Verify an AI road survey by comparing its defect-level results with an independently inspected, location-matched sample of the same roads, then testing repeatability and the entire data chain. Do not approve a system because it reports a high overall accuracy figure. Check missed defects, false alarms, severity and location disagreements, consistency across repeat runs, and whether the evidence covers the roads and decisions where you intend to use it.
The National Academies’ 2024 synthesis puts the principle plainly: “acceptance of AI results requires ground truth testing and model validation.” Its survey of transportation departments also shows why this is now an operational issue rather than a laboratory exercise.

Why an AI road survey needs independent verification
An automated survey can process far more road imagery than a manual crew, but speed does not establish validity. A camera, lidar unit or other sensor may miss a defect because of glare, water, shadows, traffic occlusion, worn markings, motion blur or an unusual pavement surface. A model can also detect a real feature but assign the wrong class, severity or location.

New Zealand Transport Agency research found quality and repeatability shortcomings in manually recorded condition data and concluded that scanning surveys should be supplemented by appropriate manual quality assurance. Research Report 617 is from 2017, so use it as evidence of the need for QA rather than as a current accuracy benchmark for every AI system.

The National Academies’ 2024 department survey provides useful context:
| Finding | Result | What it means |
|---|---|---|
| Transportation departments responding | 43 of 52 (83%) | A descriptive survey of departments, not a model-accuracy study. |
| Responding departments using automated pavement-condition surveys | 38 of 43 (88%) | Automated collection is already common among respondents. |
| Those departments using AI to analyze automated survey data | 8 of 38 (21%) | AI analysis was still a minority practice in this survey. |
| Departments reporting accuracy, precision or repeatability as a challenge | 6 of 24 (25%) | Reported challenges, not an estimate of AI accuracy. |
These figures should not be converted into a pass rate or a prediction about your network. They show why an agency needs a documented validation design before relying on automated findings.
1. Define exactly what you are validating
Start with the decision the survey will support. A system suitable for screening a large network may not be adequate for a treatment design, a safety investigation or a contract payment. Write the intended use before selecting test roads.
Specify the road and surface scope
- Road classes, traffic levels and operating speeds.
- Surface types such as asphalt, concrete, chip seal or composite pavement.
- Climate and seasonal conditions represented in the operating area.
- Travel direction, lane and carriageway rules.
- The reporting unit: image, lane segment, fixed-length section, route or network percentage.
Specify defect classes and severity
List each class the model is expected to identify: for example, potholes, longitudinal cracks, transverse cracks, alligator cracking, rutting or patching. Define the boundaries between classes and the severity bands in measurable terms. A result for potholes on asphalt does not validate crack detection on concrete. The National Academies synthesis stresses that AI performance and validation must be considered for the particular distress and pavement context. See Chapter 5 conclusions.
Define the unit of agreement
Decide whether agreement requires the same point location, the same segment, or only the same route-level rating. Record the permitted distance tolerance and whether a defect spanning two segments is counted once or twice. Without this rule, two correct observations can appear to disagree simply because they use different segmentation.
2. Select a representative, independent comparison sample
Choose sections that reflect the conditions in which the system will operate, not only easy, well-lit roads. Include different pavement ages, repair histories, traffic environments, road widths, surface textures and weather states that the production survey will encounter.
Separate development data from evaluation data
Keep a genuinely separate evaluation set from any imagery or field labels used to train, tune, select thresholds or adjust the model. Reusing tuned sections can make performance look better than it will be on new roads. The reviewed sources support independent ground-truth testing but do not prescribe a universal sample size or a single train/test split.

Pick the symptom - the matching free tool is one click away.
Stratify for consequential cases
Make sure the sample contains enough examples of rare but important conditions, such as severe potholes, wheel-path cracking and defects near intersections. If a class is uncommon, report its count and uncertainty rather than hiding it inside a network-wide average. Document every inclusion and exclusion so another reviewer can reproduce the sample.
3. Match AI and field records precisely
Create one traceable record for each comparison unit. Link the AI output to the same road segment, direction, lane, location reference, survey time and defect definition used by the inspector.

- Preserve the original source image or sensor record, not only an annotated export.
- Store capture date and time, route identifier, latitude/longitude or the agency’s linear-reference measure, direction and lane.
- Keep the field form, inspector identity, protocol version and inspection date with the corresponding AI record.
- Record the model, processing pipeline and threshold version that produced each result.
- Flag coverage gaps, unreadable images and location-matching failures instead of silently dropping them.
When records do not align, classify the cause: different survey dates, a route change, a location-reference error, an occluded image or a definition mismatch. A disagreement caused by a mismatched segment is a data-management failure, not evidence that the model saw the pavement incorrectly.
4. Conduct an independent field inspection
Use trained inspectors who were not responsible for tuning the AI result. Give them a written protocol before they see the automated findings so the field review is not unconsciously influenced by the model.
Minimum inspection protocol
- Define the start and end reference for every section.
- Inspect in the specified direction and lane, using the agreed safety procedure.
- Record defect class, extent, location and severity using the same definitions supplied to the AI evaluation.
- Capture photographs or notes needed to resolve an adjudication later.
- Record visibility, weather, traffic obstruction and any reason a section could not be assessed reliably.
Use a second review when disagreement matters
Have a second trained reviewer independently assess a subset, or adjudicate cases where the first two observations differ. Preserve both original observations and the adjudicated label; do not overwrite disagreement with a single unexplained value. This lets you estimate the repeatability of the field process itself.
The Waka Kotahi NZ Transport Agency states that “All scanning surveys must be supplemented by appropriate manual quality assurance processes.” Its report also cautions that manual records have their own quality limits.
5. Compare results at defect and severity level
Build a comparison matrix for every defect class and severity band. At minimum, classify each matched observation as follows:
- True positive: AI and field review identify the same defect within the location tolerance.
- False negative (miss): field review finds a defect that AI does not report.
- False positive (false alarm): AI reports a defect that the field review does not confirm.
- Severity disagreement: both identify a defect, but the severity category differs.
- Location disagreement: both identify a defect, but outside the permitted location tolerance.
Report counts and rates separately for each class and severity. For a defined class, recall is true positives divided by all field-confirmed positives; precision is true positives divided by all AI positives. State the denominator, section length and date range with every rate. A single overall accuracy can conceal a dangerous miss rate for a rare, severe defect.
| Result to publish | Why it matters operationally |
|---|---|
| Misses by defect and severity | Shows conditions the agency would fail to act on. |
| False alarms by defect and severity | Shows inspection and treatment effort created by over-reporting. |
| Severity agreement | Reveals whether prioritization changes even when detection is correct. |
| Location agreement | Determines whether crews can find the reported defect. |
| Confidence intervals or uncertainty notes | Prevents a small sample from being presented as a precise network estimate. |
The National Academies reports that departments raised accuracy, precision and repeatability as challenges, while New Zealand findings documented a high portion of false negatives in fully automated scanning surveys. Neither source supplies a universal pass percentage for every AI road-survey application.
6. Test repeatability and system consistency
Repeatability asks whether the same road produces a materially similar result when the measurement is repeated. Reinspect a subset with the field team and resurvey a subset with the automated system. Compare results across:
- Different dates and lighting or weather conditions.
- Vehicles, cameras, sensors and operators.
- Model, calibration and processing versions.
- Repeated passes over the same lane and direction.
Look for systematic bias, not only random disagreement. One vehicle may report consistently more cracking than another; one camera position may hide wheel-path defects. England’s official automated visual-method guidance describes vehicle accreditation before surveys, annual reaccreditation, contractor repeat surveys and random-site comparisons with an independent survey vehicle. It also records vehicles whose crack measurements were systematically higher or lower than fleet peers despite passing acceptance tests. Read the Department for Transport guidance.

Set a repeatability record
For every repeat run, retain the equipment identifier, calibration status, software version, route, weather and operator. Investigate a drift that begins after a camera replacement, sensor recalibration, model update or change in vehicle speed. Do not merge results from materially different systems into one trend without documenting the change.
7. Audit the complete data chain
Validation is not only a model test. Follow a reported defect from pavement to final dashboard and verify each transformation.
- Collection: camera or sensor calibration, mounting, focus, exposure, frame rate, coverage and speed.
- Image quality: blur, glare, shadows, rain, standing water, dirt on lenses and occlusion by traffic.
- Positioning: GPS or linear-reference accuracy, lane assignment, direction and segment boundaries.
- Processing: model name and version, confidence threshold, preprocessing, class mapping and post-processing rules.
- Storage and transfer: file integrity, missing frames, time synchronization and audit logs.
- Reporting: unit conversions, aggregation, exclusions, rounding and dashboard filters.
PIARC’s Asset Management Manual recommends quality-control and quality-assurance procedures to keep condition assessments consistent regardless of collection method. Use its data-collection process guidance as a framework for assigning checks and owners.
8. Set the acceptance rule before reviewing results
Write the pass rule before opening the comparison results. The rule should reflect the decision’s consequences: a network-screening map can tolerate a different error profile from a safety-critical intervention list.
Document:
- Required recall or miss-rate limits for each consequential defect and severity.
- Maximum false-alarm rate or review burden.
- Location and severity tolerances.
- Minimum sample coverage and the uncertainty that must be reported.
- What happens when a class fails: restrict use, add manual review, retrain, or repeat validation.
No universal AI road-survey threshold is established by the sources cited here. Avoid declaring a system “accurate” from one percentage or one road type. A defensible rule is specific to the agency’s decision, risk tolerance, defect taxonomy and operating conditions.

After acceptance, state exactly where the evidence applies: road classes, surfaces, defect classes, severity bands, seasons, sensor setup and processing version. Use the output only within that scope and continue periodic field checks on live production surveys.
Trigger a reassessment when the model, camera, sensor, vehicle, route mix, processing pipeline or road conditions change materially. Maintain a versioned validation report so a future analyst can distinguish a real pavement trend from a measurement-system change.
England: PAS 2161 and the SCANNER transition
England has an additional standards issue. The Department for Transport’s PAS 2161 guidance says that, for financial year April 2026 to March 2027, local authorities must collect classified-local-road data in PAS 2161’s 1–5 format using a DfT-approved survey technology; the data is expected to be reported in spring 2027. Check the current guidance because implementation dates and approval requirements can change. See the PAS 2161 page.
PAS 2161 categories are not directly comparable with the former SCANNER red/amber/green categories. There is no simple translation between the systems, so preserve the standard and method used for every year in a trend series. A change in survey method can alter the apparent condition even when the pavement has not changed. Authorities and suppliers may still agree additional defect-level information beyond the national reporting format.

Common verification failures and their fixes
Using the AI-tuned roads as the test set
Failure: the same sections influence training, threshold selection and the final score.
Fix: lock an independent evaluation set before tuning and keep its labels inaccessible to the model-development team.
Reporting only network-wide accuracy
Failure: common “no defect” sections dominate the denominator and hide severe misses.
Fix: publish class-, severity- and location-level confusion results, including false negatives.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsTreating one inspector as perfect truth
Failure: a subjective or poorly repeatable field note is used as an unquestionable label.
Fix: use a written protocol, trained reviewers, repeat inspections and adjudication records.
Ignoring date and location mismatch
Failure: road repairs, deterioration or different lanes create apparent model errors.
Fix: match route, direction, lane, timestamp and segment definition; classify unresolved mismatches separately.
Assuming accreditation proves ongoing consistency
Failure: a vehicle or model passes an acceptance test, then drifts after equipment or software changes.
Best Value
Fix: retain repeat surveys, independent comparisons and versioned calibration records.
Combining incompatible standards
Failure: legacy and current categories are plotted as if they were equivalent.
Fix: preserve the original standard and explain any method break in the time series.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →How accurate are AI road surveys?
There is no single accuracy number that applies to AI road surveys. Performance depends on the defect, severity, pavement, sensor, vehicle, weather, location tolerance, processing version and intended decision. The evidence cited here supports a validation process, not a universal benchmark. The most useful answer for an agency is therefore a defect-level report showing what the system detects, misses, over-calls and locates consistently under its own operating conditions.
Field-ready verification checklist
- Decision, road scope, surface types and reporting unit are written down.
- Defect classes, severity definitions and location tolerance are fixed before testing.
- Evaluation roads represent production conditions and are independent of tuning data.
- AI and field records share route, direction, lane, segment, date and location references.
- Inspectors use a written protocol and retain original observations.
- A second review or adjudication process measures important field disagreement.
- False negatives, false positives, severity differences and location differences are reported separately.
- Repeat runs test dates, vehicles, equipment, operators and processing versions.
- Calibration, image quality, coverage, transformations and exclusions are audited.
- Acceptance thresholds and consequences were set before results were viewed.
- Operational use is limited to the validated scope, with scheduled live QA.
- Standards, approval status and method changes are documented for each reporting year.
Bottom line
An AI road survey becomes decision-ready only after an auditable comparison with independent field inspections, repeatability testing and data-chain checks. Preserve the evidence behind every label, quantify misses by defect and severity, acknowledge that field observations also vary, and narrow operational use whenever validation does not cover the roads or decisions at stake.
Frequently Asked Questions
How large should the validation sample be?
The cited guidance does not prescribe a universal sample size. Select enough representative sections and consequential defects to support the decision, then report counts and uncertainty rather than presenting a small sample as a network-wide estimate.
Can a passed vehicle accreditation guarantee consistent AI results?
No. England’s guidance describes vehicles that passed acceptance tests but still measured cracking systematically higher or lower than fleet peers. Continue repeat surveys and independent comparisons after accreditation.
Can PAS 2161 ratings be converted directly to old SCANNER categories?
No. The Department for Transport says the categories are not directly comparable and have no simple translation. Preserve the original standard when comparing years.
