How to Verify a Caller’s Identity Without Trusting Caller ID

To verify an unexpected caller, hang up and contact the organization yourself using its official app or website, or a number on a recent statement or card. A familiar caller-ID name or number—even one that looks like it belongs to a bank or government agency—is not proof of who called. Don’t share personal or financial information or account verification codes with an unexpected caller.

What to do when an unexpected caller claims there’s a problem

  1. Pause. Be wary if the caller says your money is at risk, demands immediate action, or tells you to keep the call secret. The FTC advises getting basic details and hanging up when an unexpected caller claims there is a problem with your money: How to handle unexpected calls that claim your money is at risk.
  2. Ask for routing details only. Note the organization, department, and reason for the call. Don’t provide or confirm sensitive information to satisfy the caller.
  3. End the call. Don’t verify the caller by calling the number displayed on your screen or a callback number the caller supplies. Caller ID can be spoofed to show a familiar company or government number. The FTC’s guidance is direct: “Don’t rely on caller ID to verify who’s calling” (FTC guidance on fake caller ID).
  4. Make contact independently. Open the organization’s official app or website, or use the phone number on a recent statement or the back of your card. Avoid relying on a paid search result for contact details: scammers may buy ads for fake numbers, according to the FTC’s guidance on unexpected calls.
  5. Ask the organization to check the claim. Use the independently sourced contact route to ask whether the issue is real and whether you need to act. Keep account verification codes private; don’t give one to someone who says they are calling you.

If the caller claims to represent a government agency

Hang up and contact the agency through contact details you independently know are correct, such as those on its official website. A caller may spoof a real agency number or provide an employee ID number; neither establishes the caller’s identity. See the FTC’s guidance on avoiding government impersonation scams.

Why caller ID and personal details don’t prove identity

Caller ID can be manipulated to display a number or name that appears familiar. A caller who knows your name, address, or account details may still be a scammer; personal information can be obtained or bought. Treat those details as claims to check through the organization’s official channel, not as proof the incoming call is genuine.

What a “verified” caller-ID signal means

STIR/SHAKEN is a framework used by voice service providers to authenticate caller-ID number information on calls over IP networks. The originating provider attests to information it knows about the caller and the caller’s relationship to the phone number; the receiving provider can verify that information. It helps improve information about the number used for a call, but it does not verify a person’s identity, the caller’s story, or their intent. The FCC puts the limit plainly: “While STIR/SHAKEN will improve the quality of caller ID information, it does not mean the call itself is legitimate.” See the FCC’s explanation of caller ID authentication and statement on STIR/SHAKEN and call legitimacy.

Verification and call blocking solve different problems

Need What to do What it establishes
Check an unexpected caller’s claim Hang up and contact the organization using independently obtained official details. Whether the organization confirms the claim through that channel.
Reduce unwanted calls Ask your carrier about call-blocking or call-labeling; also check your phone settings and app options. These tools may reduce or flag unwanted calls. They do not prove a caller’s identity or that a claim is legitimate.

Blocking and labeling options vary by phone and carrier. Compare whether an option works with your setup and whether it blocks calls or labels them; the FTC’s guidance on stopping unwanted calls covers places to look. These tools can help with interruptions, but they are not a substitute for independently checking a high-stakes claim.

How to report an unwanted call

If you report an unwanted call to the FTC, include the number that received the call, the number shown on caller ID even if it may be spoofed, any callback number the caller provided, and the date and time if known. The displayed number may not be the caller’s real number. The FTC explains how to recognize and report unwanted calls and messages.
