Do not pay a substantial token or sign a binding agreement until three things match: the property on the ground, the registered deed chain, and Haryana’s revenue and project records. Start by collecting the complete legal description (village or sector, tehsil, khasra, khewat, area, plot or unit number and boundaries), then obtain certified records and have a Gurgaon property advocate investigate any gap, co-owner, mortgage, inheritance, power of attorney or litigation issue. An agreement to sell is not proof of ownership; Haryana’s Revenue and Disaster Management Department FAQ expressly says, “Agreement of sale cannot be treated as a title deed.”
What actually proves ownership in Gurgaon?
For a resale plot, house or apartment, ownership is established through a legally valid, registered conveyance and the chain of earlier transfers leading to the current seller. The deed must identify the same property you are being shown. A receipt, allotment letter, possession letter or agreement to sell may document a transaction or an intended transaction, but none substitutes for the registered title deed.

Jamabandi, mutation and map records are important corroboration. They can reveal the recorded owner, share, parcel number and changes reported to the revenue department, but the available government descriptions do not say that a revenue entry by itself conclusively resolves title. Treat it as a cross-check against the deeds, not as a one-click ownership certificate.
For an apartment, there are two separate questions: whether the promoter or seller has rights over the land and project, and whether the particular unit is being validly transferred to you. Haryana RERA registration is a regulatory check. It does not, by itself, guarantee that an individual seller has clear title to a resale unit.

Identify the exact property before searching
Online searches are only useful when you search the correct parcel. Ask for the deed’s complete schedule and write the identifiers into your own checklist before visiting a portal or paying a seller.
Record these identifiers
- District, tehsil and village, or the sector and locality used for an urban property.
- Khasra number and khewat number where those identifiers apply.
- Plot, house, tower, floor and apartment number, as applicable.
- Stated area, dimensions and each boundary (north, south, east and west).
- Aks-Shajra, site plan or other map showing the parcel, access and adjoining boundaries.
- For a unit, the project name, phase, registration number, carpet or super area description and the unit’s allotment or conveyance references.
Section 21 of the Registration Act, 1908 requires a description sufficient to identify immovable property. Haryana’s registration FAQ gives examples such as a survey number, house number, village, street or locality and boundary or map details. If the deed says one area or boundary while the broker points to another, stop and resolve that difference before proceeding.
Request a complete seller document packet
Request scans first, but insist on inspecting originals or certified copies before a final payment. The packet differs by property type, yet the following core set applies to most purchases:
- Current registered sale deed, conveyance deed or other registered instrument by which the seller acquired the property.
- Earlier registered deeds forming the chain back to the relevant original allotment, partition, release, gift or acquisition.
- Current Jamabandi and all mutation entries connected with the parcel.
- Khasra and khewat details, with Aks-Shajra or the applicable site or demarcation plan.
- Government identity documents for every seller and documents proving authority for a company, trust, estate, guardian or attorney.
- Mortgage creation and lender release or no-dues documents if the property has ever secured a loan.
- Partition, inheritance, succession, probate, court order or family settlement papers where the title came through an estate or co-owners.
- Approved layout, licence, development or change-of-land-use permissions relevant to a plot or project.
- For an apartment, allotment letter, buyer agreement, possession document, maintenance or association records and the unit’s registered conveyance, if one exists.
Haryana’s Revenue Department FAQ identifies title deed, Jamabandi and map or plan information among the material used for registration. Missing pages, unexplained photocopies or a seller who refuses to provide the chain are transaction risks, not minor paperwork inconveniences.
Follow this verification sequence
1. Compare the deed schedule with the site
Take the deed and plan to the property. Check the access road, dimensions, adjoining owners, physical markers and area. For agricultural or boundary-sensitive land, obtain an official demarcation if the map and physical occupation do not align. Do not assume that possession of a fenced piece proves that the fenced piece is the deeded khasra.
2. Search Haryana Jamabandi and mutation records
The Jamabandi/Web-HALRIS service is described by Haryana district administrations as allowing searches for Jamabandi and sanctioned mutation information by owner name, khewat or khasra number. Use every identifier available, not just a name that may match several people.
Record the result rather than relying on a screenshot. Compare the recorded owner or owners, shares, khasra and khewat numbers, area and mutation references with the registered deeds. A mismatch should be explained through a later registered instrument, sanctioned mutation, partition, inheritance record or an official correction—not by a verbal assurance.

A Government of Haryana release dated July 27, 2026 describes an online process for digitally certified copies of Jamabandi, mutation, Fard Badar and registered sale deeds. The stated process uses OTP authentication, selection of the record and location, a tracking ID, electronic forwarding to the concerned revenue official for verification, online payment and download after approval.
The same release states these fees:
| Record | Stated fee | Qualification |
|---|---|---|
| Mutation copy | ₹100 | Per certified copy, according to the July 27, 2026 release |
| Registered sale-deed copy | ₹100 | Per certified copy, according to the July 27, 2026 release |
| Fard Badar copy | ₹100 | Per certified copy, according to the July 27, 2026 release |
| Jamabandi | ₹100 for the first 10 pages, then ₹5 per additional page | Fee stated in the same release |
Fees, portal screens and eligibility can change. Verify the live government instructions before paying. Keep the downloaded certified files, tracking ID, payment receipt and the request date in your due-diligence folder.
4. Verify registration details and legal timing
Sale and other specified instruments affecting immovable property are compulsorily registrable under the framework described in Haryana’s Revenue FAQ. Land documents are presented to the Sub-Registrar or Joint Sub-Registrar having jurisdiction where the property, or part of it, is situated. The FAQ describes a four-month period from execution to present most non-will documents; transaction-specific advice should be checked against the current law and registrar.
Ask to see the registered instrument’s registration number, date, office, parties, consideration and property schedule. An unregistered agreement, a draft deed or a photocopy with no verifiable registration particulars does not demonstrate that a completed conveyance occurred.
5. Reconstruct the chain of title
Read each transfer forward: seller A acquired from B, B acquired from C, and so on. Names, parentage or entity details, areas, boundaries and parcel identifiers should remain consistent, allowing for documented subdivisions, amalgamations or changes. Check that every link is signed by the person or entity entitled to transfer and that a deceased owner’s interest passed through an adequate succession, probate, release or partition document.
Pay particular attention to:
- Joint owners: every required co-owner must join the transfer or provide legally effective authority.
- Power of attorney: confirm the instrument, registration, scope, continuing validity and identity of the principal and attorney.
- Inheritance: match death, succession and probate or other court documentation to the mutation and deed.
- Company or trust ownership: verify constitutional documents, resolutions and the signatory’s authority.
- Area changes: reconcile any subdivision, partition, consolidation or Fard Badar entry with the map and later deed.
6. Investigate mortgages, encumbrances and court disputes
Ask the seller to identify every current or past lender and obtain a lender release, no-dues or reconveyance document where applicable. Have an advocate search available registration and revenue information and relevant court or revenue-court records, then issue a written title-search report stating what was searched, for which period and with what limitations.
Do not treat a clean-looking portal screen as proof that no claim exists. Unindexed litigation, family disputes, a pending release or an authority’s restriction may require examination of original instruments and orders.
7. Check project filings for an apartment
Search the Haryana RERA public project database by the project or promoter. Match the registered project name, promoter, location, registration number, certificate, phase and uploaded filings to the unit being offered. A project can have multiple phases; a registration covering one phase does not automatically cover another.

A Gurugram project scrutiny order reviewed by Haryana RERA lists certified mutation, Jamabandi, Aks-Shajra, a land-title search report and encumbrance documentation among the materials considered in that case. That order illustrates the sort of evidence a regulator may examine; it is not a universal checklist or a guarantee for a different project.
8. Confirm current charges and collector values
The Gurugram District Administration collector-rate page lists tehsil and sub-tehsil tables for 2024–2025, stated as applicable from December 1, 2024. Those dated tables are not confirmation of the rate in force in 2026. Before execution, ask the relevant Sub-Registrar for the current collector value, stamp duty, registration fee and service charges for the exact location, land use and instrument. Budgeting from an old table can leave a shortfall at registration.
Extra checks by property type
| Purchase | Checks that remain common | Additional focus |
|---|---|---|
| Resale plot or independent house | Registered chain, Jamabandi and mutation, identifiers, map and boundaries, seller authority, encumbrances and court matters | Approved layout, development or change-of-land-use permissions; physical demarcation and access |
| Apartment in a registered project | Seller’s deed chain, identity and authority, encumbrance and court checks | Exact RERA project and phase, promoter land documents, allotment and buyer paperwork, unit conveyance and approvals |
| Agricultural or jointly held land | Deed chain, revenue records, map, authority and disputes | Exact fractional share, co-owner consent, partition status and boundaries; a share entry is not automatically an exclusive demarcated plot |
How to handle common mismatches
Different owner names
Check spelling, aliases, parentage and identity documents, then find the registered instrument or sanctioned mutation explaining the change. Do not “correct” a material difference in the agreement without fixing the underlying record.
Rank #4
Different area or boundaries
Compare every deed, map and revenue entry. A later registered subdivision, consolidation, partition or Fard Badar may explain the difference; otherwise require official clarification and a survey or demarcation before paying.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesMutation is pending
A pending mutation does not automatically decide whether the underlying conveyance is valid, but it means the revenue record is not yet updated. Ask why it is pending, obtain the registered deed and application status, and have counsel assess whether completion should be a condition of closing.
The seller offers only an agreement to sell
Do not treat it as title. Require the registered conveyance that transferred ownership to the seller and investigate why registration has not occurred. If the seller cannot produce it, pause the purchase.
A mortgage appears after the seller says the loan is closed
Obtain the lender’s formal release or satisfaction and verify that the release is recorded where required. A bank letter saying “paid” without a legally effective release may not remove the encumbrance from the title chain.
The RERA listing does not match the offer
Stop and compare phase, promoter, location, registration number and unit details. An unregistered or differently named phase needs a written explanation and professional review; do not rely on a broker’s claim that all phases are covered.

What a Gurgaon property advocate should deliver
Ask for a written title opinion or search report that identifies the documents examined, the search period and office or portal searches performed, the ownership chain, each co-owner, encumbrance findings, litigation or authority issues, and any qualification or missing document. Give the advocate certified copies and originals for inspection, not only broker-prepared summaries.
Professional review is especially important for agricultural land, inherited property, joint holdings, powers of attorney, old deeds, disputed boundaries, development projects and any transaction involving a non-owner seller. Record verification can narrow risk, but it cannot replace a property-specific legal opinion.
Registration-day and closing checklist
- Reconfirm the final deed schedule against the certified records and physical property.
- Verify the identity and presence or legally valid authority of every transferor.
- Check that consideration, area, share, possession terms and encumbrance disclosures match the negotiated deal.
- Use the current valuation and fee information supplied by the correct Sub-Registrar office.
- Keep proof of payment, the executed and registered deed, possession record, lender release and all certified searches together.
- After registration, monitor the mutation application or updated revenue entry and retain its acknowledgement.
Government process changes to watch
On June 23, 2026, the Haryana Government announced Paperless Registration 2.0 and automated mutation, quoting the Chief Minister as saying citizens would no longer need separate applications for mutation of land records. On July 27, 2026, another release described the certified-copy module and its tracking workflow. These announcements indicate a changing process, not a permanent promise that every transaction will update instantly. Use the live portal and the relevant revenue office for the current status, fees and required steps.

Frequently Asked Questions
Can I rely on a broker’s photocopy if the online Jamabandi result looks correct?
No. Use the online result as a preliminary cross-check, obtain certified copies and have the registered chain and originals examined before committing funds.
Does an automated mutation announcement remove the need to follow up?
No. Automated or paperless processing may reduce applications, but you should retain the acknowledgement or tracking ID and confirm that the mutation was actually sanctioned and reflected in the record.
Are 2024–2025 Gurugram collector rates valid for a 2026 purchase?
Not necessarily. The district page identifies those tables as applicable from December 1, 2024. Confirm the current rate and charges with the Sub-Registrar for your exact property and instrument.
