How to Use AI to Classify Products Under the Correct HS Code

Use AI as a classification assistant, not as the legal decision-maker. Give it a jurisdiction, tariff year, and a complete, evidence-backed product fact sheet. Ask it to retrieve the applicable tariff language, rank several candidate headings or subheadings, explain the General Rules for Interpretation and legal notes that support each candidate, identify missing facts, and show why alternatives were rejected. Then verify the recommendation against the current World Customs Organization (WCO) nomenclature and the importing jurisdiction’s tariff, and have a qualified reviewer approve classifications that could affect duty, licensing, quotas, trade remedies, penalties, or shipment continuity.

What an AI HS-code classifier can—and cannot—do

The Harmonized System (HS) is a legal classification framework. Its headings and subheadings are interpreted through the nomenclature, Section and Chapter Notes, the General Rules for Interpretation (GRIs), Explanatory Notes, Classification Opinions, and national or regional tariff measures. The first six digits are harmonized internationally, but importing jurisdictions can add further digits and their own statistical, duty, licensing, or trade-remedy provisions.

AI is useful because it can turn unstructured descriptions, datasheets, drawings, photographs, and supplier information into normalized attributes; search a controlled body of tariff text; rank plausible candidates; and produce a readable explanation for a reviewer. It cannot make a marketing description legally true, guarantee that its tariff data is current, or replace a customs authority’s ruling. A fluent answer is not evidence of a correct code.

The WCO’s BACUDA work describes a recommendation model trained on historical commercial descriptions. The model proposes several codes for a new description, after which a classification expert validates or corrects the recommendation. The BACUDA source describes its approach this way: “The model employs state-of-the-art natural language processing technology based on an artificial neural network called Doc2Vec.” That example illustrates the proper division of labor: machine ranking first, expert validation second.

Start with the jurisdiction and tariff year

Do not ask an AI model for “the HS code” without specifying where and when the goods will enter commerce. Record these fields before providing a product description:

  • Importing country or customs territory: classification after import can differ from classification at export.
  • Tariff edition or year: national and regional schedules change; the European Union’s Combined Nomenclature, for example, is updated every year.
  • Transaction or entry date: the applicable edition and measures depend on timing.
  • Required code length: ask whether the result should stop at the internationally harmonized six-digit level or continue to the destination’s national tariff line.
  • Special measures: note any known quota, licensing, sanctions, anti-dumping, countervailing-duty, excise, or statistical requirements that may apply.

Save these settings with the classification record. If the destination changes, rerun the legal check rather than assuming that a code accepted in one market transfers unchanged to another.

Build a fact sheet the model can actually classify

AI performs best when facts are specific, consistent, and traceable to documents. Replace promotional language such as “premium smart accessory” with measurable characteristics and an explanation of what the product does. Collect the following before prompting:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Commercial identity: invoice description, model number, brand or manufacturer, and supplier contact.
  • Composition: every material or ingredient, including relative proportions when relevant; identify coatings, laminates, fillings, batteries, and embedded components.
  • Principal function: what the item does, which function dominates when it performs several tasks, and what a buyer uses it for.
  • Technical specifications: operating principle, power source, voltage, capacity, connectivity, performance range, and compatible systems.
  • Physical details: dimensions, weight, form factor, and whether the item is supplied as a component, finished article, or unfinished article.
  • Manufacturing stage: raw material, blank, semi-finished item, finished product, replacement part, or accessory.
  • Presentation: retail packaging, protective packaging, bulk shipment, set, assortment, or kit; list every item in a set and how it is packaged.
  • Intended use and users: industrial, medical, household, laboratory, agricultural, professional, or other use, with evidence rather than assumptions.
  • Documents and images: datasheets, technical drawings, bills of materials, safety documentation, photographs from several angles, labels, and assembly diagrams.

Keep the original documents and a normalized version of the facts. If two documents conflict—for example, a datasheet says stainless steel while a supplier spreadsheet says aluminum—flag the conflict for resolution. Do not let the model silently choose one.

Use a structured prompt that demands evidence

A useful prompt defines the legal context, supplies the fact sheet, and constrains the output. It should ask for multiple candidates rather than a single confident guess.

Classify this product for import into [country or customs territory] under the tariff edition applicable on [date].

Product facts:
- Commercial description:
- Model and manufacturer:
- Principal function:
- Materials and composition:
- Technical specifications:
- Dimensions and weight:
- Manufacturing stage:
- Packaging, set, or kit details:
- Intended use:
- Attached documents and image observations:

Return:
1. Three ranked HS heading or subheading candidates.
2. The exact legal wording you relied on, with the source and tariff edition.
3. Applicable Section Notes, Chapter Notes, and General Rules for Interpretation.
4. The facts that support and weaken each candidate.
5. Missing facts that could change the result.
6. Rejected alternatives and the reason for rejecting each.
7. Confidence expressed as an explanation, not just a score.
8. Whether the proposed code is six-digit HS or a national tariff line.
9. A verification checklist for a customs specialist.

If your system supports retrieval, restrict it to the current official tariff, WCO nomenclature and interpretive material, and the destination authority’s published decisions. A general-purpose model with no controlled tariff corpus may produce plausible but obsolete text.

How the AI-assisted classification workflow works

1. Assess data quality before classification

The WCO’s AI guidance puts product-data quality first. Ask the model to list which required attributes are present, which are inferred, and which are missing. An uncertainty caused by an unknown material or incomplete function description is different from uncertainty between two legally similar headings; record both.

2. Normalize descriptions and attributes

Have AI convert supplier language into a consistent record: material names, measurable specifications, operating functions, degree of completion, and packaging status. Preserve the original wording alongside the normalized field so a reviewer can trace every transformation. Do not allow the model to infer a composition solely from a trade name or advertising claim.

3. Generate and rank several candidates

Require headings or subheadings, not just a final national tariff line. The model should explain the ranking and identify the fact that would most likely change it. A candidate list makes disagreements visible and gives the reviewer a defined comparison rather than an unsupported one-line answer.

4. Apply the legal notes and GRIs

For each candidate, inspect the relevant Section and Chapter Notes and the General Rules for Interpretation in their required order. Check whether an exclusion note removes the article from a heading, whether a specific description takes priority over a general one, and whether an unfinished article has the essential character of the finished product. For mixtures, composite goods, and sets, ask the model to state which rule it applied and why.

5. Verify the tariff text and code existence

Compare the proposed wording with the current WCO nomenclature and the importing jurisdiction’s tariff database. Confirm that the subheading exists in the stated edition and that any additional national digits are valid. The WCO publishes the nomenclature, Legal Notes, Explanatory Notes, Classification Opinions, and related tools used in interpretation. The European Union’s Combined Nomenclature is a regional example of a schedule that receives annual updates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Check official decisions with matching facts

Search published classification decisions, rulings, or opinions where the destination authority makes them available. Compare the actual facts—not merely the product name—including material, principal function, degree of completion, packaging, and technical specifications. A decision for a superficially similar item is not controlling if those facts differ.

7. Escalate material uncertainty

Send the record to a customs broker, trade-compliance specialist, or other qualified reviewer when an error could create significant duty exposure, licensing problems, quota overages, trade-remedy liability, penalties, or supply-chain disruption. Request a formal ruling when the jurisdiction offers that mechanism and the commercial risk justifies the time.

8. Preserve the audit trail

Store the complete input fact sheet, source documents, model name and version, retrieval corpus or tariff edition, prompt, generated candidates, rejected alternatives, citations, reviewer identity, decision date, and final code. Record why a missing fact was resolved and who approved the resolution. This file should allow another reviewer to reproduce the decision without relying on an unrecorded chat session.

How to compare two plausible HS codes

When the model returns two credible candidates, use a side-by-side legal comparison instead of choosing the one with the lower duty. The following framework keeps the analysis focused:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Question What to examine Why it matters
Legal wording Heading and subheading text in the current edition A small wording difference can control scope.
Notes and GRIs Section Notes, Chapter Notes, exclusions, and the rule applied Notes can override a seemingly close description.
Material and function Constituent material, principal function, and objective specifications Many competing headings divide goods by what they are made of or what they do.
Degree of completion Finished, unfinished, unassembled, or semi-finished status The same article can classify differently at different manufacturing stages.
Set or kit treatment Items included, retail presentation, and the component giving the set its essential character Packaging and presentation can change the applicable rule.
National measures Additional digits, statistical codes, licensing, quotas, and trade remedies A six-digit match does not settle destination-specific treatment.
Currency and precedent Tariff-year validity and official decisions with matching facts Old text or mismatched precedent can mislead.
Exposure and review Duty difference, regulatory impact, penalties, and ruling availability Higher-consequence choices deserve stronger evidence and independent review.

Ask AI to fill this comparison with quotations or precise references to the official text, then have a reviewer check every citation. If the decisive fact is unknown, the correct next action is fact collection—not a more forceful prompt.

Verification sources and what each contributes

WCO nomenclature and interpretive material

The WCO’s nomenclature supplies the international headings and subheadings. Legal Notes define scope and exclusions; Explanatory Notes provide technical interpretation; Classification Opinions address particular goods and can clarify difficult boundaries. The U.S. Customs and Border Protection describes Explanatory Notes as an official interpretation aid covering the scope and technical descriptions of headings and makes them available through the WCO Online Bookshop. Use the edition applicable to the classification date.

National and regional tariff schedules

The importing authority’s schedule controls national extensions, statistical suffixes, duty rates, and measures. A code that is correct at six digits may still be incomplete for entry. Confirm the complete line, unit of quantity, additional measures, and effective date in the destination system.

Published rulings and opinions

Decisions are useful evidence only when the product facts align. Record the decision identifier, date, jurisdiction, tariff edition, and the facts that match your item. Do not treat an AI-generated citation or an unverified web copy as an official decision.

Common AI classification failures and fixes

Stale tariff data

Symptom: the model quotes a heading that was renumbered, deleted, or amended. Fix: state the tariff year, use a current official database, and verify that the proposed code exists before reviewing duty or compliance consequences.

Marketing language mistaken for composition

Symptom: “carbon-style,” “leather-look,” or a trade name is treated as a legally relevant material. Fix: provide the bill of materials or laboratory-supported composition and ask the model to label every inference.

Six-digit HS confused with a national line

Symptom: the output stops at six digits even though the destination requires more, or it invents extra digits. Fix: request the code length explicitly and validate national digits in the importing authority’s tariff.

Incorrect precedent matching

Symptom: the model cites a ruling for a product with a different function, material, completion level, or presentation. Fix: make the model produce a fact-by-fact comparison and have a reviewer open the original decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Single-answer overconfidence

Symptom: the response gives one code without alternatives, missing facts, or legal reasoning. Fix: require ranked candidates, rejected alternatives, confidence explanation, and a verification checklist.

Image-only classification

Symptom: the model assigns a code from a photograph while critical composition or function remains unknown. Fix: use photographs and drawings as supplemental evidence, never as a substitute for technical and commercial facts.

Untracked model changes

Symptom: a later run produces a different recommendation and nobody can explain why. Fix: record model and prompt versions, retrieval sources, input documents, and decision dates in the audit file.

A practical review checklist before filing

  • The importing country or customs territory, tariff edition, and transaction date are recorded.
  • The proposed code’s digit length matches the destination’s requirement.
  • Composition, principal function, completion level, dimensions, and presentation are supported by documents.
  • Relevant Section Notes, Chapter Notes, Explanatory Notes, Classification Opinions, and GRIs were checked.
  • The code and all national extensions exist in the current official tariff.
  • Any cited ruling or decision matches the product’s material facts.
  • At least one plausible alternative was considered and rejected for a stated reason.
  • Unknown or conflicting facts were resolved or explicitly escalated.
  • Potential duty, licensing, quota, trade-remedy, and penalty exposure was assessed.
  • The prompt, model version, sources, documents, reviewer, and approval date are preserved.
  • A trigger exists to recheck the code after a product change or tariff update.

Keeping classifications current

Revisit a classification when the product’s material, firmware-linked function, packaging, manufacturing stage, supplier, or intended use changes. Also recheck after a new HS edition, a national tariff amendment, a new official ruling, or a change in trade measures. A recurring review calendar is useful for catalogs with long-lived stock, but event-based triggers are essential for redesigned products and regulatory changes.

Mark each record with its “valid as of” date and tariff edition. If the legal text changes, preserve the prior decision and explain whether existing inventory, open purchase orders, and future entries require separate treatment. This prevents a current AI output from silently overwriting the reasoning that supported earlier declarations.

What a defensible AI-assisted result looks like

A defensible result is not just a code. It is a dated decision package containing the product facts, source documents, jurisdiction, tariff edition, ranked candidates, legal notes and GRIs considered, reasons for rejecting alternatives, unresolved assumptions, official-source references, reviewer approval, and a recheck trigger. AI can assemble and clarify that package quickly, but the controlling answer comes from the applicable tariff and the person responsible for validating it.

The WCO published its BACUDA report on 3 March 2022 and an article on AI and classification on 18 October 2023; the CBP Explanatory Notes page is dated 13 February 2026. Those dates identify the referenced materials, not a guarantee that any tariff text remains current. Verify the edition in force for the shipment before filing.

Frequently Asked Questions

Can I use a chatbot to submit an HS code directly to customs?

Use the chatbot to prepare and explain candidates, but submit only a code that has been checked against the importing authority’s current tariff and approved under your organization’s compliance process.

What should I do if the supplier will not disclose the product’s composition?

Treat composition as an unresolved classification fact. Request a bill of materials, technical certification, or other reliable evidence; if the material could change the heading, escalate rather than guessing.

How should I handle a product that changes after import?

Record the manufacturing or assembly stage at import and reassess if the imported form, packaging, or degree of completion changes. The same commercial product name does not guarantee the same classification.

Is a high confidence score enough to approve a code?

No. Confidence reflects the model’s internal assessment, not legal validity. Approval requires current official text, matching facts, and documented human review.
