A storm can disrupt an entire local network through equipment damage, commercial-power loss, blocked access for restoration crews, or congestion, so a missing outage notice does not prove that your handset is the problem. If AT&T reports no outage, run its diagnostics and then work through the device checks below.
Use the symptom that matches your situation: calls that fail, texts that are delayed, or data that is slow or unavailable. Keep the phone charged, use Wi-Fi when power and a working internet connection are available, and limit non-emergency calling during heavy congestion. A power bank can keep a phone operating, but it cannot repair damaged network infrastructure or create coverage.

What to do first: check for an AT&T outage
Open AT&T’s outage information for your service area. This is the most important first step because storm-related problems can be outside your home and outside anything a phone setting can fix. AT&T’s disaster guidance says to check for an outage and, if none is reported, use its diagnostics and troubleshooting tools.
An outage page can lag behind conditions in the field, and a service problem can affect only a neighborhood, a cell site, or a transport link. Therefore, “no outage reported” means you should proceed with handset checks; it does not establish that the network is healthy or that your phone is at fault.

Why a storm can affect a phone that was working normally
- Wind, flooding, lightning, or debris can damage network equipment or the connections serving a cell site.
- Commercial power interruptions can disable or limit facilities even when your own home still has electricity.
- Restoration crews may not be able to reach a site immediately because of road closures, flooding, or other safety restrictions.
- Emergency traffic can overload available capacity, slowing data and making calls or messages harder to complete.
AT&T explains that restoration work can involve a switch station several miles from the customer’s home. A phone can therefore show a storm-related symptom even when the handset and nearby household equipment appear normal.
Match the symptom to the next action
| What you see | Most likely category | Next action |
|---|---|---|
| No signal, “SOS,” or repeated call failures across multiple phones | Outage, damaged site, power issue, or severe congestion | Check AT&T’s outage information, then conserve battery and try texting or Wi-Fi if available. |
| Only one phone fails while other AT&T phones nearby work | Device setting, software, SIM, or account-specific issue | Restart, verify service and signal, update software, and check the call and SIM settings below. |
| Calls fail but texts sometimes arrive | Congestion or a voice-specific connection problem | Limit non-emergency calls and try a text; then perform the call checks. |
| Texts are delayed but eventually arrive | Congestion or intermittent coverage | Retry once, move to a location with a stronger signal, and avoid repeatedly sending the same message. |
| Bars are present but data is very slow | Congestion, backhaul damage, or a local network fault | Use Wi-Fi when available, pause large downloads, and check outage status. |
| “Insert SIM” or “Emergency Call Only” appears | Physical-SIM detection or registration problem | Only on a phone with a physical SIM, power down and inspect/reseat the SIM; otherwise follow the phone’s eSIM or carrier instructions. |
Device checks when AT&T shows no outage
These steps are proportionate checks for a single handset. They may correct a setting or registration problem, but AT&T’s guidance does not establish that any one step will restore service during a network outage.
- Restart the phone. Power it off completely, wait briefly, and turn it back on. A restart can make the handset register with the network again after a temporary software or radio-state problem.
- Retry the call or message. Make one new attempt after the restart rather than repeatedly redialing. Repeated attempts can add traffic when the network is congested.
- Confirm wireless service and signal. Look at the signal indicator and verify that the phone recognizes the AT&T line. If the indicator is absent or shows an emergency-only state, move to an open area or a different location and check again.
- Turn off airplane mode. Open the phone’s quick settings or network settings and make sure Airplane mode is disabled. If it was already off, turn it on briefly, wait, and turn it off again, then allow the phone time to reconnect.
- Install available device software updates. Use the phone’s system-update screen while connected to reliable Wi-Fi or adequate power. Do not interrupt an update by removing power.
- Check call forwarding. Disable forwarding if it was enabled unintentionally. The exact menu name varies by phone, but the setting is generally under the Phone app’s calling settings.
- Check blocked calls and contacts. Remove an unintended number from the blocked list, or test a call to a different contact. A block affects a particular number, not the whole network.
- Check the SIM only when the phone indicates a SIM problem. If a phone with a physical SIM says “Insert SIM” or “Emergency Call Only,” power it down, remove and reseat the SIM according to the handset maker’s instructions, and restart. Do not remove a SIM unnecessarily during an active emergency or while the phone is wet or damaged. Phones using an eSIM do not have a card to reseat; use the phone’s carrier or cellular-plan settings instead.
What the results mean
- If service returns after one of these checks and remains stable, the issue may have been local to the handset or its registration.
- If several AT&T phones in the same area show the same failure, stop repeating device resets and recheck outage information.
- If service comes and goes, record the approximate times and locations. That information is useful when reporting an intermittent network problem.
When calls fail after a storm
Storm congestion and partial outages can reduce the ability to make or receive calls even when a phone displays some signal. First check outage information, then perform the restart, signal, airplane-mode, software, call-forwarding, blocking, and SIM checks that apply to your handset.

Use fewer voice calls during congestion
AT&T advises limiting non-emergency calls when call volumes are high. Its storm guidance states: “Texts often go through faster than calls during network congestion.” That is qualified advice, not a guarantee: a text can also be delayed or fail when coverage or network capacity is severely impaired.
For a non-urgent conversation, send a concise text instead of repeatedly redialing. Avoid sending multiple copies of the same message while waiting, because delayed messages may arrive later and create duplicates.
Separate a contact problem from a network problem
If calls to one person fail but calls to other numbers work, check the contact’s number and your blocked-calls list. If every call fails, or calls fail on multiple nearby phones, treat the pattern as a likely network or congestion issue and use AT&T’s status information rather than changing unrelated phone settings.

When texts are delayed or will not send
Texts can be useful when voice channels are congested, but they still require the phone to reach the network. Check the signal indicator, disable airplane mode, restart once, and retry. If the message is not urgent, wait rather than repeatedly pressing send.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Interpret common patterns
- Incoming texts arrive late in batches: congestion or an intermittent connection is plausible. Keep the phone powered and allow time for delivery.
- Outgoing texts remain pending while calls also fail: an outage, weak coverage, or severe congestion is more likely than a single messaging-app setting.
- Only one recipient is affected: verify the number and try a different contact before concluding that AT&T service is down.
- Messages work near a window or outdoors but not indoors: the storm may have changed local coverage conditions, or building materials may be weakening an already marginal signal.
Do not assume that a successful text proves voice and data service are restored. Wireless services can behave differently during a partial outage.
When AT&T data is slow or unavailable
Storm traffic can consume available capacity, and damage to transport links can leave a phone with signal but little usable data. Pause large downloads, cloud backups, video, and automatic app updates while the network is strained. If you need a short online task, try it once rather than repeatedly refreshing.

Use Wi-Fi when it is genuinely available
AT&T says Wi-Fi may help data speeds when power is available. Connect only to a trusted, working Wi-Fi network and confirm that the connection itself has internet access; a Wi-Fi icon alone does not prove that the broadband connection survived the storm.
Wi-Fi can improve data access, but it does not repair AT&T’s wireless network. If the Wi-Fi router, modem, or local internet service also lost power or connectivity, switching to Wi-Fi will not solve the problem.

Do not mistake signal bars for capacity
Bars indicate the handset’s radio connection, not how much capacity remains for your data session. A phone can show several bars while a damaged or congested site delivers very slow speeds. Conversely, moving a short distance can improve a weak signal even when the broader network is operating.

Keep the phone powered without expecting a network fix
AT&T’s emergency-preparation guidance recommends a portable phone charger. Its storm guidance also lists car chargers, battery packs, and multi-port chargers as backup-power options.
- Charge a power bank before severe weather when possible.
- Use a car charger only when the vehicle can be operated safely and ventilation requirements are met.
- Keep one cable that matches the phone and another compatible cable if your household uses different connectors.
- Reduce screen brightness, disable unnecessary background activity, and close power-hungry apps when charging opportunities are limited.
A portable phone charger, power bank, or backup battery pack supplies electricity only. It cannot restore a damaged cell site, bypass an outage, increase coverage, or guarantee that a call or text will complete.
How storm restoration information should be read
Follow the status shown for your location rather than relying on a general statement about another state or storm. AT&T’s October 2026 Hurricane Isaias recovery update said that some customers, primarily in parts of Florida and Alabama, experienced wireless disruptions after landfall. It also described home-phone and internet interruptions associated with storm damage and commercial-power outages. Those observations are region- and storm-specific; they are not a statement about every AT&T customer.
In a separate September 2, 2026 Tropical Storm Edouard update, AT&T reported that its wireless network was operating at more than 99% of normal in Texas and Louisiana at that time. “More than 99% of normal” is an AT&T-reported figure for those areas and that date, not a service guarantee, a nationwide measurement, or a prediction for another storm.
Why there may be no restoration time
Repair timing depends on damage, commercial power, road and site access, and the sequence of work across the affected network. General storm guidance does not establish a universal restoration-time estimate. Do not treat a social-media post, an old storm update, or a result for another ZIP code as a promise for your location.
Quick Recap
Escalate through AT&T’s official channels
- Check AT&T’s outage information again, including after a symptom changes from no service to intermittent service.
- If no outage is shown, run AT&T’s diagnostics and troubleshooting tools and keep the results.
- Use AT&T’s current support options through att.com, the myAT&T app, or customer support by phone. Use the contact path displayed for your account and region rather than copying an old regional number.
- Report the useful facts: your ZIP code or service location, whether calls, texts, and data are affected, the time the problem began, the exact on-screen warning, and whether other AT&T phones nearby have the same symptom.
- Follow the status updates for the actual affected area. Ask for an estimated time only if AT&T provides one for that location; do not infer one from a different storm or region.
Information to collect before contacting support
- Phone model and whether it uses a physical SIM or eSIM.
- Approximate location and whether you are indoors, outdoors, or moving between areas.
- Signal indicator and any exact message such as “Emergency Call Only” or “Insert SIM.”
- Whether a restart, airplane-mode toggle, software update, or SIM reseat changed the symptom.
- Whether Wi-Fi works and whether another AT&T device nearby has service.
A practical decision tree
- Is an AT&T outage shown for your area? If yes, follow the posted status, conserve power, and use text or Wi-Fi when practical. If no, continue.
- Do multiple AT&T phones nearby have the same problem? If yes, treat it as a likely local network or congestion issue and report it. If no, continue with handset checks.
- Does your phone show a device warning? For “Insert SIM” or “Emergency Call Only” on a physical-SIM phone, inspect and reseat the SIM. For airplane mode, disable it. For other warnings, use the phone maker’s documented setting.
- Is the problem limited to data? Try trusted Wi-Fi, pause heavy traffic, and recheck outage status. Signal bars do not guarantee data capacity.
- Does the problem persist after the checks? Contact AT&T through its current official support channels with the symptom timeline and location. Do not keep repeating resets that have not changed the result.
Storm troubleshooting mistakes to avoid
- Assuming a quiet outage page proves the network is fine: notices can lag, and a fault may be too localized to appear immediately.
- Repeatedly restarting or redialing: one restart and one retry are reasonable; repetition does not repair damaged infrastructure and can add congestion.
- Removing a SIM without a symptom that points to it: use the physical-SIM step only when the phone reports a relevant warning.
- Expecting a power bank to restore coverage: it extends battery life only.
- Using a general recovery percentage as a personal guarantee: the reported “more than 99% of normal” figure applied to Texas and Louisiana during AT&T’s September 2, 2026 Edouard update.
- Trusting an old storm contact number or repair estimate: use the current account, region, and outage information shown by AT&T.
Quick checklist
- Check AT&T outage information first.
- Note whether the symptom affects calls, texts, data, or all three.
- Restart once and retry.
- Confirm signal and wireless service.
- Turn off airplane mode.
- Install available phone software updates.
- Check call forwarding and blocked calls.
- Inspect a physical SIM only if the phone says “Insert SIM” or “Emergency Call Only.”
- Use Wi-Fi when power and a working internet connection are available.
- Limit non-emergency calls during congestion; try a text instead.
- Keep the phone charged with a portable charger or other safe backup-power option.
- Use AT&T’s current outage and support channels for persistent problems.
