NIDHI+ is useful evidence but not a universal licence or booking service: classification is voluntary, and states can impose different registrations, inspections and documents.
What counts as a verified homestay in India?
“Verified” should mean that the accommodation’s identity and operating claims are supported by records you can check, not merely that it appears on a travel marketplace. A reliable check connects four things:

- the exact property address;
- the person or entity operating it;
- a current state, Union Territory or Ministry-related registration or classification record; and
- payment and booking terms that give you a usable remedy if the stay is not as described.
India has common national homestay standards, but states may adapt them or add their own requirements. The Ministry of Tourism’s examples show why a single nationwide certificate search is insufficient: Goa’s process includes ownership evidence, applicant identification and, where applicable, GST registration, while Kerala uses a quorum-based inspection and no-objection certificates (NOCs). Karnataka says its Revised Guidelines 2025 were issued to simplify homestay registration and provide a safe environment for tourists.

Conversely, a genuine property may not appear in a national directory because the Ministry’s classification scheme is voluntary or because the state uses a separate system.

How the national NIDHI+ check works
NIDHI+ is a directory, not a booking guarantee
The Ministry of Tourism describes NIDHI+ as a system that gathers data on registered and classified or approved accommodation units under a voluntary classification scheme. Its stated function is “not a booking platform.” That means an entry can help you corroborate a property’s name and location, but it does not replace the booking contract, payment protection, inspection of the actual room or the state authority’s current records.
Search and save the result
- Open the Ministry of Tourism’s NIDHI+ accommodation search page.
- Search the establishment name, city and state or Union Territory. Try a second search using a distinctive part of the name if the first search returns nothing.
- Save a dated screenshot or PDF of the result, including the displayed name, address, category and any identification number.
- Compare every visible detail with the listing: spelling, locality, building or village name, postal address and the number or type of rooms.
An exact match is supporting evidence, not an approval of the particular room or host’s current conduct. If the result is absent, continue with the state tourism authority rather than concluding that the property is fraudulent.
Why the state or Union Territory check is essential
Registration formats, categories, validity periods, fees, inspection rules and required documents can differ by jurisdiction. Find the tourism department responsible for the property’s exact address and use its current official domain or published contact details. Look for a registration, classification or homestay lookup; where no public lookup exists, ask the department to verify the certificate number and address.
Questions to send the tourism authority
- Is the certificate or registration number genuine and currently valid?
- What category or classification does it represent?
- Does the record cover the exact street, building, village or survey address in the listing?
- How many rooms or guests does the approval cover?
- Are there additional local permits, NOCs or renewal conditions?
Use contact information published by the authority, not a phone number copied from an advertisement. Keep the department’s reply with your booking records. Certificate fields, inspection schedules, fees and directory contents can change, so perform this check immediately before payment rather than relying on an old blog post or a previous guest’s screenshot.

Examples of different state processes

The Ministry’s 2025 roadmap summary describes Goa homestay registration as valid for five years. Treat that as a Goa-specific figure from that guidance, not a national validity period. A proposed 30-day application-disposal cap in the Ministry’s 2025 roadmap is a recommendation, not a universal current deadline; it does not prove that an application is approved if an operator says it is “pending.”
What to request from the host
Ask for documents before sending a deposit. A genuine operator should be able to explain the approval and the person responsible for the property without pressuring you to bypass normal checks.
Minimum document and identity set
- A legible, current registration or classification certificate, showing its number, category, address and validity where those fields apply.
- The host’s legal name and a telephone number that can be used to confirm check-in.
- Evidence that the host controls the premises, such as ownership or authorised-management documentation with sensitive numbers and unrelated personal data masked.
- The number of approved rooms or guests, if stated on the certificate.
- A written invoice or booking confirmation naming the payee, dates, room and total amount.
Compare the host’s legal name, certificate holder, payee and address. They may differ legitimately when a manager operates a property for an owner, but the relationship should be explained in writing. A screenshot alone is weak evidence: request a readable copy, check dates and look for alterations, mismatched fonts or an address that belongs to another building.
Protect sensitive information
You need enough information to match identity and address, not a host’s unredacted identity document, bank statement or government identification number. Ask the host to mask numbers that are not needed for verification. Never forward a prior guest’s contact details or ask for private data; contact another guest only through a platform’s permitted process.

Check that the physical property matches the listing
Documents do not prove that the room you will receive exists in the advertised condition. Combine a live or recent visual check with an independent map search.
Request a live walkthrough
Ask the host to show the entrance, the room and the bathroom in one live video call, or provide recent timestamped photographs. Request a view of a distinctive feature such as the building entrance, nearby sign or room number. Check that the layout, windows, bed count and bathroom shown match the listing. If the host repeatedly supplies old promotional images but will not show the current property, pause the booking.
Confirm operations before arrival
- Exact check-in and check-out times and the procedure for late arrival.
- Who will meet you and who will be present in the home.
- An emergency telephone number and the nearest practical medical or transport point.
- Water, sanitation, ventilation, locks and any shared facilities.
- Accessibility details, including stairs, lift availability, bathroom configuration and assistance with luggage.
- House rules, identification requirements, visitor rules and whether meals or transport cost extra.
Goa’s requirement that registered units display their name, classification certificate, check-in and check-out times and guest rules provides a useful transparency benchmark even when you are booking elsewhere. Ask where those details will be shown on arrival and retain the written version.

Map the address independently
Enter the full address into an independent map service. Check whether the pin lands on a plausible building, whether the route and locality match the description, and whether photographs or street imagery reveal a different business. Contact details that point to a mailbox, vacant plot or unrelated hotel require an explanation before payment. Map coverage can be incomplete in rural areas, so lack of street imagery is not itself proof of a problem.

Use reviews and photographs as consistency tests
Read recent reviews from more than one source, prioritising comments that describe arrival, cleanliness, room configuration, water, noise and the host’s response to problems. Look for patterns rather than a single extreme rating.
- Repeated wording, identical unusual phrases or a sudden cluster of reviews may indicate coordinated activity.
- Different room layouts, weather, furnishings or landmarks in photographs can reveal copied or recycled images.
- Reviews that name a nearby road or building should be consistent with the mapped address.
- A host who answers detailed questions clearly is more useful than one who simply points to a high rating.
Do not ask reviewers for identity documents, phone numbers or other private information. Use only the contact methods and messaging process allowed by the service where the review appeared.

An accommodation marketplace can provide messaging, written cancellation terms and a payment record, but its listing is not government proof. The Ministry explicitly says NIDHI+ is not a booking platform, and an ordinary marketplace does not certify a property’s statutory status merely by displaying it.

Safer payment sequence
- Choose a booking or card-payment flow that states cancellation, refund, taxes and service fees before you pay.
- Confirm that the payee name matches the operator named in the certificate or the marketplace’s documented merchant. If a manager collects payment for an owner, obtain the explanation in writing.
- Request an invoice or booking confirmation showing dates, room, guests, total price and contact details.
- Keep all messages, certificates, screenshots and receipts until checkout and the end of any refund or complaint period.
- Refuse pressure to move payment to cash, cryptocurrency, an unrelated personal account or a link sent outside the booking service. If an off-platform discount is offered, weigh it against losing the platform’s cancellation and dispute protections.
Read whether a “deposit” is refundable, when the balance is due, what happens if the host cancels, and whether taxes or cleaning charges are added later. A low headline price is not comparable until the total and refund conditions are written down.
When to stop the booking
Walk away rather than trying to resolve every warning after payment. The combination of two or more inconsistencies is especially significant.
- The certificate is expired, illegible, issued to another address or for a different category.
- The host refuses a reasonable identity, address or live-property check.
- The mapped location cannot be found and no credible local explanation is provided.
- Photographs appear copied, manipulated or inconsistent with recent guest descriptions.
- The payee name, certificate holder and operator story conflict.
- The host demands urgent cash, cryptocurrency or an off-platform transfer to preserve a supposedly temporary price.
- There is no written cancellation, refund or invoice information.
Do not send additional documents or money merely because a host claims that an approval is “being renewed.” Ask the state authority what status the record actually has. If you already paid and the property becomes unreachable, preserve messages and receipts, contact the payment provider and booking service promptly, and report suspected fraud to the relevant local authorities.
How to choose between two apparently legitimate stays
Once both properties have passed the basic checks, compare the factors that affect your actual risk and comfort rather than choosing solely by rating or price.

Do not label a stay “official” only because it appears on a marketplace. Use that service for booking mechanics and written protection, while government directories and state authorities address registration evidence.
A printable verification checklist
- State or Union Territory, exact address and listing name recorded.
- NIDHI+ search completed and result saved, or absence noted without treating it as proof of fraud.
- State tourism lookup or written confirmation obtained.
- Certificate number, category, validity, address and room details compared with the listing.
- Host legal name, operator relationship and payee checked.
- Live walkthrough or recent timestamped photographs reviewed.
- Map location, entrance and transport access independently checked.
- Recent reviews and photographs compared across more than one source.
- Check-in, emergency, sanitation, accessibility and house-rule details written down.
- Total price, taxes, cancellation and refund terms saved.
- Invoice or booking confirmation received before arrival.
- No pressure to bypass platform or card protections.
What the evidence can—and cannot—establish
A NIDHI+ result, state confirmation and matching certificate establish a stronger identity trail than an unverified advertisement. They do not guarantee the host’s service quality, current room condition, personal safety in every circumstance or a refund. Classification is voluntary, state systems differ, and official records can be updated after you search. Re-check the relevant authority immediately before payment, especially when the certificate is close to expiry or the listing has recently changed ownership or address.
The most dependable decision is therefore layered: official record where available, direct identity and property evidence, independent consistency checks, and a payment method with written recourse. If those layers conflict, choose another stay rather than treating the conflict as a minor paperwork issue.
