High latency across a VPN, ZTNA, SASE, or similar secure-access service is a path-localization problem. Measure the client-to-service and service-to-application segments separately, verify the point of presence and policy actually used, inspect tunnels and branch equipment, then compare a controlled alternate route. This approach shows where delay or loss first appears instead of assuming the security provider is responsible.
Start by defining the symptom precisely
“The connection is slow” is not a diagnostic result. Create a repeatable record before changing configuration. For every test, capture:
As an Amazon Associate I earn from qualifying purchases.
- Who and where: user, device, branch or site, and geographic region.
- What: destination hostname or IP, application, transaction or page that is slow, and the secure-access client, tunnel, or forwarding profile involved.
- When: start and end time, including the time zone.
- Which metric: round-trip latency, packet loss, throughput, or application response time.
- Conditions: wired or wireless access, local ISP or WAN, device state, and whether other users or sites see the same behavior.
Keep the metrics separate. High round-trip time does not prove packet loss, and packet loss does not by itself establish that an application server is slow. Throughput can be poor even when latency is normal, while an application can respond slowly because of server processing or a chatty protocol. Repeat the same action against the same destination under similar conditions so that route, workload, and time-of-day differences do not obscure the result.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse your organization’s normal baseline for comparison. The available Microsoft operational guidance does not define one universal “good” cross-region latency number; acceptable performance depends on the application, user experience, and your established baseline.

Separate network delay from application delay
Record at least one network-level observation and one application-level observation for the same attempt. A page that takes 4 seconds to render might involve a 70-millisecond network round trip followed by slow server processing, multiple dependent requests, or client-side work. Conversely, a transaction that fails after a long wait can reflect packet loss or a blocked handshake even when the server itself is healthy.
Note whether the symptom affects all operations or only a particular action. A small read request, an interactive login, a large file transfer, and a real-time voice session exercise different parts of the path. If only larger transfers stall, inspect fragmentation and MTU behavior. If every operation from one branch is delayed, start with the access circuit, CPE, and tunnel rather than the application code.
Measure each segment of the path
Client to the secure-access edge
First measure the path from the endpoint or branch to the secure-access service edge. Service-native diagnostics are preferable because they can identify the edge handling the session and expose provider-side probe data. Zscaler Cloud Path diagnostics, for example, can display hops, latency, packet loss, failed probes, region, and geolocation in its path view (Zscaler Cloud Path evaluation). Record the complete hop sequence and the first hop at which delay or loss increases materially.
Recommended Free Tools
Run the test more than once. A single failed probe can be transient; a repeatable increase at the same hop is stronger evidence of a localized problem. If the diagnostic cannot reach a hop, record the failure rather than treating the missing hop as proof that the next network is at fault.
Secure-access edge to the application
Next examine the service-edge-to-destination portion. A user may be close to a local edge while the selected edge has a congested or indirect route to the application region. Cloud-path tools and provider transaction records can reveal this second segment even when an endpoint traceroute cannot cross the encrypted service.
For a Zscaler Private Access deployment, the performance troubleshooting runbook advises locating the anomalous path hop and testing the same application from a permitted non-Zscaler environment, such as a direct LAN or conventional VPN (Private Access performance troubleshooting runbook). Treat the alternate test as localization evidence: a faster direct path shows that the paths differ, but does not alone prove that the secure-access service caused the delay.
Use an application-level check
Pair path measurements with a controlled application transaction: for example, authenticate, retrieve a known page, or make a read-only API request. Keep the client, destination, operation, and test window constant when comparing routes. Log the application response time separately from network round-trip time so that a fast network with a slow backend is not misdiagnosed as a routing problem.
Use a small test matrix
One user and one destination cannot distinguish a local fault from a shared one. Repeat the test with an unaffected user at the same site, an affected user at another site, and, when authorized, a controlled device on a permitted alternate route. Record whether the same destination, policy, and service edge are used. A pattern limited to one endpoint suggests device or local-network conditions; a pattern spanning sites that share a point of presence suggests a common edge or upstream path; a pattern limited to one application suggests destination reachability or application dependencies.
Verify the point of presence and traffic handling
Confirm the actual service edge
Do not infer the point of presence (PoP) from the user’s country or office location. Global traffic steering, policy, capacity, and network conditions can select a different region. Microsoft Global Secure Access connection lifecycle events include PoP region and policy context, while transaction-level traffic records provide destination and traffic details. Correlate those records by timestamp and destination to establish which edge handled the affected connection. Microsoft describes the relevant events and investigation process in its remote-network connectivity investigation guidance.

Capture the selected region for both a slow and a normal transaction. If the region changes between attempts, changing edge selection may explain intermittent behavior. If the same edge is selected consistently, compare its path to the destination and look for a shared incident or route change. A nearby-looking region is not necessarily the shortest path to a private application or a cloud workload with asymmetric peering.
Check policy and forwarding state
Confirm that the expected security policy and forwarding profile were applied to the session. A policy change can send only one application, protocol, or user group through a different inspection or egress path. Check that the traffic appears in the expected service logs, with the expected action, destination, and timestamp. If the logs do not show the traffic, investigate client classification, forwarding, DNS resolution, or an exclusion before analyzing provider-path latency.

Review recent policy edits, connector changes, and routing announcements against the first time the symptom was observed. Do not roll back a security policy solely because an alternate route is faster; first establish that the policy selected the unintended path and that the change is authorized. Preserve the original configuration and export relevant logs so a later comparison is possible.
Validate client health
Check the secure-access client version and state, its tunnel or adapter status, local CPU and memory pressure, and recent reconnects. A client that repeatedly renegotiates or falls back between forwarding modes can make the symptom appear intermittent. Capture client diagnostics during the slow transaction rather than relying on a later status screen.
Also check for competing VPN software, endpoint security inspection, sleep or power-saving transitions, and wireless roaming during the test. These conditions can interrupt a tunnel or change the endpoint’s route without changing the service policy. Test on a stable wired connection when possible, but preserve the original user conditions in a separate comparison so that the production symptom remains documented.
When Microsoft Global Secure Access and Zscaler coexist
In a deployment that combines the two services, collect Microsoft client traffic diagnostics and verify the same flow in both products’ logs. Microsoft’s coexistence guidance explains how to validate traffic handling across the integration (Configure Microsoft and Zscaler for a unified SASE solution). A flow that is visible in one product but absent in the other usually indicates classification or forwarding behavior that must be corrected before path performance can be judged.

Remote-network tunnel state
For branch or data-center tunnels, check both endpoints for availability, uptime, renegotiations, and current utilization. Microsoft recommends monitoring tunnel health and investigating near-capacity conditions in its Global Secure Access remote-network operations guidance. Compare utilization with your own engineering baseline and alert thresholds; an example operational threshold is not a universal performance target.
Look for a tunnel that is technically up but repeatedly flapping, rekeying, or accumulating errors. Correlate the tunnel event time with user reconnects and application stalls. If one of several redundant tunnels carries the affected flows, compare utilization and loss across the members rather than averaging them. A healthy control tunnel can provide a useful comparison without assuming that all paths share the same capacity.
Drops, fragmentation, and MTU
Inspect counters for dropped, fragmented, or discarded packets on the tunnel, WAN interface, and security device. MTU problems often present as selective slowness: small pings succeed while larger packets, TLS handshakes, file transfers, or particular applications stall. Test with packet sizes appropriate to your platform and compare behavior with and without the tunnel where policy permits. Correct the MTU or path-MTU handling only after identifying which link introduces fragmentation or drops; indiscriminate changes can create a second problem.

Record whether fragmentation occurs on ingress, egress, or within an overlay. Check for increases in retransmissions during the same interval. A packet-size test is not a substitute for application testing, but it can explain why only certain protocols or payload sizes fail. Apply any MTU change to the narrowest affected interface first, then retest small and large transactions and confirm that other sites are not adversely affected.

Review CPU and memory utilization, interface errors, duplex or speed negotiation, queue drops, and WAN retransmissions on the branch router, firewall, or SD-WAN device. A saturated or erroring interface can add delay before traffic reaches the secure-access service, so a provider-edge measurement may look normal while users still experience slow access.
Check whether a recent backup, software distribution job, video meeting, or security scan consumed the same circuit. Compare queue and utilization history with the incident window instead of relying only on current counters. If the branch has multiple WAN links, document which link carried the tunnel and whether failover occurred; an apparently healthy tunnel can still be using a congested backup circuit.
Compare the affected route with an alternate
Where policy and security controls allow, test the same application through an approved alternate route, such as direct LAN egress or a different corporate VPN. Hold constant:
- the destination hostname, IP address, and application action;
- the user or test device and its local network;
- the test duration and time window;
- the protocol and packet-size conditions; and
- the measurements collected on each path.
Compare latency and loss by segment, selected PoP, tunnel and client health, and application response time. Repeat from more than one user or site when possible. A symptom reproduced across several sites using the same edge is more consistent with a shared service or upstream path than a single branch CPE issue; a symptom limited to one site points first to that site’s access circuit, tunnel, or equipment.
Check the provider’s service-status and incident information for the affected service, region, or data center during the recorded window. An incident match strengthens the escalation, but continue to include your measurements: status pages may not list every regional or customer-specific impairment.
Interpret route differences carefully
An alternate route that is faster establishes a meaningful difference, not a verdict. The alternate may use a different DNS answer, egress location, inspection stack, or application replica. Confirm that the destination and transaction are equivalent and note any security controls that are absent from the comparison. Do not bypass required inspection for production users merely to improve a single measurement.
If both routes show the same delay and loss, focus on the destination region, shared carrier, or application service. If only the secure path is slow, use the segment measurements to distinguish client-to-edge access from edge-to-destination forwarding. If results vary by time of day, retain enough repeated samples to show the pattern rather than selecting the fastest or slowest run.
Use the evidence to localize the fault
| First repeatable anomaly | What it suggests | Next check |
|---|---|---|
| Endpoint-to-local network hop | Wireless, LAN, ISP access, or endpoint condition | Repeat on wired access or another endpoint; inspect local interface errors and utilization. |
| Branch tunnel or WAN interface | CPE overload, circuit congestion, tunnel instability, drops, or MTU mismatch | Correlate tunnel counters, interface queues, CPU/memory, and packet-size tests. |
| Client-to-service edge before the expected PoP | Access-network route or edge-selection issue | Confirm the selected region, client state, and repeated cloud-path measurements. |
| Inside the service-edge-to-destination segment | Upstream routing, inspection path, or destination-region reachability | Compare an approved alternate route and inspect service transaction records. |
| Application transaction only, with normal path metrics | Backend processing, protocol behavior, or application dependency | Check server-side timing and dependency logs; do not attribute it to network latency alone. |
| No consistent anomaly | Transient congestion, changing path selection, or an unrepeatable workload | Increase sampling frequency and add synthetic monitoring before changing production policy. |
This table is a localization aid, not a fault declaration. A route comparison demonstrates a difference between paths; it does not identify which operator must remediate the difference without supporting telemetry.

Avoid common troubleshooting mistakes
- Assuming geography predicts the route: the user’s country does not prove which PoP, connector, or egress path was selected.
- Using one ping as proof: a single probe cannot establish a persistent latency or loss condition.
- Equating loss with provider fault: loss may begin on Wi-Fi, an ISP circuit, a tunnel interface, or the destination path.
- Changing MTU blindly: an unverified change can hide the original symptom or break other traffic.
- Comparing unlike transactions: different DNS answers, application actions, packet sizes, or test windows invalidate a route comparison.
- Ignoring logs because the client appears connected: a connected status does not confirm that the intended forwarding profile carried the application flow.
- Relying only on a status page: regional or customer-specific impairments may not appear there.
Make one controlled change at a time and retain a before-and-after measurement. This preserves a clear causal record and reduces the chance of masking a problem while trying to fix it.

Build monitoring for recurring problems
One incident can be diagnosed with built-in service logs, path probes, and a controlled alternate test. Recurring issues require history. Microsoft recommends end-to-end monitoring with synthetic transactions or ping monitors from branch sites through Global Secure Access tunnels. Schedule probes to the same application or representative endpoint, record latency and loss by site and selected region, and retain enough history to compare normal and impaired periods.
Microsoft’s operations guidance names SolarWinds, Paessler PRTG, and ThousandEyes as examples of network-management platforms that can monitor tunnel endpoints and paths. They are optional choices, not prerequisites for an initial investigation. Select a platform according to your existing telemetry, geographic coverage, alerting workflow, and retention requirements. A lightweight internal probe is often sufficient for a small deployment; a distributed enterprise may need path visualization and cross-provider correlation.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Alert on deviation from your local baseline rather than an arbitrary global latency value. Correlate synthetic results with tunnel utilization, client reconnects, PoP selection, policy changes, and service incidents. Keep the probe’s destination and packet size stable so that an alert represents a path change rather than a test change.
Design probes to represent real user paths without exposing credentials or sensitive payloads. A read-only transaction can test authentication, name resolution, connection establishment, and application response while remaining safe to run repeatedly. Store the selected region, route identifier, and timestamps with each result so a later comparison can distinguish a path change from a workload change.
Prepare an escalation that can be acted on
When the evidence points beyond your administrative boundary, send a compact timeline rather than a general complaint. Include:
- user, device, site, region, and secure-access client or tunnel;
- destination application and exact transaction tested;
- timestamps with time zone and recurrence pattern;
- latency, loss, throughput, and application timing as separate measurements;
- selected PoP or service edge, policy, and forwarding profile;
- hop-by-hop or segment measurements showing where the anomaly begins;
- tunnel, CPE, and interface health, including drops, fragmentation, and MTU observations;
- results from the approved alternate route; and
- relevant log excerpts and the provider status or incident reference.
Redact credentials, tokens, private payloads, and unnecessary personal data. Preserve the original timestamps and export format so support engineers can correlate your evidence with their telemetry.
State what has already been ruled out and what remains uncertain. For example, explain that the endpoint and branch interface were healthy, the selected PoP was confirmed, and loss began on the service-edge-to-destination segment, while noting whether the alternate route used identical DNS and application conditions. This gives the receiving team a testable hypothesis instead of asking it to repeat basic collection.

Frequently Asked Questions
What is the first thing to check when cross-region secure access is slow?
Define one repeatable symptom: the user or site, destination application, exact transaction, test window, selected client or tunnel, and whether the problem is latency, loss, throughput, or application response time. Then measure the path in segments.
How can I tell whether the secure-access provider or my ISP is responsible?
Find the first repeatable hop or segment where delay or loss increases. Compare the affected secure path with an approved alternate route under equivalent conditions, and correlate the result with client, tunnel, CPE, PoP, and service logs. A faster alternate route alone does not prove provider fault.
Does a nearby point of presence guarantee low latency?
No. Traffic steering, policy, capacity, peering, and the route from the edge to the application can select or create an indirect path. Confirm the actual PoP in connection or transaction telemetry rather than inferring it from user geography.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Why do small pings work while the application remains slow?
Small probes may not expose MTU, fragmentation, retransmission, or application-processing problems. Test packet sizes appropriate to the platform, inspect drop and fragmentation counters, and run a controlled application transaction alongside the path probes.
Should I change the tunnel MTU immediately?
No. First identify which link introduces fragmentation or drops and compare behavior with and without the tunnel where policy permits. Apply the narrowest justified change, then retest both small and large transactions and confirm that other traffic remains healthy.
What evidence should I send to a vendor or carrier?
Provide a timestamped timeline with the user, device, site, destination, exact transaction, selected PoP, policy and forwarding profile, segment measurements, loss, tunnel and CPE health, alternate-route results, relevant log excerpts, and any matching status incident. Remove credentials, tokens, private payloads, and unnecessary personal data.
Do I need SolarWinds, PRTG, or ThousandEyes to diagnose one incident?
No. Built-in service diagnostics, logs, path probes, and a controlled alternate test may be enough for a one-off issue. Microsoft lists those platforms as examples for ongoing tunnel and path monitoring; choose one only when recurring problems require broader coverage, history, or correlation.
