How to Use MSCONFIG in Windows

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

MSCONFIG (msconfig.exe) is one of the fastest ways to troubleshoot Windows startup problems. It lets you temporarily change how Windows boots, disable services, and switch into Safe Mode without digging through multiple control panels.

This guide is written for Windows 10 and Windows 11. You’ll get exact steps, what each option actually means, and what to try when MSCONFIG changes don’t solve the issue.

Scope note: MSCONFIG controls system boot behavior and service startup. Startup apps (programs that launch at sign-in) are primarily managed in Task Manager, not MSCONFIG.

What MSCONFIG is and when to use it

MSC0NFIG is a built-in Windows utility that configures startup settings. It’s commonly used to isolate the cause of boot loops, crash-on-start, driver conflicts, or misbehaving services.

#1 Best Overall

Typical use cases include:

  • Boot problems: Windows won’t start normally, restarts repeatedly, or hangs on the logo.
  • Service-related instability: A specific background service appears to be causing crashes or errors.
  • Clean troubleshooting: Temporarily disabling non-essential services to identify what’s interfering.
  • Safe Mode access: Switching to Safe Mode when Windows won’t boot normally.

On most modern systems, MSCONFIG is still relevant—but the “startup apps” side of the equation is better handled by Task Manager.

Prerequisites and safety checks

You don’t need admin privileges in some scenarios, but many MSCONFIG actions require elevated access. If you can’t change settings, you’ll likely need to open it as Administrator.

  • Have a way back: Know how to revert to Normal startup (covered later).
  • Record changes: If you’re disabling services, take note of what you turned off so you can re-enable it systematically.
  • Be careful with security tools: Antivirus, VPNs, disk encryption agents, and backup utilities are usually services. Disabling them can break protection or connectivity.

If you’re in a loop (for example, Windows keeps rebooting), Safe Mode is often the fastest path to stabilize the system before changing anything else.

Open MSCONFIG on Windows 10 and Windows 11

There are several reliable ways to launch MSCONFIG. Use whichever fits your access level.

Method 1: Run dialog (fastest)

  1. Press Win + R.
  2. Type msconfig.
  3. Press Enter.

Method 2: Start menu search

  1. Click Start (or press Win).
  2. Type System Configuration or msconfig.
  3. Open System Configuration.

Method 3: Command Prompt or PowerShell

  1. Open Command Prompt or PowerShell.
  2. Run msconfig.
  3. If prompted, allow elevated privileges.

Method 4: Direct file path (for advanced users)

On most Windows installs, msconfig.exe lives at:

  1. %windir%\System32\msconfig.exe

Common MSCONFIG tasks (the ones people actually need)

The most valuable part of MSCONFIG is that it reduces startup complexity. You can make Windows boot with fewer moving parts, then reintroduce things one change at a time.

Below are the core workflows people use most often.

1) Switch to Safe Mode (or Safe Mode with Networking)

Safe Mode starts Windows with a minimal set of drivers and services. It’s ideal for diagnosing crashes, removing problematic drivers, or rolling back changes.

  1. Open System Configuration (msconfig).
  2. Go to the Boot tab.
  3. Under Boot options, check Safe boot.
  4. Choose one option:
    • Minimal (default): Safe Mode with basic drivers.
    • Alternate shell: Safe Mode with Command Prompt.
    • Network: Safe Mode with networking.
  5. Click Apply.
  6. Click OK.
  7. When prompted, choose Restart.

What to expect: On reboot, you’ll get a “Safe Mode” environment. If you selected Network, you’ll typically have Ethernet/Wi-Fi connectivity.

2) Use Selective Startup to narrow down issues

Selective Startup is how you temporarily disable parts of startup while leaving Windows mostly intact. It’s useful when you suspect a service or driver conflict but don’t need Safe Mode.

  1. Open System Configuration (msconfig).
  2. Go to the General tab.
  3. Select Selective startup.
  4. Uncheck Load startup items.
  5. Keep Load system services checked if you want services to run.
  6. Click Apply > OK.
  7. Restart if you’re ready to test.

If the problem stops, you’ve narrowed it down. From there, you can selectively disable services or re-enable items in controlled steps.

3) Disable services and re-enable them safely

Many startup issues come from third-party services (software updaters, monitoring tools, virtualization helpers, VPN daemons). MSCONFIG can disable them to find the culprit.

Dell Latitude 5420 14" FHD Business Laptop Computer, Intel Quad-Core i5-1145G7, 16GB DDR4 RAM, 256GB SSD, Camera, HDMI, Windows 11 Pro (Renewed)
  • 256 GB SSD of storage.
  • Multitasking is easy with 16GB of RAM
  • Equipped with a blazing fast Core i5 2.00 GHz processor.
  1. Open System Configuration.
  2. Go to the Services tab.
  3. Check Hide all Microsoft services.
  4. Click Disable all.
  5. Now re-enable only what you need to test. For troubleshooting, leave everything else disabled.
  6. Click Apply > OK.
  7. Restart and test stability.

If the issue returns, you can re-enable services one by one (or in small groups) until you identify the problematic service.

4) Run startup troubleshooting without breaking everything

Use a “minimal change” approach. Rather than disabling dozens of services at once, start with the smallest reduction that targets the suspected cause.

  1. If you suspect boot instability, start with Safe boot (Minimal).
  2. If the system is stable in Safe Mode, go back to MSCONFIG and use Selective startup first.
  3. If stability improves, then use the Services tab with Hide all Microsoft services to narrow down third-party services.

Manage Startup items: MSCONFIG vs Task Manager

MSC0NFIG includes an option called Load startup items, but modern Windows manages startup apps in Task Manager. If your goal is to stop third-party programs from launching at sign-in, use Task Manager.

Use this rule of thumb:

  • Startup apps at sign-in: Task Manager > Startup apps
  • System services and boot behavior: MSCONFIG

Disable startup apps in Task Manager (recommended for most users)

  1. Right-click the taskbar and choose Task Manager.
  2. Click the Startup apps tab.
  3. Select an app that you don’t need at boot/login.
  4. Click Disable.
  5. Repeat for other apps as needed.

You’ll typically see statuses like Enabled or Disabled. Disabling one app is safer than flipping multiple MSCONFIG settings at once.

Boot tab details: what each option does

The Boot tab is where MSCONFIG changes how Windows starts. These settings are the ones most likely to affect system recoverability.

Important: If you enable Safe Mode, you may keep it until you revert back to Normal startup.

Safe boot options

Option What it does When to use
Minimal Starts with minimal drivers/services Most troubleshooting and crash isolation
Alternate shell Uses Command Prompt interface When GUI is failing and you need commands
Network Includes networking components Need internet during repairs

Advanced options

Depending on your Windows version and configuration, the Boot tab may show options such as:

  • Number of processors: Limits CPU cores used for boot.
  • Maximum memory: Sets a cap on RAM Windows can use.
  • PCI lock: Historically relevant for driver conflicts on older hardware.
  • GUI boot: Controls the graphical boot experience.
  • Make all boot settings permanent: Helps prevent temporary changes from reverting.

For typical troubleshooting, you rarely need CPU/RAM limits or PCI lock. If you change them without a reason, you can make the problem harder to reproduce.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Services tab details: how to interpret what you see

The Services tab lists services that can start with Windows. MSCONFIG lets you disable them temporarily.

Two practical controls matter most:

  • Hide all Microsoft services: Reduces noise by filtering core Windows services.
  • Disable all / Enable all: Lets you start from a clean slate.

When you re-enable services, focus on third-party software that you installed or updated around the time problems began—antivirus updates, GPU drivers, VPN clients, and disk tools are common culprits.

How to revert your changes (reset to normal startup)

If you’re stuck in Safe Mode or your system won’t behave normally, revert to the default startup profile.

When MSCONFIG doesn’t fix the problem

MSCONFIG is great for isolating service/boot behavior, but it can’t address every issue (like a corrupted system file, failing storage, or a damaged boot environment).

Quick triage checklist

  • Try Safe Mode (Minimal) first.
  • If Safe Mode works, suspect a third-party driver or service (use the Services tab + selective re-enabling).
  • If Safe Mode also fails, the issue may involve core drivers, storage, Windows files, or firmware/boot components.

Advanced troubleshooting alternatives

Depending on what’s failing, these tools often provide deeper visibility:

  • Windows Recovery Environment (WinRE): Use for Startup Repair and system restore.
  • System File Checker (SFC) and DISM: Repair Windows system files.
  • Event Viewer: Identify the exact service/driver error before and after changes.
  • Device Manager: Roll back or remove recently updated drivers.
  • Task Manager > Startup apps: Disable sign-in launchers that MSCONFIG doesn’t properly manage for modern systems.

If you want a command-line recovery approach, run repairs from an elevated Command Prompt (or WinRE if you can’t boot normally).

Common mistakes and gotchas

  • Forgetting to uncheck Safe boot: You can end up permanently stuck in Safe Mode. Revert using Normal startup.
  • Disabling too much at once: Disabling every third-party service can hide the true cause. Use a smaller change set.
  • Assuming MSCONFIG disables startup apps: Modern Windows startup apps are handled by Task Manager. Use both appropriately.
  • Disabling essential security/networking services: If you’re troubleshooting connectivity or ransomware protection, be deliberate about what you turn off.
  • Not restarting to test: MSCONFIG changes won’t fully take effect until reboot.
  • Changing multiple variables: If you disable services and also update drivers at the same time, you won’t know what fixed (or broke) things.

FAQ

Will MSCONFIG delete any files?

No. MSCONFIG changes boot configuration settings and service startup behavior. It doesn’t remove personal files or uninstall programs by itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does Windows show System Configuration warning every startup?

MSC0NFIG can display a prompt after changes. If you don’t want the warning, open MSCONFIG and look for the option to not show the message (wording varies by build).

Is Safe Mode the same as Clean Boot?

Not exactly. Safe Mode changes how Windows boots (minimal drivers/services). Clean Boot typically refers to disabling non-Microsoft startup items and services so you can identify software conflicts—often achieved via Selective Startup and service filtering in MSCONFIG.

Can I use MSCONFIG on Windows 11 ARM or older PCs?

Yes, MSCONFIG exists across Windows installations. Options available on the Boot tab can vary based on hardware/firmware and Windows build, but the Safe boot and service disabling workflows are generally consistent.

What’s the safest troubleshooting sequence?

A common, low-risk sequence is: Safe Mode (Minimal) → if stable, use Selective startup and Services with Hide all Microsoft services → re-enable items gradually → revert to Normal startup.

Bottom Line

MSCONFIG is a reliable, built-in way to control Windows boot behavior and narrow down startup conflicts. Use it for Safe Mode access and service isolation, and use Task Manager for startup apps.

If your system still fails after a careful MSCONFIG test, treat it as a signal to move to deeper diagnostics like WinRE Startup Repair, SFC/DISM, and Event Viewer.
