How to troubleshoot Exchange Admin Center access and sign-in errors

Start by identifying whether the organization uses Exchange Online or Exchange Server. The two products use different entry points and fail for different reasons. In Exchange Online, check the work or school account, Microsoft 365 administrator permissions, Exchange role assignments, and the browser session. In Exchange Server, verify the ECP URL, DNS and certificate settings, intentional access restrictions, mailbox health, OAuth certificates, and—on some older builds—directory permissions. Match the exact message, such as HTTP ERROR 500, the redirect limit was reached, or Access is denied, to the corresponding diagnostic path before changing production settings.

Identify the Exchange deployment before changing anything

Exchange Admin Center (EAC) is the management interface for Exchange Online. Exchange Server uses an on-premises ECP virtual directory that serves the same style of administration interface. A cloud sign-in problem is usually about identity, roles, browser state, or tenant policy; an on-premises failure can instead involve the URL, reverse proxy, DNS, TLS certificate, mailbox objects, OAuth, or Active Directory permissions.

Diagnostic axis Exchange Online Exchange Server
Entry point Microsoft 365 Admin centers, https://admin.exchange.microsoft.com, or the current overview at https://admin.cloud.microsoft/exchange#/homepage Organization or server ECP URL, normally https://<ServerFQDN>/ecp; locally, https://localhost/ecp
First access check Work or school account, Microsoft 365 administrator permissions, and the required Exchange role Correct ECP virtual directory, external URL, public DNS, matching TLS certificate, and any deliberate access restriction
Typical documented clues Successful authentication but missing features points to role-based access control; repeated account selection can be a browser-session problem HTTP 500 can involve the administrator or arbitration mailboxes; redirect loops can involve the OAuth certificate; some Exchange Server 2013/2016 failures involve a computer-account permission
Administrative owner Microsoft 365 or Exchange tenant administrator Exchange Server administrator, with directory, DNS, and certificate administrators as required

If you are unsure which environment you have, ask where mailboxes are hosted and whether the management URL is a Microsoft 365 address or a company server name. Do not apply an on-premises mailbox or certificate fix to a cloud tenant.

Exchange Online: restore access in the least disruptive order

1. Use the correct work or school account

Open EAC with the organization’s work or school identity, not a personal Microsoft account. If the browser offers several Microsoft identities, note which one is selected. A successful Microsoft sign-in only proves that the identity was authenticated; it does not prove that the identity is allowed to administer Exchange.

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.

2. Verify Microsoft 365 and Exchange permissions

The account needs Microsoft 365 administrator permissions and an Exchange administrator role or another assigned Exchange role that contains the operation you are trying to perform. EAC uses role-based access control (RBAC) to determine which features are available. This creates two different symptoms:

  • Cannot sign in at all: investigate the account, authentication flow, browser session, and tenant policies.
  • Can sign in but a page, command, or setting is missing or denied: have an authorized administrator inspect the role assignment and the permissions required for that specific operation.

Do not grant a broad administrator role merely because one feature is unavailable. Ask a tenant administrator to identify the least-privileged Exchange role that includes the task.

3. Open the current EAC entry point directly

From the Microsoft 365 admin center, open the Exchange admin center from the Admin centers list. You can also enter https://admin.exchange.microsoft.com directly. Microsoft’s current EAC overview also lists https://admin.cloud.microsoft/exchange#/homepage. Use the address exactly as shown; a bookmarked legacy path may redirect differently from the current service.

4. Retry in a private browsing session

If the browser repeatedly selects the wrong account, returns to the sign-in page, or appears to authenticate and then sends you back to the start, open a private or incognito window and paste the direct EAC address. A private session avoids most existing cookies and cached account-selection state. If that works, close the private window, sign out of Microsoft 365 in the normal browser, remove stale account sessions if your organization permits it, and retry. Do not delete all browser data on a managed computer without checking your organization’s policy.

5. Separate a tenant incident from an account problem

When identity, role, URL, and private-session checks do not explain the failure, record the exact error, UTC time, affected account, and browser used. A tenant administrator should review Microsoft 365 service health and the relevant sign-in details. The error alone does not establish that Microsoft is experiencing an outage, that a Conditional Access policy blocked the request, or that an identity provider failed; those conclusions require evidence from the affected tenant.

Exchange Server: verify the ECP endpoint and access path

Find the correct ECP URL

On Exchange Server, EAC is delivered through the ECP virtual directory. The normal internal form is https://<ServerFQDN>/ecp. Microsoft documents https://localhost/ecp when you connect from the Exchange server itself. If the local URL works but the public name fails, focus on the external URL, DNS, proxy, firewall, and certificate rather than changing administrator roles.

Check external URL, DNS, and TLS together

External administration depends on the ECP virtual directory’s configured external URL, a public DNS record that resolves the requested host to the correct service, and a TLS certificate whose subject or subject-alternative name matches that host. A mismatch can produce certificate warnings, failed redirects, or a page that never reaches ECP. Verify the complete path from the client network, not only from the Exchange server’s internal network.

  • Confirm that the hostname users enter is the hostname configured for the ECP external URL.
  • Confirm that public DNS resolves that hostname to the intended published service.
  • Confirm that the certificate presented on the HTTPS connection includes the exact hostname and is valid for the client’s current date.
  • Check any load balancer or reverse proxy for a different host header, TLS termination rule, or redirect target.

Determine whether access is intentionally restricted

Some organizations deliberately limit EAC access by server, network, or organization policy. Microsoft’s older procedure that changes the AdminEnabled setting is explicitly no longer recommended for Exchange Server 2019 and later; Microsoft points administrators to Client Access Rules for those versions. Therefore, do not toggle AdminEnabled as a generic response to a login failure. First establish whether a restriction is intentional, which Exchange version is installed, and which rule or policy is responsible.

Diagnose the exact Exchange Server error

“HTTP ERROR 500” when opening EAC

On Exchange Server 2016 and 2019, Microsoft documents an HTTP 500 failure that can occur when the administrator account does not have a mailbox and Exchange cannot locate a healthy arbitration mailbox. Treat the literal message HTTP ERROR 500 as a server-side clue rather than as proof that the browser or network is broken.

  1. Check whether the administrator account has an Exchange mailbox. An account that can authenticate to Windows or Active Directory may still lack a mailbox that EAC expects.
  2. From the Exchange Management Shell, inspect arbitration mailboxes with Get-Mailbox -Arbitration.
  3. Review the returned objects for warnings or errors and verify that the expected healthy arbitration mailboxes are present. Microsoft’s troubleshooting article describes seven healthy existing arbitration mailboxes being returned without warnings or errors as the diagnostic expectation for that procedure.
  4. If the administrator lacks a mailbox, create or enable the required administrator mailbox through your approved Exchange recipient-management process.
  5. If arbitration mailboxes are missing or unhealthy, repair or recreate them using the documented Exchange Server recovery procedure for the installed build.
  6. Retry EAC after replication and mailbox provisioning have completed. If the error remains, capture the new timestamp and server name for the Exchange administrator.

Do not assume that adding a mailbox alone fixes every HTTP 500. The arbitration mailbox condition must also be checked, and the exact Exchange build and preceding event-log errors may change the recovery procedure.

“The redirect limit was reached” or a browser redirect loop

Microsoft links a redirect-limit message affecting EAC or Outlook on the web to an expired, missing, or misconfigured OAuth certificate on applicable Exchange Server builds. The browser may freeze at a redirect, show a loop, or report the redirect limit was reached.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Record the exact hostname and whether the problem affects EAC, Outlook on the web, or both.
  2. Inspect the OAuth certificate’s presence, expiration date, and Exchange configuration. Check for a certificate that has expired, was removed, or is not the certificate Exchange expects.
  3. Confirm the server’s cumulative-update level before changing certificates. The Microsoft article identifies CU12 or later as the relevant baseline for Exchange Server 2019 and CU23 or later for Exchange Server 2016 in that troubleshooting context.
  4. Check current Microsoft servicing and support guidance for the installed build before scheduling maintenance; the minimums in a troubleshooting article should not be treated as a complete 2026 support matrix.
  5. After the certificate and configuration are corrected, test from a fresh browser session and verify both EAC and any affected Outlook on the web endpoint.

Certificate replacement is a production change. Preserve the existing certificate and configuration details, use a change window, and involve the administrators responsible for Exchange and internal PKI.

“Access is denied” after authentication

Access is denied can mean that authentication succeeded but authorization failed. In Exchange Online, inspect RBAC and the role required for the feature. In Exchange Server, check whether a Client Access Rule or another organization policy intentionally blocks EAC, and verify that the request is reaching the correct server and virtual directory.

For Exchange Server 2013 and 2016, Microsoft also documents related EMS, EAC, ECP, and Outlook on the web access failures caused by a denied ms-Exch-EPI-Token-Serialization permission on the Exchange server’s computer account. This is a targeted Active Directory permission problem, not a reason to grant broad administrator rights. Have an Exchange or identity administrator verify the computer-account permission and compare it with a known-good server in the same organization before making a controlled correction.

Use the symptom to choose the next test

Observed symptom Most useful first question Next action
Sign-in page keeps returning or chooses the wrong account Is the browser holding a stale Microsoft session? Use the direct EAC URL in a private window with the organization’s work or school account.
Sign-in succeeds but a feature is absent Does the account have the Exchange role required for that operation? Ask an authorized tenant administrator to review RBAC assignments and operation-specific permissions.
On-premises URL fails before a login prompt Is the ECP URL, DNS record, proxy route, and TLS certificate consistent? Test the internal ECP URL, then validate the external URL, public DNS, and certificate hostname.
HTTP ERROR 500 Does the administrator have a mailbox, and are arbitration mailboxes healthy? Check the administrator mailbox and run Get-Mailbox -Arbitration; repair the affected mailbox objects through the documented procedure.
the redirect limit was reached Is the OAuth certificate expired, absent, or misconfigured? Inspect OAuth certificate state and the server’s cumulative-update level before maintenance.
Access is denied on Exchange Server 2013/2016 services Is the Exchange computer account missing token-serialization permission? Have an identity administrator investigate ms-Exch-EPI-Token-Serialization on the server computer account.

  • Deployment type: Exchange Online or Exchange Server, including the server version and cumulative update when known.
  • Exact URL used, including whether it was an internal FQDN, public hostname, https://localhost/ecp, or a Microsoft 365 EAC address.
  • Exact error text, preserving capitalization and wording such as HTTP ERROR 500, the redirect limit was reached, or Access is denied.
  • UTC date and time of the failure, affected account, and whether another administrator can reproduce it.
  • Whether a private browsing session changed the result.
  • For Exchange Server, results from Get-Mailbox -Arbitration, mailbox status for the administrator, certificate expiration and hostname checks, and any relevant server or directory changes.
  • For Exchange Online, the tenant administrator’s service-health and sign-in-log findings, without assuming an outage before those checks are complete.

Remove passwords, access tokens, and other secrets from screenshots or copied logs. Provide only the administrative data needed to diagnose the endpoint, authorization, or server condition.

Common mistakes to avoid

  • Using a personal account: authentication can succeed while the account has no Microsoft 365 or Exchange administrative role.
  • Changing roles to fix a browser loop: RBAC does not repair stale cookies, an incorrect account selection, or an OAuth certificate problem.
  • Toggling AdminEnabled blindly: this is not the recommended general solution for Exchange Server 2019 and later; investigate Client Access Rules and the intended policy instead.
  • Ignoring the exact error: HTTP 500, redirect-limit errors, and access-denied messages point to different tests.
  • Replacing certificates before checking the build: certificate work can affect EAC and Outlook on the web and should follow current servicing guidance.
  • Calling every unexplained cloud failure an outage: verify tenant service health, sign-in details, account scope, and policy results first.

When the issue is resolved

Test with the affected account and a second authorized administrator when possible. In Exchange Online, confirm both sign-in and the specific management feature that was unavailable. In Exchange Server, test the intended internal or external URL, verify that the certificate warning is gone, and confirm that EAC, and any related Outlook on the web or Exchange Management Shell operation affected by the incident, behave normally. Keep the exact error and corrective change in the organization’s administration record so the next occurrence can be compared with a known-good state.
