How to Verify an Executive’s Identity When a Caller Sounds Cloned

Assume the caller is unverified until you confirm the request through a channel the caller did not control. End the unexpected conversation before sending money, passwords, one-time codes, confidential files or account access. Find the executive’s number independently in your company directory or an existing, trusted contact record, call back yourself, and confirm with an executive assistant or another authorized colleague. Keep normal payment, procurement and dual-approval controls in place even when the voice sounds perfect.

AI-generated voices can sound nearly identical to a known person. The Federal Bureau of Investigation (FBI) advises people to “Verify the identity of the person calling you or sending text or voice messages.” A familiar voice, a convincing story and a matching caller-ID display are clues, not authentication.

Why a cloned voice and caller ID cannot prove identity

Voice cloning turns a short recording into speech that can reproduce a person’s vocal characteristics. The FBI warns that AI-generated voices can sound “nearly identical” to a legitimate call or voice message from a known contact. Tone, accent and conversational rhythm may therefore provide false confidence precisely when a criminal wants you to skip a control.

Caller ID is a display field supplied by the telephone network or an application; it is not proof that the displayed number originated the call. The Federal Trade Commission (FTC) states plainly that “Caller ID can be faked.” The FBI has also described spoofed numbers that appear to belong to legitimate agencies. A number that matches an executive’s mobile phone, office line or company switchboard must still be treated as unverified until you make an independent check.

Impersonation losses are large enough to make this a board-level control issue. The FTC reported that people said they lost nearly $3 billion to impersonators in 2024. That figure covers impersonation reports generally, not a measured rate of executive voice-clone calls; no reliable executive-specific prevalence rate is established here.

What to do while the unexpected call is active

  1. Pause the transaction. Do not approve a wire, buy gift cards, disclose a password, read an authentication code, change bank details or release a file while you are still on the unexpected call. Tell the caller you must follow the organization’s verification process.
  2. Capture the context. Note the displayed number, time, claimed identity, requested action, amount, deadline, callback instructions, unusual wording and any request to move to a new messaging app. Save the voicemail, text or chat according to company policy. Do not forward sensitive content to personal accounts.
  3. End the channel. Hang up or stop replying. Do not press a key to reach a “security desk” supplied by the caller, and do not call a number dictated in the same message.
  4. Retrieve a trusted route. Open the internal directory, a previously confirmed contact record, a known executive-assistant contact or an official company source. Type or select the number yourself rather than copying a link or number from the suspicious message.
  5. Call back independently. Ask whether the executive actually made the request, what was requested and which normal workflow should be used. If the executive is unavailable, contact the assistant or another authorized colleague through a separate, already trusted channel.
  6. Reapply authorization. Require the usual purchase order, payment approval, callback, dual control or change-management ticket. The executive’s apparent urgency does not replace an approver, a second person or a documented record.
  7. Escalate. Notify security, fraud operations, finance or the incident-response contact named in company policy. Preserve numbers, messages, timestamps and transaction details so investigators can identify related attempts.

How to verify an executive step by step

1. Define the exact request

Write down what the caller wants you to do, not merely who the caller claims to be. Separate a request to view information from a request to change information or move money. Record the beneficiary, amount, account, deadline, system, document and people who would be affected. Specificity makes it easier for a legitimate executive to confirm or reject the request and exposes gaps that a social engineer may exploit.

2. Check whether the request fits the executive’s role

Compare the request with the executive’s normal responsibilities and your organization’s procedures. A chief executive may authorize a project but not personally alter supplier bank details; a finance leader may approve a payment but not ask an employee to disclose an authentication code. An unfamiliar task, an exception to segregation of duties or a demand to bypass procurement deserves escalation even if the voice is familiar.

3. Use a number the caller could not choose

Use the internal directory, a directory entry maintained by IT, a previously confirmed contact record or an official company website. Avoid the number displayed on the call, a number read aloud, a QR code in a message or a “reply” link. The FBI recommends researching the originating number and independently identifying a phone number before calling to verify. If your directory has recently changed, confirm the record with IT or an assistant using another established route.

4. Ask a neutral confirmation question

Do not rely on “Does this sound like you?” Ask about facts that are not present in the suspicious message: “Did you authorize the supplier change submitted at 10:15?” or “Which project code should finance use?” Keep the question limited to the minimum information needed. Do not disclose the answer first, because a caller who already knows the expected response can simply agree.

5. Add a second human check

For money movement, credentials, sensitive data or access changes, have an executive assistant, finance approver, security staff member or authorized colleague confirm through a separate trusted channel. A second person should consult the underlying record, not just listen to the same voice message. If the two confirmations conflict, stop and escalate rather than choosing the one that is faster.

6. Complete the normal workflow

Submit the purchase order, ticket, approval form, callback record or change request that your organization normally requires. Put the independent verification result in the record: who was contacted, which trusted number was used, when the confirmation occurred and what was authorized. Never mark an emergency exception as complete merely because the caller claimed executive authority.

7. Recheck before irreversible action

Before a wire is released, a password reset is finalized or a confidential file is sent, compare the final details with the independently confirmed request. Read back the destination account, amount, recipient address or permission scope using a trusted record. A last review catches a substituted account or altered attachment even after the identity question has been resolved.

Match the verification method to the risk

Different controls solve different problems. The table below shows how common methods perform against the risks raised by cloned voices and spoofed numbers.

Control Independent of the caller? Resistance to caller-ID or number spoofing Second person or approval Coverage and auditability Operational trade-off
Return call to a directory number Yes, if the number was retrieved independently Strong against the original call’s spoofed display Not necessarily; add an approver for high-risk actions Confirms payments, credentials and data requests; log the time and number used Requires a reliable, current directory and a short interruption
Confirmation with an executive assistant or authorized colleague Yes, when the contact route was previously trusted Strong when the second route is separate Yes Useful for authorization and context; record who confirmed and what they approved May be slower when people are unavailable
Caller-ID match No Weak; the FTC says caller ID can be faked No Provides a display detail, not an auditable identity decision Fast but unsafe as a sole control
Voice-clone or liveness detection Not by itself Supplementary; performance varies and false positives are possible Should be paired with an approval process Can add signals to a case record but cannot authorize a payment alone Deployment, tuning and user-training burden
Normal payment, procurement and change controls Yes, when they require independent approvers Resistant because the request must pass several checks Yes, through dual control or segregation of duties Broad coverage with tickets, approvals and transaction logs Can feel slower, especially during a claimed emergency

Handle the three highest-risk request types

Money and payment instructions

Stop any request to wire funds, change supplier banking details, purchase gift cards, send cryptocurrency or pay an invoice outside the normal process. Confirm the beneficiary and account through a known finance contact, then require the normal purchase order and dual approval. CISA says its staff “will never contact you with a request to wire money, cash, cryptocurrency, or use gift cards and will never instruct you to keep the discussion secret.” The same warning signs apply when a supposed executive asks an employee to do those things: secrecy and urgency are reasons to increase scrutiny, not reasons to waive it.

Passwords, one-time codes and account recovery

Never read an authentication code to a caller or approve an unexpected push notification. End the call and open the service through your normal bookmark or managed application. Contact the help desk or security team using the internal directory and let them initiate any reset. A legitimate administrator can use the documented recovery process; a caller who needs your code to “prove” your identity is asking you to defeat the control.

Confidential files and personal data

Do not email payroll data, customer lists, deal documents or employee records to a new address supplied during an unexpected call. Verify the recipient through the company directory and confirm the business purpose with the data owner. Use the organization’s approved file-sharing system, access permissions and classification rules. If the request is legitimate, the executive can restate it through the normal channel without demanding that you bypass logging or encryption.

Design an organizational policy that survives a convincing voice

Publish a no-exceptions callback rule

State that an employee must independently retrieve a contact route before acting on an unexpected request involving funds, credentials, confidential information or access. Make the rule apply to executives, vendors and internal support staff. A short script helps: “I will end this call and return it through the number in our directory.” Executives should support the script publicly so employees do not fear appearing unhelpful.

Maintain trusted contact records

Keep executive, assistant, finance and security numbers in a directory controlled by the organization. Record who may update each entry, require approval for changes and retain an audit trail. Remove stale mobile numbers and document alternate routes for travel, outages and after-hours incidents. A callback policy is only as strong as the records behind it.

Separate initiation, approval and release

For payments and access changes, one person should initiate the request, another should approve it and an authorized system or finance operator should release it. Require the approver to inspect the underlying invoice, ticket or account record instead of approving a message alone. These controls limit damage when one employee is persuaded by a cloned voice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Train for pressure tactics

Exercises should include a familiar voice, a spoofed number, a short deadline, a request to keep the matter secret and a demand to move to a new messaging platform. Measure whether employees pause, use an independent number and document the decision. Training should reward escalation; it should not teach employees to identify a clone by listening for an accent or an unusual pause.

Prepare an escalation path

Publish one internal route for suspected fraud and one for urgent payment holds. Define who can freeze a transfer, disable a compromised account, preserve call records and contact law enforcement. Finance, security, legal and executive assistants should know how to reach one another without relying on the suspicious channel.

What detection technology can and cannot do

The FTC has discussed watermarking, trusted-device origin authentication, real-time detection and liveness detection as possible ways to identify synthetic or manipulated interactions. These tools can provide an additional signal, especially in call centers or high-volume workflows, but the FTC warns that no single solution is sufficient and that false positives can cause harm. A detector may miss a convincing attack, reject a legitimate speaker, or create confidence that encourages an employee to skip a callback.

Use detection as a supplement: route a high-risk call for human review, require a second approver when a detector raises concern, and retain the detector’s result with the case record. Do not present a consumer device or a single “AI voice test” as a substitute for independent contact verification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For broader identity architecture, NIST Special Publication 800-63-4 addresses identity proofing, authentication, authenticators and federation for networked users. In practice, that means combining strong account authentication and device controls with transaction-specific approvals and an out-of-band confirmation. Voice is one signal among several, not the authenticator that should unlock a payment or a privileged account.

Common failure modes and the safer alternative

  • “The voice is exact, so it must be real.” A cloned voice can sound nearly identical. Use an independently retrieved callback and a second check.
  • “The number matches the executive’s contact.” Caller ID can be faked. Select the number from a trusted directory and place the call yourself.
  • “The caller says this is confidential.” Secrecy prevents colleagues from detecting the fraud. Keep normal approvals and tell security when secrecy is demanded.
  • “The deadline is only five minutes.” Pressure is not authorization. Pause, document the request and escalate if a payment or access change is time-sensitive.
  • “I will reply in the same chat so the executive sees it.” The account or channel may be controlled by the attacker. Start a new conversation from a known account or use the directory.
  • “A detector marked it authentic.” Detection systems have limitations and false positives. Complete the human and procedural checks anyway.

Document and report the attempt

Preserve the original voicemail, text, email headers, chat export, displayed number, timestamps, claimed identity, requested action and any payment destination. Do not edit the files or continue negotiating with the caller. Tell security or fraud operations what you did and whether any data, credentials or funds were exposed. If money moved, contact the bank or payment provider immediately through its official fraud route and follow the organization’s incident plan. Report suspected fraud to the relevant organization and law-enforcement authority; investigators need the original messages and transaction details.

The practical test is simple: could the caller have selected, altered or monitored the verification route? If the answer is yes, that route does not establish identity. End the interaction, retrieve a trusted contact independently, confirm with another authorized person when risk warrants it, and let the organization’s ordinary controls decide whether the action proceeds.
