Run Meta Llama on hardware you control instead of calling a hosted model. Install a local runtime such as Ollama or llama.cpp, download the model weights and accept Meta’s applicable license, then load a local model and keep cloud, web-search and remote-retrieval features disabled. For a stronger guarantee, stage and verify the files on an internet-connected computer, transfer them to an offline machine, and block networking before entering sensitive prompts.
Local inference protects prompts only when the runtime, model and every integration in the application are local. A local interface can still send data elsewhere through a cloud model selector, browser extension, plug-in, telemetry service or retrieval connector, so privacy is a configuration and network-control problem as well as a model-location problem.

What “private Llama” means in practice
When Llama runs locally, the prompt is processed by model files stored on your computer and the response is generated by that computer’s CPU, GPU or both. The prompt does not need to travel to a cloud provider. This is different from using a local-looking chat window that silently forwards requests to a hosted model.
The complete local path
A genuinely local request has four local components: the user interface, the inference runtime, the model weights and any retrieval or tool integrations. If one component is remote, information can leave the machine. For example, a local chat application may still call a hosted search engine, a remote embedding service or a cloud model when a local model is unavailable.

What local execution does not automatically protect
- Data already on the computer: prompts, chat histories and downloaded weights may be readable by other accounts, malware or backup software.
- Connected tools: web search, remote retrieval, browser automation, plug-ins and external APIs can transmit prompt text or retrieved documents.
- Network metadata: an application may send diagnostics or update checks even when generation itself is local.
- Output handling: copying a response into a cloud document, email or ticketing system creates a new disclosure.
For ordinary offline use, selecting a local model and disabling remote features is usually sufficient. For regulated, classified or contractually restricted data, use outbound firewall rules or an air-gapped computer and verify the boundary with networking disabled.
Choose a model that fits your computer
Model size determines whether local inference is practical. Meta’s deployment examples list memory requirements for Llama 3.2 and Llama 3.3 in FP16 (16-bit floating point). Those figures describe model memory, not the entire operating-system, runtime and context-window budget, so leave additional headroom.
| Model example | Meta’s stated FP16 memory example | What to plan for |
|---|---|---|
| Llama 3.2 3B | 6 GB | A small local experiment; allow extra RAM or VRAM for the runtime and context. |
| Llama 3.2 11B | 22 GB | A workstation-class setup is more comfortable; hybrid CPU/GPU execution may be needed. |
| Llama 3.3 70B | 140 GB | Usually requires a high-memory workstation or server and careful quantization. |
| Llama 3.1 405B | Approximately 750 GB of disk storage for the model download | A very large deployment with substantial storage, memory and operational requirements. |
These are Meta examples, not guaranteed performance targets. Actual speed and capacity depend on CPU, GPU, available RAM or VRAM, operating system, context length, runtime and quantization. A model can fit in total system RAM yet be too slow for interactive use, or fit in VRAM only after reducing its precision.

Quantization changes the trade-off
Quantization stores weights with fewer bits. llama.cpp documents formats from 1.5-bit through 8-bit and supports CPU/GPU hybrid inference. Lower-bit files generally need less memory and storage, but quality and speed depend on the quantization method, model, hardware and workload. Treat a quantized model as a deliberate capacity choice, not as an automatic upgrade: test the tasks that matter to you.
RAM, VRAM and disk are different limits
- VRAM: determines how much of the model can run directly on a GPU.
- System RAM: holds the operating system, runtime, context and any layers placed on the CPU.
- Disk: stores model files, caches and conversation data but does not substitute for memory during generation.
A 2 TB external SSD can provide useful room for several model revisions, quantized variants and checksums. It stores those files; it does not add RAM or GPU capacity, and a slower connection can increase load time.

Accept the license before downloading weights
Meta makes Llama weights available through Meta, Hugging Face and Kaggle. Direct Meta downloads require accepting the applicable model license. Do that before planning an offline transfer, because the connected step is where you receive the authorized download.
License terms vary by model and use
The Llama 4 Community License Agreement is effective April 5, 2025. It grants a limited, non-exclusive, worldwide, royalty-free license subject to its terms and incorporates Meta’s acceptable-use policy. If you distribute covered Llama materials or a product containing them, the agreement requires including the agreement and prominently displaying “Built with Llama.” Do not assume that a different Llama release has identical terms. Record the exact model version, license text and deployment geography for your project, and have counsel review redistribution or commercial use.

Keep an auditable model record
Alongside each model file, save the model name, revision or tag, quantization, source, download date, license version and cryptographic checksum. The revision matters: replacing a file with a newer or differently quantized build can change behavior and legal obligations.
Plan around expiring download links
Meta’s direct-download process sends a pre-signed URL that expires after 24 hours or five downloads. Start the transfer only when the staging computer has enough disk space and a reliable connection. If the link expires, request a new one rather than relying on a partially downloaded file.
Choose a local runtime
| Route | Best fit | Offline and network controls | Formats and acceleration | Trade-offs |
|---|---|---|---|---|
| Ollama local mode | Fastest beginner setup | Keep the model name local, avoid cloud model names and remote API base URLs, and restrict outbound traffic when required. | Manages local models through a desktop application and CLI; exact format support depends on the release. | Simple to operate, but large models can be slow without a strong GPU and the convenience layer can hide integrations that need review. |
| llama.cpp | Portability, tuning and air-gapped control | Run the command-line client or server entirely offline, bind servers to localhost and firewall outbound traffic. | GGUF and quantized inference with CPU, Apple Silicon, CUDA, HIP and Vulkan paths. | More decisions about model format, build and acceleration. |
| vLLM or TensorRT-LLM | High-throughput self-hosted serving | Keep the server, model storage and clients inside your network; apply network policy at the host and perimeter. | Designed for capable GPU servers and concurrent workloads. | Higher GPU, deployment and operations requirements than a desktop runtime. |
| ExecuTorch and other edge runtimes | Phones, laptops and embedded devices | Device-local execution is possible without a cloud request. | Support depends on the device, operators and model conversion path. | Model and operator coverage varies, so validate the exact target device. |
Ollama’s documentation distinguishes models running locally on the computer from cloud models running on its servers. The practical rule is to select a local model explicitly and inspect the application’s network behavior rather than trusting the interface label.

Beginner setup with Ollama
This route minimizes installation decisions. Perform the download and installation while connected, then switch to an explicitly local workflow before handling private material.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Install the desktop application or CLI from the current release for your operating system. Keep the installer and version information with your deployment record.
- Obtain an authorized model. Download the chosen Llama weights or a runtime-compatible local package after accepting the applicable license. Verify its checksum before importing it.
- Import or select the local model. Use the application’s local-model import flow, or create a local model from the file using the CLI syntax documented by your installed release. A typical pattern is
ollama create <local-name> -f Modelfile, with a Modelfile that points to the local weight file; labels and supported formats can change between releases. - Run the local model. Use a local name with
ollama run <local-model-name>. Do not select a cloud suffix, a hosted catalog entry or a remote API endpoint. Keep the model name and file path in your deployment record. - Check the endpoint. If another application connects to Ollama, configure it for the local endpoint supplied by your installation and keep the listener restricted to the same computer unless a trusted internal network is required.
- Turn off unnecessary integrations. Disable web search, remote retrieval, plug-ins, browser extensions and telemetry that you do not need. A local generation process can still expose text through those features.
- Perform the offline test. Disable networking, send a harmless prompt and confirm that the local interface still returns a response. If it fails, identify which component was trying to reach the internet before using sensitive data.
Keep updates and model downloads as separate, deliberate activities. Re-enable networking only for a planned update, then repeat the offline test and record the new runtime or model revision.
Controlled setup with llama.cpp
llama.cpp is useful when you want the smallest possible software boundary, portable binaries or explicit control over formats and networking. It supports GGUF models, quantized inference and several acceleration paths, including CPU, Apple Silicon, CUDA, HIP and Vulkan.
Prepare a compatible GGUF file
Choose a GGUF conversion or release that matches the Llama family and quantization you intend to run. Keep the original checksum, the GGUF checksum and the exact conversion details. Do not mix a tokenizer or configuration from a different revision without documenting the change.

./llama-cli -m /models/model.gguf -p "Write a short offline test response."
The executable name and flags can differ by release, so use the help output for the version you installed. The important properties are that -m points to a local file and no remote API base URL, model identifier or retrieval service is configured.
Serve a localhost API when an application needs one
For a local OpenAI-compatible interface, a typical pattern is:
./llama-server -m /models/model.gguf --host 127.0.0.1 --port 8080
Binding to 127.0.0.1 limits normal access to the same computer. It is not a substitute for an outbound firewall: the host can still make external connections, and another local process can read the API. Add authentication or a protected internal bind address only when needed, and keep the server off the public internet.
Select acceleration deliberately
Use the build and flags appropriate to your processor or GPU. CPU-only execution is the most portable but may be slow for larger models. GPU offload can improve latency while consuming VRAM; hybrid execution divides layers between GPU and RAM. Measure the workload you actually care about rather than assuming a published tokens-per-second number applies to your machine.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Build an air-gapped workflow
An air gap is stronger than simply choosing a local model because the computer has no network path available while sensitive prompts are entered. It also makes updates less convenient, so separate staging from operation.
Best Value
- 9.5X faster than hard disk drives with up to 1050MB/s read and 1000MB/s write, for significantly faster transfers
- Super-fast backups and instant storage expansion
- Built-in, double layer graphite sheets quickly conduct heat, enchancing heat dissipation to keep the drive cool, even during blazing fast transfers
- The drive is drop-resistant up to 2 meters for protection, ensuring durability for everyday and office use.
- Plug-and-play compatibility with a 2-in-1 USB-C/USB-A cable to easily use with your PC, Mac, tablet, smartphone, and more
- Prepare a connected staging computer. Confirm the operating-system architecture, runtime version and required drivers for the offline computer. Download only from the authorized model source and accept the applicable license.
- Download the runtime and weights. Obtain the installer, portable binaries or source dependencies, the selected model revision and any required tokenizer or configuration files. Keep copies of license documents.
- Verify before transfer. Calculate a cryptographic checksum on every file and compare it with the publisher’s value when one is provided. Record the command, hash, file size and revision.
- Use controlled removable storage. Copy the verified package to an encrypted or otherwise controlled drive. Scan it according to your organization’s policy, while recognizing that scanning software does not prove model provenance.
- Install on the offline computer. Disconnect networking before opening sensitive material. Install the runtime from the transferred package and place model files in a documented local directory.
- Remove network paths. Disable Wi-Fi and Bluetooth where appropriate, unplug Ethernet and apply outbound firewall rules. For a formal air gap, use a machine or network segment with no route to external services.
- Run a harmless prompt. Confirm that the local UI or localhost API responds with networking disabled. Inspect runtime logs for failed remote requests, update checks or missing local files.
- Lock the operating procedure. Keep prompts and outputs on approved storage, restrict removable-media use and document who can reconnect the machine. When an update is needed, repeat the staging, checksum and transfer process instead of reconnecting casually.
Harden the privacy boundary
| Control | Action | Why it matters |
|---|---|---|
| Model selection | Choose a local file or local model name; do not use cloud variants or remote API base URLs. | The interface may otherwise route the prompt to a hosted service. |
| Web and retrieval tools | Disable web search, remote retrieval and connectors unless each destination is approved. | Retrieved queries and document text can disclose sensitive context. |
| Extensions and plug-ins | Remove or disable browser extensions and plug-ins that call external services. | They can transmit text even when generation is local. |
| Telemetry | Turn off optional diagnostics and update checks; retain only what policy requires. | Usage metadata may reveal when and how the system is used. |
| Network policy | Use host-based outbound firewall rules; for the strongest requirement, remove network access entirely. | A technical block prevents an accidental integration from exfiltrating a prompt. |
| Server binding | Bind local APIs to localhost unless a protected internal service is required. | It reduces exposure to other machines and internet scans. |
| Logs and storage | Review logs, protect chat history and encrypt disks or backups according to your policy. | Local processing does not protect data from local compromise. |
Apply these controls before entering a real confidential prompt, not after a test has already exposed one. A short harmless prompt is useful for checking operation; it is not a substitute for reviewing the application’s complete integration list.
Verify that prompts stay on the device
- Start the runtime with the selected local model and note the process, listening address and model path.
- Disable networking or apply the outbound-deny rule.
- Send a harmless prompt that does not contain personal, business or proprietary information.
- Confirm that the response arrives through the local UI or localhost API.
- Review runtime logs and the operating system’s active-connection view for failed or unexpected external destinations.
- Check the application configuration for cloud model names, remote API URLs, web-search switches, retrieval connectors and plug-ins.
- Restore networking only when you intentionally need an update, then repeat the test after every runtime or model change.
If the test fails offline, do not infer that the model itself is cloud-only. More commonly, the application is trying to download a model, validate a license, call a remote tool or contact an update service. Identify and remove that dependency, or use a simpler local client.
Performance and storage decisions
Expect different behavior from different quantizations
A lower-bit model can make a previously impossible deployment fit in memory, but it may change response quality and speed. Compare quantizations on representative prompts: long-context summarization, code generation, structured output or whichever task matters to you. Keep the winning file and its checksum as a named, reproducible deployment artifact.

Context length consumes additional memory
The model weights are only part of the working set. Longer conversations and larger context windows require additional memory for the runtime’s cache. If a model loads but fails when a long document is supplied, reduce the context, use a smaller model or move to a machine with more memory.
Large models need operational planning
The 70B and 405B examples are not ordinary laptop installations. They can require large amounts of VRAM or RAM, multiple devices, high-capacity storage and careful cooling. A smaller model with a suitable quantization is often the practical choice for private interactive work, while larger models may be justified for a managed internal server.
Common failures and fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| The model will not load | Insufficient RAM/VRAM, an incompatible format or a damaged file. | Recheck the checksum, confirm the runtime supports the format, lower the quantization or choose a smaller model. |
| Generation is extremely slow | CPU-only execution, insufficient GPU offload, thermal throttling or an oversized context. | Use an acceleration build, adjust offload, shorten the context, improve cooling or select a smaller quantized model. |
| The local app asks for an internet connection | It is downloading a model, checking for updates, validating a remote service or invoking a plug-in. | Complete downloads while connected, disable the dependency and test again with networking blocked. |
| A supposedly local request appears in external logs | A cloud model, remote API base URL, web tool or telemetry path is enabled. | Inspect model selection and integrations, remove the remote endpoint, apply an outbound deny rule and repeat the harmless test. |
| Another computer can reach the API | The server is bound to a non-local interface or a firewall rule is missing. | Bind to localhost, restrict the listening interface and add host firewall rules; expose it internally only through an authenticated, protected service. |
| The checksum does not match | Incomplete transfer, changed revision or tampering. | Quarantine the file, obtain a fresh authorized copy and record the exact revision before use. |
| An update changed behavior | The runtime, model revision, quantization or prompt template changed. | Pin versions, preserve the previous verified files and test the new revision before deployment. |
Decide which deployment is appropriate
- Personal laptop and first local test: choose a small model and Ollama local mode, then disable cloud and web features before using private text.
- Maximum control on one workstation: use llama.cpp with a verified GGUF file, localhost binding and explicit firewall rules.
- Several users or high request volume: consider a self-hosted vLLM or TensorRT-LLM service on a protected internal network, with GPU capacity and access controls planned in advance.
- Phone or embedded device: evaluate ExecuTorch or another edge runtime against the exact model operators and hardware available.
- Strict no-network policy: stage downloads on a separate connected computer, verify checksums, transfer the package and operate the target machine offline.
Operational checklist
- Model family, revision, quantization and checksum are recorded.
- The applicable Meta license and acceptable-use requirements have been reviewed.
- Weights and runtime files were obtained before the offline session.
- The selected model is local, not a cloud variant or remote API target.
- Web search, remote retrieval, plug-ins, extensions and unnecessary telemetry are disabled.
- The local API is bound to localhost or a protected internal interface.
- Outbound firewall rules or full network isolation are active for sensitive work.
- A harmless prompt succeeded with networking disabled.
- Logs and active connections show no unexpected external destination.
- Updates are staged, verified and retested rather than installed during a sensitive session.
With those controls in place, Meta Llama can generate responses on your own hardware without sending prompts to a cloud provider. The privacy boundary remains valid only as long as the model, runtime, integrations and network path remain under your control.
