To hear notifications from one app, go to Settings > System > Notifications, select the app, and turn on Play a sound. To add a visual cue when an audio notification arrives, use Settings > Accessibility > Audio and choose a screen-flash option. These are separate controls: Accessibility > Audio does not enable sound for an individual app.
Turn on notification sounds for a specific app
- Open Start > Settings > System > Notifications.
- Under Notifications from apps and other senders, select the app you want to change.
- Turn on Play a sound.
The app’s notification settings can also control whether it shows banners, appears in Notification Center, and receives a notification priority. The precise labels may vary after Windows updates; if you cannot find a setting, search for it in Settings.
Use a screen flash as a visual alert
For a visual cue alongside or instead of sound, open Start > Settings > Accessibility > Audio and expand Flash my screen during audio notifications. Microsoft lists three choices:

This accessibility setting responds to audio notifications; it is not the switch for enabling an app’s notification sound.
Check Do Not Disturb and Focus if alerts are suppressed
If an app’s sound is enabled but its notifications still do not come through as expected, review Settings > System > Notifications for Do Not Disturb and its priority settings. Windows can turn on Do Not Disturb automatically during selected times or conditions, such as when duplicating a display, playing a game, or using a full-screen app. Priority settings can let selected apps, calls, and reminders through. A Windows Focus session also turns on Do Not Disturb.

Other accessibility audio and notification controls
Mono audio changes output, not app alerts
Under Settings > Accessibility > Audio, mono audio combines stereo output into one channel. Microsoft describes it as useful for hearing all sounds through one headphone. It does not choose or enable notifications for an individual app.
Keep banners visible longer
Microsoft says Windows notifications disappear after five seconds by default. To change the duration, open Settings > Accessibility > Visual effects and adjust Dismiss notifications after this amount of time.
