Use DigiLocker through digilocker.gov.in or the official mobile app, sign in with the documented OTP and security-PIN flow, fetch records from participating government issuers, and approve sharing only after checking the recipient and requested documents. For official work, prefer an Issued Document retrieved from the issuer; a scan you upload to DigiLocker Drive is not the same evidence.
This guide explains the complete process, the difference between document types, safe sharing and verification, legal limits, and fixes for common account and retrieval problems in India.

What DigiLocker does
DigiLocker is India’s government-backed digital document service. It connects a citizen’s account with participating departments and issuers so that available records can be fetched electronically instead of copied from paper. The service also provides a personal storage area, called DigiLocker Drive in current materials, for files that the user uploads.

An uploaded PDF, photograph or scan is supplied by you and appears in your uploaded-document area. Uploading a scan does not cause DigiLocker to verify that it came from a government issuer.

DigiLocker’s homepage reported more than 70 crore registered users and more than 900 crore issued documents as of October 5, 2026. Those are platform-reported counts, not an independent audit or a guarantee that every department or document type is available to every user.
What you need before signing in
- A phone or computer with an internet connection.
- The official website, https://www.digilocker.gov.in/web/signup, or the official DigiLocker mobile app. Do not enter credentials on a look-alike login page reached through an unsolicited message.
- A mobile number that can receive one-time passwords (OTPs). For Aadhaar-based authentication, the mobile number used for authentication must be linked to your Aadhaar record.
- A security PIN that you create during account setup or sign-in.
- For an issuer-sourced record, participation by the relevant department and a matching record in that department’s system.
DigiLocker’s FAQ describes authentication using a mobile number or Aadhaar and an OTP, followed by a security PIN. The signup flow indicates that an Aadhaar-verified account is needed to access verified documents. The terms also state that Aadhaar use for authentication is voluntary. In practice, this means you can create or access an account through the available authentication choices, but access to particular verified records may require the account and identity details that the issuer accepts.
Step-by-step: access a government document
1. Open the genuine DigiLocker service
- Type https://www.digilocker.gov.in/web/signup into your browser, or open the official DigiLocker app from your device’s trusted app store.
- Check the address before entering a phone number, Aadhaar details or PIN. Avoid links in forwarded messages and advertisements that imitate a government sign-in screen.
- The current signup page offers mobile-number signup and QR-code login through the DigiLocker mobile app. Choose the method shown on your screen.
2. Create an account or sign in
- Enter the requested mobile number or choose the available Aadhaar authentication option.
- Enter the OTP sent to the number used for authentication. Never tell the OTP to a caller, agent or document recipient.
- Set or enter your DigiLocker security PIN when prompted. Use a PIN that is not reused for banking, email or your phone lock.
- If Aadhaar authentication fails, confirm that the mobile number receiving the OTP is the one linked with Aadhaar. DigiLocker cannot complete that authentication when the numbers do not match.
Do not keep a session open on a shared computer. Sign out when finished, especially if you used a browser in a library, workplace or service centre.
3. Browse the available issuers
- After signing in, open Browse Documents. The FAQ describes this area as a directory of integrated issuers.
- Select the department or issuer that should hold your record, then choose the document type offered by that issuer.
- Enter the identifying details requested by the issuer, such as the number or personal information needed to locate the record.
- Submit the request and complete any additional authentication that the issuer requires.
Availability depends on the issuer. A department may be integrated but still have no matching record for you, may support only certain years or document types, or may temporarily be unavailable. DigiLocker cannot create an issuer record when the source department has not supplied one.

4. Confirm that the record is issuer-issued
A successful retrieval places the item under Issued Documents. It is an electronic record fetched from the issuing agency, not merely a file stored in your personal drive. DigiLocker’s FAQ explains the identifier this way:
“A URI is a Uniform Resource Identifier generated by the issuer department, which is mandatory for every e-document of the DigiLocker system.”
The URI is the link between the DigiLocker entry and the issuer’s repository. Keep the item in Issued Documents when you need to present it for an official purpose; do not replace it with a photograph or scan unless the receiving organization specifically asks for that format.

5. Open or download the record
- Open Issued Documents and select the record.
- Review the name, document number, issuer and other visible details for mistakes.
- Use the available view, download or share control. Save a copy only on a device or storage location you control.
- If the details are wrong, contact the issuing department. Editing a downloaded PDF or uploaded copy does not correct the issuer’s record.
Issued Documents versus uploaded files
Choosing the wrong copy is the most common DigiLocker mistake. Use this comparison before submitting anything to a school, employer, bank, transport office or other authority.

An uploaded scan can be useful when an issuer is not integrated, but label it accurately when submitting it. Do not describe a personal upload as an “issued” document.
How to share a document without giving away account access
DigiLocker describes sharing as a consent-based exchange. An organization requesting a document must be registered and must obtain your explicit consent. The technology overview describes sharing Document URIs through methods such as SMS or email, with recipient authentication. The FAQ also says sharing and access actions are logged.
Use a registered requester flow when available
- Open the request or notification inside DigiLocker and read the organization’s name, purpose and requested document types.
- Check that the request matches the transaction you started. A request for a driving record should not unexpectedly ask for unrelated identity or financial documents.
- Confirm the recipient before selecting Allow, Share or the equivalent consent control.
- Approve only the documents needed for that purpose. Consent is not a reason to provide your entire document collection.
- Complete any authentication shown by DigiLocker. Keep the OTP and security PIN private; they authorize your account action, not the recipient’s access.
- After sharing, review the activity or access history if the interface provides it. Keep a note of the organization and date for time-sensitive applications.
Send a URI only to a verified recipient
If you use a URI-based option, confirm the destination address and the recipient’s identity through a separate, trusted channel. A URI is not a substitute for checking who will receive the record. Do not post it publicly, place it in a group chat, or forward a request that you did not initiate.

- Your DigiLocker security PIN.
- An OTP received during sign-in, retrieval or sharing.
- Password or PIN screenshots that reveal the account controls.
- Unredacted documents when the recipient needs only a specific field and accepts a limited record.
DigiLocker’s consent and activity logs improve accountability, but logging does not undo a disclosure to the wrong person. Treat every approval as a permanent transmission unless the receiving organization confirms deletion under its own policy.

Verify a record when the recipient asks
The FAQ specifically describes verification for digital driving licences and registration certificates. Open the PDF and validate the issuer’s digital signature, or scan the document’s QR code with the DigiLocker app. Follow the receiving authority’s instructions if it requires one of these checks.
Do not present that method as a universal test for every DigiLocker record. Different issuers may provide different signatures, QR formats or validation instructions. If a record has no visible verification feature, ask the issuer or receiving authority how it wants the document checked rather than altering the file or relying on a screenshot.

DigiLocker’s FAQ lists several platform-described safeguards: OTP or biometric authentication combined with PIN validation, encryption for information in transit, timed logout, security audits, redundancy, and consent and activity logging. These controls reduce common risks, but they are not an unconditional guarantee that an account cannot be compromised.

If your phone or SIM is lost, contact your mobile operator and secure the account as soon as possible.
- Use a private connection for sensitive actions: avoid signing in on an unknown computer or an open public network. If you must use a shared device, use a private browser window where appropriate and sign out completely.
- Inspect messages carefully: DigiLocker will not need your PIN or OTP over a phone call. Treat urgent requests, shortened links and unexpected QR codes as warning signs.
- Limit stored copies: delete unnecessary downloaded files from shared folders, messaging apps and cloud-sync locations.
- Review consent: check the organization and document scope before every approval, even when the request appears in an official-looking workflow.
Legal status in India: important qualification
DigiLocker’s Terms of Use state that documents issued or shared through the service are legally equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. That statement applies to documents issued or shared through DigiLocker and the applicable Indian rules; it should not be extended automatically to every file uploaded by a user.
A receiving authority can still specify its own submission process, an original inspection, a particular issuer, or a different format for a particular procedure. Before travelling to an office or submitting an application, check that authority’s current instructions and whether it accepts the relevant DigiLocker issuer record.
Troubleshooting common problems
OTP does not arrive
- Wait briefly and use the resend control only after the displayed timer allows it.
- Check mobile signal, SMS blocking, spam filters and whether the number entered is correct.
- For Aadhaar authentication, verify that the number receiving the OTP is linked to Aadhaar.
- Do not ask another person to receive or disclose the OTP; resolve the mobile-number issue with the relevant telecom or identity service.
The account opens but a document is missing
- Return to Browse Documents and confirm that you selected the correct issuer and document type.
- Check the identifying number, spelling and date details against the issuer’s record.
- Confirm that the department participates in DigiLocker and that it holds a record for you.
- If the issuer is unavailable or the record is absent, contact that department. Uploading a scan is only a fallback for organizations that accept user-provided files.
The item appears in Drive, not Issued Documents
You uploaded it rather than fetched it from an issuer. Keep it labelled as an uploaded file and ask the department whether an issuer-integrated version can be retrieved. Do not claim that Drive storage confirms authenticity.
A recipient says the document cannot be verified
- Send the Issued Document entry or the approved sharing request rather than a screenshot.
- For a digital driving licence or registration certificate, use the PDF signature or DigiLocker QR-code validation described in the FAQ.
- Ask the recipient which issuer, format or verification step it requires.
- If the issuer’s personal details are wrong, request correction from the department that created the record.
You approved the wrong request
Record the organization, time and document shared, then contact that organization through a verified address and ask it to stop using or delete the copy if its policy allows. Review DigiLocker activity and secure your account if you suspect that your PIN or OTP was exposed. A log helps establish what happened but cannot guarantee that a recipient has not retained a copy.

A practical decision checklist
Use this sequence whenever you need to present a government document:
- Start at the official DigiLocker website or app.
- Sign in privately with your OTP and security PIN.
- Look in Browse Documents for the issuing department.
- Use the record in Issued Documents whenever the issuer supplies one.
- Check the recipient, purpose and requested scope before consenting to a share.
- Keep OTPs and PINs to yourself.
- Use the issuer’s signature or QR validation method when the document and recipient call for it.
- Follow the receiving authority’s current rules, especially when it asks for a specific format or an in-person check.
