Why an alert option may be missing
Rain and severe-weather notifications have different regional availability. Apple lists severe-weather information from national weather services in Australia, Brazil, Canada, Hong Kong, India, Japan, Mexico, New Zealand, Thailand, the United States, and most countries and regions in Europe; mainland China uses QWeather. Apple lists next-hour precipitation forecasts and notifications for Australia, Ireland, Japan, the United Kingdom, and the United States. These availability lists are not interchangeable: a location may support one alert type but not the other. See Apple’s Feature Availability page for its regional information.

Weather notifications and Government Alerts are different
Weather app notifications are configured in Weather’s location-list notification screen. iPhone Government Alerts are a separate feature under Settings > Notifications > Government Alerts, where available. Their availability and operation vary by country or region, carrier, and iPhone model, and they may not work in all conditions. Apple describes Weather’s Severe Weather feature as covering certain severe weather events; it should not be treated as a guarantee of an alert for every hazard or as a replacement for official local warning systems. See Apple’s About emergency and government alerts page for details.
