AI can turn a large collection of reviews, survey comments, support notes, and interview responses into a first-pass map of recurring themes. The reliable approach is not to ask for a vague summary. Define the decision you need to make, describe the dataset, set counting and privacy rules, require evidence for every theme, and have a person check the source comments before anyone acts on the result.
This workflow helps answer questions such as “What issues are reported most often?”, “Why are users failing at this step?”, “What improvements do they suggest?”, and “Did feedback change after a page update?” It treats AI as an analysis aid rather than an authority.

What AI should—and should not—do in feedback analysis
Qualitative feedback contains more than a positive or negative tone. A single response may praise the information, criticize navigation, and suggest a missing feature. AI is useful for finding similar wording across thousands of comments, drafting labels, and producing concise summaries. It cannot establish that a pattern is important, that a customer’s inferred motive is correct, or that a suggested fix will work.

Use a human review for category definitions, counts, quotations, language interpretation, privacy, and the decision that follows. For a small, detail-heavy collection, manual reading may be faster and more accurate than prompting a model. For a large collection, AI-assisted discovery followed by human checking is usually a practical compromise.
1. Start with the decision, not the tool
Before uploading anything, write the question the analysis must answer and identify who will use the result. A narrow question produces more useful categories than “Tell me what customers think.”
Turn a broad request into an answerable question
- Common issues: Which problems are mentioned repeatedly during checkout?
- Reasons for failure: What do users say prevented them from completing the application?
- Improvement ideas: What specific changes do respondents request?
- Change over time: Did comments about findability, comprehension, or technical errors increase or decrease after a page update?
- Task performance: What types of issues were most common for the task being studied?
State the product or service area, the customer task or journey, the relevant page or feature, the date range, and any release or policy change that could affect interpretation. If the collection covers several tasks, organize the analysis around the task. If it covers one page or a single dominant task, issue-based tags may be more appropriate.

2. Prepare and inspect the dataset before asking for themes
AI should first describe what it received. Provide only the context needed to interpret the text, such as a column description, channel, task, region, and date range. Do not ask for conclusions until the input has been checked.
Checks to request in the first pass
- Number of rows and the fields present.
- Missing comments, blank IDs, duplicate records, and repeated exports.
- Unclear categories, malformed dates, truncated text, or comments that contain only a rating.
- Languages and comments that require translation or specialist review.
- Very small subgroups that could make a percentage misleading.
- Personal, account, case, or other sensitive details that should be removed.
Keep a stable comment ID outside the model’s generated text. An ID such as FB-00482 lets a reviewer open the original record without copying a name or account number into the analysis. Preserve the original file in an approved location and work from a de-identified copy.
Choose a denominator before counting
“Thirty mentions” is not interpretable unless the reader knows whether the denominator is all comments, comments that contain a usable answer, respondents, or coded observations. Tell the model exactly what to count. Decide whether a comment can receive one primary theme or several overlapping themes. If multiple themes are allowed, say so and report that the theme counts can add up to more than the number of comments.
3. Protect customer privacy and choose an approved service
Remove names, email addresses, phone numbers, account numbers, case identifiers, precise addresses, and other direct identifiers before sending text to an AI system. Also remove information that your organization classifies as protected, confidential, or sensitive unless the service and workflow are explicitly approved for it.
Use the organization’s approved tool, workspace, retention setting, and contractual controls. A consumer-facing service may have different handling terms from an enterprise or API account. Check your legal basis, customer notice, data-residency requirements, access controls, and deletion process rather than treating “AI analysis” as an exception to normal data rules.
For OpenAI API workflows, the platform’s data-controls documentation (accessed October 13, 2026) says API content is not used to train or improve models by default and describes abuse-monitoring logs retained for up to 30 days by default, subject to exceptions and approved controls. Zero Data Retention and Modified Abuse Monitoring require eligibility or approval, and endpoint or feature limits can apply. Those product details do not by themselves authorize uploading customer information; confirm the controls and obligations that apply to your organization.

Privacy-safe handling checklist
- Replace identifiers with stable random IDs before analysis.
- Generalize unnecessary locations, dates, free-text names, and order details.
- Do not ask the model to infer health, ethnicity, income, disability, or other sensitive attributes.
- Restrict who can see raw comments, prompts, outputs, and exports.
- Record which tool, account, model, date, and retention setting were used.
- Delete temporary files and generated extracts according to your retention policy.
4. Give AI explicit analysis instructions
A strong prompt specifies the task, output format, counting rule, evidence standard, privacy treatment, and uncertainty requirements. The following pattern is adaptable to a spreadsheet, a document upload, or an API workflow:
Analyze the attached customer comments to answer: [specific question].
Context: [product or service], [customer task or journey], [date range], and
[relevant release, policy, or page change].
First describe the dataset. Flag missing values, duplicates, unclear entries,
language issues, and sample-size limitations.
Then propose a concise set of distinct recurring themes. For each theme, give:
- a plain-language label;
- the count and denominator, using this rule: [counting rule];
- supporting comment IDs and exact representative quotations;
- uncertainty, counterexamples, or comments that could fit another theme.
Use [one primary tag per comment / multiple tags when applicable]. Keep
one-off comments in “Other.” Do not infer causes or customer attributes that
are not stated. Remove or omit personal details.
End with questions and checks a human analyst must complete before sharing or
acting on the result.
This is a practical synthesis of the structured-prompt and validation recommendations from the Government of Canada Experience Office and OpenAI Academy; it is not a quoted official prompt. Make the instructions part of the analysis record so a later run can be compared with the first.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Specify what counts as evidence
Require comment IDs and exact quotations, with only the minimum text needed to support a claim. A paraphrase can hide a qualification or reverse the meaning. Ask for counterexamples and ambiguous comments, not just examples that fit the proposed label. If the comments are multilingual, require the original quotation alongside a translation and arrange a human check by someone competent in that language.
5. Select a manual, AI-assisted, or combined method
No single method is best for every corpus. Compare the practical trade-offs before committing:
| Method | Best fit | Advantages | Costs and risks |
|---|---|---|---|
| Manual coding | Small collections or comments requiring close reading | Direct context, transparent decisions, and easy inspection of unusual cases | Time-intensive at high volume; different analysts may apply labels inconsistently without a codebook |
| AI-assisted coding | Large collections where rapid grouping and summarization are needed | Quick first-pass clustering and discovery of repeated wording | Can merge distinct issues, miss nuance, misread language, or present plausible but unsupported conclusions |
| Combined workflow | Operational analysis that needs scale and an auditable result | AI proposes patterns while people define, test, and approve categories | Requires time for sampling, reconciliation, privacy review, and documentation |
Also consider language complexity, sensitivity, repeatability of the taxonomy, availability of a reviewer, and how easily each finding can be traced to source evidence. If the decision is high impact, increase the proportion of manual review and lower the amount of automation.
6. Build a usable theme map
Ask for broad, distinct labels supported by multiple comments. A theme should describe what customers are discussing, not a guessed root cause or a proposed solution.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesKeep categories distinct and manageable
Begin with a small set of mutually understandable tags. Government of Canada guidance suggests keeping the set under 15 tags for a task, while noting that this is guidance rather than a universal rule. Combine labels that readers would treat as the same issue, split labels that lead to different owners or fixes, and place genuine one-offs in Other rather than inventing a long tail of categories.
Document each approved tag with a definition, inclusion rule, exclusion rule, and one or more examples. For a large dataset, add a second level only when it improves a decision—for example, Findability followed by Search results and Navigation labels. Do not create detailed subcategories merely because the model can generate them.
Task-based versus issue-based organization
- Task-based: Group comments by the job the customer was trying to complete, then code issues within each task. This is useful when the corpus spans registration, payment, support, and other journeys.
- Issue-based: Use labels such as findability, comprehension, technical failure, or policy confusion when comments concern one page or one dominant task.
Choose one primary organizing principle for the report. Mixing task and issue levels without labeling them makes counts difficult to interpret.

Use a two-pass coding process
- Ask AI to propose candidate themes and show supporting IDs.
- Read a sample from every proposed theme, including borderline and “Other” comments.
- Rewrite labels and definitions in plain language; merge or split categories where the evidence requires it.
- Run the revised taxonomy over the corpus, preserving the original output for comparison.
- Manually inspect a new sample and all high-impact or sensitive comments.
Do not let a model silently change the taxonomy between runs. Keep the version of the labels, prompt, date, and reviewer decision with the final report.
7. Keep themes separate from sentiment, ratings, and causes
A theme answers what people are discussing. Sentiment describes positive, negative, or mixed polarity, either for the whole comment or for a particular aspect. Neither one proves why the problem occurred.
Use aspect-level sentiment when a response contains different reactions. For example, a customer may say the information was helpful but the site was difficult to navigate. Coding the entire response as simply “positive” or “negative” loses that distinction. Record the aspect and its sentiment separately from the theme.
Do not assume a star rating agrees with written text. Digital.gov’s case work describes low numerical ratings accompanied by positive comments and treats the mismatch as a survey-design issue to examine. That observation is a reason to inspect your own data, not a universal rate of disagreement.
When reporting a possible cause, label it as a customer-stated explanation unless another data source verifies it. “Customers say the error message is confusing” is supported by comments; “the error is caused by the database timeout” requires technical evidence.
8. Validate the output before sharing it
Validation is where a useful summary becomes an auditable analysis. Check the generated result against the source file and the question you started with.
Validation checklist
- Coverage: Do the theme counts reconcile with the stated denominator and tagging rule?
- Evidence: Does every theme have real supporting IDs and quotations?
- Representativeness: Are examples typical, or were only unusually clear comments selected?
- Definitions: Would two reviewers apply the labels in the same way?
- Intent: Does each label describe what the customer meant rather than what the analyst expected?
- Language: Were translations, slang, sarcasm, and culturally specific phrasing checked?
- Ratings: Were numeric scores kept distinct from written sentiment?
- Privacy: Are identifiers absent from the report and quotations?
- Limitations: Are small samples, missing fields, duplicate records, and uncertain classifications disclosed?
Sample comments from every category, not only the largest one. Read all comments classified as Other when feasible; they can reveal a missing theme. If a count changes after correction, retain the corrected result and note what changed in the analysis log.
The Canada.ca reusable feedback-theme prompt is marked “Human Review Required: Yes.” Its listed version is 1.3, last updated September 10, 2026. Treat that date as the version of the guidance, not as a guarantee that any model will produce a reliable result without checking.
9. Prioritize themes with context, not volume alone
A frequently mentioned issue deserves attention, but mention volume is not the same as severity, reach, or inequity. Respondents may encounter different barriers because of language, culture, geography, disability, technology access, socioeconomic conditions, or the channel through which they responded.

Where available, compare themes with analytics, call volumes, survey results, usability findings, task-success measures, incident records, or release data. Look for both under-reporting and over-representation: a group that has difficulty responding may be absent from the comments, while a highly engaged channel may generate many low-severity mentions.
A practical prioritization record
For each theme, record the evidence count and denominator, the affected task or audience, severity if it is directly supported, confidence in the coding, corroborating data, and the decision owner. Keep “not measured” separate from “low.” Do not convert a model’s confidence score into a business priority without a defined policy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.10. Turn findings into actions that can be checked
A theme report is useful only when someone can decide what happens next. Pair each approved theme with its evidence, a practical next step, an owner, and a check for whether the change helped.
Action format
- Theme: Plain-language label and definition.
- Evidence: Count, denominator, IDs, representative quotations, and limits.
- Action: A specific change grounded in what customers said and what the organization can control.
- Owner: Team or person responsible for deciding and implementing it.
- Follow-up: Metric, usability check, support trend, or new feedback question that would test the result.
For example, comments that repeatedly say a form field is hard to find support reviewing the label, layout, and instructions. They do not, by themselves, prove that a redesign will solve the problem. Define the follow-up measure before making the change so the next analysis can compare the same task and time window.
OpenAI Academy’s small-business customer-feedback template similarly recommends surfacing themes with evidence, proposing a short list of fixes, and adding a human check for sample size, policy, and edge cases. Keep proposed actions within the evidence and your organization’s policies.
11. Common failure modes and how to correct them
“Summarize these comments” produces generic prose
Why it fails: The model has no decision, taxonomy, denominator, or evidence requirement.
Correction: Add the exact question, task context, counting rule, IDs, quotations, and uncertainty instructions from the prompt pattern above.
Too many overlapping themes
Why it fails: Similar labels such as “confusing,” “unclear,” and “poor instructions” may describe the same underlying discussion.

Ratings replace close reading
Why it fails: A single score hides mixed reactions and can conflict with the written response.

A large volume is mistaken for high importance
Why it fails: Response channels and barriers influence who is represented.

- Write the decision question, audience, task, date range, and relevant change.
- Export the comments with stable IDs and preserve the original source securely.
- Remove direct identifiers and classify the data before selecting a service.
- Ask AI to profile the dataset and flag quality, language, and sample-size issues.
- Choose manual, AI-assisted, or combined coding based on volume, sensitivity, and review capacity.
- Provide the structured prompt with a denominator, tagging rule, evidence requirements, and privacy limits.
- Review candidate themes, define a concise taxonomy, and document examples and exclusions.
- Run the taxonomy, inspect samples from every category, and correct misclassifications.
- Reconcile counts, quotations, translations, ratings, and limitations against the source.
- Prioritize with corroborating data and known barriers, then assign an owner and follow-up check.
- Archive the prompt, taxonomy version, tool details, reviewer decisions, and final evidence so the analysis can be repeated.
This process preserves the speed advantage of AI while keeping the decision trail in human-readable form. A reader of the final report should be able to answer what was counted, why each theme exists, which comments support it, what remains uncertain, and who is responsible for the next step.
