A strategy statement explains where the company will compete and why; a team priority explains what will change for a customer, user, or other beneficiary because that team’s work succeeded.
The most useful priorities are therefore not project lists. They are a small set of outcome commitments with visible measures, named owners, and consequences for funding, staffing, and existing work.

Why a strategy statement is not a team work plan
Company strategy normally contains choices about markets, customers, capabilities, or ways of winning. Teams, however, make daily decisions about defects, requests, experiments, hiring, support queues, campaigns, and technical trade-offs. The distance between those two levels is where execution becomes vague.

It may describe an ambition such as becoming easier to use, expanding into a segment, or improving profitability without stating what a product, sales, operations, finance, or support team must cause to happen next.

Translation is not a word-for-word cascade from an executive document. It is a reasoning process:
| Level | Question to answer | Illustrative wording |
|---|---|---|
| Strategic choice | Where will the company focus, and what choice distinguishes it? | Win more small-business customers by making the first-use experience substantially simpler. |
| Company priority | What company-wide result matters in the planning period? | Increase successful first-time setup without adding support burden. |
| Team outcome | What change can this team own or materially influence? | More new customers complete setup independently. |
| Evidence | What observable behavior or performance will show progress? | Higher self-serve setup completion and fewer setup-related contacts. |
| Work and resource decision | What will be funded, staffed, reduced, or stopped? | Prioritize setup-flow changes; defer a lower-impact reporting redesign. |
The example is a template for thinking, not a prescribed metric or target. Each organization must select evidence that fits its customers, economics, data quality, and time horizon.
1. State a small set of strategic choices clearly
Begin with a concise account of the choices, the reasoning behind them, and the constraints that matter. People need enough context to make trade-offs, not a long document they cannot consult during a decision.

Describe choices, not slogans
“Be customer centric” or “innovate faster” cannot tell a team which work takes precedence. A useful statement identifies a customer or beneficiary, a problem or opportunity, and the advantage the company intends to build. It should also make exclusions visible: a company that chooses one segment or product motion is choosing not to treat every adjacent opportunity as equally urgent.
Explain the logic and the time horizon
Give teams the reason for the choice, the assumptions behind it, and the period in which it will guide decisions. If the priority depends on a market change, capability, cost constraint, or regulatory condition, name that dependency. Teams can challenge an assumption or find a better route when they understand it; they cannot do so when they receive only an imperative.
Publish the same account across levels
McKinsey’s planning guidance says priorities should be communicated across levels, translated into more specific goals, and reflected in planning and budgeting. Use one canonical statement, then let each function add the detail needed for its decisions. A product team and a finance team may use different indicators, but they should be able to trace them to the same company choice.
2. Ask each team what outcome it owns
After communicating the choices, ask every team to propose the result it can deliver or materially influence. This makes translation collaborative rather than a one-way announcement. Harvard Business School Working Knowledge describes planning as a collaborative, iterative process that tests feasibility, gathers feedback, and aligns capabilities with execution.

Use an ownership prompt
Ask teams to answer these questions in writing:
- Which company priority does our work support?
- Who is the user, customer, employee, or other beneficiary?
- What will that person do differently if we succeed?
- What part of that change can our team own, and what depends on others?
- What evidence would distinguish real progress from activity?
- Which current commitments conflict with this outcome?
The “what will change” question prevents teams from claiming ownership of an abstract theme. It also exposes dependencies early. A platform team may not own a customer conversion rate, for example, but it may own the reliability or latency improvement that makes a customer-facing change possible.
Separate ownership from total control
An outcome can have one accountable team while several teams contribute. Record the accountable owner, contributors, dependencies, and decisions required from leadership. Do not force every team to invent an independent company-level result; some teams provide enabling capabilities whose contribution should be described honestly.
Limit the number of outcomes
A long list is a disguised absence of choice. Ask teams to identify the few outcomes that deserve protected attention in the period. Keep routine responsibilities visible elsewhere, but do not label every recurring task a strategic priority.
3. Define measurable evidence of the intended change
A priority becomes usable when a team can tell whether the intended outcome is occurring. Select a limited set of indicators that reflect the beneficiary’s experience or the performance improvement the strategy requires.
Measure behavior or results, not completion alone
Counting shipped features, meetings held, tickets closed, or campaigns launched can show activity without showing value. Jeff Gothelf’s Harvard Business Review article, published December 17, 2020, describes team-level OKRs in terms of the user or consumer and the behavioral change the team expects its work to produce. A stronger key result might measure successful task completion, repeat use, time to resolution, adoption by the intended segment, or a quality threshold, depending on the outcome.
Use an objective-and-evidence format when it helps
OKRs are one possible translation mechanism, not a universal answer. In that format, an objective states a qualitative direction and key results provide measurable evidence. Keep the objective understandable without a spreadsheet, and define each key result precisely enough that two people would classify the same event the same way.
| Element | Good test | Weak version | Stronger version |
|---|---|---|---|
| Objective | Names the meaningful change for a beneficiary. | Improve onboarding. | Make first-time setup simple enough for new customers to complete without assistance. |
| Key result | Shows observable behavior or performance. | Launch a new setup wizard. | Raise independent setup completion from the agreed baseline to the agreed target by the review date. |
| Definition | Specifies population, calculation, source, and timing. | Increase completion. | Completion means a new account reaches the defined activation event within the first seven days, measured in the product analytics system. |
Set a baseline before choosing a target when possible. State whether the measure is leading evidence, a lagging business result, or a guardrail such as reliability, cost, safety, or customer satisfaction. A team can improve a headline metric while damaging a guardrail, so both may be necessary.

Do not turn team OKRs into individual scorecards
Gothelf’s article explicitly argues for setting OKRs for teams, not individuals. Individual performance conversations may use broader evidence and judgment. Assigning a personal quota to every key result encourages local optimization, sandbagging, and competition for credit rather than coordinated delivery.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems4. Test whether the work actually supports the priority
Once outcomes and measures are drafted, map the team’s active initiatives to them. For every project, recurring investment, and major request, ask what outcome it advances and what evidence would show its contribution.
Classify the portfolio
- Direct contribution: the work is expected to move a priority measure or its necessary guardrail.
- Enabling contribution: the work builds a capability or removes a dependency required by another team’s outcome.
- Mandatory work: legal, safety, contractual, or operational obligations remain necessary even if they do not advance a growth objective.
- Unclear contribution: the rationale or evidence is missing and requires a decision, experiment, or stop.
This classification avoids a false choice between “strategic” and “unimportant.” Mandatory work still needs capacity; unclear work should not receive automatic protection merely because it is already underway.
Make trade-offs explicit
Write down what will stop, shrink, or move later. If leadership adds a priority without removing capacity elsewhere, the team receives a longer wish list, not a real priority. Deferral is a decision with an owner and a condition for reconsideration, not a silent abandonment.
5. Align budgets, staffing, capabilities, and incentives
Priorities become credible when they change resource decisions. McKinsey’s guidance says plans and budgeting should reflect strategic priorities and that resources should follow initiatives that demonstrably contribute to them. Its discussion of the building blocks of strategy gives concrete examples such as changing sales goals, resetting budgets, and reallocating funding.
Check four resource questions
- Funding: Does the priority have money for the people, suppliers, infrastructure, research, or customer work it requires?
- Staffing: Are the right skills and decision-makers assigned, or is the outcome nominally owned by a team without capacity?
- Capabilities: Does the company need new data, systems, processes, partnerships, or expertise before the target is feasible?
- Incentives and operating rules: Do targets, approval processes, and reward signals encourage the chosen behavior or quietly favor the old one?
If the answer to any question is no, record the gap as part of the plan. A goal without a capability decision is an aspiration. A capability investment without an outcome is an unfocused project.
Use a decision record
For each major allocation, capture the priority supported, expected outcome, resources assigned, work reduced, assumptions, and decision owner. This record lets teams revisit a trade-off when evidence changes instead of reopening the entire strategy discussion.

6. Build the plan with teams, then test feasibility
Executives can set direction, but teams possess information about technical constraints, customer behavior, operational load, and dependencies. Invite them to challenge targets, identify missing capabilities, and propose alternative paths before commitments become fixed.
Run a structured planning conversation
- Present the strategic choice, intended beneficiary, assumptions, constraints, and time horizon.
- Have each team draft one or more candidate outcomes and the evidence that would show change.
- Review overlaps, gaps, dependencies, and measures that could create conflicting incentives.
- Ask what current work must be stopped or resized to make the outcome feasible.
- Resolve cross-team conflicts at the level that controls funding, staffing, or sequencing.
- Publish the agreed outcomes, measures, owners, dependencies, and resource decisions.
This process is iterative: feedback may reveal that a target is infeasible, a dependency is missing, or the strategic assumption needs testing. Changing a plan after learning is not a failure of commitment; refusing to update an impossible plan is.
7. Review progress and adapt without imposing a universal cadence
Execution needs deliberate monitoring, but the available guidance does not establish one weekly, monthly, or quarterly schedule that fits every organization. Choose a cadence that matches the speed of the work, the cost of delay, the reliability of the data, and the reversibility of decisions.
Separate three kinds of review
- Signal review: Are the indicators being collected correctly, and are there early signs of movement or deterioration?
- Outcome review: Is the intended beneficiary change occurring, and what does the evidence say about the team’s approach?
- Resource review: Should funding, staffing, scope, sequencing, or the target change because assumptions or results changed?
Keep a record of the decision, evidence considered, owner, and next check. If a measure is noisy or slow, supplement it with leading indicators rather than pretending that a precise short-term number exists.
Define adaptation triggers in advance
Examples include a guardrail breach, a dependency that cannot be delivered, a material change in customer behavior, a target that becomes unrealistic, or an experiment that disproves a key assumption. A trigger should lead to a specific decision—continue, change the approach, reallocate resources, revise the measure, or stop—not merely another status report.

| Does it turn broad choices into team outcomes? | Every team can explain its beneficiary, contribution, and ownership boundary. | Teams copy executive wording or list projects. |
| Does it define measurable results? | Measures describe behavior, performance, or a necessary guardrail with clear definitions. | Success is reported as activity completed. |
| Does it affect resources? | Funding, staffing, sequencing, and stop decisions are connected to the outcomes. | All existing work remains protected. |
| Does it support adjustment? | Evidence and decision rights are reviewed, with explicit triggers for change. | The plan is fixed until the next annual cycle. |
OKRs may be a practical structure when teams need a shared objective and a small set of measurable results. A more narrative outcome plan may suit work where quantitative evidence is immature. Portfolio and budgeting reviews may be the essential mechanism when the main problem is misallocated capacity. The sources do not establish that OKRs outperform other named frameworks; judge the approach by the four tests above.

Worked example: from a company choice to team commitments
Suppose a company chooses to grow among small businesses by reducing the effort required to reach first value. Leaders state that choice, explain why the segment matters, and identify a guardrail against increasing support costs.
Product team
- Outcome: New customers reach the first-value event without assistance.
- Evidence: Independently completed setup within seven days, segmented by acquisition channel and customer size.
- Work decision: Prioritize setup-flow changes and usability tests; defer a lower-impact dashboard redesign.
Engineering platform team
- Outcome: The setup path remains reliable and fast for the target segment.
- Evidence: Availability and response-time guardrails for the setup services, plus reduction in setup-related failures.
- Work decision: Fund reliability improvements and instrumentation needed by the product team; sequence unrelated infrastructure modernization later.
Customer support team
- Outcome: Customers who need help resolve setup blockers quickly while recurring causes are removed.
- Evidence: Setup-contact rate, time to resolution, and the share of contacts linked to known product causes.
- Work decision: Feed the highest-frequency causes into the product backlog and adjust staffing during the transition.
The teams are not assigned the same metric. They share a company choice, describe distinct outcomes, expose dependencies, and make different resource decisions that can be reviewed together.
Common failure modes and repairs
Failure: translating strategy into a project inventory
Symptom: The plan contains dozens of initiatives but no statement of who benefits or what changes. Repair: Rewrite each major item as an outcome and attach an indicator; keep the project as the proposed means, not the definition of success.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Failure: measuring only delivery
Symptom: Teams report launches, story points, or completed campaigns while customer behavior is unchanged. Repair: Add a result measure and a guardrail, define the population and time window, and retain delivery measures only as implementation signals.
Failure: adding priorities without removing work
Symptom: Everything remains urgent and teams multitask across incompatible commitments. Repair: Require a stop, defer, or capacity decision for every material new priority.
Failure: assigning individual OKRs
Symptom: People optimize for personal scores and avoid shared problems. Repair: Keep outcome commitments at team level, then use individual management practices that consider collaboration, judgment, and contribution.
Failure: treating the plan as permanent
Symptom: Evidence is collected but cannot change the target, funding, or approach. Repair: Define review decision rights and adaptation triggers before execution begins.
A compact template you can reuse
For each company priority, publish a one-page record containing:
- Choice and rationale: the focus, intended beneficiary, advantage, assumptions, and time horizon.
- Team outcomes: one accountable team, contributors, dependencies, and the change each team will cause.
- Measures: baseline, target or decision threshold, calculation, data source, timing, and guardrails.
- Resource decisions: funding, staffing, capability work, incentives, and initiatives to stop or defer.
- Review rules: evidence owner, decision owner, expected review point, and triggers for adaptation.
Use plain language and preserve the chain from choice to evidence. A person who joins the work later should be able to understand not only what the team is doing, but why that work is the best current use of its capacity.
