Verify a Qatar property through the Ministry of Justice (MOJ) Real Estate Registration Department before signing or completing a purchase. Request an ownership statement for the specific property or unit, compare its registry details with the original title deed and property plan, and check the property’s status and owners through the official sale-transfer process. A deed image from the seller is not a substitute for checking the current registry record.
Which Qatar authority verifies property ownership?
The MOJ Real Estate Registration Department is responsible for real-estate registration, recording transactions and final judgments, regulating title deeds and in-kind rights certificates, and providing registration data and copies. The Ministry provides registration and authentication services electronically through Sak, its official electronic channel and application. Check with MOJ about access and authorization requirements before requesting information about a property or another person’s ownership.

How to check a property before buying
- Identify the exact property or unit. Ask the seller for the original title deed and the property or registration plan. The MOJ sale-transfer service requires the original deed.
- Request a property-specific ownership statement. Use the MOJ Issuance of Ownership Statement service. Its report options include ownership of a property or unit, previous and current ownership, and ownership of a property or unit mortgaged to a specified entity. Choose the report relevant to the transaction and confirm whether you may access the information requested.
- Match the registry record to the seller and documents. Check the registered owner’s name and ownership shares against the seller’s identity, the original deed, and the sale documents. Compare the property or unit identifiers and plan details as well.
- Check the official transfer record. The MOJ Transfer of ownership by sale service checks property or unit data, status, record, and owners. Complete these checks before treating the sale as ready to proceed.
- Resolve discrepancies before paying or signing. Pause if names, identity details, identifiers, area or plan information, ownership shares, or the seller’s account do not match the official record. MOJ provides separate services for replacement deeds and regulatory adjustments, but using one does not by itself prove that a particular discrepancy has been resolved.
- Ask a Qatar-qualified property lawyer about registered concerns. If the statement indicates a mortgage or another issue, obtain the current property-specific record and ask what legal effect it has and what release or consent steps are required.
What each check can tell you
| Check | What it can establish | What to compare or confirm |
|---|---|---|
| Ownership statement | The ownership details available for the report type requested, including options for previous and current ownership or property/unit ownership connected to a specified mortgagee. | Confirm the report concerns the exact property or unit and that you are authorized to obtain it. The service page lists a QAR 50 transaction fee, subject to exemptions under Minister of Justice Decision No. 5 of 2026. |
| Original title deed and property plan | The documents presented for the property and the details to compare with the registry. | Check names, shares, property identifiers, and plan information against the current property-specific record; do not rely on a seller-provided image alone. |
| Sale-transfer service | MOJ checks property/unit data, status, record, and owners as part of the official transfer process. | The listed requirements include the original title deed, client identification, authorization if applicable, and proof of payment. The listed fee is 0.25% of property/unit value plus QAR 100 for printing the deed and/or property site plan or unit plan; stated exemptions may apply. |
Fees and requirements are those stated on the Ministry’s service pages; confirm current details with MOJ before submitting. The ownership statement and sale-transfer pages both reference exemptions under the 2026 ministerial decision.
What to do if the record shows a mortgage or mismatch
The ownership-statement service includes an option for information about a property or unit mortgaged to a specified entity. That does not, by itself, explain the full set of rights or restrictions affecting a particular property, the legal effect of an entry, or how a mortgage must be released. Ask MOJ for the current property-specific information and have a Qatar-qualified property lawyer assess the entry and any consent or release required before completion.
#1 Best Overall
For a mismatch, do not assume a replacement deed or adjustment service has corrected the record. Obtain confirmation that the specific property record and supporting documents now agree before proceeding.

Confirm that the property’s location and category qualify for non-Qatari ownership or use under the applicable rules; ownership verification does not establish buyer eligibility. The MOJ Non-Qatari ownership and use of real estate page describes property-value thresholds of QAR 730,000 and QAR 3,650,000 for distinct residence-related benefits, with conditions that include presence in Qatar for at least 90 days per year. These are not a blanket statement that every property at either value is eligible: confirm the current requirements and the specific property’s status with MOJ.
