Verify a crypto-PAC spending claim by reducing it to a defined committee, race, activity type, time window and amount, then checking the Federal Election Commission’s committee records and itemized filings. Keep direct candidate contributions separate from independent expenditures, record the filing cutoff, and treat media totals as estimates until you can reproduce their scope from the underlying committees.

Start by defining exactly what the claim says

“Crypto money” and “spent on the race” are not precise accounting categories. A post may be describing money received by a political committee, money given directly to a candidate committee, independent advertising supporting or opposing a candidate, or every disbursement made by several committees. Those measures can produce very different totals.

Write the claim as a checklist before opening a database. Record:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Committee: the exact legal name and, once found, its FEC committee identification number.
  • Candidate or race: include the office, state or district and whether the claim concerns support, opposition or both.
  • Amount: preserve the currency and whether the figure is a single transaction, a cycle total, a balance or an estimate.
  • Activity counted: receipts, contributions to candidates, independent expenditures, communications, or all disbursements.
  • Election cycle or period: for example, the 2024 federal cycle, a calendar year, or a date range.
  • As-of date: the date the statement was published and the filing cutoff used for the number.

If any of those elements is missing, label the claim as underspecified rather than filling in a definition yourself. A total covering all congressional races cannot be compared fairly with a state total, and a cycle total cannot be compared with a balance reported on one filing date.

Find the correct committee in the FEC database

Use the Federal Election Commission’s committee and filing search to identify the committee behind the claim. Search by name, then confirm the committee type, legal name and identification number. Similar names are common, and a committee’s public-facing name may differ from the legal name on filings.

What to record from the committee page

  • Exact committee name and FEC ID.
  • Committee type and affiliated organization, when shown.
  • Principal campaign committee or other relationship to a candidate or party.
  • Election cycle selected in the portal.
  • Links or tabs for filings, receipts, disbursements, contributions to candidates and independent expenditures.
  • Any enforcement matters, audits or amended reports that could change how a number should be interpreted.

FEC committee pages and reports provide online records for PACs and party committees from 1993 to the present, subject to exceptions listed by the agency. The page is a starting point, not proof that a headline’s definition is correct: you still have to inspect the relevant reports and transactions.

Open the filings for the same period as the claim

For a PAC or party committee, the principal reporting form is Form 3X. Select reports that cover the claim’s dates, then open the summary and itemized schedules supporting the figure. Save the report coverage period and filing date in your notes; they are different facts. A report filed later may cover activity that occurred earlier, and an amended report may supersede an original submission.

Use summary pages to orient yourself

Summary financial information can show receipts, disbursements, cash on hand and other totals for a reporting period or cycle. These broad lines help you locate the relevant section, but they do not by themselves establish that money was spent on a particular candidate or advertisement.

Use itemized transactions to test the number

Open the itemized receipts and disbursements behind the summary. For a candidate-specific claim, look for the recipient, date, amount, purpose and memo text. For an independent-expenditure claim, check the candidate, support-or-oppose designation, communication date and amount. Export or record each transaction included in your calculation so another reader can reproduce it.

Do not combine unlike types of political activity

The most common verification error is adding direct contributions and independent expenditures, then calling the result “PAC spending.” They are separate categories and should be reported separately unless the source explicitly defines a combined measure.

Category What it represents How to report it
Receipts Money or other value received by the committee, including contributions from donors. Describe as money received, not money spent on a candidate.
Direct contribution to a candidate committee A contribution transferred to the candidate’s authorized committee. Name the recipient committee and report the contribution total separately.
Independent expenditure A communication or other expenditure expressly advocating the election or defeat of a clearly identified candidate and made independently of the candidate’s campaign. Identify the candidate and whether the filing marks the spending as supporting or opposing that candidate.
Other disbursement Committee outlays that may include administration, transfers, refunds, fees or activity not directed at a particular candidate. Do not imply candidate support without a transaction-level basis.

A claim that a committee “backed” a candidate may refer to either a contribution or supportive independent advertising. State which one you found. If both exist, give two figures and explain that they are different legal and accounting categories.

Build a reproducible calculation

A useful verification trail lets another person reach the same result without guessing your inclusion rules.

  1. Write the inclusion rule. Example: “Sum independent expenditures reported by committee X for congressional candidates in the 2024 cycle, filed through 31 December 2024.”
  2. Set the geography. Specify one state, a named district, all federal races or another defined area.
  3. Set the candidate rule. Include support, opposition or both, and list the candidates if the claim is candidate-specific.
  4. Choose the filing cutoff. Use the latest filing available by the date being checked, while noting later amendments separately.
  5. Collect transaction records. Record transaction date, filing date, amount, recipient or candidate, purpose, support/opposition code and report number.
  6. Sum only qualifying rows. Keep contributions, independent expenditures and other disbursements in separate subtotals.
  7. Reconcile to the summary. Compare your itemized sum with the report’s category total and investigate differences caused by unitemized amounts, amendments, refunds or memo entries.
  8. Write the result with scope attached. Put the committee set, activity type, geography, period and as-of date in the same sentence as the dollar amount.

A simple verification worksheet

A spreadsheet can contain one row per transaction with these columns: committee name, FEC ID, report number, filing date, coverage period, transaction date, activity category, candidate, state or district, support/opposition, amount, purpose and source note. Add a separate sheet for your inclusion and exclusion rules. This prevents a later reader from mistaking a contribution subtotal for an advertising subtotal.

Understand filing and data limitations

FEC data are reported disclosures, not a real-time count of every political communication and not a finding that every public statement about the spending is correct. A communication may occur before the related report is filed, and a filing may later be amended.

Check the filing date and coverage period

Always display both dates. “Through June” can mean activity incurred through June 30, a report filed in June that covers an earlier period, or a media estimate using a different cutoff. If the claim was made before the latest report became available, do not use later data to imply that the speaker could have known the later total.

Account for update timing

The FEC says bulk-file update timing varies from daily to weekly. A downloaded file can therefore lag a newly submitted report or differ temporarily from what appears in another part of the portal. Note when you downloaded the data and repeat the check if the claim depends on a very recent filing.

Resolve electronic-versus-paper conflicts

When an electronic data file conflicts with a paper report submitted by a paper filer, the FEC says the paper report takes precedence. Preserve the report image or filing reference and explain the discrepancy instead of silently choosing the larger or newer-looking number.

Compare published totals on equal terms

Secondary reporting is useful for finding claims to check, but its figure is not automatically an FEC total. Attribute the number to the publisher and preserve the publisher’s definition. Then identify the underlying committees and period and test them against original filings where feasible.

The Associated Press 2024 example

In a 2025 article, the Associated Press reported more than $130 million in crypto-industry spending in congressional races during 2024. It reported $40 million in Ohio and $10 million each in Arizona and Michigan. Those are AP-attributed historical figures, not a current-cycle total calculated here and not proof that every dollar came from a PAC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same article said that advertising often focused on favored candidates without explicitly mentioning cryptocurrency. That matters when checking a claim based on ad content: an ad can be part of a crypto-industry spending estimate even when the word “crypto” never appears in the message. To reproduce the figure, determine which groups AP included, which spending categories it counted, whether the totals covered all congressional races or selected contests, and the filing cutoff used.

AP also reported that Fairshake had $141 million in cash on hand as of July during the article’s reporting period. The available description does not establish the year for that July balance. Do not present it as a current balance or attach a year without checking the applicable filing.

Use these comparison axes

Question Why it changes the result
Which election cycle and filing cutoff? A cycle total grows as later reports and amendments arrive.
Federal races or another type of activity? Congressional spending is not interchangeable with state, local or non-election activity.
Which committees? Adding or omitting one affiliated committee can materially change a total.
Which activity types? Receipts, candidate contributions, independent expenditures and all disbursements measure different things.
Which geography? A national figure cannot be compared directly with one state’s total.
Support and opposition separated? A combined figure can hide whether spending promoted or attacked a candidate.
FEC record or secondary estimate? An outlet’s methodology may include classifications or groups that are not obvious from an FEC category total.

Only compare two published numbers after all of those dimensions align. If they do not, describe the difference instead of declaring one source wrong.

Verify claims about bitcoin contributions carefully

Claims specifically about bitcoin donations require the FEC’s bitcoin contribution guidance. The FEC says a bitcoin contribution is valued at its market value when the committee receives it. Its Form 3X instructions also describe offsetting entries when a committee holds bitcoin rather than liquidating it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That guidance is specifically about bitcoin. Do not extend the valuation or reporting treatment to every digital asset without checking the applicable FEC guidance and the facts of the transaction. A statement that a committee “received $X in crypto” may refer to the market value at receipt, a later sale value, or a media estimate that combines different assets. Identify which measurement the source used.

Common failure modes and fixes

Searching only a committee’s public nickname

Problem: Similar names return the wrong committee or an affiliated entity.

Fix: Confirm the legal name and FEC ID on the committee page before downloading transactions.

Calling every crypto-related receipt “spending”

Problem: Donor receipts show money entering a committee, not money spent on a race.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Label receipts separately and locate the disbursement or independent-expenditure record that supports a spending claim.

Adding contributions to independent expenditures

Problem: The combined number has no single FEC category and can mislead readers about how support was delivered.

Fix: Publish separate subtotals and explain the distinction.

Ignoring amendments

Problem: An original filing may be corrected later.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Check the filing history, use the latest report covering the period and retain the original number only when explaining how a published claim arose.

Treating a media estimate as an audited total

Problem: The outlet may have used a proprietary committee list, ad-monitoring data or a different cutoff.

Fix: Attribute the estimate, state its scope and verify the underlying committees rather than relabeling it as an FEC figure.

Using current data to check an old statement

Problem: Later filings can make a statement look inaccurate even though the speaker used the information available at the time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Reconstruct the database as of the statement’s date, then present later updates as a separate development.

How to write the final verification

A clear result usually needs four sentences:

  1. State whether the narrow claim is supported, contradicted or not established by the records checked.
  2. Name the committee or committees, FEC IDs and the activity category you counted.
  3. Give the amount with its geography, election cycle, coverage period and filing cutoff.
  4. Explain any difference between your figure and the published claim, such as additional committees, a different category or a later amendment.

For example, a responsible conclusion might say that the FEC filings show a specified amount of independent expenditures by a named committee for a defined group of candidates through a stated date, while a media figure is higher because it includes other committees or a broader activity definition. Avoid saying that “crypto” funded every dollar unless the records establish the source of each dollar; committee receipts and donor identities do not automatically prove the funding source of every subsequent disbursement.

What the FEC guidance does—and does not—establish

The FEC’s committee guidance explains where to find records and how to interpret filings, but it cautions that the information is not intended to replace the law, change its meaning, create rights or bind the Commission or the public. Legal questions about a particular transaction may require the Federal Election Campaign Act, Commission regulations, advisory opinions and applicable court decisions.

For ordinary fact-checking, the practical standard is narrower: define the claim, identify the right committees, inspect the relevant Form 3X schedules, classify each transaction, preserve the dates and disclose the limits of the data. That produces a checkable accounting trail without turning an estimate or a headline into a claim the filings do not support.
