If YouTube Live is dropping frames or warning that it is not receiving enough video, first check your encoder’s network-dropped-frame counter and YouTube’s stream health, then compare repeated connection measurements, Ethernet versus Wi-Fi, and—if practical—another internet connection. These checks can help narrow down where to investigate, but a warning or speed test alone does not prove packet loss or identify your ISP as the cause.
What a YouTube stream-health warning tells you
YouTube’s Live Streaming API documentation describes the videoIngestionStarved health status as: “YouTube is not receiving enough video to maintain smooth streaming.” That means YouTube is receiving too little video for smooth playback; it does not, by itself, establish packet loss or identify whether the cause is your encoder, local network, ISP path, or another part of the connection. YouTube Live Streaming API health-status documentation also classifies configuration problems involving bitrate, frame rate, codec, keyframe frequency, and consistency between primary and backup streams.
Keep the encoder’s network-dropped-frame counter separate from rendering or encoding lag. Network drops point toward delivery over the connection; rendering or encoding lag indicates the computer may not be producing frames reliably. Neither counter names the responsible network hop.
1. Record the stream and encoder evidence
- Write down the streaming application and, if it is exposed, the selected YouTube ingest/server setting.
- Record the configured bitrate, resolution, and frame rate, along with the exact time the problem starts or recurs.
- Check the application’s network-dropped-frame counter separately from rendering and encoding lag counters.
- Open YouTube’s stream health and note the exact warning or status. If it reports that YouTube is not receiving enough video, review both the outgoing connection and the stream configuration.
A platform health status reflects what YouTube observes at ingest; it does not reveal every segment between your computer and YouTube.

2. Measure and preserve a connection baseline
Use TRAI MySpeed to measure upload and download rate, latency, packet loss, and jitter. Record the date and time, your city or area at a coarse level, ISP and access type, whether the streaming computer is on Wi-Fi or Ethernet, and whether another device is using significant bandwidth.
Repeat the test while the stream is having trouble and again at a quieter time. TRAI describes results as measurements of network conditions at the time and place of the test, not a permanent characterization of your connection. A speed test also measures its own test path; a good headline upload speed does not guarantee a stable path to YouTube’s live ingest.

Do not use a universal packet-loss percentage as a pass/fail threshold for YouTube Live: the cited guidance does not establish one. Interpret measurements alongside the encoder’s network-dropped-frame counter and YouTube’s stream-health messages.
3. Separate Wi-Fi problems from other causes
- If you are on Wi-Fi, test nearer the router and reduce obvious interference and competing device traffic. YouTube’s troubleshooting guidance recommends minimizing Wi-Fi interference and reducing competing device use in relevant situations. YouTube connection troubleshooting
- If practical, temporarily connect the streaming computer to the router by Ethernet, then repeat the same stream and measurements with the same settings. A Cat6 cable can be useful for this temporary diagnostic test; Cat6 is not specifically required, and buying a cable cannot fix a problem beyond your local network.
- Compare the results. If Ethernet is stable while Wi-Fi is not, investigate the wireless segment, router placement, interference, and local network load. If both connections behave similarly, the cause may be beyond Wi-Fi, but that alone does not prove an ISP fault.
4. Compare another internet connection
If available, briefly test a different connection, such as a phone hotspot. Keep the computer, stream settings, and content as consistent as practical, and record the time and results. A repeatable difference between your usual connection and an alternate access network is useful evidence that the path or access network matters; it does not pinpoint the cause. Mobile data charges and capacity limits may apply, so use a short diagnostic test rather than assuming a hotspot is a suitable streaming replacement.
5. Escalate with a concise evidence record
If the problem continues, send your ISP a report containing:

- Exact dates and times when the stream showed trouble.
- Repeated MySpeed upload, latency, packet-loss, and jitter results, including the access type used for each test.
- Whether Ethernet changed the behavior compared with Wi-Fi.
- Whether a temporary alternate connection changed the behavior.
- The relevant encoder counters and screenshots or exact wording from YouTube stream health.
Ask the ISP to check the access connection and route during the listed periods. If your evidence points to a YouTube-specific issue, send the same timestamps and diagnostics through YouTube’s feedback or support mechanisms. Avoid asserting throttling, peering failure, or deliberate blocking without evidence that establishes it.
