To claim input tax credit (ITC) on a GST invoice in India, verify the document and its particulars, check that the supplier-reported details are communicated through GSTR-2B where required, confirm receipt and eligible business use, test for restrictions and deadlines, then report only the eligible amount in your GST return. An invoice appearing in GSTR-2B is useful evidence for reconciliation, not legal approval of the credit.
What you need to establish before claiming ITC
Section 16 of the Central Goods and Services Tax Act (CGST Act) sets the core conditions for taking credit. In substance, a registered person may claim input tax charged on goods or services used or intended for use in the course or furtherance of business, subject to prescribed conditions and restrictions. Holding an invoice is only one part of that test.
As an Amazon Associate I earn from qualifying purchases.
Check each purchase across these separate questions before including its tax in a return:
- Document: Do you hold a document on which ITC may be availed, with the particulars required for that document?
- Supplier reporting: Has the supplier furnished the relevant details, and have they been communicated to you as required?
- Receipt: Have the goods or services actually been received?
- Use: Is the purchase for business, and is the credit attributable to taxable or zero-rated supplies rather than non-business or exempt use?
- Restrictions: Is the credit blocked or otherwise restricted, including by the depreciation rule?
- Timing and payment: Does the claim meet the applicable time limit and supplier-payment condition?
These tests are independent. A correct invoice does not prove receipt, and a GSTR-2B match does not override a blocked-credit rule or an ineligible use.

A practical invoice-level workflow
Use one reconciliation row or working paper for each invoice, debit note, or other qualifying document. Record the document number and date, supplier GSTIN, taxable value, tax by type, place of supply where relevant, receipt date or completion status, GSTR-2B period, business-use assessment, payment status, and the final eligible amount. This creates a trace from the figure in GSTR-3B back to the source document.
Do not combine several invoices into a single unexplained total. If a supplier issues a correction or debit note, retain the original and the adjustment and ensure the resulting credit is not counted twice. A clear exception column is useful for missing reporting, mismatched values, partial receipt, blocked credit, mixed use, unpaid balances, or an approaching deadline.
Step 1: Identify the right document
For an ordinary domestic purchase, start with the supplier’s tax invoice or debit note. Rule 36 of the CGST Rules identifies documents on which ITC may be availed; a tax invoice is not the only possible document in every transaction. Imports, input service distribution, and other prescribed situations can involve different documents. Match the document type to the transaction instead of assuming every purchase must be supported by the same kind of invoice.
Keep the original document and the related purchase records together. A portal entry alone is not a substitute for confirming that you have an appropriate document and that the underlying transaction occurred. For an import or another special transaction, identify the prescribed document applicable to that transaction and retain it with the accounting entry.
Step 2: Check the invoice particulars
Rule 46 of the CGST Rules sets particulars for a tax invoice. Review the invoice against the purchase and your registration details, checking at least the following:
- Supplier’s name, address, and GSTIN.
- Invoice number and date.
- Your name and address and, where you are registered, your GSTIN and other applicable recipient details.
- Description of the goods or services, taxable value, and tax charged.
- Place-of-supply details relevant to an inter-State supply.
Check the applicable e-invoice requirements too. QR-code or invoice reference number (IRN) requirements depend on the e-invoice provisions that apply to the supplier and transaction; do not assume every invoice must display identical QR or IRN information. If you are unsure whether the requirement applies to a particular supplier or document, resolve that question under the applicable provisions rather than treating the presence or absence of a code as a universal test.
Match the document to the transaction
Compare the supplier identity and tax treatment with the purchase you recorded. Then match the invoice number, date, taxable value, tax amount, recipient details, and place of supply against your purchase record and the portal data. The purpose is to establish that the portal document and invoice refer to the same transaction, not merely that the supplier’s name looks familiar.

If a key field differs, do not silently accept the credit or alter your books to force a match. Ask the supplier to clarify or correct the document or its reported details, retain the explanation or corrected record, and reassess the claim. A mismatch may affect identification, tax treatment, or where the supply is reported.
Step 3: Reconcile the supplier’s reporting in GSTR-2B
GSTR-2B is an auto-drafted, read-only, static statement intended to help taxpayers identify ITC for preparing GSTR-3B. Compare the relevant statement with your own purchase records and invoice. Check that the supplier-reported particulars correspond to the transaction and that the tax amount and other material details align.
Use the statement as a reconciliation checkpoint, not as a blanket eligibility decision. The GST Portal’s guidance makes clear that its availability indicators cover specified system scenarios; the portal may not flag every legal reason a recipient cannot claim credit. Even if a document appears as available, you must still check receipt, business use, apportionment, blocked credits, payment, and the time limit. Conversely, an item not appearing in the statement is a prompt to investigate supplier reporting and the applicable rules, not a complete diagnosis of every issue.
When the invoice is missing or different
Compare your invoice with the relevant GSTR-2B entry before taking action. Confirm that you are looking at the correct statement and period, then check for differences in invoice identification, value, tax, or recipient details. Contact the supplier where their filing or reported particulars appear to be the cause, and preserve the follow-up and any corrected document or report. Do not claim the same purchase twice merely because it later appears in a statement after you have already addressed it in your records.

A supplier may furnish details in a later period, while an incorrect GSTIN, invoice number, value, or tax treatment may require correction. In either case, document the status and decide the claim using the legal conditions, not merely the color or availability label shown by the portal.
Step 4: Confirm receipt of the goods or services
Section 16 requires receipt of goods or services. For goods delivered in lots or instalments, the Act provides that credit is available on receipt of the last lot or instalment. An invoice date or supplier filing does not prove that delivery is complete.
Keep evidence suited to what was bought: for example, delivery or receipt records for goods, and completion or performance records for services. If the purchase has only partly arrived, or a service is still being delivered, check the facts against the receipt requirement before claiming. The records should let you connect the invoice to what your business actually received.

For a lot-based delivery, note the date the final lot was received and link the delivery documents to the invoice. For services delivered over time, retain the engagement, work-completion, acceptance, or equivalent business record that demonstrates performance. The exact evidence will vary, but it should be credible and consistent with the accounting entry.
Step 5: Test business use, apportionment, and blocked credit
Section 17 of the CGST Act limits credit where inputs or input services relate to non-business use or exempt supplies, and sets out blocked-credit categories. Consider what the purchase is used for, not just how the supplier described it or whether its tax is visible in GSTR-2B.
Separate eligible and ineligible use
If a purchase serves both eligible business activity and non-business purposes, or relates partly to taxable or zero-rated supplies and partly to exempt supplies, the credit may need to be apportioned under the applicable rules. Identify the use and maintain a reasonable record of the allocation; do not treat the entire invoice as eligible simply because some of the purchase supports taxable business activity.
Apply the same discipline when the use changes after the initial claim. Keep the allocation method and any later reversal or adjustment with the invoice schedule. A written explanation of why a cost was attributed to taxable, zero-rated, exempt, or non-business activity is more useful than an unexplained percentage in a spreadsheet.
Screen for blocked credits
Check the categories restricted by section 17 before claiming. Also account for the section 16 rule concerning depreciation: tax component on which depreciation has been claimed under the income-tax law cannot also be claimed as ITC. The exact treatment depends on the asset, expense, use, and applicable provisions, so the invoice’s appearance in GSTR-2B cannot settle this question.
Where a purchase is wholly ineligible, exclude it. Where only part is eligible, claim only the amount permitted after applying the required attribution or reversal treatment. Record the reason and calculation so the return figure can be traced back to the invoice and use.
Step 6: Check payment and the time limit
The 180-day supplier-payment condition
If you do not pay the supplier the value of the supply plus the tax within 180 days from the invoice date, section 16 generally requires payment back of an amount equal to the ITC availed, with applicable interest, in the prescribed manner. This specific 180-day condition does not apply to reverse-charge supplies. The Act provides for re-availment of the credit after payment to the supplier. Track unpaid invoices from their invoice dates and apply the prescribed treatment rather than leaving the credit untouched in the reconciliation.

Monitor the full amount due, not merely a partial transfer or an amount netted informally against another balance. Keep payment references and supplier-ledger evidence so the date and amount of settlement can be demonstrated. When the statutory condition is met after a reversal, record the later re-availment separately and avoid treating it as a second claim for the same period.
The general deadline for taking credit
Under the general section 16(4) rule, the deadline is 30 November following the end of the relevant financial year, or the date you furnish the relevant annual return, whichever is earlier. This is a legal cut-off, not a recommendation to wait until November. Set up a process to identify outstanding invoices and reporting mismatches well before the applicable deadline.

Check the provision that applies to your facts and the current law before relying on the general deadline. A late reconciliation can leave too little time to correct supplier reporting or resolve an invoice dispute. Calendar the deadline by financial year and review unclaimed eligible invoices before the annual return is furnished.
Step 7: Prepare the claim and file the return
A registered recipient must furnish the return under section 39 to take ITC. Use the current GSTR-2B and GSTR-3B workflow, but calculate the claim from the eligible purchases established by your checks—not by copying every figure shown in the statement.
- Build an invoice-level reconciliation. For each purchase, record the document reference, supplier, taxable value and tax, receipt status, GSTR-2B status, business use, any restriction or apportionment, payment status, and the relevant deadline.
- Resolve exceptions. Follow up on missing supplier reporting, mismatched particulars, incomplete receipt, or unclear use. Note the decision and keep supporting records.
- Calculate the eligible amount. Exclude blocked and non-business amounts, apply required apportionment or reversals, and account for the 180-day payment rule where it applies.
- Enter the eligible credit in the applicable GSTR-3B reporting fields. Use the current return process and applicable reporting instructions. Do not include an invoice merely to make the return agree with GSTR-2B.
- Reconcile after filing. Compare the filed return with the books and supporting schedule. Ensure each document is claimed only once and required reversals or adjustments are recorded.
GSTR-2B supports this process but does not replace recipient self-assessment. The GST Portal specifically cautions that credit can be legally ineligible even where the system has not flagged it. Retain invoices, receipt evidence, reconciliation records, supplier correspondence, allocation calculations, and payment tracking so that each reported amount has an auditable basis.

A practical evidence file can contain the invoice or prescribed document, purchase order or contract, goods-receipt or service-completion proof, ledger entry, GSTR-2B extract, supplier correspondence, payment record, and the eligibility decision. Cross-reference each item to the invoice number. For mixed-use costs, add the allocation calculation; for a blocked item, record the statutory reason for exclusion; for a reversal, record the trigger and the amount.

Review the file at three points: when the purchase is booked, when the relevant GSTR-2B is available, and when the return is prepared. This catches errors while a supplier can still correct a report and while receipt or payment facts are easy to verify.

Common mistakes that can invalidate or distort a claim
- Treating the invoice as sufficient: Document possession does not establish supplier reporting, receipt, eligible use, or compliance with deadlines.
- Treating GSTR-2B as approval: A matching entry cannot make blocked credit, exempt-use credit, or another legally restricted amount eligible.
- Assuming portal flags cover every problem: A system indicator is not a substitute for checking statutory conditions yourself.
- Claiming before receipt: Confirm delivery or service receipt, including the final lot where goods arrive in instalments.
- Ignoring mixed use or exempt supplies: Apply required attribution instead of claiming the full tax on a partly eligible purchase.
- Overlooking depreciation treatment: Do not claim as ITC the tax component on which depreciation has been claimed under income-tax law.
- Missing the payment or filing clock: Track unpaid invoices against the 180-day condition and monitor the applicable claim deadline.
- Duplicating a document or omitting reversals: Reconcile opening records, GSTR-2B, and filed returns at invoice level.
When a professional review is sensible
Consider a GST practitioner or chartered accountant review when the transaction involves an unusual prescribed document, imports or input service distribution, significant mixed use, a disputed place of supply, a blocked-credit question, cancellation and revocation, or a large unresolved GSTR-2B mismatch. A reviewer can help apply the law to the facts, but you still need complete invoices, receipt evidence, books, and payment records.
Which rules and guidance govern the checks
The core eligibility, receipt, payment, depreciation, and time-limit conditions are in sections 16 and 17 of the CGST Act. Rule 36 of the CGST Rules addresses documents on which ITC may be availed and the communication condition; rule 46 sets tax-invoice particulars. GST Portal guidance explains the purpose and limits of GSTR-2B. These authorities are subject to applicable amendments, notifications, taxpayer category, and transaction-specific provisions. Check the law in force for the period and facts of the claim before filing.
Frequently Asked Questions
Is an invoice appearing in GSTR-2B automatically eligible for ITC?
No. GSTR-2B is a static, read-only reconciliation statement. You must still confirm that you hold the proper document, received the goods or services, use them for eligible business purposes, clear blocked-credit and apportionment tests, satisfy payment rules, and claim within the applicable time limit.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →What should I do if an invoice is not in GSTR-2B?
Confirm the correct statement period and compare the invoice number, date, value, tax, and recipient GSTIN. Follow up with the supplier where reporting is missing or incorrect, retain the correspondence, and decide eligibility under the applicable legal rules rather than relying solely on a portal label.
Can I claim ITC when goods arrive in instalments?
Section 16 provides that credit for goods supplied in lots or instalments is available on receipt of the last lot or instalment. Keep delivery evidence for each lot and identify the final receipt before claiming.
What happens if I do not pay the supplier within 180 days?
Generally, section 16 requires payment back of an amount equal to the ITC availed, with applicable interest, in the prescribed manner. The specific condition does not apply to reverse-charge supplies, and the credit can be re-availed after payment to the supplier.
What is the usual last date to claim GST ITC?
The general section 16(4) deadline is 30 November following the end of the relevant financial year or the date the relevant annual return is furnished, whichever is earlier. Special rules can apply, so verify the provision for your circumstances.

Can I claim the full tax on a purchase used partly for exempt or non-business purposes?
Not necessarily. Section 17 requires attribution or restriction for non-business and exempt-supply use, and blocked-credit categories may apply. Claim only the amount permitted after the required calculation and retain the basis for it.
The Bottom Line
Verify every GST invoice on six axes: valid document and particulars, supplier reporting and GSTR-2B reconciliation, actual receipt, eligible business and taxable use, statutory restrictions, and payment and timing. Claim only the supported amount in GSTR-3B, keep an invoice-level audit trail, and treat GSTR-2B as a reconciliation aid rather than a legal guarantee.
