To verify a claim about an ICE encounter, check what each source can establish rather than treating one record, statement, or video as the whole story. Start by preserving the exact claim and its context, then check custody records or statistics only if relevant, find records from the agencies involved, and compare them with independent evidence. A failed detainee-locator search does not prove that no encounter occurred, and an agency policy does not prove that a particular recording exists.
What are you trying to verify?
Write down the claim as stated, without paraphrasing it into a stronger or weaker version. Record the alleged date and location, who made the claim, which agency is said to have been involved, and the specific disputed details. Preserve original links, timestamps, screenshots, and any available unedited media. Treat these as leads until corroborated.

Separate questions that are easy to conflate: whether someone is currently in custody, whether an enforcement action took place, how many actions occurred in a period, and what happened during one encounter. Different records answer different questions.
- Custody: Is a person currently listed in a limited custody lookup?
- Aggregate activity: What does an agency count as an arrest, detention, or removal, and for what time period?
- Incident details: What do records and firsthand evidence establish about a particular event?
How can I check if someone was detained by ICE?
Use ICE’s Online Detainee Locator System (ODLS) for its limited custody lookup. ICE says it covers people currently in ICE custody and people in U.S. Customs and Border Protection (CBP) custody for more than 48 hours. It cannot search for people under 18. A biographical search requires the exact first and last names and country of birth.

A match can support the narrow conclusion that the person is in custody within the system’s scope. It does not, by itself, explain how the person came into custody or establish all details of an alleged encounter. A failed search is not proof that an encounter did not happen: the person may fall outside the locator’s scope, the search details may not match, or custody may have changed.
ICE’s attorney information and resources page describes the locator’s current-custody function and a time window for releases in the prior 60 days. That is still a defined lookup, not a complete historical record of every contact or encounter.
How should I check ICE enforcement statistics?
For claims about totals, use the relevant ICE Enforcement and Removal Operations statistics dashboard and read its definitions before using a number. Confirm the geography, reporting period, and category: arrests, removals, detention, and alternatives to detention are not interchangeable measures.

ICE says the statistics are published one quarter in arrears. It also cautions that figures can fluctuate before the fiscal year is locked and may be superseded by later quarter-end or year-end reporting. A dashboard value is therefore not a real-time count. Preserve the dashboard’s category and date context when describing a figure; do not apply it to a different event type.
Where can I find records about a particular encounter?
Search for material already made public before filing a Freedom of Information Act (FOIA) request. FOIA.gov advises: “Before making a request, first see if the information is already publicly available.” Check the relevant agency’s published records and FOIA reading room, as well as court filings or public reports that may document the same event.
Identify who created or holds the record. ICE may hold its operational records and material about implementation of its directives; the Department of Homeland Security Office of Inspector General holds records created or maintained by that oversight office; another federal component may hold its own records; and a state or local agency may hold records it created. FOIA.gov’s request guidance can help identify the correct federal agency and submission route. Requesting records from the wrong component can delay the search or fail to reach the likely record holder.

Make a focused FOIA request
Describe the event with the date range, location, agency or unit if known, record types sought, and relevant identifiers. Depending on the claim, records to request may include incident or arrest reports, dispatch or communications logs, policies in force, body-camera or other agency video, and interagency communications. Ask for reasonably segregable portions if responsive records contain exempt material.

FOIA does not guarantee full disclosure or a quick response. Exemptions can protect, among other things, privacy and law-enforcement interests; timing varies with the request and agency workload. The DHS FOIA handbook provides agency guidance, including information about identity documentation. Do not include sensitive personal details in a request unless they are needed for the search or required by the agency.
What does ICE’s body-camera policy establish?
ICE Directive 19010.3, dated February 18, 2025, addresses body-worn-camera records. It says those records are subject to applicable laws, including FOIA and the Privacy Act, and describes agency review and coordination before public release. It calls for expeditious review of footage involving serious bodily injury or death in custody; it also allows an expedited public release when ICE determines that release is in the agency’s best interests. The directive permits withholding or indefinite delay in specified compelling circumstances.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do I weigh conflicting sources?
Compare what each source is positioned to know, when it was created, and how directly it relates to the event. An official record can be authoritative about what the agency recorded, but it is not automatically an independent account of every disputed detail. A video may show only part of an encounter; a post or edited clip may omit context.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →- Proximity: Is the source firsthand, or does it repeat another account?
- Timing: Was it created close to the event, or later from memory or compiled records?
- Provenance: Is the original document or full media available? Are edits, gaps, or redactions apparent?
- Scope: Does the source concern this person and event, or a broader category or different time period?
- Independence: Do apparently separate accounts rely on the same original source?
- Limitations: What is omitted, withheld, uncertain, or shaped by the source’s purpose?
Where possible, compare records created by different actors and for different purposes: agency records, relevant court filings, contemporaneous reporting that identifies its sources, original media with clear provenance, and eyewitness accounts that explain what the witness personally observed. Check dates, locations, identities, edits, and whether each record refers to the same event. Distinguish direct observation from inference. If credible accounts conflict, describe the conflict and the evidence behind each account rather than silently choosing one.

What can each source actually prove?
| Source | Can help establish | Does not establish by itself |
|---|---|---|
| ICE Online Detainee Locator System | Whether a person appears in its defined current-custody lookup, if the person is searchable and the identifying details match. | Every past ICE contact, why custody began, or the full facts of an encounter. |
| ICE enforcement statistics dashboard | Aggregate counts within the dashboard’s stated categories, geography, and reporting period. | A real-time total, a count using a different category, or what occurred in one individual encounter. |
| ICE body-camera directive | Relevant agency procedures for body-camera records and public release. | That a recording exists for a specific event or that it will be publicly released. |
| FOIA response or agency record | What the responding agency located and released under the request, subject to its scope and applicable rules. | A complete account when records are withheld, outside the agency’s custody, or not described by the request. |
| Eyewitness account, reporting, or media | Details supported by the witness’s stated basis, the reporting’s named sources, or the media’s verified provenance and contents. | Facts beyond what the person observed or the material actually shows. |
For related custody material, ICE’s Detain overview links to facility information, death reports, inspections, and other resources. Such material can add context, but it should not be treated as proof of a specific disputed event unless it identifies that event.
How should I report what you found?
State the conclusion at the level the evidence supports. For example: “The locator currently lists the person in ICE custody” is narrower and more defensible than “ICE detained the person at the reported location,” unless other evidence establishes when and where custody began. Likewise, describe a dashboard count using its own category and reporting period, not as a general measure of all encounters.
Attribute records to their source, identify dates and definitions that materially affect the claim, and say when a search returned no result without treating that absence as proof of non-occurrence. If key information is redacted, unavailable, or contradictory, make that limitation explicit.
