How to Upgrade to Terraform Google Provider 8.0 Safely

Treat Terraform Google provider 8.0 as a breaking-change migration, not a routine version bump. Inventory every Google resource and data source in your root and child modules, compare them with the official v8.0.0 upgrade guide, replace removed resource types, review schema and default changes, pin the exact provider version you intend to test, and inspect the complete plan before applying it.

Version 8.0.0 is not the newest Google provider release: the official releases page listed 8.6.0 as the latest release on October 13, 2026. You may still need 8.0.0 for compatibility or a controlled rollout, but make that choice explicitly rather than assuming an unqualified upgrade command will select it.

What a safe 8.0 migration looks like

A safe migration has four distinct controls:

  1. Discovery: identify provider versions, aliases, modules, resources, data sources, state, and lock-file selections.
  2. Compatibility work: migrate removed resources and adjust arguments, types, defaults, and collection schemas called out in the v8.0.0 guide.
  3. Version control: constrain the provider to the release you intend to evaluate and commit the resulting lock-file change.
  4. Plan-based approval: run validation and a full plan, investigate every replacement or deletion, and apply only after the plan matches the reviewed migration.

Terraform providers are released independently from Terraform itself. The Google provider does not automatically move to a new release after you have begun using it, so changing configuration and deliberately running the initialization upgrade command are separate decisions.

Check whether 8.0.0 is the right target

The v8.0.0 release is a specific migration target, not the current 8.x tip. On October 13, 2026, the release list showed 8.6.0 at the top, followed by 8.5.0, 8.4.0, 8.3.0, 8.2.0, 8.1.0, and 8.0.0. Recheck the live release list when you publish or begin the work because that ordering can change.

Target When it makes sense What to verify
Remain on 7.x temporarily Your configuration uses removed resources, you need time to redesign them, or the team cannot yet approve the v8 plan. Continue using a deliberate 7.x constraint and schedule the migration rather than allowing an accidental major-version change.
Move specifically to 8.0.0 A platform, module, or organizational compatibility requirement calls for the first 8.0 release. Use an exact constraint and review all v8.0.0 breaking changes before applying.
Move to a later 8.x release You want fixes or features added after 8.0.0 and can accept the later release’s own changes. Read the 8.0.0-to-target release notes as well as the 8.0.0 guide; do not assume a later 8.x release has identical behavior.

The provider maintainers’ major-release guidance recommends pinning because a major version contains breaking changes. For this migration, pinning is a review control, not a promise that the plan will be risk-free.

Inventory the configuration before changing anything

Record the starting point

In the branch or workspace used for the migration, record the Terraform CLI version, current Google provider constraints, selected versions in the dependency lock file, backend and workspace, and the current plan or state snapshot used by your team’s normal change controls. These records let you distinguish a provider-induced change from an unrelated configuration change.

Search every module and provider alias

Search root modules and child modules for all google_* resources and data sources. Include resources reached through module calls, aliased google providers, and any google-beta configuration. A resource can be absent from the root module and still be affected because a child module creates it.

Make an inventory with at least these columns:

  • Module path and resource or data-source address.
  • Resource type and provider alias.
  • Arguments affected by defaults, validation, collection-type, or state changes.
  • Whether the object is managed in the current state.
  • Planned replacement, rewrite, or explicit confirmation that no v8.0 change applies.

Separate standard and beta providers

The standard google provider contains generally available features. google-beta supports preview features, and pre-GA products can have limited support or compatibility differences between pre-GA versions. The two providers can be used together, but inspect both release pages and the beta upgrade guidance when your configuration uses google-beta. The detailed change inventory below is for the standard Google provider’s v8.0 release.

Removed resources that require configuration changes

Do not wait for Terraform to infer replacements for removed types. A removed resource may appear as a deletion in the plan, while the replacement is a new object with a different schema and address. Rewrite the configuration and decide how existing infrastructure will be represented before approving such a plan.

BeyondCorp resources and data sources

Version 8.0 removes the BeyondCorp app connection, app connector, and app gateway resources and their matching data sources. The upgrade guidance identifies these replacement resource types:

  • google_beyondcorp_security_gateway
  • google_beyondcorp_security_gateway_application

Map the old connection, connector, or gateway concepts to the new security-gateway model in configuration. Review names, references, dependencies, and import or state-address handling as part of that redesign; do not assume that changing only the type label preserves the old object identity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IAP brand and client objects

The release removes IAP brand and client resources and the IAP client data source. The retrieved v8.0 guidance lists these removals but does not identify replacement resource types for them. Treat each occurrence as a design decision: determine whether the object is still required, whether it is now managed elsewhere, or whether the module should stop creating it. Do not invent a replacement solely to make the plan pass.

ML Engine model deployments

The google_ml_engine_model resource is removed. The migration destinations named in the guide are Vertex AI endpoint resources or Vertex AI Model Garden resources. This is a service-model migration, not merely a provider-type substitution. Recheck model deployment, endpoint, traffic, and dependency assumptions in the module before changing state or applying.

Schema, default, and validation changes to inspect

Even when a resource type remains, v8.0 can change the resulting plan. These are the release guide’s highlighted examples; they are not a prediction that every configuration will contain every diff.

Area v8.0 change Why the plan needs attention
BigQuery Data Transfer sensitive parameters A constraint changes from allowing at least one value to requiring exactly one. A configuration that previously supplied multiple values can fail validation or require a deliberate rewrite.
Cloud Run worker pools HTTP header names are required when headers are configured. Existing header values without names must be completed before planning can succeed.
SCIM tenants claim_mapping is required when creating a tenant. Creation plans need the mapping explicitly; an omitted argument is no longer acceptable.
Secret Manager write-only data secret_data_wo_version is required when secret_data_wo is set. Write-only secret configuration must include its version relationship.
BigQuery Data Transfer write-only secret version The type changes from integer to string, with state migration. Review state and configuration representation instead of treating a type-related diff as an application change.
Secret Manager write-only secret version The type changes from integer to string, with state migration. Check the planned state migration and any modules that pass numeric expressions.
BigQuery dataset collation default_collation no longer has default_from_api. Explicitly setting it to an empty string clears collation. An explicit empty value now has a meaningful clearing behavior.
Cloud Security Compliance cloud_control_details changes from a list to a set. Ordering is no longer the same kind of state value; remove order-dependent assumptions.
Compute service attachments Several fields and collections change. Inspect each service-attachment resource in use rather than assuming an unchanged schema.
Compute backend services and global forwarding rules The default load_balancing_scheme changes from EXTERNAL to EXTERNAL_MANAGED. An omitted argument can produce a plan change. Decide whether to set the intended value explicitly.
GKE logging and monitoring enable_components changes from a list to a set. Ordering-based differences may disappear or state may be normalized.

The release page’s excerpt is an inventory of notable changes, not a substitute for reading the complete versioned guide. Check every resource and argument in your inventory against that guide before applying.

Pin the provider deliberately

terraform {
  required_providers {
    google = {
      source  = "hashicorp/google"
      version = "= 8.0.0"
    }
  }
}

If your policy permits patch updates within the 8.0 line, use the narrow constraint your team has approved rather than an unconstrained or broad major-version range. Keep separate constraints for google and google-beta when both are declared, and verify that aliases in provider blocks point to the intended configuration.

Do not use the deprecated provider-block version argument

Terraform’s configuration reference describes provider version constraints in required_providers. The version argument in a provider block is deprecated; place the constraint in the required-providers declaration instead.

Understand the lock file

After selecting the target, commit the dependency lock-file change with the configuration according to your team’s repository policy. The constraint states what versions are acceptable; the lock file records the selected package and platform checksums. Review both in code review so a later initialization does not silently select a different provider.

Run the upgrade in a controlled sequence

  1. Create a migration branch or equivalent isolated change. Keep unrelated infrastructure edits out of the branch so plan differences remain attributable.
  2. Update resource configuration first. Replace removed types and address required arguments, changed types, collection semantics, and explicit defaults identified during the inventory.
  3. Set the intended version constraint. Use the approved v8.0 target in required_providers, including any separate beta-provider constraint.
  4. Run initialization with upgrade enabled. Use terraform init -upgrade after the constraint is in place. Without a deliberate constraint, this command can select a later stable release instead of 8.0.0.
  5. Validate configuration. Run your normal formatting and validation checks, then resolve provider-schema and argument errors before planning.
  6. Generate a complete plan. Review the plan for every module and provider alias, not only the resources you edited.
  7. Investigate destructive or surprising changes. Stop if the plan proposes an unreviewed deletion, replacement, default change, or state/schema error. Determine whether it comes from a removed resource, a changed default, a collection conversion, or an unrelated configuration difference.
  8. Apply only the approved plan. Use the same controlled workspace and backend represented in your review. Afterward, inspect state and confirm that dependent workloads behave as expected.

How to read the plan during a major-provider upgrade

Expected-looking changes

  • Normalization caused by list-to-set conversions, such as GKE component collections or Cloud Security Compliance details.
  • Type representation changes for write-only secret-version fields, provided the state migration is understood.
  • An explicit load-balancing scheme change that you intentionally selected after reviewing the new default.
  • Creation of a deliberately designed replacement for a removed resource, accompanied by a clear state and dependency plan.

Stop-and-investigate changes

  • A removed BeyondCorp, IAP, or ML Engine object planned for deletion without a replacement design.
  • A backend service or global forwarding rule changing scheme when the resulting behavior was not explicitly chosen.
  • Replacement of an unrelated compute, networking, IAM, or data resource.
  • Validation failures caused by newly required arguments that have not been reviewed with the service owner.
  • State errors involving write-only fields, sensitive values, or provider aliases.

Do not approve a plan merely because it contains no errors. A syntactically valid plan can still represent an unreviewed replacement or a changed service default.

Rollback and recovery decisions

Pinning lets you return the configuration to the previously selected provider release while you diagnose a migration issue, provided the configuration remains compatible with that older schema. Keep the migration commit separate from unrelated changes, preserve the pre-migration plan or state record required by your controls, and do not manually edit state to hide a provider error.

If a replacement resource has already been applied, reverting the provider binary alone does not recreate the old resource type or undo service-side changes. Recovery then depends on the specific resource, state address, import or recreation procedure, and your organization’s change controls. Treat that as a resource-specific incident, not as a generic provider downgrade.

Final pre-apply checklist

  • The target is intentionally 8.0.0 rather than an accidental selection of a later 8.x release.
  • Every root and child module has been searched for google_* and google-beta resources and data sources.
  • Removed BeyondCorp, IAP, and ML Engine types have an approved migration or removal decision.
  • Changed validation rules and required arguments have been addressed.
  • Write-only secret-version type changes and state migrations have been reviewed.
  • List-to-set conversions and the load-balancing default change have been evaluated for resources actually in use.
  • Provider aliases, backend, workspace, lock-file selection, and plan context match the intended environment.
  • The full plan contains no unreviewed destruction, replacement, or default change.
  • Post-apply state and workload checks are assigned and ready.

Bottom line

Upgrade safely by treating Google provider 8.0 as a planned breaking migration: inventory first, follow the complete v8.0.0 guide, replace removed resources, pin the exact target, run terraform init -upgrade, and require a resource-by-resource plan review before apply. Because 8.6.0 was already listed as latest on October 13, 2026, confirm that 8.0.0 is the compatibility target you actually want before starting.
