service, version, region and interfaces. Classify exclusions as customer controls, compensating measures or unresolved risks. Obtain legal and compliance review where a contract does not provide the required assistance, access or notification rights.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Gate 3: controls work in your environment

Complete the highest-risk access, logging, restoration, incident, sub-processor and portability tests. Track findings to owners and due dates. Do not approve a critical dependency with an unowned or untimebound remediation.

Gate 4: accountable governance accepts the residual risk

Present the matrix, test results, concentration analysis, impact-tolerance assessment and exit readiness to the accountable business and risk owners. Record the decision, conditions, review date and triggers for reapproval.

Gate 5: monitor continuously

Review PCI compliance status at least annually, as required for service-provider monitoring, and refresh UK GDPR, PRA and security evidence on a risk-based schedule. Trigger an interim review after an incident, material architecture or sub-processor change, new data use, transfer change, control failure, regulatory update or significant concentration increase.

Compare providers on risk, not badge count

When several services meet functional needs, score them against the same evidence matrix:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis Questions to ask
UK GDPR Are roles, purposes, locations, transfer mechanisms, sub-processors, rights assistance, deletion and audit rights explicit and usable?
Security and resilience Does evidence cover the purchased configuration, and are recovery, logging, access and testing results independently supportable?
PCI DSS Is v4.0.1 validation current, does it cover the CDE-related components, and is every shared responsibility assigned?
PRA and operational resilience Can the firm map the service to important business services, impact tolerances, concentration exposure, incident duties and a tested exit?
Evidence quality Are scope, dates, exclusions, assessor details, findings and remediation clear enough for challenge?
Operational practicality Can your teams configure, monitor, test, export and replace the service within the required time and skill constraints?

The cheapest or most certified option is not automatically the lowest-risk option. A provider with a narrower but exact validation scope, transparent responsibilities and workable exit may be safer than one with more badges but opaque exclusions or customer-owned gaps.

Common failure modes and corrective actions

Accepting a certificate without reading its scope

Why it fails: The certificate may cover another service, region, period or control boundary. Fix: reconcile the report to your architecture and list every exclusion in the matrix.

Assuming the provider owns every control

Why it fails: Cloud security, PCI obligations and data-protection duties remain shared. Fix: assign each component and process to a named owner, then test customer-controlled settings.

Using PCI DSS as proof of UK GDPR compliance

Why it fails: The ICO expressly says PCI DSS compliance is not necessarily equivalent to UK GDPR security compliance. Fix: assess lawful processing, rights assistance, retention, transfers, deletion and resilience separately.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reducing PCI scope by drawing a convenient diagram

Why it fails: Systems that can affect CDE security or facilitate payment-data flows may remain in scope. Fix: trace real data and administration paths and validate segmentation.

Writing an exit clause that has never been tested

Why it fails: Proprietary formats, dependent identity services, unavailable keys or slow provider assistance can make theoretical portability unusable. Fix: perform an export or simulation and measure time, integrity, dependencies and cost.

Ignoring concentration and sub-outsourcing

Why it fails: Multiple services may fail together through a common provider, region or fourth party. Fix: maintain an aggregate dependency view and reassess material changes.
