Work through those layers in order so you can isolate the fault without changing unrelated settings.
Start by identifying which layer is failing
Before changing code or payment information, record the exact symptom and where it appears. A missing offer on one article usually points to page integration or plan status. A missing payout points to the payments profile, bank details, verification, eligibility, or an enforcement action. A user who can subscribe but cannot renew may be affected by policy enforcement or entitlement configuration.

Confirm the publication and Reader Revenue Manager eligibility
Create or select the publication in Publisher Center
Google requires a publication to exist in Publisher Center before Reader Revenue Manager setup can begin. Sign in to Publisher Center, select the relevant publication, open Reader Revenue Manager, and choose a content-access prompt. If the publication is missing, confirm that you are in the correct Google account and organization before creating another entry; duplicate publications make ownership and payment administration harder to trace.
Check country-specific feature availability
Reader Revenue Manager capabilities are not identical in every country. Google separates countries with full subscription or contribution monetization from countries that have engagement features only. Do not assume that a missing subscription control is a technical fault. Check the current onboarding eligibility information for the publisher’s country while signed in to the account, and distinguish an unavailable feature from a configuration error.

Understand the published transaction charge
Google’s setup guidance states a charge of 5% per transaction, including credit-card fees. That is the rate stated in Google’s product description, not an independently verified quote for a particular publisher and not a guarantee that commercial terms will never change. Treat the rate and any other payment terms shown in the account as the terms that require confirmation before launch.
Fix Google Reader Revenue Manager payment-profile and bank-detail problems
Separate publication ownership from payment-profile access
Owning a publication in Publisher Center does not automatically grant permission to edit its associated payments profile. Google Payments Center controls the profile that stores payout and tax information, and a profile may be shared across publications in the same organization. The person troubleshooting must therefore have explicit access to the linked profile, not merely Publisher Center ownership.
- Sign in with the account that normally administers the organization’s payments.
- Confirm which payments profile is linked to the publication.
- Ask the profile owner to grant the required Payments Center access if the payment controls are read-only or absent.
- Avoid creating a second profile just to bypass a permissions error; first establish whether the existing profile is the one Google expects.
Inspect the payment details panel
- In Publisher Center, select the publication.
- Open Reader Revenue Manager settings.
- Select Payment details.
- Review the registered payments profile, preferred payout method, and any pending profile tasks.
This panel is the quickest way to determine whether the publication is pointing at the profile you expected and whether Google is waiting for an action. A pending task can block payment even when the website integration is working.

Use the edit link in the payment details area to open Google Payments Center. Then open Payment methods, edit or add the bank account information, and save it. Google’s onboarding guidance requires bank details to be present in the payments profile before the publisher can be paid.

After saving, return to Publisher Center and confirm that the preferred payout method and profile status reflect the change. If the account requests identity, tax, or payment-information verification, complete the task in the indicated Google flow rather than repeatedly re-entering bank data. Keep the account holder’s legal information consistent across the requested records; mismatches can leave a task pending.
When a payout is still missing
A public help page cannot reveal the status of an individual publisher’s private profile or explain why a particular payment is late. Check the profile’s displayed tasks and status first. If the profile is correctly linked, bank information is saved, verification is complete, and no policy action is shown, gather the publication name, profile identifier, affected transaction or payout period, and screenshots of the displayed status for Google support. Do not publish bank details or other sensitive information in a public forum.

Choose the snippet that matches the page
Reader Revenue Manager uses a code snippet installed on your site. The two common snippet types are not interchangeable:

Install it in the live page head
- Copy the snippet generated for the publication and the intended content configuration.
- Place it in the page’s
<head>, using the CMS’s global head field or the appropriate article-template hook. - Publish the CMS change.
- Open an affected article in a private browser window, view the live source, and confirm that the expected snippet is present in the head.
- Test a page from each template that uses a different product or access rule.
Checking only an authenticated administrator view can hide a paywall because the administrator may already have an entitlement. Test as a reader who has no entitlement, and clear page, CDN, and optimization caches after changing the template.

Update CMS Sync when a product ID changes
Changing a price or replacing a plan can produce a new product ID. The website must then be updated through CMS Sync or the equivalent CMS configuration so that the page sends the new ID. A page that still sends the retired ID can show the wrong offer or no offer even when the new plan is correctly configured in Publisher Center.
For multiple plans, map each plan to its intended article type, section, or template. Keep that mapping in one documented CMS location so an editor does not paste a product-specific snippet into a global header and accidentally gate every article with the same offer.
WordPress installation choices
Google recommends using Site Kit for WordPress integration. If Site Kit cannot be used, Google’s alternative instructions describe installing the snippet with WPCode. Whichever method is chosen, verify the rendered HTML on the live site; a plugin setting that appears enabled in the dashboard is not proof that the snippet reached every article template.

Google says Reader Revenue Manager should not be used when the entire site is built on AMP. A site with both AMP and non-AMP pages requires the snippet on canonical pages and the AMP allow-list configured according to Google’s current instructions. Custom JavaScript can affect AMP validity, so validate the AMP page after each integration change. If the AMP version becomes invalid, fix the validation error before diagnosing the monetization behavior.

Make sure the pricing plan is actually available
Draft, Live, and Archived states
New pricing plans start in Draft. A Draft plan is not an offer that readers can buy. Change it to Live only after checking its price, entitlement duration, product ID, and page mapping. An Archived plan does not appear as a new offer, although users with valid entitlements may retain access.

Distinguish contributions from donations
Reader Revenue Manager’s contribution feature is not an unrestricted voluntary-donation system. Google’s guidance says it does not support voluntary donations through Reader Revenue Manager; nonprofit publishers can instead direct readers to an external donation platform using a non-monetization prompt. Label the call to action according to the feature actually configured so readers are not promised a donation workflow the product does not provide.

If payment, calls to action, or renewals changed without a corresponding configuration edit, open the Policy violations tab in Publisher Center. Google says this tab lists active domain or article violations, enforcement status, and available resolution options.

- Record the affected domain or article and the exact enforcement status.
- Read the listed resolution option before editing the site.
- Correct the cited content or implementation issue, then complete the provided review or appeal step if one is available.
- Retest the affected CTA, checkout, and renewal path after the account status changes.
Google’s policy guidance says noncompliance can lead to removal of Reader Revenue Manager, withholding or reversal of payments, or suspension or termination. A delayed payment alone does not prove that a policy violation exists; use the status displayed in the account instead of inferring enforcement from timing.
A practical end-to-end troubleshooting sequence
Use this order to avoid fixing a downstream symptom while the upstream account is ineligible:
- Publication: confirm the publication exists in Publisher Center and that the required Reader Revenue Manager feature is available in its country.
- Payments profile: confirm the linked profile, profile owner, and your explicit permission to manage it.
- Verification and bank: complete pending profile tasks and save valid bank details in Google Payments Center.
- Plan: confirm the relevant pricing plan is Live, not Draft or Archived.
- Product mapping: match every gated page to the correct product ID and update CMS Sync after an ID change.
- Snippet: verify the correct open-access or product-ID snippet is in the live page head on every relevant template.
- AMP and caching: validate AMP pages where applicable and purge CMS, CDN, and browser caches.
- Policy: inspect Policy violations for domain or article actions that could affect CTAs, payments, or renewals.
- Controlled test: test an article as a non-entitled reader, then test checkout or contribution behavior in the country and currency supported by the account.
When and how to escalate to Google
Google identifies its Reader Revenue Manager support team as the route for unresolved implementation problems. Support can help enable the product, manage configuration in Publisher Center, and troubleshoot implementation issues. For questions about appearing in Google News rather than Reader Revenue Manager implementation, Google directs publishers to the Google News Publisher Community.
Prepare a concise escalation packet:
- Publisher Center publication name and the account or organization administering it.
- The country in which the publication operates and the Reader Revenue Manager feature being configured.
- The exact URL or template type affected, without exposing private payment data.
- Whether the plan is Draft, Live, or Archived and which product ID the page sends.
- The snippet type, installation method, and date of the last CMS change.
- The payments-profile status, completed or pending tasks, and whether bank details are saved.
- Any Policy violations entry, enforcement status, and steps already attempted.
- Browser, device, and a timestamp for the failed test.
Do not ask public documentation to diagnose a private payment status. Account-specific causes and payout timing require access to the publisher’s profile and, when necessary, Google’s support channels.
Common mistakes that prolong the problem
- Granting only Publisher Center access: payment-profile administration is a separate permission set.
- Leaving a plan in Draft: the website cannot show a purchasable offer from a plan that has not been made Live.
- Using one product ID everywhere: pages for different plans need the corresponding IDs.
- Updating Publisher Center but not the CMS: a changed product ID must be reflected in the site template or CMS Sync.
- Testing while already entitled: an administrator session can conceal a missing paywall.
- Installing the snippet outside the head: a dashboard confirmation does not replace checking the rendered live page.
- Ignoring AMP validation: custom JavaScript can make an AMP page invalid.
- Assuming a late payout proves enforcement: inspect the Policy violations tab and payment-profile tasks before drawing that conclusion.
- Calling contributions donations: the product’s contribution flow is not an unrestricted donation feature.
What you can establish—and what requires account access
You can independently verify publication existence, country eligibility information, plan state, product-ID mapping, snippet placement, AMP validity, cache behavior, and the Policy violations tab. You cannot determine from public pages why a particular publisher’s payout is missing, whether a private payments profile has an unresolved verification hold, or when Google will release an account-specific payment. Those questions require the profile’s displayed status and, if unresolved, support access.
