To update an Indian GST rate safely, first identify the official notification and its effective date, then apply the CGST Act’s Section 14 time-of-supply rules to every transaction near the changeover. Only after that should you change tax masters, item mappings, catalog feeds, invoice templates, and e-invoice payloads. Keep previously issued records intact unless the legally correct correction route requires an amendment.
Why a GST-rate change is more than editing an invoice field
A rate change has two separate dimensions: the legal rate for each transaction and the configuration that makes software calculate and report that rate. They must be handled in that order. Changing a tax code globally before deciding which transactions are legally affected can recalculate open orders, advances, returns, or historical documents incorrectly.

The effective date comes from the relevant government notification, not from the date a news article, spreadsheet, or accounting user changes a setting. The GST Council’s FAQ states that the 2025 rate changes for goods and services other than specified tobacco products took effect on 22 September 2025. Cigarettes, chewing-tobacco products such as zarda, unmanufactured tobacco, and beedi were treated separately, so the product classification and notification must be checked before applying that date broadly. Read the GST Council FAQ on the 2025 rate changes and the applicable rate notification.
The Press Information Bureau also published a 2025 GST-rate FAQ. Use official material to confirm the HSN or SAC, rate, conditions, exemptions, composition-scheme treatment, and effective date for the exact item or service.

How Section 14 decides the rate when dates straddle a change
Section 14 of the Central Goods and Services Tax Act controls the time of supply when the tax rate changes. It does not allow a universal “invoice-date rule.” The statute says that “the time of supply, where there is a change in the rate of tax in respect of goods or services or both, shall be determined in the following manner.” Read the current text in the CBIC version of the CGST Act, Section 14.
Determine whether the supply occurred before or after the rate change. Then record three dates: the supply date, the invoice date, and the payment-receipt date. Apply the statutory branch rather than choosing whichever date is easiest to find. For this purpose, check how the Act defines receipt of payment; the relevant date can depend on when the amount is entered in the supplier’s books or credited to the bank account.
| Supply timing | Invoice timing | Payment timing | Section 14 result to check |
|---|---|---|---|
| Before the rate change | After the change | After the change | Earlier of the invoice date or payment-receipt date |
| Before the rate change | Before the change | After the change | Invoice date |
| Before the rate change | After the change | Before the change | Payment-receipt date |
| After the rate change | Before the change | After the change | Payment-receipt date |
| After the rate change | Before the change | Before the change | Earlier of the invoice date or payment-receipt date |
| After the rate change | After the change | Before the change | Invoice date |
The table is a practical reading aid, not a substitute for checking the statutory wording and the facts of the transaction. Goods and services, continuous supplies, advances, reverse-charge transactions, and special categories can require additional analysis. If a contract, dispatch, completion certificate, or payment event is disputed, document the legal basis used for the decision.
Step 1: Confirm the notification and create a change record
- Find the official notification. Record its number, publication date, effective date, and the authority issuing it. Do not rely on a circular message or an informal rate list as the final source.
- Map the affected classification. List every HSN, SAC, product variant, service code, exemption, concessional condition, and cess that may change. A description such as “machine parts” is not enough if different classifications carry different rates.
- Write the old and new treatment side by side. Include the rate, whether tax is CGST plus SGST/UTGST or IGST, any cess, and conditions such as customer type, place of supply, or documentation.
- Set an effective-date rule in plain language. For example: “The new mapping is available for supplies whose Section 14 time of supply falls on or after the notification’s effective date.” Have the tax owner approve exceptions.
- Freeze the evidence. Save the notification URL or document, the classification analysis, and the approval date in the same change record used by the accounting and billing teams.
This record prevents a later user from confusing the date a software master was edited with the date on which the law changed.
Step 2: Identify every transaction that could be affected
Export or review transactions around the cutover rather than changing only the products currently being sold. Include:
- Unbilled deliveries, dispatches, service milestones, and completed work awaiting invoicing.
- Sales orders, purchase orders, subscriptions, recurring invoices, and contracts spanning the effective date.
- Advances and deposits, including cases where an advance was received before the rate changed but the supply occurred later.
- Credit notes, debit notes, returns, cancellations, replacements, and price adjustments linked to an earlier invoice.
- Interstate and intrastate transactions, exports, imports, reverse-charge entries, and transactions with tax-exempt or composition customers where applicable.
- Marketplace, warehouse, point-of-sale, and service-delivery systems that feed the accounting ledger.
For each open item, capture supply, invoice, and payment dates, the original tax code, the proposed tax code, and the person approving the result. Do not let a bulk “replace old rate with new rate” operation decide these cases automatically.

Step 3: Update tax masters without rewriting history
Create a new effective mapping
In most accounting or billing systems, the safe pattern is to end-date the old tax code and create a new code or version with the notification’s effective date. The exact labels differ by product, but look for settings named Tax master, GST rates, Tax codes, HSN/SAC mapping, Item tax category, or Effective dates.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Back up or export the current tax master and item-to-tax-code mapping.
- Duplicate the affected mapping or create a new version instead of overwriting the historical value.
- Enter the new rate, CGST/SGST or IGST behavior, cess, and classification.
- Set the effective date and confirm whether the system uses transaction date, supply date, invoice date, or a configurable tax date.
- Restrict editing rights and require a second-person review for high-volume or high-value mappings.
- Publish the change to invoices, credit/debit notes, recurring billing, purchase documents, and reports only after testing.
Historical invoices should remain traceable to the tax master that produced them. A tax-master update and an invoice amendment are different tasks. A change in rate alone does not automatically permit or require rewriting every previously issued invoice.
Check accounting and reporting dependencies
A rate code can feed more than the printed tax percentage. Review the general-ledger accounts, tax-liability accounts, input-tax-credit reports, rounding rules, tax summaries, and return-export files. Verify that a new code does not point to an old ledger account or disappear from a GST report because it was created outside the report’s configured range.
Check invoice templates for labels, tax split, place-of-supply text, reverse-charge indicators, and totals. A correct calculation can still produce a defective document if the template hides the new rate or prints the wrong tax component.
Step 4: Update a connected product catalog or commerce system
A catalog may store tax information at several levels: product, variant, category, warehouse, customer location, shipping rule, or channel. Updating only the parent product can leave variants or marketplace feeds on the old rate.
- Export the catalog with SKU, variant, HSN, SAC where relevant, current rate, tax category, and channel identifier.
- Match each row to the approved classification list. Resolve duplicates, blank codes, and products sharing a description but not a classification.
- Apply the new tax mapping with an effective date or version. Keep the prior mapping available for historical orders.
- Refresh connected sales channels, warehouse systems, point-of-sale devices, and price lists according to their normal synchronization process.
- Confirm whether displayed prices are tax-inclusive. If they are, recalculate the tax component and customer-facing total without changing the underlying taxable value incorrectly.
- Place test orders for intrastate and interstate destinations, then compare the catalog result with the accounting invoice.
Do not assume that a catalog’s “GST percentage” controls legal treatment by itself. Place of supply, customer status, exemptions, and the Section 14 time-of-supply result can still change the tax applied to a particular transaction.

Step 5: Validate e-invoice submission and downstream documents
For businesses using e-invoicing, validate the tax-rate value in the payload as well as on the PDF or printed invoice. Review the item-level taxable value, tax rate, CGST, SGST/UTGST, IGST, cess, invoice total, and rounding. Confirm that the HSN, document type, place of supply, and supplier and recipient GSTIN fields remain unchanged unless the transaction requires a different value.
E-invoice software can expose rates through different channels. IRIS IRP reported adding a 40% rate to its tax-rate master on 21 September 2025, with availability through its API, web form, Excel utility, and JSON upload workflows. That release describes one portal’s implementation; it is not evidence that every accounting package added the rate in the same way. See the portal’s prerequisites and release information and test the channel your business actually uses.
- API: Inspect the generated JSON before sending it, then retain the response, acknowledgement number, and IRN.
- Web form: Verify that the new rate appears in the selectable tax-rate list and that the form recalculates totals.
- Excel utility: Check the template version, accepted rate values, mandatory columns, and validation messages before uploading.
- JSON upload: Validate schema, decimal precision, tax components, and whether the software maps the new rate to the correct item lines.
After acceptance, compare the e-invoice response with the accounting document. An accepted IRN does not by itself prove that the classification or Section 14 analysis was correct; it confirms that the submitted data passed that portal’s validations.

Do existing invoices need a GST-rate change?
Not automatically. First determine the transaction’s time of supply under Section 14. If the original invoice is legally correct, preserve it even if the tax master now shows a different rate. If the document is wrong, use the correction, credit-note, debit-note, or return mechanism that applies to the facts and the applicable GST rules.
The GSTN Manual GSTR-4 documents amendment fields such as revised invoice number and date, total invoice value, and taxable value. Those fields show what a portal workflow can capture; they do not establish that every rate change permits rewriting a previously issued invoice. Check the relevant return period, document type, reporting deadline, and legal basis before amending.
Keep a link between an amended document and the original. Record who approved the correction, why the original treatment was wrong, which notification or statutory branch supports the new treatment, and how the change appears in the return and ledger.

A practical testing plan before you release the new rate
Use a controlled test company or a clearly marked test batch where possible. At minimum, test one transaction in each materially different path:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- A supply clearly before the effective date with an invoice and payment before it.
- A supply clearly after the effective date with invoice and payment after it.
- An advance before the change followed by supply after it.
- An invoice issued near the cutover with payment on the opposite side of the date.
- An intrastate sale producing CGST and SGST/UTGST.
- An interstate sale producing IGST.
- A credit note or return linked to an older invoice.
- A catalog order that flows through the accounting system and, where applicable, e-invoicing.
For every test, compare:
| Check | Expected evidence |
|---|---|
| Classification | Approved HSN or SAC and any documented condition |
| Tax date | Supply, invoice, and payment dates with the selected Section 14 branch |
| Tax calculation | Taxable value, rate, component split, cess if applicable, and rounding |
| Document output | PDF or print invoice, credit/debit note, and customer-facing totals |
| Ledger and reports | Correct tax-liability account and inclusion in the intended GST report |
| E-invoice | Payload values, acceptance response, IRN, and QR or signed data where used |
| History | Older invoices still display their original approved treatment |
Have a reviewer recalculate at least one invoice independently. A spreadsheet comparison of old and new totals is useful, but it should support—not replace—the legal review of borderline transactions.
Choosing an implementation route
| Route | What you change | Strength | Risk to control |
|---|---|---|---|
| Desktop or cloud accounting package | Tax masters, item mappings, invoice templates, ledger and report settings | Centralized accounting and historical records | A global edit may recalculate open or old transactions if effective dating is unavailable |
| Connected product catalog or commerce platform | SKU or variant tax categories, price display, channel feeds | Updates customer-facing orders and multiple sales channels | Variants, warehouses, or channels can remain on different mappings |
| E-invoice portal web form | Rate selection and invoice fields entered manually | Useful for low volume and direct visibility of validation errors | Manual entry and inconsistent settings between operators |
| E-invoice API | Rate and tax components in generated JSON | Scalable, repeatable integration with accounting systems | Stale schemas, cached tax masters, or mapping bugs can repeat an error at scale |
| Excel utility or JSON upload | Batch invoice rows and tax fields | Practical for controlled batches when an API is unavailable | Template versions, column errors, and decimal precision require careful validation |
Choose the route that preserves effective dates, historical traceability, propagation to connected catalogs, e-invoice compatibility, and an audit trail. Exact menu names and capabilities are provider-specific, so consult the current documentation for the software in use rather than assuming another system’s workflow applies.
Common failure modes and how to recover
Changing the rate by invoice date alone
Symptom: Transactions with advances or late payments receive an inconsistent rate. Recovery: Reconstruct supply, invoice, and payment dates, apply the appropriate Section 14 branch, and document the decision before changing any document.
Overwriting the old tax master
Symptom: Reprinting an old invoice now shows the new rate, or historical reports change after a master edit. Recovery: Restore the backed-up mapping, create effective-dated versions, and lock historical documents where the system supports it.

Symptom: Sales invoices are correct but recurring services, credit notes, or debit notes use the old code. Recovery: Search every document type and recurring template that references the affected HSN or SAC.
Best Value
Correct accounting total but rejected e-invoice
Symptom: The PDF looks right but the portal rejects the payload or calculates a different total. Recovery: Compare line-level taxable values, rate, component taxes, rounding, schema version, and mandatory fields in the actual submission channel.
Catalog and invoice disagree
Symptom: The storefront displays one tax-inclusive price while the accounting invoice calculates another. Recovery: Trace the SKU from catalog to order to invoice, identify which system owns the tax mapping, and rerun an intrastate and interstate test after synchronization.
Amending every old invoice automatically
Symptom: Return data no longer agrees with issued documents or customer records. Recovery: Stop the bulk amendment, separate legally incorrect documents from correctly issued historical records, and obtain tax advice for exceptions.

Keep the official notification, classification worksheet, old and new mappings, effective date, approval, backup or export of the pre-change master, test invoices, e-invoice responses, synchronization logs, and any amendments or notes. Record the software release or template version used for validation. The goal is to show not only the final rate, but why that rate applied to each group of transactions and how the configuration was prevented from changing history silently.
For the 2025 changes, retain evidence that the 22 September date was applicable to the particular goods or services and that any excluded tobacco category was handled under its own notification. If a portal release supplied a new selectable rate—such as the 40% entry IRIS IRP reported on 21 September 2025—retain the release reference and the successful test for the channel used, without treating that portal behavior as a universal rule for other software.
