When an AI agent cannot open a site or sign in, first identify which browser it is using. A cloud or application-owned browser usually has separate cookies, tabs and saved credentials from your local browser. Then test the failure in five layers: site approval, authentication, workspace policy, network access and website restrictions. The layer that owns the block determines the fix.
Start by identifying the agent’s browser and session
“The agent cannot access the site” can describe several different systems. Before changing passwords or firewall rules, record whether the agent is using:
As an Amazon Associate I earn from qualifying purchases.
- a cloud browser session;
- an application-owned browser tool;
- a desktop computer-use tool;
- a connected application integration; or
- your current local browser.
A cloud browser normally runs in a separate remote session. It does not automatically inherit your local browser’s cookies, saved passwords, extensions, open tabs or signed-in accounts. A page that works in your normal browser can therefore show a login screen, a consent page or a first-time-device check to the agent.
What the session distinction tells you
- Local browser works, remote browser is signed out: the likely issue is session state, not the website itself. Sign in through the agent’s supported flow.
- Neither browser can open the site: check the site address, account status, DNS or network connectivity before investigating agent-specific controls.
- The agent’s browser opens the page but cannot use a page tool: check that the integration is connected and that the tool has the correct current page and signed-in session.
Use a layer-by-layer diagnosis
Access permission, account authentication, administrator policy and outbound network policy are separate controls. Passing one does not prove that the others are configured.

| Layer | Typical owner | Useful check | Human action often required |
|---|---|---|---|
| Browser or session | User or agent provider | Is this the expected browser, and is its session still authenticated? | Sign in again or start a fresh session |
| Website or origin approval | User, application or workspace | Did an approval prompt appear for the exact origin? | Approve the origin if policy allows |
| Authentication method | Website and agent integration | Is the login method supported by this integration? | Complete sign-in and requested second factor |
| Workspace or application policy | Workspace administrator or application owner | Is the site or action blocked by an administrative rule? | Ask an administrator to change policy |
| Outbound network | Network administrator or hosted environment | Can the environment reach the destination, redirects and required page resources? | Update the permitted destinations or network policy |
| Automated-traffic restriction | Website owner | Does manual browsing work while the automated browser is refused? | Ask the site owner for an approved access path |
An origin approval is not the same as network access. Conversely, a network route does not grant permission to use a site. In enterprise environments, a user’s approval cannot override an administrator restriction.
1. Check website and origin approval
Some agent products ask you to approve a website or origin before allowing navigation, form submission or account use. Look for a pending approval prompt in the agent interface and confirm that it names the intended origin, including the correct domain and protocol.
If no approval prompt appears
- Stop the current attempt and reopen the task in the agent’s browser.
- Navigate to the site’s public home page rather than a stale deep link.
- Check whether the application has a permissions, connected-sites or browser-access panel.
- Ask the workspace administrator whether the origin is blocked globally.
Do not assume that approving one domain approves every related service. A login flow can redirect to an identity provider, a payment service or another domain. Those destinations may require their own policy approval, and a network allowlist may need to include them as well.

Authentication capabilities differ by product. A login method that works in one agent may be unavailable in another, so do not generalize from a local browser or a different integration.

In a ChatGPT cloud-browser session, use the secure sign-in form presented by the site and complete any requested two-factor authentication in that flow. The remote browser has its own session, so being signed in locally does not complete this step for it.

OpenAI Agents API integrations
In an OpenAI Agents API integration, the application handles the sign-in flow. The documented flow supports email addresses, passwords and verification codes. It does not support passkeys or QR-code sign-in. If the account offers only a passkey or QR code, use a supported sign-in method if the site provides one, or ask the integration owner whether another approved connection is available.
Protect credentials and verification codes
- Enter passwords and one-time codes only into the website’s secure sign-in form or the product’s documented authentication interface.
- Never paste a password, recovery code or one-time code into ordinary chat as a substitute for the sign-in form.
- Do not send credentials to an agent operator or include them in a troubleshooting report.
- After a failed attempt, verify whether the account generated a security alert, device challenge or temporary lockout.
Some sites require a human to approve a login, complete a second factor or confirm a new device. That is an expected handoff, not evidence that the agent is broken.

3. Compare manual browsing with agent browsing
Open the same site manually in your ordinary browser and compare the result with the agent’s browser. This separates an account or site outage from an automated-browser restriction.
When manual access works but the agent is blocked
Website owners can restrict automated browser traffic even when they allow normal interactive browsing. Security systems may return an access-denied page, repeatedly challenge the session or refuse navigation before the login form loads. The restriction is controlled by the site owner, not by your local browser settings.
Try the site’s public page or another permitted site to confirm that the agent’s browser can navigate at all. If other sites work and this one does not, contact the site owner or use a workflow the site explicitly supports. Do not attempt to evade CAPTCHA, bot detection, rate limits or other access rules.

When both manual and agent access fail
Check the site address, service status, account status and ordinary network connectivity. If the site is unavailable in your local browser too, changing the agent’s permissions is unlikely to solve the underlying problem.
4. Check network policy and required domains
Hosted computer-use environments can have outbound network controls. Confirm that policy permits the destination domain and the other domains needed for redirects, authentication and page resources such as scripts, stylesheets or embedded content.
Build the permitted-destination list from the actual flow
- Record the first destination the agent opens.
- Note every redirect domain shown during sign-in.
- Check the browser’s error or network log for blocked page resources.
- Ask the network administrator to permit the required destinations under the organization’s policy.
- Retry in a new session after the policy change.
Allowing only the visible home-page domain can produce a misleading partial failure: the page loads, but the login form, challenge, API call or post-login redirect cannot complete.
5. Check whether the browser session expired or was recycled
Authentication can expire while a task is paused. A hosted browser environment can also be recycled between runs. Recycling clears browser state, including cookies and local storage, so an agent that was previously signed in may appear signed out on its next run.
Signs of an expired or reset session
- The site worked earlier in the same task but now returns to its login page.
- The agent reports that a session cookie is missing or invalid.
- A fresh browser shows a first-time-device or consent screen.
- Previously open tabs and extensions are gone.
Start a new browser session, navigate to the site again and complete the supported sign-in flow. If the environment is designed to be disposable, plan for authentication at the start of each run rather than relying on persistent cookies.

6. When a page tool is missing or unresponsive
A tool failure can be a context problem rather than a website block. Troubleshooting guidance for webpage-provided tools recommends checking the browser, the current page and the signed-in website session.
- Confirm that the expected browser or page tool is enabled for this task.
- Check which tab is active and whether it contains the intended site.
- Verify that the page has finished loading instead of showing a blank, error or interstitial page.
- Confirm that the browser session is signed in to the correct account.
- Reconnect the integration if the tool is supplied by a separate application.
Anthropic’s browser-use tool operates through the application’s own configured browser automation. For that type of integration, verify that the browser automation is installed, enabled and connected to the task; your personal browser window is not necessarily the one being controlled.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Check workspace and administrator restrictions
Organizations can block websites, login actions, browser tools or external data movement through workspace or application policy. These restrictions are independent of a user-facing approval prompt.
Questions for an administrator
- Is the website or origin on a blocked-domain list?
- Are browser automation or computer-use tools disabled for this workspace?
- Are external sign-ins, file uploads or data transfers restricted?
- Does the policy block the identity provider or redirect domains used by the site?
- Was the task denied by an application policy even after the user approved the origin?
If an administrator restriction applies, a user cannot override it by approving the site again. Request a policy review through the organization’s normal support channel and describe the legitimate business purpose without sending account secrets.
Choose the recovery route by who controls the block
The fastest fix depends on both the failing layer and the person or organization able to change it.
Best Value
| Observed result | Most likely control point | Next action |
|---|---|---|
| Remote browser is signed out while local browser is signed in | Browser session | Use the remote browser’s supported sign-in and second-factor flow |
| An approval prompt is waiting | User or workspace permission | Review and approve the exact origin if permitted |
| Passkey or QR-code login is the only option in an API integration | Authentication capability | Use a documented supported method or ask the integration owner for an approved alternative |
| Site opens manually but rejects automation | Website owner | Use an explicitly supported route or contact the site owner; do not bypass controls |
| Redirects or page resources time out in hosted computer use | Outbound network policy | Permit the destination and required redirect/resource domains |
| Approval succeeds but navigation remains blocked | Workspace or application administrator | Request an administrator policy review |
| The page tool is absent or acts on the wrong tab | Integration or task context | Reconnect the integration and verify browser, current page and signed-in session |
What to include when escalating
A precise report prevents repeated guesses. Record the following:
- agent or product name and version, if available;
- browser mode: cloud, application-owned, desktop computer-use, connected app or local;
- site origin and the page where the failure occurs;
- the exact error text or a screenshot with secrets removed;
- whether the site works in a normal manual browser;
- the login method attempted, such as password, verification code, passkey or QR code;
- whether an origin-approval prompt appeared and what happened after approval;
- whether the browser session may have expired or been recycled; and
- whether a workspace, application or network administrator controls access.
Never include passwords, one-time codes, recovery codes, session cookies, authorization headers or private account data in the report.
Information for a website administrator
If a site administrator is investigating blocked ChatGPT cloud-browser traffic, the published allowlisting guidance calls for preserving the Signature, Signature-Input and Signature-Agent headers through proxies. The administrator should also use the provider-specific bot name or detection ID supplied for that traffic. Removing or rewriting those headers can prevent the site from identifying an approved agent request.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCommon troubleshooting mistakes
- Assuming local cookies are shared: a remote browser generally starts with separate state.
- Treating approval as universal access: origin approval, network reachability and administrator policy are distinct.
- Repeating an unsupported login method: an API integration may support email, passwords and verification codes but not passkeys or QR codes.
- Trying to defeat a site’s bot controls: CAPTCHA and automated-traffic restrictions are access rules; use an approved route instead.
- Allowing only the home-page domain: authentication redirects and page resources may require additional destinations.
- Reporting without the exact error: “it does not work” does not identify whether the failure is session, permission, authentication, network or site policy.
A safe order of operations
- Identify the agent, browser mode and account the task is supposed to use.
- Check the current browser session and retry after a sign-in or session reset.
- Review the exact origin-approval prompt and workspace policy.
- Use the integration’s documented authentication method, including required two-factor verification.
- Compare the result with manual browsing.
- For hosted environments, verify outbound access to the destination, redirects and page resources.
- If only automation is blocked, contact the website owner rather than bypassing controls.
- Escalate with the product, browser mode, origin, exact error and non-sensitive diagnostic details.
This sequence keeps each change tied to a specific control point. It also avoids exposing credentials or weakening security simply to make an automated session behave like a personal browser.
