There is no verified, legally cleared way to use a VPN to unblock Pornhub in Texas with total privacy. Texas requires age verification on covered commercial websites that publish material harmful to minors. Pornhub’s Texas shutdown is described by the Texas Attorney General as the site’s choice, and neither the state nor the Supreme Court says that a VPN will restore access, comply with the law, or make browsing anonymous.
Why Pornhub is unavailable in Texas
Texas House Bill 1181 requires age verification for covered commercial websites that publish material harmful to minors. On June 27, 2025, the U.S. Supreme Court upheld the requirement against a facial First Amendment challenge in Free Speech Coalition, Inc. v. Paxton, No. 23-1122. The Court concluded that the law regulates access to material obscene to minors and is subject to intermediate scrutiny. It recognized that age checks burden adults’ access to speech, but held that adults have no First Amendment right to avoid age verification. Read the Court’s opinion.

The Texas Attorney General’s office says Pornhub opted to shut down its site entirely in Texas rather than institute the verification measures required by the law. That is the state’s description of the company’s decision, not an independent live test of the site or every possible route to it. Read the Attorney General’s statement.

A VPN can change the network location a website sees, but the available legal and state sources do not establish that using one to regain access is lawful, dependable, or accepted by the site. The Supreme Court case did not decide VPN use. A VPN connection may fail to reach the site or may be blocked, and no reliable outcome is established here. It should not be treated as a legal workaround or a guaranteed way to access Pornhub from Texas.

That distinction matters: a tool that changes apparent location does not change the law, establish that a particular access method complies with it, or obligate a website to serve a connection. This article therefore does not provide instructions for evading age verification.
Why “total privacy” is not a realistic VPN promise
A VPN does not prove anonymity. It can change which network intermediary sees your connection, but it does not by itself establish what the website, VPN provider, verification provider, or other services may collect or retain. No cited source establishes that a VPN makes browsing Pornhub completely private.

Age verification also raises privacy and stigma concerns. The Supreme Court’s opinion notes that users submit verification to a covered website or to a third-party service it contracts with. The Court reasoned that those entities have incentives to assure users of privacy; that reasoning is not independent security testing and does not guarantee how any particular provider handles data. Before submitting information, review the specific provider’s privacy notice for what it collects, how long it keeps it, and whether it shares it.

- What identifying information the service collects and whether it requires more than an age determination.

What the FTC’s age-verification guidance does—and doesn’t—say
In February 2026, the Federal Trade Commission said it would not bring certain COPPA Rule enforcement actions against operators that collect, use, and disclose personal information solely to determine a user’s age through age-verification technology. The FTC also noted that some technologies may collect children’s personal information, which can raise COPPA questions. This limited policy statement is not a blanket privacy approval or certification of Pornhub, an age-check provider, or a VPN. Read the FTC statement.

Separate FTC action involving adult-site operators
In September 2025, the FTC announced an action against operators of Pornhub and other adult sites, alleging deceptive claims about efforts to prevent child sexual abuse material and nonconsensual sexual content. The agency described proposed stipulated orders and said such orders have force when approved and signed by a court. This is separate enforcement context; it does not establish whether Pornhub is accessible in Texas or how a particular user’s browsing data is handled. Read the FTC announcement.
