A mini PC can become a quiet, TV-connected media center in two different ways: a playback client that runs Kodi or Plex HTPC, a Plex Media Server that delivers your library to other devices, or one machine that does both. Start by choosing that role, then match the computer to your files and number of simultaneous streams, connect it to the television, choose local or network storage, and test the complete playback path with your own media.

The important distinction is playback versus transcoding. A mini PC that smoothly plays a file locally may still be underpowered when a server must convert several 4K videos for phones, tablets or remote users.

1. Decide what the mini PC is supposed to do

Write down the viewing pattern before installing anything. The same computer can be excellent for one job and unsuitable for another.

Role What the mini PC does Best fit Main constraint
TV playback client Connects directly to one television and plays files or streams from a library. One room, mostly local viewing, simple control from the sofa. Display, audio and codec compatibility between the computer and TV.
Media server Maintains a library and sends it to televisions, phones, tablets or computers across the network. Several household devices or a library that should be available without moving the computer. Concurrent streams, especially streams that require transcoding.
Combined client and server Plays on the attached TV while serving other devices. A single-box setup with modest simultaneous use. Playback and server conversions compete for CPU, graphics acceleration, memory and storage bandwidth.

Use a client when the TV is the priority

For a dedicated living-room appliance, install Kodi or Plex HTPC and connect the mini PC directly to the television. Kodi is a PC media-center application. Plex HTPC is Plex’s TV-oriented application for a computer attached to a TV and is commonly operated with a third-party remote. In this arrangement, the mini PC does not need to convert every file for another device; it mainly needs to decode the files it plays.

Use a server when other devices need the library

Install Plex Media Server when the computer should organize and stream a library to other clients. The server may send a file unchanged (direct play) or convert it into a format a receiving device can handle. The required capacity depends on the number of users, simultaneous streams and conversions, not just on the size of the media collection.

Combine the roles deliberately

A combined setup is practical when the attached TV normally direct-plays files and only a small number of other devices use the server. Leave headroom for the busiest expected moment. A machine that is adequate for one local 4K stream should not be described as adequate for several 4K transcodes.

2. Match hardware to the real workload

Check the exact mini PC, television, receiver and media formats together. There is no universal “media-center mini PC” specification that guarantees every 4K, HDR or audio feature.

Playback hardware

For Kodi, hardware video decoding can be important when the processor is low performance, particularly for 1080p material. Kodi’s Linux guidance names VAAPI and VDPAU as hardware-decoding paths. Verify that the operating system, graphics hardware and driver expose the decoder Kodi can use; a processor’s marketing name alone is not enough.

Kodi’s supported-hardware guidance gives a minimum of 1 GB RAM for a dedicated, appliance-like Kodi computer and 2 GB RAM for a multipurpose computer. Those figures are Kodi’s guidance and should not be treated as a modern purchase target for every operating system, application or 4K workload. Current mini PCs commonly ship with more memory; the useful question is whether the graphics decoder, storage and display path support your files.

Server and transcoding hardware

Plex publishes workload examples rather than a universal minimum. Its rough example for one full transcode of a 4K HDR, 50 Mbps, 10-bit HEVC file to 10 Mbps 1080p calls for about 17,000 PassMark. Plex says the requirement grows with concurrent transcodes, so do not apply 17,000 as a blanket rating for every Plex server. Direct play can avoid that conversion workload altogether.

Hardware acceleration may reduce CPU load when the processor, operating system, drivers and Plex software meet the required conditions. Plex’s guidance specifically discusses Intel Quick Sync Video on compatible processors. Confirm support for the exact CPU generation and software path; not every Intel-based mini PC, codec or operating-system installation will use Quick Sync automatically. A Plex Pass may also be required for the relevant hardware-accelerated streaming feature.

Check these specifications before buying or repurposing

  • Processor and graphics decoder: identify the exact CPU and integrated GPU, then check support for the codecs and bit depths in your files.
  • Memory: stay above the application’s guidance and leave room for the operating system, server process and library database.
  • Storage interface: use an internal SSD for the operating system and applications when possible; store a large library on storage sized for the collection.
  • Network connection: wired networking is preferable for a permanently installed server when your layout permits it. For wireless use, test at the television’s actual location.
  • Display output: check that the mini PC and TV agree on resolution, refresh rate, HDR mode and audio routing. The required connector and cable depend on both devices and any receiver in between.
  • Cooling and noise: sustained transcoding is a heavier load than occasional playback. Make sure the computer can dissipate heat in the cabinet where it will live.

3. Choose the software stack

Software Primary purpose Operating-system notes Choose it when
Kodi Local or network playback with a media-center interface. Available for PC operating systems; hardware-decoding support depends on the platform and drivers. The mini PC is mainly a TV client and you want direct control of files and add-on-free playback.
Plex HTPC TV-focused playback application for a computer connected directly to a television. Plex lists Windows 10 or later, macOS 10.13 or later, and Linux distributions through Snapcraft or Flathub; it recommends a current Ubuntu LTS release for Linux. Your library is managed by Plex and you want its TV-oriented interface on the attached screen.
Plex Media Server Organizes and serves a library to other Plex clients. Install it separately from Plex HTPC. Server capacity depends on direct play, transcoding and simultaneous streams. The mini PC must provide the collection to multiple devices.

HTPC and Media Server are different Plex components. HTPC is the playback app on the TV-connected computer; Media Server maintains and streams the library. You can install both, but configure and test them as separate jobs.

Pick a simple first configuration

  • Choose Kodi only for a local or SMB-accessed library played on one TV.
  • Choose Plex Media Server plus Plex HTPC when you want Plex’s library management and also want the attached TV to be a client.
  • Choose Plex Media Server without a TV client when the mini PC will sit near storage or networking equipment and every screen will use another Plex client.

4. Prepare the operating system

Use an operating system supported by the application you selected and keep it updated before adding media. The exact installation screens vary by release, but the sequence is stable.

  1. Install the operating system. Create the administrator account, apply system updates and install the graphics and network drivers offered for the exact mini PC.
  2. Set a fixed home for the computer. Place it where ventilation is not blocked and where the display cable and network connection can reach the television or router.
  3. Install the client or server. Install Kodi for a direct media-center appliance, Plex HTPC for TV playback, or Plex Media Server for library serving. Add the second Plex component only if you need both roles.
  4. Configure power behavior. Prevent automatic sleep from interrupting scheduled server use, but keep a sleep or shutdown policy if the machine is only a client. Confirm that the computer wakes reliably after the television is turned on.
  5. Record the computer’s network address. A stable address makes network shares and server access easier to troubleshoot. Use your router’s address-reservation feature or the operating system’s supported network settings.

Linux-specific considerations

Plex lists Linux distribution packages through Snapcraft or Flathub for HTPC and recommends a current Ubuntu LTS release. Kodi’s Linux playback guidance calls out VAAPI and VDPAU, so check that the selected distribution’s graphics stack exposes the decoder before judging performance. A black screen, missing HDR mode or high CPU use can be a driver-path problem rather than a lack of raw processor speed.

5. Connect the mini PC to the TV and control it

Connect the computer’s display output to an input on the television, or route it through a receiver if that receiver supports the required video and audio modes. Select the TV input, then set the computer’s resolution and refresh rate to a combination both devices report as supported. Do not assume a particular connector or cable specification without checking the computer, TV, receiver, resolution, refresh rate and HDR requirement.

Add couch control if you need it

A remote is optional. Plex describes a third-party remote as typical for an HTPC connected to a TV, but compatibility depends on the operating system and the remote’s input method. Confirm that the buttons can move through the selected application, wake the computer if required and control volume through the intended audio path. A wireless keyboard, phone-based controller supported by the application or an infrared/USB remote can all work; choose one that your operating system recognizes without special drivers.

6. Decide where the media library lives

Storage location Advantages Trade-offs Best use
Internal drive Simple path, no network dependency, low setup complexity. Limited capacity and the library is tied to the mini PC. A small collection or a compact client that stores frequently watched files.
USB external drive Adds capacity without replacing the mini PC. Needs its own connection and may be unavailable if unplugged or if the computer sleeps. A client or server with a local collection that has outgrown internal storage.
Network storage Centralizes the collection and lets more than one computer use it. Depends on network availability, permissions and sustained throughput. A household library shared by multiple clients or a mini PC with limited local capacity.

Kodi’s FAQ says normal use can access content on a local hard disk or on network storage through a file-sharing protocol such as SMB. An external drive is unnecessary when the library already resides on accessible network storage.

Add a local source in Kodi

  1. Place the files in a clearly named folder structure, such as separate folders for films and television episodes.
  2. In Kodi, open Videos, choose Files, then select Add videos (labels can vary slightly by Kodi release).
  3. Browse to the local folder, or enter the mounted path exposed by the operating system.
  4. Choose the content type when Kodi asks, set the scraper or metadata options you want, and confirm the source.
  5. Play one file from the new source before importing the entire collection. Fix permissions or path errors while the setup is still small.

Use an SMB share

  1. On the computer or network-storage device that holds the files, create a read-only media share unless another workflow genuinely needs write access.
  2. Give the share a stable name and create a dedicated account for the mini PC. Avoid embedding an administrator password in a shortcut or script.
  3. From the mini PC’s operating system, verify that the share opens and that a representative video can be read continuously.
  4. Add the SMB path in Kodi’s file browser or mount it in the operating system before selecting it as a library source.
  5. For Plex Media Server, add the mounted folder or network path to the relevant library and confirm that the server account has read permission.

If a share works in a file browser but not in the media application, compare the account used by the application with the account used for the manual test. Services can run under a different user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Build the library and set playback behavior

Kodi workflow

After adding a source, let Kodi scan a small sample first. Correct folder names, readable permissions and consistent episode structure make metadata matching more reliable. Open an individual file from the source and check subtitles, language tracks and chapter navigation before scanning the complete collection.

Plex workflow

  1. Open Plex Media Server’s web administration interface and create a library for each major content type.
  2. Point each library to the local or mounted network folder that contains that content.
  3. Wait for the initial scan, then inspect a few entries for the correct title, year, artwork and episode order.
  4. Open Plex HTPC on the TV-connected mini PC and sign in to the server that owns the library.
  5. Play the same representative files from the attached TV and from at least one additional device if remote streaming is part of the plan.

Keep the server’s media paths stable. Renaming or remounting a folder after the library is indexed can make files appear unavailable even though the data still exists.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

8. Test direct play, transcoding and the full signal path

Do not judge the setup by a single easy file. Use a short test set that reflects what the household actually watches: a typical 1080p file, the highest-resolution HDR file in the collection, a file with the audio format you intend to use and a subtitle variant.

  1. Test local playback. Play each sample directly in Kodi or Plex HTPC on the attached TV. Watch for dropped frames, stutter, audio silence, incorrect colors or an unexpected resolution.
  2. Test another client. Stream the same files to the phone, tablet or television that will be used most often. Record whether the client reports direct play or transcoding.
  3. Force the difficult case. Try a 4K HDR HEVC file on a device that cannot natively accept it. This reveals the server’s conversion load and whether hardware acceleration is actually engaged.
  4. Observe resource use. During a transcode, check CPU, graphics-engine and memory utilization. A server that reaches its limit with one stream will not reliably handle several.
  5. Test concurrency. Start the number of simultaneous streams you expect at peak time. The Plex 17,000 PassMark example applies to one specified 4K HDR conversion; additional concurrent conversions increase the requirement.
  6. Verify audio and display. Confirm the television or receiver receives the intended channels, that HDR switches as expected and that refresh-rate changes do not cause a blank screen.

Exact HDR, codec, refresh-rate, audio-passthrough and DRM behavior varies by hardware, operating system, application and TV. Treat your own representative files as the final compatibility test rather than assuming that a model name guarantees a feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Fix the common failure modes

The video stutters on the TV

  • Check whether the file is being decoded in software. On a lower-performance CPU, enable and verify the platform’s hardware-decoding path where supported.
  • Play a lower-resolution sample. If it works while the high-bitrate file does not, the decoder, storage path or display mode is the likely constraint.
  • Check network throughput when the file is on SMB storage. Copying a large file successfully once does not prove uninterrupted streaming at the TV.

Plex keeps transcoding

  • Compare the file’s codec, container, subtitle mode and audio track with the receiving device’s supported formats.
  • Check the client’s quality setting; a bandwidth limit can request a conversion even when the device could otherwise play the original.
  • Inspect the server’s CPU and graphics-engine use. Confirm that the exact processor, drivers and Plex installation qualify for hardware acceleration before relying on it.
  • If one 4K HDR conversion already saturates the machine, reduce simultaneous conversions, use a client capable of direct play or move server duties to stronger hardware.

The library cannot see files on network storage

  • Open the share from the operating system using the same account that the media application uses.
  • Check the server-side share permissions and the folder’s read permissions.
  • Confirm that the network path did not change after reboot and that the mini PC has a stable network address.
  • Use a local test file to separate an application-library problem from an SMB or network problem.

The picture works but audio does not

  • Check whether audio is routed to the TV, a receiver or another output selected by the operating system.
  • Try a file with a basic audio track to distinguish a general output problem from a format or passthrough limitation.
  • Verify settings on every device in the chain; the mini PC, receiver and TV must all support the chosen route.

The remote is unreliable

  • Finish setup with a keyboard and mouse and confirm the application itself responds.
  • Check the remote’s operating-system compatibility, USB receiver position, battery and sleep/wake behavior.
  • Keep a backup input method available for updates and troubleshooting.

10. Keep the media center dependable

  • Update in a controlled way: apply operating-system, graphics-driver and media-application updates when you can test playback afterward.
  • Protect the library: a media server is not a backup. Keep another copy of irreplaceable files on separate storage.
  • Use least-privilege shares: give the media application read access unless it must write metadata or files.
  • Monitor disk space: leave room for metadata, temporary transcode files and operating-system updates.
  • Keep ventilation clear: sustained transcoding can heat a small chassis more than ordinary playback.
  • Document paths and accounts: record the share name, library folders and service account so a reboot or drive replacement is recoverable.
  • Re-test after changes: changing the TV, receiver, operating system, graphics driver, storage path or network can alter direct-play and audio behavior.

Three practical build paths

Path A: Dedicated Kodi television client

Install Kodi on the mini PC, connect it directly to the TV, keep the library on an internal or USB drive, and add a remote after keyboard-and-mouse setup. This is the least demanding path when only one TV needs the collection. If the files live elsewhere, expose them over SMB and test network playback before scanning the full library.

Path B: Plex server with a TV client

Install Plex Media Server, place the collection on local or network storage, and install Plex HTPC on the same computer for the attached TV. Size the machine around the streams that other devices may request. Favor direct play where practical, then test one and several simultaneous conversions using representative 4K HDR and 1080p files.

Path C: Server-first mini PC

Locate the mini PC near the network and storage, run Plex Media Server, and let each television use its own client. This avoids requiring the server to sit beside a TV, but it makes network reliability and client compatibility more important. Confirm that every regular client can direct-play the files you expect; otherwise calculate the conversion workload and verify hardware acceleration.

What to verify before calling the setup finished

  • The chosen role—client, server or both—is written down.
  • The exact CPU, graphics decoder, memory, storage and network connection match that role.
  • The operating system and selected application are supported, including Plex HTPC’s listed platform requirements if you use it.
  • The TV, receiver and mini PC agree on the required resolution, refresh rate, HDR mode and audio route.
  • The library opens from its real local or SMB path under the account used by the media application.
  • Representative files play locally, and the expected number of other devices can stream at the same time.
  • You know which sessions direct-play and which transcode, and the mini PC remains below its practical limit.
  • A keyboard or other backup control method is available for maintenance.

Once those checks pass, the mini PC is functioning as a home media center rather than merely displaying a desktop. The most reliable design is the one that keeps ordinary viewing on the direct-play path and reserves enough decoding or transcoding capacity for the exceptional files and busiest evening.
