Weather forecasts can improve electricity-demand forecasts, but they cannot replace a load model. The reliable approach is to combine temperature and other weather variables with historical electricity demand, calendar effects, local geography, and changing technologies such as heat pumps, electric vehicles and batteries. Then run several plausible weather scenarios instead of treating one forecast as certain.
Temperature affects demand differently by country, season and time of day. Cold conditions can increase electric heating, while hot conditions can raise air-conditioning use. Weather can also alter wind, solar and hydro generation, so a demand estimate must be kept separate from an assessment of whether supply will cover demand.

What weather forecasts can tell you about electricity demand
A weather forecast is an input to an electricity-load forecast. It does not provide a Europe-wide demand coefficient that can be applied everywhere. ENTSO-E’s demand-forecasting methodology uses temperature regression, historical load and climate-variable time series, with uncertainty analysis under different climate conditions.
The relationship is shaped by three questions:
- Where? A national system, bidding zone and continental average have different consumer mixes, building standards and heating systems.
- When? The same temperature can produce different load in winter, summer, a weekend or a working day.
- Which technologies? Heat pumps, electric vehicles, batteries and other electrified equipment change both the level and timing of demand.
Use weather to explain deviations from a normal load shape and to construct alternative futures. Do not use it as a standalone explanation for every rise or fall in consumption.

Choose the geographic area and forecast horizon first
Match the forecast to the system being forecast
Define the country, bidding zone or grid area before collecting data. ENTSO-E describes constructing hourly load profiles for European countries. A Europe-wide average can hide opposing national effects: a cold spell may raise heating demand in one area while mild weather suppresses it elsewhere.
If the operational decision concerns a bidding zone, use weather observations and forecasts representative of that zone. If the decision concerns an interconnected region, model each relevant zone first and aggregate only after the local responses have been estimated.
Separate operational and seasonal horizons
For the next few hours or days, use the latest weather forecast and update it as forecast conditions change. For a seasonal view, use multiple plausible climate years and weather paths rather than a single daily forecast. For multi-year planning, technology adoption and structural changes in demand matter as much as the weather signal.

| Horizon | Primary weather use | What must accompany it |
|---|---|---|
| Intraday to several days | Forecast temperature and relevant extremes by zone and hour | Recent load, calendar, outages and current system conditions |
| Seasonal | Several climate years and hot, cold, dry or other plausible cases | Seasonal load shape, fuel and generation assumptions, uncertainty ranges |
| Multi-year | Climate and technology scenarios | Historical load trends, heat-pump and EV adoption, efficiency and electrification assumptions |
Assemble compatible historical data
Weather and demand records must use compatible timestamps, time zones and resolution. ENTSO-E’s methodology starts with historical electricity load, temperature and other climate-variable time series. Its ERAA 2026 modelling-data description also identifies weather and demand data as assessment inputs.
Minimum data set
- Historical load: hourly demand for the same country or zone you intend to forecast.
- Temperature: a representative temperature series, ideally with more than one location for large or geographically diverse zones.
- Other climate variables: include variables that have a demonstrated relationship with local demand, such as humidity or wind, when they are available and appropriate.
- Calendar labels: weekday, weekend, public holiday and daylight-saving status.
- Technology indicators: estimates of heat-pump, EV, battery and other electrified-load penetration for the period being modelled.
Align missing values, daylight-saving changes and meter aggregation before estimating a relationship. A one-hour shift can make temperature appear to lead or lag demand and can materially distort the fitted response.
Keep a clean holdout period
Reserve a recent period for testing. Fit the relationship on earlier observations and evaluate it on dates the model has not seen. Report performance separately for ordinary days and unusual hot or cold periods; an average error can conceal poor performance exactly when the grid is most stressed.
Relate temperature to local load instead of using one European rule
A practical model begins with a weather-normalized baseline. One conceptual form is:

load = baseline(calendar, hour) + temperature response + technology effect + residual uncertainty
The temperature response should be estimated from local observations. Heating and cooling often create a curved relationship rather than a straight line: demand can be relatively flat through a comfort range, then rise as conditions become colder or hotter. The shape, turning points and strength of the response must be checked for each zone and season.
Estimate separate heating and cooling behavior
Do not assume that winter heating and summer cooling have equal effects. Electric heating penetration, building insulation, air-conditioning ownership and industrial activity differ across Europe. Fit or inspect separate seasonal relationships, and test whether weekday and weekend responses differ.
Use lagged and intraday effects carefully
Buildings can retain heat, so the previous day’s temperature may matter. Cooling demand can also follow afternoon heat into the evening. Test lagged temperature terms against the historical data rather than adding them automatically. Keep the model interpretable enough that an operator can explain why a forecast moved.
Do not invent a universal coefficient
The official material establishes that temperature affects consumption, including cooling, but it does not publish one temperature-to-demand coefficient valid for all European countries. A country sensitivity, forecast-error percentage or Europe-wide response curve requires the underlying country-level data or a specific study.
Account for changing demand technologies
Historical load alone can understate future weather sensitivity when electrification is accelerating. ENTSO-E identifies heat pumps, electric vehicles and batteries among the technology assumptions used when constructing future demand profiles.
Heat pumps
Heat pumps can increase the electrical response to cold weather, especially during hours when space-heating demand is high. Their coefficient of performance, auxiliary heating and control settings affect the resulting load shape. Use adoption and operating assumptions appropriate to the forecast year rather than simply extending an old temperature relationship.

Electric vehicles
EV charging can add evening or overnight demand, depending on driver behavior, tariffs and managed-charging rules. A temperature forecast may explain only part of an EV-influenced peak. Represent charging as a separate profile or scenario when the available data supports it.
Do these 3 things before closing this tab:

Batteries can move demand between hours. Charging may increase load during low-price periods, while discharge can reduce grid demand during peaks. Treat storage dispatch as an assumption with uncertainty, not as a fixed reduction in the temperature response.
Other structural changes
Efficiency improvements, industrial production, distributed solar self-consumption and demand-response programs can change the baseline. Keep these effects distinct from weather so a mild or severe day is not blamed for a structural shift.
Build multiple weather cases
Run the demand model against several plausible weather paths. ENTSO-E’s seasonal outlook work considers multiple climate years and weather possibilities, while its adequacy methodology uses a probabilistic framing.
Useful scenario set
- Central forecast: the most likely weather path available at the issue time.
- Cold case: sustained low temperatures during the season’s normal peak hours.
- Hot case: high temperatures that could increase cooling demand.
- Persistence case: several consecutive days with similar conditions, testing accumulated stress.
- Forecast-error cases: warmer and colder alternatives around the central forecast.
- Compound cases: weather that affects both demand and generation, such as heat, drought or low wind where relevant.
The exact cases should reflect the geography and season. “Extreme” does not mean the same temperature everywhere, and a short but severe event may have a different operational effect from a moderate event lasting two weeks.

- Define the target. Write down the zone, hourly or sub-hourly resolution, forecast horizon and whether the output is gross demand, net demand or a scenario for adequacy analysis.
- Collect aligned history. Join historical load with temperature and other selected climate variables using one time standard. Document daylight-saving treatment and missing-data rules.
- Create a calendar baseline. Estimate normal demand by hour, weekday, weekend, holiday and season before adding weather.
- Estimate local weather response. Use historical observations to identify heating and cooling behavior, including nonlinear and lagged effects where the data supports them.
- Add technology assumptions. Adjust the baseline and response for heat pumps, EVs, batteries and other material changes expected during the forecast horizon.
- Apply the latest weather forecast. Convert each zone’s forecast temperature and relevant variables into the model’s expected load response.
- Generate scenarios. Repeat the calculation for central, hot, cold and persistence cases, or for a probabilistic ensemble if one is available.
- Validate and monitor. Compare forecasts with actual load as observations arrive. Track errors by zone, hour, season and weather regime.
- Publish uncertainty with the result. Show a range, quantiles or named scenarios and state which assumptions drive the spread.
How to compare two electricity-demand forecasts
A forecast that looks more precise is not necessarily more useful. Compare the construction and purpose of each forecast.
| Comparison point | Questions to ask | Why it matters |
|---|---|---|
| Geography | Which country or bidding zone is represented? Is a continental average being applied locally? | Load sensitivity and technology mix vary by area. |
| Weather input | Which temperature variables, forecast issue time and extreme cases are used? | Different weather paths can produce different peaks. |
| Historical load | What years and time resolution are included? Are holidays and recurring patterns represented? | The baseline determines what the weather signal is added to. |
| Technology assumptions | How are heat pumps, EVs and batteries represented? | Electrification can change both demand level and timing. |
| Uncertainty | Is the output a single number, an interval or a probability distribution? | Operators need to know how much confidence to place in the peak. |
| Purpose | Is it an operational demand forecast, seasonal outlook or multi-year resource assessment? | Different horizons answer different decisions. |
Keep demand forecasts separate from adequacy assessments
Anticipated demand is only one side of the supply-demand balance. Weather can also change wind, solar and hydro output, transmission conditions and generator availability. A high-load scenario does not automatically mean an adequacy problem, and a moderate-load scenario can still be difficult if generation is constrained.

ENTSO-E’s seasonal outlooks assess possible vulnerabilities in the balance between supply and demand. They are not precise predictions of future conditions. The European Resource Adequacy Assessment likewise uses probabilistic methods over longer horizons. Label your output clearly as one of the following:
- Demand forecast: expected electricity consumption under stated weather and calendar assumptions.
- Net-load forecast: demand after subtracting specified generation, such as wind or solar.
- Adequacy assessment: an analysis of whether available resources can cover demand under multiple system conditions.
What extreme weather changes in practice
Heatwaves can increase cooling demand, while drought or low-wind conditions can affect generation at the same time. On 11 August 2026, the European Commission reported that electricity-system authorities had discussed heatwaves and drought in parts of Europe and the use of voluntary demand-side measures during tight generation-demand conditions.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
That event illustrates why scenarios should be compound and regional. It does not establish that every heatwave produces the same demand increase or the same system outcome. A useful briefing should identify the affected zones, duration, expected demand response, generation effects and available demand-side measures separately.
Communicate uncertainty without hiding the decision
Present the central estimate first, then show the range and the assumptions that create it. A concise operational display might include:
- expected hourly demand for each zone;
- hot and cold scenario paths;
- the hours and zones with the widest uncertainty;
- the weather variables driving the change;
- technology or calendar assumptions that could invalidate the estimate;
- the latest time at which the forecast will be updated.
Do not imply that a detailed weather forecast removes uncertainty. Forecast error, model error, unexpected behavior and generator conditions remain. If the evidence supports only scenarios, call them scenarios rather than assigning false precision.

A practical reporting template
For each forecast issue, record:
- zone and time horizon;
- weather forecast issue time and variables used;
- historical load period and resolution;
- calendar and holiday treatment;
- technology assumptions;
- central, hot, cold and persistence results;
- known data gaps and model limitations;
- the distinction between consumption, net load and adequacy.
This record makes revisions explainable. When the forecast changes, the analyst can identify whether the cause was a new weather run, an updated observation, a calendar correction, a technology assumption or a model recalibration.
Bottom line
Use weather forecasts to anticipate Europe’s electricity demand by modelling each relevant country or grid zone against its own historical load, seasonal behavior and technology mix. Convert the latest weather outlook into several demand scenarios, validate the result against actual hourly demand, and communicate the uncertainty. Treat supply adequacy as a separate analysis because the same weather can alter generation as well as consumption.
