First confirm that the cited work exists; then read the relevant evidence and test whether it supports the exact claim, including its scope, date, conditions and uncertainty. For consequential claims, corroborate the result independently and preserve enough detail for another reviewer to repeat your check.
This claim-by-claim method combines the evidence checks described by NIST with practical guidance from Penn State, University of Phoenix, Northwestern and the University of Nevada, Reno. It improves traceability and catches overstatement, but it is not a guaranteed shield against every error.

What you are actually verifying
AI-generated research usually contains several different things at once: factual statements, numbers, dates, quotations, causal explanations and recommendations. Each can fail in a different way. A citation may be genuine but irrelevant, relevant but too weak for the conclusion, or accurately quoted while important qualifications are omitted.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsVerification therefore has two separate questions:
- Does the source exist and is it appropriate? Check the document, author or issuing body, publication details and provenance.
- Does the source support the claim as written? Read the passage, table or figure and compare its meaning with the AI’s wording.
NIST describes three useful tests for the second question: faithfulness (the source supports the statement), completeness (the answer preserves the source’s relevant qualifications and message) and sufficiency (the evidence is strong enough for the importance of the claim). A live URL does not pass any of these tests by itself.

Step 1: Split the answer into atomic claims
Mark every statement that needs evidence
Read the AI response once without judging it. On a second pass, mark every factual sentence, number, date, quotation, comparison, causal claim and recommendation that depends on external evidence. Treat a compound sentence as several claims when one citation appears to support multiple assertions.
Keep the exact text in your review record. Do not silently rewrite the claim before checking it; preserving the original wording lets you identify where an apparently small change—such as “may” becoming “does,” or a local result becoming a universal one—introduced an error.
Separate facts from interpretation
Label each item as a directly checkable fact, an interpretation, a prediction or advice. A study can support an observed result without proving a causal explanation. An official rule can establish what an agency requires without proving that following it produces a particular outcome. This separation prevents a source from being stretched beyond what it actually examined.

- Copy the exact sentence or atomic claim.
- Record the citation attached to it, if any.
- Note what would count as support: a definition, measurement, legal text, dataset, quotation or stated finding.
- Assign an initial consequence level: low impact, important, or high impact.
Starting with the claims rather than the links keeps the review focused on coverage. It also reveals uncited assertions that would otherwise disappear into a polished paragraph.
Step 2: Locate every cited source independently
Open the supplied link, then verify its identity
Follow the link and check the page title, author or issuing organization, publication information and document version. Confirm that the page is the work named in the citation, not a search result, repost, summary or unrelated page on the same site. Note access restrictions, redirects and missing attachments.
Search by title and author
Do not rely solely on the URL supplied by an AI agent. Search the document title, author, journal or issuing organization in a library catalogue or the publisher’s site. University of Phoenix Library recommends using title and source fields to locate an article or journal. Penn State advises searching for an author or title when checking whether an AI-generated citation is real.
Independent discovery helps catch fabricated titles, altered author names and links that lead to a different document. If several records exist, compare publication dates, identifiers, edition information and the text itself before deciding they are the same work.

Handle missing or inaccessible sources cautiously
If you cannot locate a cited work, treat the claim as unverified and do not use the citation as evidence. A broken link alone does not prove that the work never existed. Search the publisher, an institutional repository, a library catalogue or an archived or versioned record where one is available. Record the searches you performed and the result.
When an alternate copy is found, check that its content and version match the cited item. A later revision may change a number, definition or conclusion, so preserve the version that was actually checked.
Step 3: Read the evidence passage, not just the citation metadata
Find the precise supporting material
Use the source’s search function or table of contents to find the paragraph, page, table, figure, appendix or section that bears on the claim. Read enough surrounding text to capture definitions, exceptions, methods and limitations. A title or abstract can establish topic relevance, but it rarely proves the full wording of a detailed claim.
Compare meaning, scope and conditions
Check each dimension explicitly:
- Direction: Does the source report an increase, decrease, association, absence of effect or uncertainty that matches the AI’s wording?
- Population and scope: Are the people, organizations, products, locations or cases the same?
- Date and version: Does the source cover the period or edition named in the claim?
- Conditions and methods: Were the result and number produced under the same test conditions, definitions, units or assumptions?
- Uncertainty: Did the source qualify the result with a range, confidence interval, limitation or competing explanation?
A source can be on exactly the right topic and still fail to support the sentence. Topic similarity is not evidentiary support.
Classify the support result
Use one of four clear outcomes for every claim:
- Supported: The passage directly supports the wording and relevant context is preserved.
- Narrower support: The source supports a more limited population, period, condition or conclusion. Rewrite the claim to match that boundary.
- Conflicting: The source points in a different direction or reports a materially different result. Do not cite it for the original statement.
- Absent: The source is real but does not address the claim, or the relevant evidence cannot be found.
Keep a quotation or page reference for the passage you used. That makes a later review faster than reopening an entire report.
Step 4: Judge source quality and claim accuracy separately
Evaluate whether the source is fit for purpose
Ask whether the author or institution has relevant expertise, whether the method and evidence are described, whether the publication is transparent about limitations, and whether a possible conflict or advocacy position could affect interpretation. Consider whether the source is primary material, a systematic synthesis, a professional standard, a news report or an unsourced summary.
Prioritize primary material when the claim concerns an official rule, original study, dataset or direct statement. That is practical editorial guidance, not a universal ranking that makes every secondary source unsuitable. A well-documented synthesis may be the right evidence for a broad question, while an original record is needed to verify an exact figure or quotation.

Evaluate whether the claim is accurate as written
A reputable publisher can still be cited incorrectly. Conversely, a less authoritative page might accurately reproduce a narrow fact but be inadequate for a high-stakes conclusion. Ask separately: “Is this source appropriate and credible for this subject?” and “Is the AI’s claim true as written?” The University of Nevada, Reno Libraries explicitly distinguishes these two evaluations.
Corroborate important claims
For important claims, check at least two genuinely independent reputable sources, as Penn State guidance recommends. Independence matters: two pages that copy the same press release are not meaningful corroboration. Look for agreement in the underlying evidence, not merely repeated wording.
If sources disagree, record the disagreement and explain which evidence is more applicable to the claim’s population, date and method. Do not hide a contrary finding simply because it makes the answer less tidy.
Step 5: Scale effort to the consequence of error
Verification time should reflect the harm an incorrect statement could cause. The University of Nevada, Reno Libraries notes that depth can depend on the information’s importance and the application’s impact.
| Claim consequence | Minimum check | Stronger check when needed |
|---|---|---|
| Low-impact background information | Locate a credible source and read the passage supporting the wording. | Check a second source if the statement is disputed, unusually precise or central to the answer. |
| Health, safety, financial, legal or major-decision information | Locate the original or official evidence, inspect scope and date, and record limitations. | Corroborate independently, prefer primary material, examine methods and definitions closely, and obtain qualified human judgment before acting. |
Do not treat the table as a permission to skip uncited claims. It is a way to allocate additional scrutiny where a mistake could cause greater harm.
Step 6: Keep a reproducible audit trail
What reproducibility means here
NIST’s Information Quality Standards page defines it this way: “Reproducibility means that the information is capable of being substantially reproduced, subject to an acceptable degree of imprecision.” For analytic results, NIST explains that independent analysis of the original or supporting data using identical methods should produce similar results within acceptable imprecision or error.
In a source review, reproducibility means that another person can recover the material you checked, understand your assumptions and follow your method to reach a similar support judgment. It does not require every reviewer to write the same prose.

Record these fields for every claim
- The exact claim text, split into an atomic statement where necessary.
- Source title, author or issuing body, and stable URL.
- Access date and, where available, publication date, edition or version.
- The relevant passage, page, table, figure or section.
- Support status and the reason for that status.
- Scope, population, date, definition and uncertainty caveats.
- An independent corroborating source for consequential claims.
- The reviewer’s method, search terms or query and any assumptions.
Use a compact claim ledger
The following columns are sufficient for a repeatable first pass:
| Claim | Source found? | Supporting passage/location | Support status | Scope/date caveat | Corroborating source | Checked on |
|---|---|---|---|---|---|---|
| Exact sentence or atomic claim | Yes / no | Page, section, table or quoted fragment | Supported / narrower / conflicting / absent | Population, date, definition or limits | Independent source or none yet | UTC date |
Store the ledger with the draft and preserve the source version when licensing and access rules allow. If a page is likely to change, save its publication or revision details and the location of the passage rather than assuming the current page will remain identical.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common failure types and the correct response
The citation does not exist
The title, author, journal or document cannot be found in reliable catalogues or publisher records. Mark the claim unverified and exclude the citation until the work is independently located. Do not repair a fabricated reference by guessing a similar title.
The link is inaccessible or stale
Try the publisher, institutional repository, library catalogue or an archived or versioned record. If you find a matching copy, verify its identity and version. If you cannot, keep the claim unresolved rather than treating the dead link as proof of either existence or nonexistence.
The source is real but the claim is unsupported
Read the relevant passage and remove the citation from that sentence if the source does not make the stated point. Find evidence that actually addresses the claim or delete the claim.
Recommended Free Tools
The source supports only a narrower statement
Reduce the wording to the population, period, conditions or outcome the source studied. Preserve qualifiers such as “in this sample,” “under these conditions” or “the authors report an association,” when they materially change meaning.
Best Value
Important context was omitted
Check the sentences, tables or limitations around the quoted passage. Add contrary findings, definitions, exceptions and uncertainty that a reader would need to interpret the result. This is the completeness test: topical relevance alone is insufficient.
The evidence is outdated or mismatched
Compare the publication or version date and geography with the claim. A source can be credible yet unsuitable for a current rule, changed product, new dataset or different jurisdiction. The reviewed guidance does not establish one universal recency threshold, so state the date and explain why it fits—or does not fit—the claim.
Choose a verification method by its trade-offs
There is no single universally best tool or workflow. Compare an approach on five axes:
- Claim consequence: How much harm could an error cause?
- Evidence proximity: Can you inspect original data, official text or the source passage rather than a summary?
- Source independence: Are corroborating sources genuinely separate and reputable?
- Traceability: Can another reviewer recover the material and repeat the check?
- Coverage: Were all factual claims and relevant qualifications checked, or only a sample?
A rapid review may check existence and the key passage for every claim. A standard review adds source-quality questions and corroboration for central claims. A high-stakes review uses primary evidence, independent corroboration, version tracking, detailed method notes and qualified human oversight. The choice should be explicit in the ledger so readers know what was and was not checked.
Illustrative claim-by-claim check
Suppose an agent writes: “A policy reduced incidents by 30% nationwide,” attaching one report. The sentence contains at least three claims: a policy existed, incidents changed by 30%, and the result applied nationwide.
- Locate the report independently by title and issuing body.
- Find the table or paragraph that reports the 30% figure.
- Check whether “incidents” has the same definition, whether the comparison period is clear and whether the population is actually nationwide.
- Read the methods and limitations for alternative explanations or a narrower study area.
- Classify each atomic claim. The source might directly support a 30% change in one region while providing no support for a nationwide conclusion.
- Search for an independent source before retaining the claim in material that could influence a major decision.
- Rewrite the sentence to match the evidence and record the passage, caveat, corroboration and check date.
The example demonstrates why one citation can conceal several different support judgments. Verification is complete only when each material assertion has its own result.
A final quality-control checklist
- Every factual sentence, number, date, quotation, causal statement and recommendation has been identified.
- Compound claims have been split where one source cannot support every part.
- Each cited work was located independently and its identity and version were checked.
- The relevant passage, table, figure or section was read in context.
- Direction, scope, population, date, conditions, units and uncertainty match the wording.
- Faithfulness, completeness and sufficiency were considered separately.
- Source credibility and claim accuracy were judged as different questions.
- High-consequence claims have stronger primary evidence, independent corroboration and human review.
- Missing, stale, conflicting, narrower and unsupported citations are clearly marked and corrected.
- The ledger preserves the claim, source details, passage, caveats, method and UTC check date.
What this process can and cannot promise
NIST’s agentic-AI project describes the goal as moving “beyond ‘the AI said so’ to better understand ‘here is what the AI found, where it found it, and how the evidence supports the conclusions.’” A disciplined ledger and passage-level comparison move your review toward that standard.
They cannot guarantee that every error will be found. Sources can be incomplete, inaccessible or themselves wrong; reviewers can misread a method or overlook an exception. For high-impact decisions, treat the audit as evidence for a qualified human decision-maker, not as an automatic approval stamp.
The practical rule is simple: verify existence, verify support, verify scope, corroborate in proportion to risk and leave a record that someone else can repeat.
