How to troubleshoot GPU throttling caused by heat or power limits

By Freedom251 Team · · 10 min read

When a GPU slows down during a sustained workload, first determine which limiter is active. Thermal throttling reduces clocks after the GPU reaches its temperature threshold; power throttling reduces clocks when average board power reaches the configured limit. Both can be normal control behavior, and neither proves that the card is defective.

Record temperature, power draw, clock speed, utilization, fan speed when available, and the active throttle or violation reason during the same workload interval. Then follow the matching branch: inspect cooling and airflow for a thermal limit, or check the configured power cap, tuning profile, workload, and system power delivery for a power limit. Restore known-good settings before testing any change.

What GPU throttling is—and why the cause matters

Modern GPUs continuously adjust frequency and voltage to stay within electrical, thermal, and reliability limits. A lower clock under load is therefore not automatically a fault. The useful question is which limit is holding the clock down at the moment performance falls.

Thermal throttling

Thermal throttling occurs when the GPU reaches a predefined temperature threshold and reduces clocks. The threshold, sensor used, and available telemetry differ by model and firmware. NVIDIA describes thermal throttling in its TensorRT performance documentation, but its example of “around 85 degrees Celsius for most GPUs” is context-specific, not a universal cutoff for every desktop, workstation, server, or laptop card.

Power-cap throttling

Power throttling occurs when average GPU power consumption reaches the configured power limit. That cap may be the board’s normal design limit, a lower software setting, a vendor performance profile, or a system-level constraint. Reaching it can be expected behavior rather than evidence of damage.

Other limiters can look similar

Clock reductions can also result from utilization, explicit clock settings, or hardware-slowdown conditions. NVIDIA’s DCGM field documentation separates software power-cap and software thermal reasons, while its hardware-slowdown indicator can include high temperature, an external power-brake assertion, or high power draw. Do not label every clock drop as thermal without checking the complete telemetry picture.

What you observe What to verify What it suggests
Temperature rises to the model’s threshold while clocks fall Thermal reason or violation, fan response, airflow and ambient temperature Thermal limiting is likely
Board power sits at the configured cap while clocks settle lower Power limit, tuning profile, workload, and PSU delivery Power-cap limiting is likely
Clock falls but neither thermal nor power reason is active Utilization, clock settings, hardware-slowdown indicators, driver and firmware advisories Another limiter or a telemetry mismatch may be involved
One high temperature or power reading after the slowdown Logs from the same period as the performance drop Insufficient evidence by itself

Capture synchronized evidence before changing anything

A single peak temperature, a later power reading, or an average benchmark score cannot identify the limiter reliably. Reproduce the slowdown and compare signals collected at the same time.

1. Establish a baseline

  1. Let the system reach its normal idle state. Note the GPU model, driver and firmware versions, operating system, ambient conditions, and the vendor performance profile currently selected.
  2. Record idle temperature, power, clock, utilization, and fan speed if the sensor is exposed. This gives you a reference for fan behavior and background load.
  3. Close unrelated GPU workloads and use the same application, game scene, render, or compute job that normally triggers the slowdown.

2. Run a sustained workload

Use a repeatable load long enough for temperature and power to stabilize. Start logging before the slowdown begins and continue through the performance drop. Keep the workload, resolution, quality settings, batch size, and scene constant between tests.

3. Record the minimum useful fields

  • GPU temperature, including the sensor name if the tool exposes more than one.
  • Board or GPU power draw and the configured power limit.
  • Core clock and, when available, memory clock.
  • GPU utilization and the workload’s observed frame rate or processing rate.
  • Fan speed or fan state when available.
  • The active throttle, violation, or slowdown reason.

For NVIDIA hardware, the nvidia-smi reference documents temperature, power, clock, and target-temperature reporting for supported devices. NVIDIA’s DCGM field constants document throttle-reason indicators. On supported AMD products, the AMD SMI GPU-violations guide describes power and thermal violation metrics and monitoring. Exact fields depend on the GPU generation, driver, operating system, and tool version.

4. Align timestamps

Keep the telemetry interval and performance measurement aligned. If a benchmark reports a score after the test but your sensor reading was taken later, you cannot tell whether the limiter was active during the slow section. Save a short log or screenshots that include the period in which clocks dropped.

If the evidence points to thermal throttling

Thermal evidence means the GPU is approaching its own limit under the reproduced workload. Work through the cooling path before considering hardware replacement.

Check fan response under load

Watch the fan reading while the workload is active. A fan that remains stopped or near idle while temperature climbs may reflect a normal zero-RPM mode at light load, a fan curve setting, a blocked cooler, a failed fan, or a firmware issue. The important observation is whether fan speed responds as the card heats, not whether a particular percentage is universal.

Inspect the complete airflow path

  • Power the system down and inspect the GPU intake, heatsink fins, and nearby vents for dust, cables, or other obstructions.
  • Confirm that the case has a clear route for cool air to enter and warm air to leave. Intel’s Arc guidance specifically recommends both intake and exhaust air exchange; the correct fan size and mounting positions depend on the case.
  • Check whether the GPU is pressed against another expansion card or a side panel that restricts its intake.
  • Compare behavior with the side panel closed and in the normal operating position. An open-panel result can reveal an airflow problem, but it is not a permanent cooling solution.
  • Consider room temperature and whether the system is located in a confined cabinet or against a wall that recirculates exhaust air.

AMD’s violation guidance likewise points to cooling, ambient temperature, dust, and airflow when thermal-violation time is high. Neither vendor’s guidance establishes one safe temperature for every product.

Check for a model-specific fan or firmware advisory

Intel’s Arc fan advisory, last reviewed December 19, 2024, describes cards with OPROM 20.1053.1 whose fan could remain near 1200 RPM while temperature rose rapidly. It states that driver 31.0.101.4644 included a firmware update for that issue. This is a version-specific Arc case, not a general rule for all GPUs. Verify the current Intel support article, your exact card, and its firmware before applying any update.

Separate cooling limitations from a failed cooler

If the fan responds, the case has unobstructed intake and exhaust, ambient temperature is reasonable, and the card still reaches its limit unusually quickly, document the synchronized telemetry. A failed fan, pump, sensor, mounting problem, or cooler obstruction may require manufacturer service. Do not disassemble the card or replace thermal paste as a universal first step; those actions can damage the card or affect warranty coverage.

If the evidence points to power-limit throttling

A power limiter is identified by power draw reaching the enforced cap while a power-cap or power-violation reason is active. Treat the cap as a setting to understand, not a problem to override automatically.

  • High Static Pressure: RS fans work well as radiator fans with a static pressure of 4.15mm-H2O to push through obstructions.
  • Quiet Operation with Magnetic Dome Bearing: CORSAIR’s Magnetic Dome bearing minimises noise and reduces friction for greater longevity.

Compare live power with the enforced limit

Capture the live board-power reading and the configured limit in the same log. If power repeatedly meets the cap while temperature remains below its thermal threshold, the cap—not cooling—is controlling the clock. NVIDIA’s TensorRT documentation explicitly defines power throttling as reaching the configured limit.

Check profiles and application settings

  • Return vendor tuning software to its default or known-good profile.
  • Look for a quiet, efficiency, balanced, or custom profile that intentionally lowers the power limit.
  • Check whether an application-specific profile, frame-rate cap, or compute setting changed the workload’s behavior.
  • Compare the same workload after the reset, without changing several variables at once.

AMD’s SMI guidance recommends checking the power-cap threshold, live power, and the percentage of time spent in power violation. Its current Radeon software documentation also notes that performance-tuning controls vary by GPU. Use the controls exposed for your exact model rather than assuming every Radeon or Instinct card has the same options.

Check system power delivery without assuming a universal PSU rule

AMD recommends checking whether the power supply is adequate when power violations are high. Inspect the card’s power connectors, seating, and cable arrangement according to the card and system documentation. This guide cannot establish one universal wattage requirement: GPU model, CPU, transient behavior, other components, PSU quality, and regional product specifications all matter.

Understand when reaching the cap is normal

A fully loaded GPU may sit at its designed board-power limit for long periods. That is normal if the card is stable, temperatures are within the model’s limits, and performance matches the expected behavior for the selected profile. A power violation becomes more suspicious when it appears after an unintended profile change, occurs with unexpectedly low workload output, or accompanies connector, PSU, driver, or firmware symptoms.

Do not raise the limit as a diagnostic shortcut

Increasing the power limit can raise heat, noise, and electrical demand while hiding the original configuration issue. It does not repair inadequate cooling, a bad power connection, or a firmware problem. AMD’s WattMan support material warns that warranty coverage does not include damage caused by overclocking. Use a higher limit only when the exact hardware documentation and your risk tolerance support it—not as the first troubleshooting action.

Vendor-specific telemetry and caveats

NVIDIA

nvidia-smi reports temperature and power readings and supports target-temperature information on supported devices. Dynamic clocks can respond to power, thermal, and utilization conditions. The DCGM throttle-reason documentation distinguishes software power-cap and software thermal indicators and lists hardware-slowdown conditions. A hardware-slowdown flag can include high temperature, an external power-brake assertion, or high power draw, so pair it with temperature and power readings before choosing a repair.

AMD

AMD’s WattMan support article describes a performance histogram covering GPU activity, temperature, power, fan speed, and clocks. It also documents fan and power-limit controls, while noting that feature availability depends on the GPU. AMD’s GPU-violations guide describes power- and thermal-violation metrics as the percentage of time a supported GPU was throttled for those reasons. Command and metric support differs among Radeon and Instinct generations.

Use the current AMD Adrenalin performance-tuning documentation for the labels and controls exposed by your software version. A control shown in one generation may be absent or behave differently in another.

Intel Arc

Intel’s Arc overheating article, last reviewed December 3, 2024, discusses gaming cases in which GPU and VRAM temperatures exceeded 90°C and recommends chassis air exchange with both intake and exhaust. That is Arc-specific troubleshooting guidance, not a universal temperature rule for every GPU family. Follow the article for your exact Arc model and current driver or firmware state.

Reset to a known-good state and retest

When the telemetry is ambiguous, or after you correct a physical or configuration issue, use a controlled reset rather than stacking more changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Close the workload and return GPU tuning, fan, voltage, and power settings to the vendor default or a previously verified stable profile.
  2. Record the reset state, driver version, firmware version, and application settings.
  3. Restart the system if the vendor software or firmware requires it.
  4. Run the identical workload for the same duration and collect the same temperature, power, clock, utilization, fan, and limiter fields.
  5. Compare the time-aligned logs. A successful fix should change the limiting signal and restore the expected performance under the same conditions.

If a driver or firmware update is indicated, use the vendor-supported package for the exact card and operating system. Remove or reinstall a driver only when the vendor’s procedure supports it; changing drivers without preserving the original telemetry makes the result harder to interpret.

Common misleading diagnoses

“The temperature is high, so it must be thermal throttling”

Temperature alone does not prove the active limiter. A GPU can run near its target while power limiting controls the clock, and a brief sensor peak may occur after the slowdown. Confirm the active thermal reason or violation during the same interval.

“The power-limit flag means the card is broken”

Reaching a configured power cap is part of normal GPU control. Investigate the cap, profile, workload, and power delivery before concluding that the board has failed.

“Opening the case fixed it, so the card needs a new cooler”

An open-panel improvement points toward chassis airflow or recirculated heat, but it does not identify the failed component. Check intake, exhaust, dust, fan response, and ambient conditions in the normal case configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A higher power limit will prove whether the card is healthy”

It may increase heat and electrical stress while obscuring the original cause. Restore defaults and establish a baseline first.

“Every model has the same sensor names and commands”

Sensor availability, target-temperature support, violation metrics, and command syntax vary by model, driver, operating system, and software version. The NVIDIA, AMD, and Intel documentation linked above should be treated as platform-specific references, not interchangeable instructions.

When to stop troubleshooting and seek service

Escalate with your logs when the card reaches a limiter immediately at modest load, a fan or pump does not respond, temperatures rise abnormally despite verified airflow, power readings conflict with the documented limit, connectors show heat or damage, or the system crashes, artifacts, or resets. Include the exact GPU model, driver and firmware versions, operating system, workload, ambient conditions, profile settings, and synchronized telemetry.

Do not change BIOS thermal-trip points or other platform protections to avoid a throttle. NVIDIA’s Grace power-and-thermals guide, for example, warns against changing documented Grace ACPI trip points; that warning applies to that specific platform and illustrates why thermal protections should remain within the manufacturer’s guidance.

A compact decision checklist

  • Slowdown reproduced: use the same sustained workload and log the full signal set.
  • Thermal reason active: verify fan response, dust, obstructions, intake, exhaust, ambient temperature, and model-specific advisories.
  • Power reason active: compare live power with the enforced cap, reset profiles, inspect workload settings, and check power delivery.
  • No matching reason: check utilization, clock settings, hardware-slowdown indicators, driver, and firmware; then retest from a known-good profile.
  • After every change: repeat the same workload and compare time-aligned telemetry.

The reliable diagnosis is not a temperature number or a single warning. It is the limiter that was active while clocks and performance changed, verified against the exact GPU’s documented sensors and operating limits.
