Android’s Photo Picker lets you attach one or more photos or videos to an app while granting that app access only to the items you select. You do not need to approve broad photo-library access for this selection flow. The app receives temporary read access to the selected content URIs, not an unrestricted view of your gallery.
The exact buttons and layout vary by Android version and app, but the privacy model is consistent: open the app’s attach or import action, choose the system Photo Picker, select the media, and confirm. For developers, the AndroidX PickVisualMedia and PickMultipleVisualMedia contracts provide this flow in code, with a document-picker fallback on devices that do not have the newer picker.

What Android’s Photo Picker actually shares
The Photo Picker is a system-owned interface for choosing photos and videos for an app. Android Developers describes it this way: “The photo picker provides a safe, built-in way for users to grant your app access to only selected images and videos, instead of their entire media library.”
Recommended Free Tools
When you finish selecting, Android returns a content URI (or a list of URIs) to the requesting app. The app can read those selected items under a system-granted permission. It cannot browse every photo merely because the picker opened. This is selected-item access, not zero access: the files you deliberately choose are readable by the app.

For a normal attach, upload, edit, or share action, the app does not need to request a runtime permission for your whole photo library. That reduces the amount of media exposed and avoids a permission prompt for a broad collection. An app that maintains its own gallery browser or performs operations over your entire library may need a different permission model.
How to use Photo Picker in an app
Typical consumer flow
There is no universal Android setting that turns Photo Picker on for every app. The app must launch it for a selection action. Depending on the app, the entry point may be labeled Attach, Add photo, Upload, Insert from device, or a camera-and-gallery button.
- Open the app and start the action that needs media, such as composing a message or choosing an avatar.
- Choose the app’s gallery or photo option. If the app supports the system picker, Android opens the Photo Picker rather than immediately asking for broad media permission.
- Choose the media type offered by that app. A picker can be limited to images, limited to videos, or configured for both.
- Tap one item, or select several items when the app enables multi-select. The picker’s selection controls and maximum can differ by device.
- Use the confirmation control, commonly labeled Add, Done, or Use photos. The app then receives only the selected item references and continues its upload, edit, or share operation.
If you close the picker or press back without choosing anything, the app should treat that as cancellation. A well-behaved app returns to the previous screen without assuming that a photo exists.

The returned URI identifies the selected content through Android’s media or document provider. The app can open a read stream, inspect metadata that the provider exposes, display a preview, or send the selected bytes to its service. The picker does not silently authorize unrelated images that were not returned.
Temporary access is intended for the immediate operation. If an upload continues in the background or processing will resume after the normal temporary grant ends, the app can request a persistable grant with takePersistableUriPermission() when the returned provider supports it and when retaining access is genuinely necessary. Persisting a URI is a deliberate extension of access to that selected item; it is not a reason to request the entire gallery.
Developer implementation with AndroidX
Android’s guide recommends androidx.activity version 1.7.0 or newer for the Activity Result contracts. The implementation has four parts: register a contract, launch it with the allowed media type, receive the result, and read only the URI or URIs returned by the callback.

val pickMedia = registerForActivityResult(PickVisualMedia()) { uri ->
if (uri != null) {
// Read or share this selected content URI.
}
}
pickMedia.launch(PickVisualMediaRequest(PickVisualMedia.ImageOnly))
The example limits the request to images. The corresponding request can be video-only, image-and-video, or a specific MIME type. For example, a caller can request GIF files with a MIME-type filter when that is the actual requirement. The callback receives null when the user cancels or no item is selected, so the null branch is part of the normal flow.
Pick multiple items
Use PickMultipleVisualMedia(maxItems) when the user can select more than one image or video.
val pickMedia = registerForActivityResult(
PickMultipleVisualMedia(maxItems)
) { uris ->
if (uris.isNotEmpty()) {
// Process each selected content URI.
}
}
pickMedia.launch(PickVisualMediaRequest(PickVisualMedia.ImageAndVideo))
The requested maximum is subject to the platform’s own limit. Where the app needs to adapt its interface to that limit, query getPickImagesMaxLimit() and communicate the effective maximum to users. Do not assume that every device can enforce an arbitrary number supplied by the app.
Choose the narrowest media filter
- ImageOnly: use when videos have no role in the task.
- VideoOnly: use when the destination accepts videos but not still images.
- ImageAndVideo: use when both types are valid.
- A specific MIME type: use when the workflow accepts a format such as GIF rather than every image type.
A narrow filter makes the selection screen easier to understand and prevents the app from receiving media it cannot use.
What happens on devices without the modern picker
AndroidX can fall back to ACTION_OPEN_DOCUMENT when Photo Picker is unavailable. That document picker is supported on Android 4.4 (API 19) and later, so the same Activity Result code can cover substantially older devices.
The fallback is functionally different. In particular, the document picker may ignore the maximum item count requested through PickMultipleVisualMedia. If an app requires a strict cap, it must validate the returned list and explain any excess selections, rather than assuming the platform enforced the requested number. The fallback can also have a different appearance and provider list from the Photo Picker.
Code should therefore handle all of these outcomes:

Does Photo Picker require photo permissions?
No runtime permission is required to launch the Photo Picker or to receive the user-selected result. Android grants the requesting app temporary read access to the selected URI or URIs after the user makes the choice.
This is different from granting broad access such as permission to read all images or videos. An app can use Photo Picker for a user-driven upload without asking for that broader library permission. It should not describe the result as “no access,” because the selected URI is intentionally readable by the app.
When persistent access is appropriate
Temporary access is normally sufficient for an immediate preview, share, or foreground upload. A long-running transfer, deferred processing job, or workflow that resumes later may need the app to persist access to each selected URI. Android provides takePersistableUriPermission() for providers that support persistable grants. The app should persist only the selected URIs it still needs, release them when the work is complete, and continue to handle failures if a provider does not offer persistence.
Persisting a selected URI does not turn it into permission to scan the rest of the library. The privacy boundary remains the individual items the user chose.
Device support and version behavior
Availability depends on Android version, modular system updates, Google Play services on certain Go devices, and the device’s provider configuration. The following distinctions are more accurate than treating Photo Picker as one identical feature on every phone.
Free tools Windows power users keep installed

| Device or path | What to expect |
|---|---|
| Android 11 (API 30) and newer | Photo Picker is available on devices that receive the required modular system component updates. |
| Android 4.4 (API 19) through Android 10 | A backported picker can be installed on supported devices; availability depends on the device configuration. |
| Android Go, Android 11 or 12 | A backported picker can be available when Google Play services are present. |
| Any device where Photo Picker is unavailable | AndroidX invokes ACTION_OPEN_DOCUMENT, whose UI and multi-select behavior can differ. |
The system picker is updated independently of an app release, so its screens and capabilities can evolve as Android’s modular components change. Test cancellation, single selection, multiple selection, and fallback behavior on the device configurations your app supports.
Can Photo Picker show photos stored in the cloud?
It can, but only when an eligible cloud media provider is available on the device and integrated with the picker. In that situation, remotely stored photos or videos may appear alongside local items, and the user can select them through the same system UI.

Cloud visibility is not guaranteed for every account, phone, or provider. Do not promise that a particular cloud library will always be listed. The CloudMediaProvider API requires apps to use the system pick-images action; after the user chooses an item, Android issues a narrow URI permission grant to the requesting app. The app does not receive unrestricted credentials for the user’s cloud account.
If a cloud item is unavailable, the app should let the user retry, choose a locally available item, or use the app’s documented alternative. Treat provider availability as a runtime condition, not as a permission failure that can be fixed by requesting broad gallery access.
Photo Picker, broad permission, or a custom gallery?
The right choice depends on whether the app needs a one-time selection or ongoing control of the library. Android’s guidance favors the system picker for user-driven selection.
| Approach | Access scope | Runtime photo permission | Selection UI ownership | Compatibility considerations | Cloud-backed items |
|---|---|---|---|---|---|
| Photo Picker | Only the media the user selects | Not required for the picker flow | Android system | Modern picker where available; AndroidX document-picker fallback on older or unsupported devices | Eligible providers may expose remote items |
| Broad media permission | Potentially the library covered by the granted permission | Required for the relevant permission path | App decides how to browse after permission | App must handle permission states and Android compatibility changes | Depends on how the app and provider expose media |
| Custom gallery without broad permission | Whatever items the app can obtain through its own narrowly defined sources | Permission needs depend on those sources | App owns and maintains the UI | App carries compatibility, accessibility, and provider-integration work | Not automatic; provider support must be implemented |
A custom gallery is justified when the product needs specialized browsing, annotation, sorting, or private-media management that the system picker does not provide. It also creates more code to maintain and more edge cases around permissions and storage. A broad permission is appropriate only when the app’s core function genuinely requires library-wide operations, not merely because it wants one attachment.
Do not confuse Photo Picker with Android 14 Selected Photos Access
Android 14 introduced a separate selected-photos permission path for apps that maintain their own media browser. That model is not the same as a Photo Picker URI grant. The picker is a system selection interface: the user chooses items in Android’s UI and the app receives those selected URIs. Selected Photos Access is a permission model for an app that is asking to manage access while presenting its own gallery experience.
For an upload, share, import, or single-item editing action, prefer Photo Picker when it satisfies the requirement. Consider the separate permission path only when the app’s feature truly needs an ongoing, app-managed gallery view.
Google Play Apps Experience guidance
Google Play Apps Experience Program guidance updated August 26, 2026 says apps that let users select photos or videos should implement the standard or embedded picker in the primary journey to qualify for the program. The guidance lists exemptions, including some bulk photo operations and apps that access only their own private media. This is an Apps Experience Program qualification guideline, not a universal Android runtime requirement: an app does not gain or lose the platform’s picker solely because it is outside that program.
Best Value
Teams shipping an app should check the current program criteria and document any exemption that applies. The runtime behavior still needs to handle device availability and the AndroidX fallback.
Troubleshooting common picker problems
The app asks for full photo access
The app may not be using Photo Picker, or it may have a separate feature that needs library-wide access. Check whether the action is a one-time attachment. If it is, look for an updated app version or an alternate attach command that launches the system picker. Android cannot force an app to replace its own custom gallery.
The maximum number of photos is not enforced
This can occur through the ACTION_OPEN_DOCUMENT fallback. Validate the returned URI list, apply the app’s own cap, and tell the user which items were accepted. Do not treat the requested maxItems value as a guarantee on every device.
A cloud photo does not appear
Confirm that the device has an eligible cloud media provider and that the provider is available to the system picker. Cloud support is device- and provider-dependent. A missing cloud item is not proof that the app needs broad media permission.
The upload fails after the picker closes
Check that the app reads the returned URI while its grant is valid. For deferred work, use a persistable grant when the provider supports it, retain the permission only as long as necessary, and handle a provider that refuses persistence. Also test that cancellation is not being mistaken for a real URI.
The picker looks different from a tutorial
System components and fallback paths can change the layout. The app should rely on the Activity Result contract and returned data rather than searching for a particular button label or screen arrangement.
Implementation checklist
- Use
androidx.activity1.7.0 or newer. - Register
PickVisualMediafor one item orPickMultipleVisualMediafor several. - Request only the media type the feature accepts.
- Handle
nulland empty-list cancellation results. - Read only the returned content URI or URIs.
- Query
getPickImagesMaxLimit()when the interface needs to show the platform’s effective multi-select limit. - Validate the list yourself because the document-picker fallback can ignore the requested maximum.
- Persist selected URI access only for work that outlives the temporary grant, and only when the provider supports it.
- Test modern picker, backported picker, and
ACTION_OPEN_DOCUMENTfallback behavior. - Do not promise cloud-media visibility on devices that lack an eligible provider.
Bottom line
Use Android’s Photo Picker whenever a feature needs the user to choose photos or videos but does not need to manage the entire gallery. It avoids a broad runtime photo permission, gives the app temporary access to exactly what the user selected, supports local and—when available—cloud-backed media, and has an AndroidX fallback for older configurations. The app still receives real read access to selected URIs, so cancellation, persistence, multi-select limits, and provider failures must be handled explicitly.
