The practical answer: treat AI computation as a controllable electrical load. Place suitable, non-urgent workloads where renewable generation and grid capacity are available, schedule them for high-wind or high-solar periods, and let a utility or grid operator request load increases, reductions or delays. Keep latency-sensitive services and deadline-bound jobs on firm power, because surplus renewable electricity is intermittent and may be trapped behind transmission constraints.
This model is usually called flexible load, workload shifting or data-center demand response. It can absorb some generation that would otherwise be curtailed, but it is not a substitute for transmission, storage or reliable power procurement.

What “surplus” wind and solar power actually means
Surplus renewable electricity is a grid condition, not a special type of electricity delivered directly to a server. Operators curtail wind and solar when the system cannot accept all available output. The cause may be a transmission bottleneck, a requirement to keep the system stable, or a temporary mismatch in supply and demand. A low or negative wholesale price can signal oversupply, but it does not by itself prove that a particular data center is consuming energy that would otherwise have been curtailed.
The scale can be substantial in a renewable-rich region. The U.S. Energy Information Administration reported that utility-scale wind and solar generation curtailed in California reached 3.4 million megawatt-hours (MWh) in 2024, 29% more than the California Independent System Operator curtailed in 2023. EIA attributes the California total to congestion—available electricity unable to reach demand—and oversupply, when generation exceeds demand. That is a California data point for one year, not a worldwide estimate of power available to AI facilities.

The International Energy Agency’s 2025 analysis says reducing curtailment requires a combination of transmission, flexibility and coordinated system planning. A data center can contribute flexibility, but it cannot remove a line constraint or make every megawatt-hour physically deliverable.
Which AI workloads can move to renewable-rich hours?
Start by separating compute according to deadline, latency and restart tolerance. The portion that can pause or move is the resource a utility or scheduler can use. Google has described shifting or reducing non-urgent work, including machine-learning workloads, during periods of grid stress; the same principle applies when renewable output is high.
| Workload class | Typical flexibility | What must be protected |
|---|---|---|
| Interactive inference and user-facing APIs | Low. Requests arrive unpredictably and have response-time targets. | Latency, availability, service-level agreements and geographic placement. |
| Continuous training runs with fixed deadlines | Moderate. A run may tolerate pauses if the framework can checkpoint and resume. | Completion date, checkpoint integrity, accelerator utilization and data locality. |
| Batch training, evaluation and hyperparameter sweeps | High when jobs are queued in advance and can run in any qualifying region. | Job deadlines, experiment ordering, reproducibility and quota limits. |
| Data preparation, indexing and synthetic-data generation | Often high, provided pipelines support queueing and replay. | Input freshness, downstream dependencies and storage throughput. |
| Backups, rendering and other offline analytics | High. These jobs can usually be delayed or relocated. | Retention policies, recovery objectives and delivery deadlines. |
Do not label an entire AI cluster “flexible” without measuring it. Record each job’s earliest start time, latest finish time, minimum run length, checkpoint behavior, accelerator type, data dependencies and acceptable quality-of-service impact. The result is a dispatchable workload catalogue rather than a vague promise to “use more solar.”

1. Forecast renewable availability and grid conditions
Combine site-level wind and solar forecasts with weather uncertainty, transmission constraints and the signals available from the local utility, balancing authority or market. A forecast should produce an expected range, not a single confident number. Schedule only the work that can still finish if output falls short.
2. Convert jobs into flexible blocks
Schedulers can express a training or batch job as a block with a power range, a start window and a deadline. A job might be delayed, run at fewer accelerators, moved to another approved site or paused at a checkpoint. The scheduler should also know the ramp time: changing thousands of accelerators is not instantaneous, and abrupt changes can violate facility or utility limits.

3. Match work to local signals
When renewable output is expected to be high and the grid can accept additional demand, the system can release queued jobs. When a utility or grid operator declares stress, the same control plane can defer jobs, reduce accelerator counts or move work elsewhere. A data center may therefore reduce, shift or—in a genuine surplus—temporarily increase consumption. Contracts and operating limits determine which action is permitted.
4. Verify what happened
Measure baseline load, dispatched load, actual response, job completion and any rebound after an event. Keep electrical telemetry separate from workload telemetry so the operator can show both the megawatts delivered and the service impact. Verification rules should be agreed before dispatch; otherwise a dispute over the baseline can erase the value of the response.

Flexible compute becomes a grid service only when the data center and the relevant utility, balancing authority or aggregator agree on a workable operating envelope. The exact terms vary by jurisdiction and program; there is no universal contract template.
- Telemetry: define the meters, data resolution, communications path and cybersecurity controls used to observe load and renewable output.
- Notice and response windows: specify how much advance warning is provided, how quickly the site must respond and how long an event may last.
- Ramp limits: establish the maximum increase or decrease per minute so controls do not create a new grid disturbance.
- Availability: state how many events the site may skip, what maintenance exceptions apply and whether response is seasonal.
- Baseline and verification: document the counterfactual load and the method for calculating delivered response.
- Compensation and penalties: identify payment for capacity or energy, treatment of non-performance and responsibility for telemetry failures.
- Operational boundaries: exclude safety systems, cooling protection, emergency power and workloads whose interruption would breach a customer agreement.
Enterprise energy-management services can connect data-center loads, batteries and renewable generation to utility or market signals. A Microsoft customer story describes GridBeyond serving commercial and industrial customers, including data centers, with that type of coordination. It is an example of the service category, not evidence that the same program or terms are available at every site.
Choosing a site: renewable potential is only one filter
A windy or sunny region is not automatically a good data-center location. Electricity can be abundant at a generator while the transmission path to a proposed facility is constrained. Interconnection queues, local congestion, water and cooling requirements, fiber routes, land, permitting and latency all matter.

Use a site-screening process that asks:
- Can the grid physically serve the facility? Confirm available interconnection capacity, delivery points and planned transmission upgrades rather than relying on regional renewable percentages.
- When does renewable output occur? Compare hourly wind and solar profiles with the hours in which the planned workload can run. A daily solar peak may not align with a training deadline or a night-time cooling strategy.
- What flexibility program exists? Determine whether the local utility or system operator accepts demand response from large loads, how it measures performance and whether an aggregator is required.
- What latency is acceptable? Interactive inference may need to remain near users even if another region has cheaper or cleaner electricity. Batch work is easier to relocate.
- How will low-output periods be covered? Size firm grid service, storage, contracted renewable supply and other resources for periods when wind and solar are unavailable.
The U.S. Department of Energy describes data-center demand as regionally variable and emphasizes the need for firm, continuous operation. It identifies solar, wind, batteries and efficiency as scalable near-term options while noting the role of clean firm resources for sustained demand.
Keep reliable power for services that cannot move
Workload flexibility should sit inside a reliability portfolio, not replace it. Reserve firm grid capacity for networking, storage, cooling, safety controls and latency-sensitive applications. A flexible queue cannot protect an inference API during a wind lull if the underlying electrical system is undersized.
A practical architecture has several layers:
- Firm supply: grid service and contracted resources sized for non-flexible load and the maximum safe operating condition.
- Flexible compute: batch and deferrable jobs that can be throttled, paused or moved without violating deadlines.
- Storage: batteries or other systems that bridge short gaps, smooth ramps and reduce the need for abrupt compute changes.
- Efficiency: improvements in power usage effectiveness, cooling and accelerator utilization that lower both the firm and flexible requirement.
- Clean firm options: resources selected for the site’s reliability needs when intermittent generation and short-duration storage are insufficient.
Backup generators may protect continuity, but their emissions, fuel logistics, permitting and operating limits must be included in the site plan. A claim that a workload “runs on solar” should state whether it means physical delivery, a contractual renewable purchase, hourly matching or an annual accounting convention.
A step-by-step implementation plan
- Inventory the workload. Export job histories and label each service by deadline, latency target, restart behavior, accelerator requirement and data location. Assign an owner who can approve interruptions.
- Set a safe electrical envelope. In cooperation with facilities and the utility, define minimum and maximum load, ramp rates, cooling limits and circuits that must never be dispatched.
- Build the control path. Connect the scheduler, facility-management system, meters and utility or aggregator interface. Use authenticated commands, independent safety interlocks and a manual override.
- Define the baseline. Choose the interval and calculation method used to compare actual load with expected load. Test the method against maintenance, outages and normal workload volatility.
- Run a shadow pilot. Receive forecasts and event signals without changing production. Simulate the dispatch to expose missing telemetry, jobs that cannot pause and unexpected rebound.
- Dispatch a limited workload set. Start with queued batch jobs and conservative response sizes. Record start delay, completion time, accelerator utilization, energy use and user impact.
- Add storage or relocation where justified. Use batteries to smooth short events or move eligible jobs to another connected site when local renewable output is unavailable. Do not assume storage can cover a multi-day weather pattern.
- Review every event. Compare contracted response with measured response, investigate failed commands and update job classifications before expanding the program.
Comparing implementation choices
| Approach | Best fit | Strength | Constraint |
|---|---|---|---|
| On-site workload shifting | Batch jobs at a facility with variable renewable availability | Uses existing compute and avoids moving data. | Limited by local interconnection, deadlines and the site’s renewable profile. |
| Cross-site workload relocation | Organizations with multiple connected regions | Can follow renewable output and grid conditions across locations. | Latency, data-transfer cost, residency rules and capacity at the destination. |
| Utility demand response | Large facilities able to reduce or shift load on request | Creates a measurable grid service and may provide compensation. | Requires telemetry, baselines, dispatch compliance and a local program. |
| Battery-assisted flexibility | Short events and fast ramps | Buffers sudden changes without immediately interrupting jobs. | Energy duration, degradation, interconnection and replacement cost. |
| More renewable procurement | Organizations seeking additional clean-energy supply | Can support new generation and long-term planning. | An annual contract does not guarantee hourly physical delivery or eliminate curtailment. |
Evaluate each option against five criteria: the fraction of jobs that can move, the site’s transmission and interconnection position, reliability during low-output periods, the controls needed for dispatch and verification, and the full cost and emissions-accounting method. Comparable prices and emissions outcomes are not universal; they depend on contracts, geography, storage and accounting boundaries.

| Figure | Scope and date | Correct interpretation |
|---|---|---|
| 3.4 million MWh | Utility-scale wind and solar curtailed in California during 2024; EIA report published 2025. | A regional, one-year measure of curtailed generation, not a global supply available to data centers. |
| About 100 GW | Demand response utilized globally as of 2024, according to the IEA in 2026. | An estimate of demand-response capacity, not renewable energy absorbed by AI facilities. |
| 4.4% of U.S. electricity in 2023; projected 6.7%–12% by 2028 | LBNL 2024 figures summarized by DOE. | A range for data-center electricity share and projection, not a settled outcome or a measure of curtailment. |
| 1 GW | Google-reported demand-response capacity included in long-term utility contracts in 2026. | A contractual capacity milestone, not independently verified energy delivered or emissions avoided. |
There is no single globally representative figure for wind and solar energy that data centers could absorb. Curtailment varies by region, season, transmission topology and market rules, so California’s total cannot be multiplied into a worldwide opportunity estimate.

What Google has demonstrated
Google says it has demonstrated reducing machine-learning workload power during grid events and has pursued utility demand-response agreements. The company describes shifting or limiting a portion of ML workloads; those descriptions should be treated as company-reported examples rather than independent performance evaluations.
“That’s why we’ve been working to bring flexible demand capabilities into our data center fleet, which enables us to shift or reduce power demand during certain hours or times of the year.”
Michael Terrell, Google Head of Advanced Energy, Google, “How we’re making data centers more flexible to benefit power grids,” August 4, 2025.
Common failure modes and how to correct them
Assuming a negative price proves curtailment
A negative or very low price can reflect many market conditions. Check whether the local operator recorded curtailment and whether the facility could physically receive additional power before claiming that a workload used otherwise-curtailed generation.
Building behind a transmission bottleneck
Low-cost renewable power may remain stranded at the generator. Obtain interconnection and deliverability studies, identify congestion periods and include planned upgrades in the decision rather than relying on a state-wide renewable statistic.
Best Value
Calling every AI job interruptible
Inference, serving infrastructure and deadline-bound training may not tolerate delays. Begin with queued workloads, document checkpoint behavior and enforce service-level exclusions in the scheduler.
Ignoring rebound load
If thousands of jobs restart simultaneously after an event, the resulting surge can stress the facility and grid. Stagger releases, cap ramp rates and include post-event load in verification.
Overlooking weather uncertainty
A forecast error can leave a deadline-bound job unfinished. Maintain reserve capacity, use probabilistic forecasts and keep a firm-power fallback for critical deadlines.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPromising universal savings or emissions reductions
Contract prices, storage costs, compensation, renewable matching rules and backup requirements differ by location. Publish the accounting boundary and measurement method instead of quoting a generic saving or carbon figure.
Leaving the contract vague
Disputes commonly arise over notice, baselines, telemetry outages and exceptions. Put response windows, verification, penalties, maintenance treatment and cybersecurity responsibilities in writing before connecting production controls.
Metrics for a responsible pilot
- Megawatts and MWh shifted, reduced or added during each dispatch.
- Percentage of eligible workload-hours served during high-renewable periods.
- Deadline miss rate, service-level impact and user-visible latency.
- Forecast accuracy and the frequency of emergency overrides.
- Ramp performance, rebound magnitude and event availability.
- Battery cycling, efficiency and state-of-charge margins when storage is used.
- Renewable matching method, curtailment evidence and the source and date of every accounting figure.
- Energy cost, demand charges, program compensation and incremental equipment cost.
These measurements let an operator decide whether flexibility is genuinely helping the local system, rather than merely moving consumption between accounting periods.
The practical decision
Use surplus wind and solar to run AI data centers by combining flexible workload scheduling with grid-aware siting, utility coordination and firm-power planning. The strongest first project is usually a bounded batch queue with clear deadlines, reliable telemetry and a conservative dispatch envelope. Expand only after measured events show that the facility can respond without harming customers or grid reliability. Curtailment is an opportunity for flexible demand, not free electricity; the value comes from matching controllable compute to the physical and contractual limits of the power system.
