Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA defensible migration proves more than that the destination contains the same number of rows. You need evidence that the right records and metadata were identified, transformed according to approved rules, transferred without unexplained alteration, reconciled against the source, and remain readable after the legacy platform is retired. The practical method is to establish a source baseline, version every transformation, run layered reconciliations, capture a time-correlated audit trail, resolve exceptions before release, and preserve the evidence under an approved retention and retrieval plan.
What “data integrity” must cover in a migration
Integrity is a set of related properties, not a single pass/fail number. U.S. federal records controls describe dimensions that are useful for any organization designing acceptance tests: reliability, authenticity, integrity, usability, content, context, and structure. The regulation is written for federal agencies, but the dimensions expose common migration failures that row counts cannot detect. See 36 CFR § 1236.10.

| Dimension | Question to answer | Typical migration evidence |
|---|---|---|
| Reliability | Can users depend on the record as an accurate representation of the transaction or activity? | Control totals, business-rule tests, owner sign-off, and documented source defects. |
| Authenticity | Can you show where the record came from and that it was not substituted? | Source identifiers, producer or service identity, chain-of-custody events, and protected manifests. |
| Integrity | Is the record complete and unaltered except for approved transformations? | Checksums where byte identity is expected, semantic comparisons, exception logs, and retest results. |
| Usability | Can an authorized person find, open, search, and interpret it? | Retrieval tests, format documentation, indexes, and retained viewers or conversion specifications. |
| Content | Are the required values, attachments, and narrative portions present? | Field inventories, attachment counts, null checks, and content sampling. |
| Context | Can a reader understand who created the record, when, why, and how it relates to other records? | Creation and modification metadata, relationship maps, source-system identifiers, and business definitions. |
| Structure | Has the syntax or organization needed to render and process the record survived? | Schema validation, encoding checks, document-format tests, and relationship or hierarchy checks. |
A migration can preserve every value in a table and still fail if it drops time zones, attachment links, parent-child relationships, code-set definitions, or the metadata that explains a status value. Treat those items as acceptance requirements, not optional documentation.
Set scope, ownership, and release criteria before extraction
Write a migration control plan that someone independent of the migration operator can review. It should identify what is being moved, who owns each record class, which fields are authoritative, and what evidence is required before production release.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
Inventory the records and dependencies
- List databases, file shares, exports, queues, reports, archives, and embedded attachments in scope.
- Classify record types and identify retention schedules, legal holds, contractual duties, and privacy restrictions.
- Document primary keys, alternate keys, parent-child relationships, lookup tables, code sets, calculated fields, and system-generated identifiers.
- Record schema and application versions, character encodings, date and time conventions, compression, encryption, and undocumented dependencies.
- Identify the authoritative source when multiple systems contain a copy or competing value.
Define acceptance and exception rules
Decide in advance which conditions stop release, which can be corrected in a controlled rerun, and which require an approved exception. Examples include a missing regulated record, a duplicate key, a broken relationship, an unexplained financial-total difference, or a display failure in a retained format. Assign an accountable approver for each exception class and specify the evidence that must remain with the decision. Do not import a universal error percentage or retention period: the appropriate threshold depends on criticality, intended use, policy, and applicable law.
Capture a defensible source baseline
Take the baseline before extraction changes the source or before users can create records that are absent from the snapshot. Preserve the extraction inputs and the method used to obtain them.
- Freeze or define the snapshot boundary. Record the date and time, time zone or clock basis, source environment, extraction operator or service, and whether the source was read-only, quiesced, or continuously changing.
- Record scope and counts. Capture counts by dataset, record class, partition, date range, and status where those breakdowns are meaningful. Include attachment and child-record counts.
- Capture control totals and distributions. Store financial or operational totals, sums of quantities, minimum and maximum dates, key distributions, and counts of null or unknown values for critical fields.
- Preserve schema and reference versions. Save DDL or schema definitions, field descriptions, code-set versions, indexes, relationship definitions, and application or export versions.
- Document known source defects. A pre-existing duplicate, invalid date, or orphaned child should be identified so it is not misclassified as a migration error.
- Seal the baseline. Keep a manifest or read-only copy of the extracted inputs, with a digest where appropriate, and record who approved it for use.
These are operational controls derived from records-integrity and preservation objectives; the cited standards do not prescribe one mandatory migration checklist.

Version every transformation and preserve provenance
Migration evidence must explain not only what arrived, but how it got there. Store the approved mapping specification, conversion code or configuration, lookup tables, reference-data versions, and release identifiers in a controlled location. A mapping change between rehearsals should produce a new version, not silently replace the old one.
Log the processing chain
- Source dataset, partition, batch, or record range.
- Transformation and mapping version, including dependency and reference-data versions.
- Tool or service identity, software build, configuration, and execution environment.
- Start and completion timestamps, time zone or synchronized-clock basis, and outcome.
- Input and output manifests or digests, where technically appropriate.
- Exception identifiers, rejected records, remediation, rerun linkage, and reviewer approval.
NIST SP 800-53 discusses binding information to its producer and documenting chain of custody, including who handled information, when it was collected or transferred, and the purpose of the transfer. Use those concepts to make provenance understandable across systems rather than relying on an operator’s memory. The control catalog is not automatically binding on every organization; apply it according to your governance and contracts. The relevant publication is NIST SP 800-53 Rev. 5.
Reconcile the destination with layered checks
No single test establishes completeness and correctness. Run several checks whose failure modes differ, and retain the method and result for each one.

| Check | What it can establish | Important limitation |
|---|---|---|
| Source-to-target counts | Whether expected populations and partitions appear to have arrived. | Equal counts can hide duplicate, missing, or wrongly classified records. |
| Control totals | Whether sums, quantities, balances, or other aggregates reconcile. | Offsetting errors can produce the same total. |
| Key and null checks | Whether critical identifiers are unique and required fields are populated. | Valid-looking keys do not prove that values belong to the correct record. |
| Referential-integrity checks | Whether parent-child, foreign-key, and attachment relationships resolve. | Relationships may be syntactically valid but semantically wrong. |
| Domain and business rules | Whether statuses, ranges, dates, currencies, and lifecycle rules remain valid. | Rules must reflect the intended business use and approved exceptions. |
| Encoding and date/time tests | Whether characters, decimal precision, daylight-saving handling, and time zones survive conversion. | A rendered value may still have lost the original clock context. |
| Record comparisons or samples | Whether representative records and high-risk transformations match semantically. | A sample cannot by itself prove the entire population is correct. |
| Cryptographic digests | Whether bytes are unchanged for files or objects expected to remain byte-identical. | A digest does not prove correct field mapping, complete population, or preserved meaning. |
For transformed data, compare normalized or semantically meaningful values. A byte-level digest will necessarily change when a date is reformatted, a character encoding is converted, or fields are reorganized. Use a digest for the narrow claim it supports: detecting alteration of the exact bytes covered by the digest. NIST identifies cryptographic checksums as an example of a control that helps keep information bound to its producer; it does not present a checksum as a complete migration test.
Record discrepancies as evidence, not just tickets
For every mismatch, retain the source and destination identifiers, comparison method, observed values or aggregates, suspected cause, disposition, corrective action, rerun or retest result, and approving reviewer. Distinguish an expected transformation from an unexplained loss. If a source defect is intentionally corrected, preserve the original evidence and the approved correction rather than overwriting the source record without explanation.
Design an audit trail that remains useful across systems
Audit records should let an investigator reconstruct what happened without opening the retired application. Generate events in a standardized, exportable format and correlate timestamps across the source, migration tooling, validation jobs, and target. NIST addresses audit generation, time correlation, standardized formats, retention, and long-term retrieval in SP 800-53.

Fields to capture for each material event
| Field | Purpose |
|---|---|
| Event ID and event type | Provides a stable reference and distinguishes extraction, transformation, validation, approval, remediation, and cutover events. |
| Source and destination identifiers | Connects a record, dataset, batch, or range to both systems. |
| Actor or service identity | Shows which person, account, or automated process performed the action. |
| Timestamp and clock basis | Supports ordering and correlation, including time zone or synchronized-clock information. |
| Transfer purpose | Explains why the information moved, a key chain-of-custody detail. |
| Tool, configuration, and mapping version | Allows the result to be reproduced or explained later. |
| Input and output manifest or digest | Links the event to the exact data set processed and supports alteration detection where applicable. |
| Validation checks and outcome | Records what was tested, the result, and any measured discrepancy. |
| Exception, remediation, and rerun links | Connects a failure to its correction and retest. |
| Reviewer, approval, and retention classification | Shows accountability and how long the evidence must remain available. |
Protect the evidence store
- Keep migration and validation logs in an access-controlled store separate from the system being migrated when feasible.
- Restrict who can alter logging configuration, delete evidence, change clock settings, or approve exceptions.
- Define what happens when logging fails or the evidence store reaches capacity; a silent continuation can destroy the audit trail you need most.
- Monitor clock synchronization and preserve the basis used to correlate events.
- Export records in a documented, machine-readable format and retain the interpretation needed to read it.
Retain records and evidence after the legacy platform is gone
Retention is a policy and legal decision, not a universal number. NIST SP 800-53 control AU-11 states: “Retain audit records for [Assignment: organization-defined time period consistent with records retention policy] to provide support for after-the-fact investigations of incidents and to meet regulatory and organizational information retention requirements.” Set the period through your approved records schedule, legal holds, contracts, and applicable jurisdiction.
Long-term retrieval may require format conversion, retained reading equipment, documented schemas, or interpretive metadata. Test that a person who never used the legacy system can locate a record, open it, understand its fields and relationships, and connect it to the migration events that explain its origin.
U.S. federal records requirements
For U.S. federal agencies, 36 CFR § 1236.14 requires agencies to protect records against technological obsolescence. Its migration provisions call for planning before retiring a system when records must outlast it and maintaining links between records and metadata, including relevant migration metadata. These requirements are not automatically applicable to private organizations, state governments, or non-U.S. entities, but they provide a clear preservation model.
Best Value
Federal contractors should also check the computer-data retention and transfer provisions in FAR Part 4 when a contract incorporates them. The Government Accountability Office lists a June 29, 2026 revision of the Federal Information System Controls Audit Manual, GAO-26-108633, replacing the 2024 version; consult the current edition at GAO’s product page rather than relying on an older checklist.
Rehearse, approve, and cut over in controlled stages
- Run a representative rehearsal. Include large and small datasets, old and recent records, attachments, unusual encodings, boundary dates, known defects, and every high-risk transformation.
- Execute the same reconciliations planned for production. Do not substitute an easier test during the rehearsal; otherwise you cannot compare results meaningfully.
- Investigate and classify discrepancies. Separate approved transformations and known source defects from missing, duplicated, or semantically incorrect records.
- Revise mappings or controls under change management. Version the change, rerun affected checks, and preserve both the failed and corrected results.
- Obtain accountable approval. The owner should sign against the pre-agreed criteria, with exceptions explicitly accepted by the authorized role.
- Execute cutover with rollback or recovery decisions documented. Record the decision point, responsible approver, and conditions that would trigger recovery.
- Perform post-migration reconciliation. Reconcile the final source boundary to the target, including records created or changed during the cutover window.
- Test retrieval and interpretation. Confirm that staff can retrieve migrated records, metadata, relationships, audit logs, and exception evidence without undocumented legacy credentials or software.
Troubleshoot common integrity and audit failures
| Observed symptom | Likely causes | Corrective approach |
|---|---|---|
| Counts differ by a small amount | Snapshot timing, filter mismatch, rejected rows, or duplicate handling. | Compare snapshot boundaries and partition-level manifests; trace every rejected or late record. |
| Counts match but business totals do not | Wrong currency, rounding, sign, status mapping, or duplicate values. | Reconcile normalized values and inspect high-value and boundary records, not just row counts. |
| Files open but attachments or links fail | Path rewriting, orphaned child records, missing relationship metadata, or permissions. | Run referential and retrieval tests; preserve stable source identifiers and relationship maps. |
| Dates appear correct but events are out of order | Lost time zone, daylight-saving conversion, truncation, or unsynchronized clocks. | Retain original offset or clock context, document conversion rules, and correlate clocks before rerunning. |
| Checksums fail after an approved conversion | Representation changed even though the semantic content was intended to remain equivalent. | Use byte digests only for byte-identity claims and compare canonical or semantic representations for transformed data. |
| Audit records cannot be correlated | Different timestamp formats, missing event IDs, inconsistent batch identifiers, or clock drift. | Standardize event fields, synchronize clocks, and add stable batch and record-range references. |
| Logging stops during a high-volume run | Storage exhaustion, permissions, service failure, or an unhandled logging error. | Follow the predefined failure response, preserve the affected run’s boundary, investigate the gap, and require approval before resuming. |
| Records are readable only on the old platform | Proprietary format, undocumented code set, unavailable viewer, or missing metadata. | Convert or retain the necessary reading capability and document the interpretation before retirement. |
Choose tooling by control capability, not product name
No single migration, checksum, or audit product is established as universally suitable. Evaluate tools against the control requirements of your environment:
- Coverage of every source and target type, including attachments and historical partitions.
- Field-level transformation, semantic comparison, uniqueness, domain, and referential-integrity checks.
- Preservation and export of metadata, relationships, code sets, and source identifiers.
- Immutable or tightly access-controlled evidence, with readable manifests and exception records.
- Clock synchronization, standardized event formats, and cross-system log correlation.
- Exception handling, replay, idempotency, and clear linkage between failed and corrected runs.
- Separation between operator, reviewer, and approver roles.
- Retention controls, export formats, and retrieval after the target or migration platform changes.
- Documented behavior when validation or logging fails, including storage exhaustion and partial transfers.
Run a proof with representative data and require the tool to emit the evidence your acceptance plan calls for. A feature list is not proof that the resulting records will remain interpretable or that an auditor can reconstruct the transfer.
Final pre-retirement checklist
- All in-scope datasets, record classes, attachments, metadata, and relationships are accounted for.
- The source baseline, extraction manifest, schema versions, and known defects are preserved.
- Approved mappings, conversion code, lookup tables, and configuration versions are retained.
- Counts, control totals, key constraints, relationships, business rules, encodings, and representative records reconcile.
- Every material discrepancy has a disposition, remediation or exception approval, and retest evidence.
- Audit events identify the actor or service, time and clock basis, purpose, source and target, tool version, outcome, and approvals.
- Logs and manifests are protected from unauthorized alteration and remain retrievable.
- Retention schedules, legal holds, and contractual requirements have been applied.
- Readers can retrieve and interpret records and evidence without undocumented legacy dependencies.
- Post-cutover reconciliation and recovery decisions are complete before the source is decommissioned.
Retire the legacy system only when the destination data, its context, and the evidence of how it moved can stand on their own. That is the practical test of an integrity-preserving migration.
