MedTech market data becomes commercially useful only when it drives a defined decision, a validated account record, an assigned owner, a dated next action, and a measurable outcome. The repeatable workflow is: define the product and buying decision; select data that matches the care setting and geography; document provenance and freshness; resolve provider and facility identities; segment and score accounts; assign territories; execute through the CRM; and refresh the model using progression and win/loss evidence.
The method below is primarily US-oriented because the public sources described are Medicare and FDA resources. Adapt the fields, scoring, and compliance controls to your device category, buyer, sales cycle, country, and existing data stack.

What a repeatable MedTech data workflow actually does
A spreadsheet of hospitals, physicians, procedures, or claims is not a sales process. A process exists when two representatives applying the same rules would make similar decisions about which accounts to pursue, who owns them, what happens next, and how results are recorded.
Every target record should connect five elements:
- Decision: the commercial question the data is meant to answer, such as where to launch a capital device or which referring practitioners merit education.
- Evidence: the source, population, geography, observation period, and refresh date behind each field.
- Priority: explicit account criteria and a product-specific score or tier.
- Action: an owner, next step, due date, and message tied to the evidence.
- Learning: progression, loss reason, coverage obstacles, and data-quality findings fed back into the model.
If one of these links is missing, market intelligence tends to become a static report rather than a repeatable workflow.

1. Define the commercial decision before selecting data
Start with a one-page decision brief. Do not begin by downloading every available dataset. State exactly what the sales organization must decide and what a useful answer would look like.
Specify the product and use case
Describe the device, its clinical indication, purchasing model, and role in care. A hospital capital device, a provider-ordered supply, and a procedure-linked product create different signals. Capital equipment may depend on facility service lines, budget cycles, installed base, and committee structure. A recurring supply may depend more on referring-provider activity, patient volume, formulary or contract status, and distribution.
Identify the people involved
Separate the economic buyer, clinical champion, end user, procurement contact, and influencer. The person who orders or uses a device is not necessarily the person who approves it. Your data model should allow multiple contacts and relationships rather than assigning one physician as the account’s entire buying center.

Define country, states or regions, care settings, and the period in which a decision matters. A launch plan for the next two quarters needs a different freshness threshold from a long-range market-sizing exercise. Write the acceptable age of each signal before collecting it.
Write the decision statement
Use a sentence such as: “For the US outpatient setting, identify facilities and referring practitioners with evidence of activity relevant to device X, rank them for the next two quarters, and assign each qualified account to one owner.” This prevents unrelated utilization or demographic fields from overwhelming the workflow.
2. Match each question to a fit-for-purpose data source
No single source describes market size, current intent, identity, reimbursement, and buying readiness at once. Combine sources only after recording what each can and cannot establish.
| Source | What it can inform | Important limits | Refresh or timing note |
|---|---|---|---|
| CMS provider, service, procedure, and utilization datasets | Medicare-oriented provider eligibility, services, procedures, geographic utilization, and NPI-linked records. | Medicare activity may not represent the full addressable market or the commercial behavior of a particular device category. | Check the specific dataset’s observation period and update schedule before using it for current targeting. |
| CMS DME utilization by referring provider | Usage, payments, submitted charges, and beneficiary demographic or health-characteristic information organized by referring-provider NPI. | It is a retrospective utilization signal, not a live purchase request, facility budget, or guaranteed opportunity. | The CMS page lists annual updates and 2023 as the latest available year (metadata retrieved October 13, 2026). That lag matters for fast-moving decisions. |
| CMS Open Payments | Publicly reported financial relationships involving applicable manufacturers or group purchasing organizations and covered physicians or teaching hospitals. | A disclosure record is relationship context, not a clinical-preference measure, compliance finding, or opportunity score. | Use the reporting period shown in the dataset and preserve it in your account record. |
| FDA real-world-data resources | Potential evidence sources such as electronic health records, registries, administrative claims, device-generated data, patient-generated data, and billing or chargemaster data. | These resources support evidence generation and regulatory decision-making; they are not automatically available, saleable, or appropriate for prospecting. | Assess device identity, relevance, reliability, access rights, and intended use before incorporating any source. |
| Licensed commercial intelligence | Facility or physician claims, territory mapping, and high-value target identification where public data leaves gaps. | Coverage, methodology, licensing terms, and match quality vary. Industry guidance from a commercial provider is not neutral comparative evidence. | Confirm update cadence, historical backfills, and permitted uses in the contract. |
Use Medicare data as a signal only when Medicare patients and settings are meaningfully connected to the device’s addressable market. If a product is sold mainly through commercial plans, integrated delivery networks, or international systems, add sources that represent those populations before extrapolating.

3. Record provenance so every score can be challenged
Create a data dictionary before building a target list. For every field, store:
- source name and dataset version or reporting period;
- population and care setting;
- geography and geographic level;
- observation dates and refresh date;
- unit of measure and any suppression or threshold rules;
- matching method and confidence for linked records;
- permitted commercial use and access owner.
Claims and utilization can proxy for activity, but they do not automatically equal current demand, purchasing intent, or suitability for a particular device. Put that interpretation in the field description so a representative cannot mistake a historical count for a forecast.
Set freshness rules by signal
Do not apply one blanket “last updated” rule. A provider address may be acceptable for months, while a procedure trend or contract status may need a much shorter window. Mark records as current, aging, or stale according to the decision brief, and route stale high-priority records for verification rather than silently deleting them.
Keep an audit trail
When a score changes, retain the previous value, the changed field, the source date, and the person or system that made the change. This lets sales operations distinguish a genuine market change from a corrected provider match.

4. Resolve provider, facility, and device identities
Identity resolution is the bridge between public data and an actionable account. Deduplicate names, preserve affiliations, and keep location-level records separate from parent organizations.
Use identifiers for the question they answer
CMS provider datasets identify practitioners with National Provider Identifiers (NPIs) and legal names. An NPI helps associate activity with a provider; it does not by itself identify a hospital’s purchasing entity, department, or current employment relationship.
The FDA describes the Unique Device Identification (UDI) system as a potentially rich, uniform identifier for real-world data. UDI identifies a device, whereas NPI identifies a provider. Do not substitute one for the other: one answers “which product or device version?” and the other answers “which practitioner?”

Preserve affiliations and locations
Store the facility, department, parent health system, practice location, and effective dates when available. A physician can practice at multiple sites, and a facility can belong to a system that negotiates contracts centrally. Create relationship records rather than overwriting an account’s primary address.
Review duplicates and stale records
Use deterministic matches first (NPI, facility identifiers, exact legal names and addresses), then apply controlled fuzzy matching for spelling or formatting differences. Send ambiguous matches to a human queue. Before assigning an account, verify that the location is open, the service line exists, and the contact’s role is still relevant.
5. Segment accounts before you score them
Segmentation makes a score meaningful. Build segments that share a sales motion, not merely a ZIP code.
Useful segmentation dimensions
- Care setting: inpatient hospital, outpatient department, ambulatory surgery center, physician office, home care, or another setting relevant to the device.
- Buying model: capital committee, recurring supply, procedure-based purchase, distributor-led, or centralized system contract.
- Clinical use: indication, procedure, service line, and expected user.
- Organization: independent facility, regional system, national system, academic center, or community provider.
- Geography: territory, travel radius, referral pattern, and regulatory or payer environment.
- Commercial stage: unqualified, researched, engaged, evaluation, contracting, adopted, or lost.
Sales leadership should approve segment definitions before scoring. If a device has several distinct use cases, create separate models or at least separate baselines; blending them into one rank obscures the buying signals.
6. Build a transparent, product-specific account score
There is no universal MedTech weighting formula. Use an explicit model that leadership can inspect, test, and revise. A practical illustrative model is a 100-point score with five dimensions:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Dimension | Illustrative share | Example evidence |
|---|---|---|
| Clinical and product fit | 30 points | Relevant service line, indication, procedure mix, or device-compatible setting. |
| Observed activity | 25 points | Recent, product-relevant utilization or referring-provider activity in the defined population. |
| Access and reimbursement feasibility | 20 points | Known payer pathway, contracting route, coverage conditions, and reachable buying center. |
| Operational readiness | 15 points | Staffing, infrastructure, implementation capacity, and evidence of a suitable workflow. |
| Data confidence | 10 points | Recent verified identity, complete affiliation, and high-confidence source match. |
The shares above are a starting hypothesis, not a benchmark. Have sales, clinical, market-access, and operations leaders set thresholds for each segment. Keep the component values visible; a single total without explanations cannot guide a call or reveal why an account moved.
Use tiers to drive different actions
- Tier 1: high fit and high confidence; assign senior ownership, perform account mapping, and set a defined executive or clinical action.
- Tier 2: promising but missing one proof point; assign research or a discovery action before expensive field time.
- Tier 3: low fit, low confidence, or outside current capacity; place in monitored nurture or exclude with a documented reason.
Do not let a large historical claim count compensate indefinitely for poor product fit or an unresolved identity. Add hard disqualifiers where appropriate, such as a closed site, incompatible equipment, or an unavailable reimbursement pathway.

7. Turn priority into territory ownership and capacity
A ranked list becomes executable only when each account has one accountable owner. Design territories around the work required, not just equal account counts.
Balance the workload
Estimate effort by account tier, travel time, number of facilities, buying-center complexity, and expected implementation support. A territory with fewer but highly complex health-system accounts may require more capacity than one with many small practices.
Recommended Free Tools
Define ownership rules
- Assign one primary owner and list collaborators for clinical, market-access, and service work.
- Set rules for parent systems, shared physicians, distributor relationships, and cross-territory referrals.
- Record effective dates for transfers and require a documented handoff.
- Prevent duplicate outreach by exposing ownership and recent activity in the CRM.
Use territory value, not just volume
Estimate potential by segment and territory using the same definitions. Label estimates as modeled potential, not realized revenue. Recalculate when source coverage, reimbursement, product indications, or sales capacity changes.
8. Operationalize the workflow in the CRM
CRM technology can connect account context, sales priorities, visit documentation, case details, and follow-up. A vendor capability statement is not proof of business results, so configure the system around your process and measure outcomes yourself.
Minimum fields for an actionable account
- account name, facility location, parent system, and stable identifiers;
- segment, territory, owner, and account tier;
- product-relevant signal with source, period, and freshness;
- key buying-center roles and verified contact dates;
- coverage or contracting status and unresolved access barriers;
- last interaction, next action, due date, and stage;
- loss, no-decision, or disqualification reason.
Pre-call workflow
- Open the account record and confirm identity, location, owner, and source dates.
- Review the specific utilization, service-line, or referral signal that created the priority.
- Map the likely economic buyer, clinical user, procurement route, and missing stakeholder.
- Choose one discovery hypothesis and one evidence-backed reason for contact.
- Record the planned action, date, and expected next step before the interaction.
Post-call and field documentation
Require a concise outcome code, updated buying-center role, new barrier or evidence, and next dated action. For procedures, evaluations, or cases, capture the device version, site, participants, and follow-up needed under your organization’s privacy and quality controls. Avoid free-text-only notes when a structured field can support reporting.
Integrate systems carefully
Where your architecture permits, connect CRM, ERP, service, contracting, and approved device or case data through governed interfaces. Define the system of record for account identity, product identity, orders, and interactions. Reconcile conflicts rather than allowing the newest import to overwrite a verified value.
9. Build reimbursement into prioritization
FDA authorization and payer coverage are separate decisions. After authorization, payors and providers decide whether to cover, pay for, use, or recommend a device, and the evidence needed for coverage may not fully overlap with the evidence submitted for authorization.
Best Value
Therefore, a high-activity account can still be a poor near-term target if the payment pathway is unresolved. Add market-access status to the account record and define actions such as benefit verification, coding review, economic-value analysis, contracting inquiry, or evidence planning.
FDA’s Early Payor Feedback Program is a voluntary opportunity for manufacturers to obtain payer input on clinical-trial design or other evidence plans. It does not guarantee coverage, but it illustrates why reimbursement questions should enter commercial planning before a broad launch.
10. Use Open Payments and real-world data responsibly
Open Payments is context, not a prospect score
Open Payments can help a team understand reported financial relationships involving applicable manufacturers or group purchasing organizations and covered physicians or teaching hospitals. Treat the information as a transparency and relationship-context input. Do not infer clinical preference, improper conduct, purchase likelihood, or account value from a disclosure alone.
Real-world data requires relevance and reliability checks
FDA resources list electronic health records, registries, administrative claims, device-generated data, patient-generated data, and billing or chargemaster data as possible real-world-data sources. Before using any of them, verify that the data identifies the relevant device or procedure, represents the intended population, can be lawfully accessed for the intended purpose, and has sufficient completeness and reliability. Evidence suitable for regulatory analysis is not automatically suitable for sales targeting.
11. Measure the workflow and learn from misses
Track leading activity and lagging outcomes at the account, territory, segment, and source level.
| Measurement layer | Examples | Question it answers |
|---|---|---|
| Data quality | Duplicate rate, identity-match confidence, stale-record rate, missing affiliation fields. | Can the team trust the account universe? |
| Execution | Research completed, first action on time, stakeholder coverage, visit or case documentation completion. | Is the defined process being followed? |
| Progression | Stage movement, evaluation starts, contracting milestones, time in stage. | Are prioritized accounts advancing? |
| Outcome | Wins, losses, no-decisions, adoption, expansion, and documented reasons. | Which segments and signals are associated with results? |
| Capacity | Active Tier 1 accounts per owner, travel burden, overdue next actions. | Is territory design realistic? |
Run a regular review
- Refresh sources according to their stated cadence and mark each record’s as-of date.
- Inspect accounts that advanced, stalled, or were disqualified.
- Compare outcomes by segment, score band, territory, and source combination.
- Classify misses as data error, scoring error, execution gap, capacity problem, or reimbursement barrier.
- Change one rule at a time where possible, record the rationale, and monitor the next cycle.
The available sources do not report a quantified sales or productivity uplift from this workflow. Measure your own baseline and avoid attributing improvement to market data without a defined comparison.
12. A practical implementation sequence
First 30 days: establish the foundation
- Approve the decision brief, segments, account definitions, and ownership rules.
- Inventory CMS, internal, licensed, CRM, service, and reimbursement inputs.
- Create the data dictionary, freshness thresholds, match-confidence field, and governance owner.
- Build a small, manually reviewed account set for one product and geography.
Days 31–60: pilot execution
- Apply the provisional score and tier definitions.
- Assign owners and load only the fields needed for pre-call planning and follow-up.
- Run the workflow with a limited group of representatives.
- Capture objections, missing stakeholders, duplicate records, and source limitations in structured fields.
Days 61–90: calibrate and scale
- Compare progression and loss reasons with score bands and source freshness.
- Adjust segment rules, thresholds, territory capacity, or data acquisition priorities.
- Document the approved version and change-control process.
- Expand to additional territories or products only after identity, ownership, and reporting work reliably in the pilot.
Common failure modes and fixes
| Failure mode | Why it happens | Fix |
|---|---|---|
| Using the largest claim count as the best target | Historical utilization is mistaken for current intent or product fit. | Combine activity with clinical fit, access feasibility, freshness, and verified identity. |
| One score for every device | Different products and buying models produce different signals. | Create product- and segment-specific criteria and validate them with sales and clinical leaders. |
| Ignoring parent-system structure | Facility records are treated as independent even when purchasing is centralized. | Model facility, department, parent system, contract route, and local champion separately. |
| Silent data overwrites | Imports replace verified values without preserving provenance. | Define systems of record, retain history, and route conflicts for review. |
| Confusing authorization with coverage | Regulatory clearance is treated as a reimbursement decision. | Track payer evidence, coding, coverage, and contracting as distinct milestones. |
| CRM as a reporting warehouse only | Reps see rankings but not the reason, owner, or next action. | Expose source context, hypotheses, tasks, and outcome codes in the account view. |
| Overloading representatives with fields | Operations captures every possible attribute, reducing completion quality. | Make a small set of fields mandatory for execution and keep analytical detail in governed background data. |
Decision checklist
- Is the product, use case, buyer, user, geography, and decision explicitly defined?
- Does each signal represent the intended population and care setting?
- Are source, period, geography, refresh date, and permitted use recorded?
- Are provider, facility, parent-system, and device identities resolved separately?
- Are segmentation criteria and scoring weights approved and product-specific?
- Does every target have one owner, one next action, and one due date?
- Can a representative understand why the account is prioritized before calling?
- Are authorization, coverage, contracting, and payment treated as separate questions?
- Are wins, losses, no-decisions, and data errors coded for analysis?
- Is there a documented refresh and change-control schedule?
The Bottom Line
Turn market data into a workflow, not a leaderboard: define the decision, use fit-for-purpose and properly dated signals, resolve identities, score transparently, assign accountable owners, execute in the CRM, and revise the model from documented outcomes. Public Medicare data can anchor a US-oriented process, but its coverage and annual cadence require product-specific validation before it is treated as current market intent.
