To publish existing HTML on a WordPress site, first choose the correct route: create a WordPress Page with a Custom HTML block when the content should use your theme and remain editable in the dashboard, or upload a standalone .html file when it must be served independently from a specific server path. A 404 usually means the requested URL does not match the Page slug, file location, or server rewrite rules.
Choose between a WordPress Page and a standalone HTML file
These are separate publishing systems. A WordPress Page is content stored in WordPress and rendered dynamically through the active theme. A standalone HTML file is served directly from the web server’s filesystem and does not automatically inherit theme or WordPress setting changes.

Do not assume that uploading an HTML document to the Media Library turns it into a Page. The Media Library stores media; it does not create a routed WordPress document.
Option 1: Publish the markup as a WordPress Page
1. Create the Page
- In the dashboard, open Pages > Add New.
- Enter a title, then add a Custom HTML block.
- Paste the page markup into the block’s HTML panel.
- Use the block preview to check the rendered result, then select Publish (or Update for an existing Page).

2. Check the Page URL and slug
Before publishing, inspect the URL settings in the Page editor. The slug is the part of the permalink that identifies the Page. If an existing link points to the wrong slug, edit it and save the Page again. Confirm that the Page is actually published rather than scheduled, private, or still a draft.
3. Understand markup restrictions
In current WordPress documentation, beginning with WordPress 7.0, the Custom HTML block has separate panels for HTML, CSS, and JavaScript. The CSS and JavaScript panels are available only to users with the unfiltered_html capability. Without that capability, WordPress may sanitize saved content and remove elements such as <script> or <iframe>. Test the saved Page while signed in with the role that will maintain it; a preview that works for an administrator does not prove that another role can preserve the same code.

Option 2: Serve an independent .html file
1. Find the correct document root
Upload the file into the web server directory that corresponds to the site’s public document root. There is no universal folder name: WordPress may be installed in a subdirectory while the site is served from the domain root, and hosting layouts differ. Confirm the document root in your host’s documentation or file manager before uploading.
2. Match the URL exactly
If you upload landing.html to a directory represented publicly as /campaign/, the direct URL is typically https://example.com/campaign/landing.html. The requested URL must match the directory, filename, spelling, capitalization, and extension. A file named Landing.html can fail on a case-sensitive server when the link requests landing.html. A file placed in a subdirectory is not available at the domain root unless the server is configured to map it there.

3. Keep file and Page routing separate
A direct file request and a WordPress Page permalink follow different routing paths. Do not troubleshoot a missing standalone file by changing the Page slug, and do not expect a Page created in the dashboard to appear at the filename of an uploaded document.
Fix a 404 on a WordPress Page
Confirm the Page and its slug
- Open Pages > All Pages and verify that the intended Page exists.
- Confirm it is published and publicly viewable.
- Open the editor, inspect the URL/slug, and update the Page after correcting it.
- Test the exact permalink shown by WordPress rather than a manually typed variation.
Refresh WordPress rewrite rules
For a published Page that still returns a pretty-permalink 404, open Settings > Permalinks. Merely visiting this screen flushes WordPress rewrite rules; clicking Save is not required for that flush. This is the official Settings Permalinks procedure.

Check server routing if the 404 remains
A persistent pretty-URL failure can indicate missing or inactive server rewrite configuration. WordPress identifies inactive Apache mod_rewrite as one possible cause and discusses recovery in its troubleshooting guide and common-errors documentation.
Apache and Nginx require different fixes
Apache
Apache commonly uses .htaccess and the mod_rewrite module to send WordPress permalinks to WordPress’s front controller. If those rules are missing or the module is inactive, ask the host to verify the site’s rewrite configuration. Do not edit a production .htaccess file unless you understand the existing rules and have a recovery method.

Nginx
Nginx does not use Apache’s .htaccess mechanism. It uses server-block configuration, commonly with try_files routing that falls back to index.php for WordPress URLs. Follow the official Nginx guidance instead of pasting Apache directives into an Nginx configuration.
If WordPress is installed in a subdirectory, the location mapping also matters; see Giving WordPress Its Own Directory. Configuration changes normally require server-administrator access. When you cannot edit them, contact the host and provide the failing URL, whether it is a direct file or a WordPress Page, and the web server type if known.
A practical 404 troubleshooting sequence
- Identify the intended result: a dashboard-managed Page or an independently served
.htmlfile. - Verify the published object: for a Page, check publication status and slug; for a file, compare the requested URL with the exact uploaded directory and filename.
- Refresh permalinks: visit Settings > Permalinks when a WordPress pretty URL returns 404.
- Classify the server: determine whether the site runs Apache or Nginx and have the corresponding rewrite configuration checked if the error persists.
- Re-test saved markup: if a Custom HTML block contains scripts or iframes, verify the saved output with the account that will maintain the Page and check whether WordPress sanitized it.
What to send your host when you need help
- The complete URL that returns 404 and the time you tested it.
- Whether the URL is a WordPress Page permalink or a direct
.htmlfile. - The Page slug, or the exact server filename and directory.
- Whether visiting Settings > Permalinks changed the result.
- The web server type, if your hosting panel identifies it.
This information lets the host distinguish a missing file from a WordPress rewrite failure without changing unrelated settings.
